EU threatens to stop talks on accord with Albania
The European Union warned on Friday it would stop negotiating an association and stabilization accord with Albania if Tirana does not hold free and fair elections, an official said. “If the coming legislative elections will not be held in accordance with international and European norms, the European Union will freeze the negotiations over the accord of stabilization and association with Albania,” said Lutz Salzmann, head of the EU office in Tirana. The EU has demanded from Albanian political officials to overcome their differences and adopt a legal and institutional framework in order to secure a just and free poll, which is to take place in June 2005. “The fact that some businessmen with a doubtful economic past want to run in the coming legislative elections is not good news,” Salzmann told reporters. He also demanded that Albanian politicians to “distance themselves from the black market economy” which has harmed the development of the country. “European experts who help Albanian police in its fight against organized crime have noted a number of cases of embezzlement, smuggling or forging of documents, but the perpetrators can not be punished because some politicians are protecting them,” Salzmann said. One of the poorest countries in Europe, Albania has since last year been negotiating a stabilization agreement with the EU, one of the key steps toward full membership. Tirana expects to sign the agreement this year, but the EU has yet to set a date. Albania faces huge problems in areas such as organized crime and an anemic economy, which was closed during decades of isolationist communist rule until the early 1990s.

U.S. Urges Gov’t to Keep Pressure on Crime Lords
Tirana, October 28, 2003 - The U.S. ambassador warned Albanian crime lords on Monday that the international community was hunting them down and urged Albania to continue to pursue them because crime would harm its bid to join the West.
Albania became a key smuggling route for drugs, people and guns into Western Europe after the fall of communism and its weak and corrupt judiciary is often accused of letting criminals go free.
‘’Crime is still destroying your country and challenging its ability to enter Western bodies,’’ Ambassador James Jeffrey said in a speech to trainee judges in a seminar on people trafficking, NBC reported.
‘’We also have a message for the crime lords: We know or will soon learn who you are. My government, our European partners and the Albanians, are after you,’’ Jeffrey said.
Albania has been rocked recently by several murders of top businessmen, which have not been solved, and the gunning down of the chief prosecutor’s driver, in what is believed to be a warning by crime organisations to their investigators.

Albanian Minister Says EU Integration Depends on Election Process
30/12/2004
TIRANA, Albania – Integration Minister Ermelinda Meksi said Wednesday (29 December) that the main government objective in 2005 would be to achieve progress towards EU accession, including the signing of a Stabilisation and Association Agreement. She added, however, that this would depend on the conduct of the general elections next year. Acknowledging that parliament’s rejection of the election law this year slowed the reform process, Meksi stressed progress had been made in terms of structural reforms. (ATA - 29/12/04)
