This concern is also known to the Ministry of Agriculture, Food and Consumer Protection and the director of the fishing department in this institution has publicly expressed his concern on the cases when oil has been sold to a third part, which raises the prices further. Fishermen say the trip to Italy for getting oil there is full of surprises and you can risk the life in certain cases, especially when the weather is bad. They think that there exists a covered collaboration between ARMO, contrabandists and custom agents that has led to asphyxia the fishing fleet, where, while the oil price constantly raises, the fish price stays the same.

Nachdem die UN, die USA und Europa inklusive Deutscher Politiker, nur unfähige und kriminelle Strukturen in den Kosovo entsandten, sollte man sich nicht wundern. Alles was dort Aufbau Helfer war und ist, sind rein kriminelle Organisationen. Diese als NGO’s, Consult, Verein, Firmen getarnten Mafiösen Systeme auch der Deutschen Politischen Stiftungen und Politiker haben wie immer nur ein Geldwäsche System installiert, was jeder Mafia Organisation zur Ehre gereichen dürfte.

Zeichen auf Krieg

Der als Vermittler erfahrene finnische Ex-Präsident Martti Ahtisaari, 68, hat einen schweren Job übernommen: Seit vergangener Woche pendelt er zwischen Belgrad und Pristina. Ziel seiner Mission ist es, bis 2006 zwischen Serben und Albanern eine friedliche Einigung über den künftigen Status des Kosovo zu erzielen. In der völkerrechtlich zwar noch zu Serbien gehörenden Provinz stehen die Zeichen jedoch längst wieder auf Krieg. Sechs Jahre nachdem Nato-Bomben das serbische Militär aus der albanisch dominierten Region vertrieben haben und die Uno die Verwaltung des Kosovo übernommen hat, droht ein neuer Waffengang zwischen Albanern und Serben: “Sobald die Gespräche über den künftigen Status des Kosovo in eine falsche Richtung laufen, werde ich den Krieg beginnen", droht in Prizren Samidin Xhezairi, der im Kosovo-Krieg auf Seiten der albanischen UÇK unter dem Kampfnamen “Kommandant Hodscha” bekannt wurde. Für die große Mehrheit der Kosovaren ist allein die nationale Unabhängigkeit von Serbien eine akzeptable Lösung. Jeder Politiker, der etwas anderes unterzeichne, sei ein toter Mann, warnt Xhezairi. Er besitze genügend Waffen, auch an Kämpfern mangele es nicht, denn die UÇK sei niemals wirklich aufgelöst worden. Aber auch andere paramilitärische Organisationen drohen mittlerweile mit Geiselnahmen und Mord. Nachts kontrollieren selbsternannte Sheriffs in schwarzen Uniformen Passanten und Fahrzeuge auf der Suche nach angeblichen Staatsfeinden. Geradezu harmlos nehmen sich dagegen die Todesanzeigen aus, die derzeit überall im Land plakatiert werden. Unter einem Uno-Emblem steht auf Albanisch “Gott sei deiner Seele gnädig". Initiator der Kampagne ist der einstige Studentenführer Albin Kurti. Seine Aktionen finden unter Jugendlichen im Kosovo breite Unterstützung. Mit Dauerdemonstrationen wollen Kurtis Anhänger notfalls monatelang gegen die Statusgespräche protestieren. Keine Verhandlungen, sondern Selbstbestimmung lautet ihre Parole. Mit immer neuen - aber gewaltlosen - Aktionen sollen die internationalen Friedenskräfte lächerlich gemacht werden.

Auch auf serbischer Seite wird das Säbelrasseln lauter. In der überwiegend von Serben bewohnten Region nördlich von Mitrovica, deren Grenzen zu Serbien de facto offen sind, sollen bereits in Zivil gekleidete Polizisten und kampfbereite Guerillas postiert sein. Ihr Ziel: notfalls den Nord-Kosovo gewaltsam dem Mutterland zuzuschlagen. Geschürt werden die Emotionen nicht nur durch die Radikale Partei in Belgrad, sondern auch durch die orthodoxe Kirche. Eine “Okkupation” des Kosovo dürfe man nicht widerstandslos hinnehmen, appellierte Patriarch Pavle an seine Landsleute.

“15-20 Gefangene in orangefarbenen Anzügen”

Haben die USA das statusrechtliche Chaos im Kosovo genutzt, um dort Terrorverdächtige in einer Grauzone zu verhören? Der Menschenrechtsbeauftragte des Europarats, Gil Robles, will 2002 merkwürdige Vorgänge im US-Lager Bondsteel südlich von Pristina beobachtet haben.

Paris - Bisher waren die US-Gefangenenlager vor allem in Polen und Rumänien vermutet worden. Nun bringt die französische Zeitung “Le Monde” den Kosovo ins Spiel. Das Blatt beruft sich in einem Bericht der Samstagsausgabe auf Angaben des Menschenrechtsbeauftragten des Europarates, Alvaro Gil Robles.

Dieser habe den amerikanischen Stützpunkt Camp Bondsteel südlich von Pristina im September 2002 besucht. Dort habe er “etwa 15 bis 20 Gefangene in orangefarbenen Anzügen wie in Guantánamo” gesehen, zitiert das Blatt Gil Robles, der sich schockiert über die Zustände geäußert hatte. Unter den Gefangenen, die Gil Robles gesehen hat, waren vier Männer nordafrikanischer Herkunft. Die übrigen Gefangenen schienen ihm Kosovo-Albaner oder Serben zu sein.

Ob es zwischen den Gefangenen von 2002 und den Spekulationen über illegale CIA-Lager einen Zusammenhang gebe, könne man nur vermuten, sagte er weiter. “Ich kann keine direkte Verknüpfung ziehen zwischen diesen Informationen und Camp Bondsteel, weil ich nicht über konkrete Informationen verfüge", sagte Robles. “Aber ich glaube, man muss Erklärungen über diese Basis im Kosovo einholen, wie auch über andere Standorte, die verdächtig sein können” erklärte er weiter.

Die Gefangenen seien in kleinen Holzbarracken eingesperrt, die von hohem Stacheldraht umgeben seien. Viele der Gefangenen seien bärtig gewesen und hätten den Koran gelesen, berichtete Gil Robles der Zeitung. Die meisten von ihnen seien in Einzelzellen untergebracht gewesen.

Die Gefangenen, die er gesehen habe, hätten nicht in Ketten gelegen. Eine amerikanische Soldatin, die zum Wachpersonal des Gefängnisses gehörte, habe ihm berichtet, sie habe vorher in Guantanamo Dienst getan. Ein Vertreter des US-Justizministeriums habe Gil Robles vor Ort zugesichert, dass diese Guantánamo-ähnliche Einrichtung im darauf folgenden Jahr aufgelöst werden sollte. Ob das tatsächlich geschehen ist, bleibt unklar.

Camp Bondsteel im Süden des Kosovo wurde 1999 nach dem Einmarsch der KFOR und dem Abzug der serbischen Armee unter anderem von in Deutschland stationierten US-Pionieren errichtet. Das “Lager” gleicht eher einer Festung. “Wir haben Bondsteel nicht für die nächsten Jahre, sondern für die Ewigkeit gebaut", so ein US-Soldat gegenüber SPIEGEL ONLINE, der am Aufbau von Camp Bondsteel beteiligt war.

2002 hatten die Gefangenen in Camp Bondsteel - wie in Guantanamo - keinen Zugang zu Anwälten, so Gil Robles. Es sei kein einziger juristischer Schritt unternommen und die Herkunft der Gefangenen im Unklaren gelassen worden.

Rechtlicher Status völlig unklar

Der Vorteil für die US-Behörden, Terrorverdächtige im Kosovo gefangen zu halten, läge auf der Hand. Ähnlich wie in Guantanamo ist die rechtliche Situation hier völlig unklar. Offiziell gehört der Kosovo noch zu Jugoslawien. Faktisch ist er ein Protektorat der Uno, die aber vor allem damit beschäftigt ist, die ethnischen Konflikte zwischen Albanern und Serben zu managen.

Der Kosovo verfügt zwar über ein Parlament und eine Regierung, sogar über einen Präsidenten. Doch das Staatsgebilde, dass dort in den vergangenen sechs Jahren mithilfe der Uno und der EU entstanden ist, ist nicht souverän. Die politischen Kräfte im Kosovo selbst sind viel zu sehr mit ihren regionalen Konflikten und schwelenden, oft gewalttätigen Auseiandersetzungen beschäftigt, als sich um dubiose Vorgänge in einem US-Stützpunkt zu kümmern. Auch Uno und EU hatten und haben nur sehr beschränkten Zugang zu Camp Bondsteel.

Der Menschenrechtler Gil Robles frage sich heute, ob Camp Bondsteel im Rahmen der Rotation von Gefangenen genutzt worden sei, die der CIA mit Flugzeugen zwischen Afghanistan, dem vorderen Orient Europa und Guantanamo hin und hertransportiert habe.

Ne kampin Bondsteel, kishte rreth 6000 mije ushtarake amerikane. Baza, nje vend i shtrire ne 300 hektare ne jug te kryeqytetit te Kosoves dhe e administruar teresisht nga amerikanet, eshte qendra kryesore e burgosjes e cila perdoret nga KFOR, perfaqesia e NATO-s ne Kosove qe prej vitit 1999.

Zona e destinuar per burgim, nga rrefimi i Robles, te kujton ne miniature bazen ushtarake te Guantanamos. “Baraka te vogla prej druri, te cilat ishin te rrethura me tela me gjemba. Kam pare nga 15-20 te burgosur te mbyllur ne keto shtepi te vogla druri, te gjithe te veshur me tuta portokalli si te burgosurit e Guantanamos”. Te burgosurit nuk ishin lidhur me zinxhir, disa prej tyre lexonin Kuranin.

Robles kujton se kishte mbetur i shokuar dhe kishte kerkuar prishjen e ketij burgu dhe ndryshimin e rregullave dhe pretendon se kishte marre premtimet per realizimin e kerkesave te tij. Tashme pas dyshimeve te ngritura per burgje sekrete te CIA-s Ne Evrope, Komisari pyet nese baza eshte perdorur ne kuadrin e ‘kembimit’ te te burgosurve me avione te CIA-s, apo ka fshehur a fsheh vende sekrete burgimi, juridiksionit te te cilit i referohet burgu i KFOR-it qe ndodhet ne kamp.

Gazeta nxjerr ne pah qe ne vitin 2002 ne Campin Bondsteel ashtu si dhe ne Guantanamo “ te burgosurit nuk kishin te drejten e nje avokati”, nuk ekzistonte “procedura gjyqesore” dhe prejardhja e te burgosurve ishte e paqarte. Midis te burgosurve qe Gil Robles pâ, ishin dhe 4 burra afrikanoveriore, te cilet ishin arrestuar ne kufirin me Maqedonine.

Komisari per te Drejtat e Njeriut ne KE kerkoi te vizitonte burgun e bazes pasi u vu ne dijeni te arresteve jashtegjyqesore qe njerezit e kontigjentit te NATO-s kishin bere dhe u shoqerua nga komandanti i at’hershem i kontigjentit, gjenerali francez, Marcel Valentin.

Ne raportin e tij Gil Robles i kushtoi shume pak hapesire vizites se tij ne kampin Bondsteel, por sot me ngritjen e shume dyshimeve te burgjeve sekrete te CIA-s, dhe qartesia e dukshme e transferimeve te te burgosurve e bene komisionerin te shohe ate episod me tjeter sy. “ Nuk mund te vendos lidhje midis ketyre informacioneve dhe Kampit Bondseel sepse nuk disponoj te dhena konkrete rreth ceshtjes” tha ai per “La Monde”. But, hundreds and thousands of citizens are anxiously waiting to know what is going to happen with the reimbursed medicines. In return, pharmacies are threatening to stop the distribution of reimbursed medicines, unless the state pays the debt. Meanwhile, with the winter at the gates, the demands for medicines boost and it is known the main consumers of these articles are the pensioners, disabled people, infants, etc. To overcome this situation, Health Insurances Institute appealed to the Albanian Assembly to pledge an extra fund for the next year, as well as to revise the law on the 2005 budget. “As we have already publicised in media, our institute is facing an inherited extremely difficult situation. Despite the deficit of one billion leks, we also have a conveyed deficit from last year of 600 million leks, which weights everyday on the pharmacies that have a contract with Health Insurances Institute,” – Hana stressed. Meanwhile this institution’s specialists said the whole difference of 30 percent affects directly the Albanian taxpayers. “This part of the solidarity scheme among taxpayers that pay directly and indirectly from the state budget, the reimbursed medicines of the category in need such are pensioners, infants etc, are seriously questioned due to the financial situation,”- said the health specialists.

Einer der übelsten Verbrecher auf dem Balkan und in der Welt, der CIA Mann Georg Soros, erhält die Ehrenbürgerschaft in Tirana vom Bürgermeister Edi Rama. Georg Soros ist nicht nur in alle möglichen kriminellen Delikte in Albanien verwickelt, sondern musste wegen Bestechung bei der Privatisierung der Bank: Credit Lynois eine Millionen € Strafe bezahlen.

Auf diese Verbrecher, welche den gesamten Ostblock mit ihren Korruptions Privatisierungs Geschäften überzogen und eng mit diversen Mafia Clans verbunden ist, kann die Welt verzichten. Peinlicherweise erhielt dieser vorbestrafte Verbrecher bei höchsten EU Amts Trägern, den NATO General Sekretären immer eigene Privat Termine. Dies zeigt deutlich wie eng das Organisierte Verbrechen in der EU und NATO an höchster Stelle angesiedelt ist.

George Soros honoured with “Honoured Citizen” title

Wegen Korruptionsverdacht hat der albanische Premierminister Sali Berisha Ermittlungen gegen die frühere sozialistische Regierung angekündigt. Im Parlament kam es zwischen Opposition und Regierung zum Schlagabtausch.

Fünf Stunden lang tauschten am Montag (14.11.) Regierungskoalition und Opposition bei einer Parlamentsitzung zu dem Thema Korruption gegenseitige Beschuldigungen aus. Dann unterbrach Parlamentspräsidentin Jozefina Topalli die Sitzung. Anlass für die Unterbrechung war der sozialistische Abgeordnete Taulant Bala. Während Premierminister Sali Berisha zum Plenum sprach, schlug Bala, um seinen Protest zum Ausdruck zu bringen, ununterbrochen mit seinen Händen auf den Tisch. Die Parlamentspräsidentin forderte den Abgeordneten auf, sich aus dem Saal zu entfernen. Doch Bala weigerte sich. Daraufhin sah sich Topalli gezwungen, den Sicherheitsdienst des Parlamentes einzuschalten, um Bala aus dem Saal führen zu lassen. In diesem Moment standen alle sozialistischen Abgeordneten auf und hinderten den Sicherheitsdienst daran, den Auftrag der Parlamentspräsidentin auszuführen. Die Sitzung wurde unterbrochen, um sie am nächsten Tag fortzuführen.

Gegenseitige Beschuldigungen

Aus Protest gegen den Saalverweis für ihren Kollegen vom Vortag, blieben dann am Dienstag (15.11.) einige sozialistische Abgeordnete der Sitzung fern. Wie bereits abzusehen war, wurde auch die erneute Parlamentsdebatte sehr hitzig geführt und war von Schwarz-Weiß-Bildern bestimmt. Die Regierungskoalition beschuldigte die Sozialisten der Korruption während der vergangenen acht Jahre, in denen sie die Regierungsgewalt hatten. Die Abgeordneten der Demokratischen Partei forderten Untersuchungen in jedem Fall des Verdachts auf Amtsmissbrauch. Auf der anderen Seite kritisierten die Sozialisten, die Mitte-Rechts-Regierung betreibe lediglich billige Propaganda. Sie warfen der Regierung vor, den Kampf gegen Kriminalität und Korruption zur Bekämpfung politischer Gegner zu instrumentalisieren.

Berisha kündigt Aufklärung an

Premierminister Berisha kündigte an, alle Verantwortlichen für den Missbrauch öffentlicher Mittel vor Gericht zu bringen. „Ich versichere Ihnen, dass mein höchstes Ziel die Wiedererrichtung des Rechtsstaates ist. Aber, meine Damen und Herren, es wird Ermittlungen geben. Und ich garantiere Ihnen, dass der Berg der Korruption nicht versteckt werden kann.“

Opposition spricht von Säuberungen

Der sozialistische Parteisekretär Ben Blushi bezeichnete hingegen die Position von Berisha und der Parlamentsmehrheit als schlichten Versuch, eine politische Show zu veranstalten, um die Aufmerksamkeit der Öffentlichkeit von den Tagesproblemen abzulenken. Blushi bezeichnete die Regierungskoalition als nicht regierungsfähig: „Auch heute hier im Parlament kommt es mir vor wie auf einer politischen Demonstration. So redet doch kein Premierminister. Ich muss sagen, dass nicht nur ich, sondern kaum ein Albaner glauben kann, dass es hier wirklich darum geht, die Ursachen der Korruption zu bekämpfen, sondern es geht schlicht und einfach um eine politische Säuberung. Der Kampf gegen Korruption dient nur als Alibi. Er existiert überhaupt nicht. Wenn er beginnen würde, wie es nötig ist, würde die Regierung stürzen.”

Bei der Sitzung wurde auch über die Notwendigkeit gesprochen, den institutionellen und rechtlichen Rahmen so zu ändern, dass Korruption verhindert wird. Die meisten Sprecher fokussierten sich auf die Arbeit der Justiz, deren Integrität trotz massiver internationaler Unterstützung, die sie in den vergangenen Jahren genossen hat, noch immer von vielen Bürgern als problematisch betrachtet wird.

The focus of the discussion between the Prime Minister Sali Berisha and the Macedonian President was the intensification, extension and deepening the economic cooperation between the countries. The Albanian Premier reconfirmed the steady stand and will of the Albanian government that the excellent stage of political relations between Albania and Macedonia must be also reflected in excellent economic relations, as it is the will and the interest of both sides. The cooperation fields included the energetic sector, focusing on the projects over the transition of gas or oil between countries, two-sided investments, tourism and other fields. Considering that it is necessary to improve the infrastructure that connects Albania with Macedonia, Berisha stressed the joint project on constructing “Corridor 8” should be reactivated. According to Berisha, this is an important thing that will help in the development of further relations. “The reactivation of “Corridor 8” will open other developing perspectives,”- Berisha said. Both sides highly estimated the two-sided cooperation in the military field considering it as an achievement that will help both countries in their joint approaches for the integration in NATO. In the meeting, the sides discussed also about the region’s stability. Meanwhile, Macedonian President expressed his commitment and support on the cooperation in various fields like tourism, economy and culture. One of the coming joint projects between the Republic of Albania and FYR of Macedonia could be the construction of a full-capacity water-supply aiming the enhancement of energetic capacities.

The prosecution office will expect today the first allegation files that the Democratic Party experts have drawn up in the address of former high-officials of the Socialist Party.After the approval of the parliamentary resolution “Anticorruption”, today is expected to start the concrete operation of handing over the files to the judiciary organ. According to Berisha’s experts it is about “a high mountain” with files that are to be deposited in three phases, but the actions will not go beyond the first 15 days of December. It seems the first experts’ list comprise the names of low SP exponents, allegations which were mainly based on the documentation provided by the High State Control Office. A special work group is also detailing the allegations on five former ministers of the socialist governing such are the Ministry of Defence, Economy and Finance, Public Order, Education and the Ministry of Telecommunications and Transports. Nevertheless, it is informed the first pile of allegation files will be included officials up to the level of Directors, where the emphasis is to be put on the abuses with tenders, corruption, funds’ misuses. The other work group is detailing a special serial of files in relation to the Tirana municipality. Last night, the chairman of this municipality, Edi Rama responded to reporters’ questions related to the allegations, stressing these accusations have only a political background. Also the former Minister of Public Order, Igli Toska made long explanations in relation to the accusations that the Democratic Party has launched on so-called corruptive affairs. He stresses that all actions completed in this ministry during the time he was the head of the institution, were executed according to laws and defined standards. In this context, Toska rejected all allegations in his address, stressing that all of them have political background. Also the former Minister of Defence Majko responded to the accusations declining all of them. However, today is the official day when the protocol office of the general prosecution office will receive a part of allegation files that have been drawn up since weeks ago. It seems that for the moment the entire décor of the Albanian politics will focus on the parliamentary fight on removing parliamentary mandates and on the request of charging some MPs. But, we must say the preliminary files comprise also the names of former high-officials who are not Members of the Albanian Parliament and for the last mentioned, the legal procedures of the prosecution office are much easy to implement.

TIRANA, Albania – Parliament adopted a resolution Tuesday (15 November) on combating corruption, ruling that the legislature’s institutional role in handling corruption-related issues must increase. The document also envisions better communication between parliament, the government, and prosecutors regarding alleged corruption cases. It also stresses the need for serious reform of the state intelligence structure SHISH in order to strengthen anti-corruption efforts. The resolution passed after heated debate between the ruling Democratic Party (DP) and the opposition, which says DP cited corruption as a pretext for putting political pressure on some state institutions. Nachdem die NATO vor wenigen Tagen, die Fakten über die Albanische Bin Laden Verbindung mit Yassin Kadi veröffentlichte (Hier und auch bei www.globalresearch.ca seit Jahren bekannt), distanziert sich die NATO nun von ihren UCK - KLA Verbrecher Gangs. Wie peinlich ist es nur, das über diese UCK Gangster und Leuten wie Hashim Thaci (der Serben die Köpfe abschnitt und auf Pfähle aufspieste, was jeder in Raum Drenica weiss), bereits 1998, die Geheimdienst absolut Alles wussten, was das für kriminelle Gangster sind. NATO Assembly adopts Kosovo resolution

COPENHAGEN – Monday – The NATO Parliamentary Assembly, meeting in Copenhagen, has abandoned an planned resolution on Kosovo which prejudiced the outcome of status negotiations by calling for conditional independence for the province.

Instead, the 51st Annual Meeting of the Western alliance’s Parliamentary Assembly has adopted a resolution calling for the continued application of UN Security Council Resolution 1244.

The head of the Serbia-Montenegro delegation to the meeting, Aleksandar Pravdic, said that the new resolution insists that the talks on the eventual status of Kosovo must not be prejudiced.

“All delegates at the NATO Assembly supported our demand that the resolution calling for conditional independence could nut stand, so the new resolution is acceptance of UN Security Council Resolution 1244 and a call to governments for full support of the Euro-Atlantic integration of the region.

“It supports the implementation of standards, the established process of decentralisation, protection of the rights of Serbs and other minorities and, of course, securing effective protection of the cultural and religious legacy,” said Pravdic.

NATO adopts resolution on Kosovo

COPENHAGEN, Denmark – NATO’s parliamentary assembly has adopted a resolution on Kosovo, calling for the continued application of UN Security Council Resolution 1244. The resolution, voted on at the assembly’s 51st meeting, backs the implementation of standards, the decentralisation process and protection of minorities. The assembly stopped short of a planned declaration of support for conditional independence.

Kosovo was also on the agenda of talks in Belgrade Sunday (13 November) between Serbian President Boris Tadic and Czech Prime Minister Jiri Paroubek. At a joint press conference, Tadic said Serbia is ready to launch negotiations on Kosovo’s future status, but reiterated Belgrade’s opposition to independence for the province.

TIRANA, November 12, 2005 – The North Atlantic Treaty Organization (NATO) on Friday closed two military bases in Albania, the newspaper Gazeta Shqiptare reported on Saturday.

One of the bases was located at the Durres port along the Adriatic Sea,and the other in the inland area of Kukes bordering Kosovo.

Present at a closing ceremony in Durres were Albanian Defense Minister Fatmir Mediu and representative of NATO military forces Attilo Massimo Iannuci, also Italian ambassador to Albania.

Iannuci explained that the situation in southeast Europe has changed and NATO has accomplished its military mission in Albania.

Mediu expressed hope that Albania will continuously intensify its cooperation with NATO, particularly Italy, and try to gain the membership of the group by 2008.

The two bases were established in 1998-1999 to guarantee NATO logistic support and traffic security on the roads to Kosovo when NATO launched air strike on former Yugoslavia and Kosovo was mired in armed conflicts.

Die Eigentümer sagen, das sie nicht mehr mit eigenen Generatoren arbeiten werden, weil sie damit nur noch Geld verlieren.

700 Arbeitsplätze gehen damit erneut verloren, obwohl viele Milliarden inzwischen in den Albanischen Raum geflossen sind, von Europa, Deutschland und der Weltbank und EBRD. Diese Gelder sind durch korrupte westliche Politiker, mit System unterschlagen worden, so das sich die Situation in Albanien heute schwieriger und schlechter darstellt, als 1991.

Leute wie Rezzo Schlauch, Joschka Fischer mit ihrer DAW-Gesellschaft und zuvor dubiose Stiftungen wie die Hans-Seidl Stiftung, haben reine Unterschlagungs Kartelle in diesen Ländern aufgebaut inklusive VISA Verkauf, an kriminelle Strukturen im jeweiligen Regierungs Apparat.

Power shuts down three enterprises
Vlore- Seven hundred employees of the biggest industrial enterprise of the town wnt to work as usual, but they never thought they would not work there anymore as the Italian entrepreneur sacked all of them.The notice was communicated by one of the owners of this enterprise, named “Vlora Confection” that operates as three enterprises linked to each other and where the three owners are Italian. According to one of them, Vittorio Chianeta, the reason of interrupting the work in the three enterprises is only the lack of the electric power. Chianeta tells the patience is over and working with powerful generators, brought from Italy only for this purpose is not bearable anymore. “We do not have energy and we cannot work anymore with generators, because we are here to profit and not to loose,” – said the Italian entrepreneur. We learned from his staff members that the three enterprises altogether have employed approximately 700 women, who work in confections only for export. We also got to know these enterprises pay to the Albanian state around 10 million lek a year. This big enterprise, based on the collaboration with Vlora workers did not interrupt the workings even during the terrible year of 1997, under bullets’ fusillade, while now due to the lack of electric power they have to send their workers home. As soon as they got informed, the women of these enterprises were immediately organized and around 300 of them started a protest march toward the prefecture of Vlora district.

Albania moves against terrorists’ assets

After a ten month delay, Albanian authorities have seized property in downtown Tirana that was being used to launder financial activities of the al-Qaeda terrorist network.

Albanian authorities took possession of office space Tuesday (18 October) at the so-called “Twin Towers” of central Tirana. In 2004, the government confirmed that the location was being used to launder financial activities for the al-Qaeda terrorist network.

The seized premises belong to a fugitive Saudi Arabian citizen named Yassin Qadi, a businessman who was named a specially designated global terrorist by the US Treasury Department in October 2001.

Qadi owned 18 per cent of shares in the two buildings, located opposite the Albanian prime minister’s office.

“The seizure procedures are based under the Council of Ministers’ decision on 3 December, 2004, in the framework of the measures to prevent terrorism funding. Even though it has been ten months since the decision was taken, it has not been executed until now,” the finance ministry said in a press release.

According to the ministry, the premises will not be sold but rather managed by state authorities. One option is to rent them out to state institutions or private firms.

Both the government and the opposition have been anxious to show they are taking the problem of terrorist-related activity seriously. Earlier this year, the opposition Socialist Party vowed to seek a probe into how thousands of foreigners – including people allegedly linked to Osama bin Laden – were able to get Albanian citizenship during the last 13 years.

Qadi is thought to have had close links to Abdul Latif Saleh, a Jordanian-Albanian dual citizen who has been designated by the US Treasury Department as an al-Qaeda supporter. According to Washington, he is associated with a number of Albanian NGOs linked to Egypt’s Islamic Jihad – a group with ties to al-Qaeda – and has received $600,000 from Osama bin Laden to establish extremist groups in Albania.

Saleh set up an Albanian jihadist organisation, financed by the Al Haramain Foundation, with the goal of destabilising Albania by “fomenting conflict among the different religious groups in the country,” the US Treasury Department said in a statement.

In addition, Saleh and Qadi ran several joint business partnerships, including a sugar importing business, a medical enterprise and a construction business. “Saleh served as the general manager of all of Qadi’s businesses in Albania, and reportedly holds 10 per cent of the Qadi Group’s investments in Albania,” the department said.

PRISTINA, 11 November 2005 - The OSCE Mission in Kosovo, together with Kosovo’s Environment and Spatial Planning Ministry, today launched a multi-media public awareness campaign to tackle the issue of illegal occupation of property.

Calling for respect of property rights, the campaign emphasizes that illegal occupation is not a viable or legitimate solution to one’s housing needs.

“It is widely recognized that there have been many challenges in the area of property rights and property ownership,” said Henry McGowen, Director of the OSCE Mission’s Department of Human Rights and Rule of Law, at the launch event.

“We are all very familiar with the reasons and history behind these issues but this campaign wants to focus on the next steps. The first step in resolving this problem is establishing the proper legal framework, as this issue affects all the people of Kosovo,” he added.

Stressing the complexity of the issue of property rights, Ardian Gjini, the Minister of Environment and Spatial Planning said, “These rights are not only a standard that Kosovo’s people should meet in order to help the rule of law, but they are also important European and international standards to which Kosovo aspires.”

The public at large will be made aware of the issues surrounding illegal occupation through television and radio programmes, as well as posters and stickers with the campaign slogan - ‘Illegal occupation is not a solution’ -placed inside municipal and other institutional buildings and near residential buildings.

Illegal occupation and use of residential and non-residential property is a widespread problem in Kosovo. The campaign primarily focuses on illegal occupation of residential property and its impact on human rights and rule of law principles.

The campaign also seeks to strengthen the understanding that property legislation will be fully implemented and that all property disputes will be resolved and judicial decisions implemented, while creating an understanding that future illegal occupation is not an option.

The OSCE Mission in Kosovo, as the institution-building pillar of UNMiK, continues to support and develop Kosovo’s Provisional Institutions of Self-Government. To this end, the OSCE and the Ministry of Environment and Spatial Planning co-chair the Standards Working Group on Property Rights - one of the eight ‘Standards for Kosovo’.

Albanian interior minister vows to break mafia links with politics

TIRANA, Albania – Interior Minister Sokol Olldashi vowed on Thursday (10 November) to break any links between the mafia and politics, insisting that he has a report with the names of specific left-wing politicians supported by organised crime groups. He declined to elaborate. Separately, he said that while the routes used by drug traffickers are familiar to the ministry, human traffickers have recently turned to new routes from Montenegro, Croatia, Slovenia and Italy.

Berat- The generators’ roaring all over the territory of the town of Berat resembles to a severe winter that even without rainfalls is “flooding” the town’s life in its entire organism.All citizens, left or right wing supporters have now become members of the power of darkness. Now they are all facing a communal problem. There are 1280 businesses in the whole prefecture of Berat district, out of which 110 are big enterprises and 1170 are small and medium ones. These businesses are going toward a complete bankrupting due to power cuts. This hard situation has caused losses not only for their enterprises, but it could also create other social problems as the owners of the enterprises are about to sack many of their employees. Others, who are very exposed to power cuts, are the traders of dairy products, which as everyone knows cannot “survive” without electric power. In front of this hard energetic situation, the prefect of Berat district, Roland Bejko called an urgent meeting with representatives of the local government, KESH officials in Berat, businessmen etc. After listening the head of KESH branch in Berat, who reported over the difficult situation that Berat is going through, the participants in the meeting called to the Prefect to intervene near the government in order to increase the power-supplying quota for Berat as this prefecture performs a satisfactory bills’ liquidation toward KESH like families and enterprises as well.

Albaniens Bürger sind Stromkürzungen gewohnt. Doch nun hat eine Dürre zu einer ungewöhnlich schweren Energiekrise geführt. Die Regierung sucht nach Auswegen. Nachbarländer und internationale Investoren sollen helfen.

Albanien leidet momentan unter der schwersten Energiekrise der letzten 15 Jahre. Strenges Stromsparen ist geboten. Zwischen 15 und 18 Stunden täglich dauern die Stromausfälle. Weil es zu wenig geregnet hat, ist das Wasserniveau in den großen Stauseen fast auf Null gesunken. Die Regierung bemüht sich, Strom zu importieren. Der albanische Energieminister Genc Ruli sagte nach einem Besuch in der Ukraine: “Wir sind im ständigen Kontakt mit den Ländern der Region. In der Ukraine war ich, um zwei Ziele zu erreichen: Einerseits die langfristige Versorgung für das Jahr 2006, andererseits die Bewältigung der dringenden Situation für die Monate November und Dezember.” Doch die ukrainischen Verhandlungspartner konnten ihm nur Nachschub für die nächsten zwei Monate versprechen.

Hilfe aus dem benachbarten Ausland

Albanien ist auf den Import von Strom aus den Nachbarländern angewiesen. Seit Dienstag (8.11.) gibt es eine Verbesserung der Energieversorgung von 90 Minuten durch die Energieeinfuhr aus Rumänien. Präsident Sali Berisha ist zuversichtlich, dass es auch weitere Importverträge geben wird: “Die Einfuhr aus Rumänien und Bulgarien ist auf 150 Million Kilowattstunden gestiegen. Wir erwarten ein positives Ergebnis der Gespräche in Serbien über den direkten Kauf oder für den Transfer von Strom über serbische Netze aus der Ukraine. Aus Italien werden 200 Millionen Kilowattstunden gekauft.”

Serbien hat bereits die Durchleitung des importierten Stromes zugesagt. Es müssen aber noch die Transferzeiten geregelt werden, da die serbischen Stromleitungen auch für den Transfer anderer Länder genutzt werden.

Mazedonien hat zudem versprochen, zwei Stautore am Ohrid-See in Struga zu öffnen, um den Pegel des Flusses Drin in Albanien zu erhöhen. Das Wasser des Drin bedient die größten Wasserkraftwerke des Landes.

Keine Vorsorge

Experten der Weltbank gehen davon aus, dass die Wirtschaft täglich Verluste von 4,2 Millionen Dollar erleidet. Ruli beschuldigt die vor kurzem ausgeschiedene sozialistische Regierung: Sie habe es versäumt, rechtzeitig die notwendigen Einfuhrverträge mit Zulieferländern abzuschließen. Albanien importiert schon jetzt mehr als die Hälfte seines Bedarfes. Energieminister Ruli sagte: “Man kennt die Klimazyklen. Albanien und die ganze Region haben drei Jahre ein trockenes und drei Jahre ein feuchtes Klima. Es wurden von Januar 2005 bis September 2005, als wir uns der Situation annahmen, keine Verträge abgeschlossen. Das führt jetzt dazu, dass wir jetzt mit den Zulieferländern verhandeln müssen, manchmal mehr politisch als kommerziell.”

Öffnung der Energiemärkte geplant

Alle Balkanländer haben Energieprobleme, obwohl die Region reich an Ressourcen ist. Das soll sich durch die Schaffung eines liberalisierten regionalen Strommarktes ändern. Die südosteuropäischen Staaten, die EU, die USA, Kanada, die Weltbank sowie die Europäische Bank für Wiederaufbau und Entwicklung unterzeichneten kürzlich in Athen ein Abkommen, dass die Öffnung der einheimischen Gas- und Strommärkte für ausländische Konkurrenten plant. Nikos Stefanu, Generalsekretär im griechischen Entwicklungsministerium, meint dazu: “Es ist kein Zufall, dass die Weltbank, aber auch die Europäische Kommission von 21-Milliarden-Euro Investitionen von in den 15 nächsten Jahren sprechen. Das sind Fonds, die für den Bau neuer Leitungen und die Instandsetzung der vorhandenen Systeme ausgegeben werden müssen. In dieser Region wird es in den nächsten 15 Jahren einen Boom in den Energieinvestitionen geben. Die großen Gesellschaften aus Europa, aus der Region, aber auch aus den USA werden es mit einem attraktiven Terrain zu tun haben, und mit einem modernen europäischen Gesetzesrahmen.”

Ein erstes großes Investitionsprojekt ist der geplante Bau eines Heizkraftwerkes im Kosovo. Diesen Winter wird die UN-Verwaltung UNMIK die Bedingungen für eine internationale Ausschreibung schaffen. Im nächsten Jahr könnten die Investoren bereits mit der Detailplanung beginnen.

Österreich anerkennt Diplome

Erstaunlich wie Niveaulos sogar Österreichische Ministerinnen sind. Für einen Orden akzeptieren die sogar die gekauften Albanischen Diplome und die Praktiken an diesen Universitäten. Die Skandale auf den Uni’s dort sind ja legendär.

06.11.2005 Bildungsministerin Elisabeth Gehrer wurde bei ihrem Besuch diese Woche mit dem Mutter-Teresa-Orden ausgezeichnet.

Während einer Reise der österreichischen Bildungsministerin Elisabeth Gehrer nach Albanien wurde eine vertiefte Zusammenarbeit zwischen den Universitäten der beiden Ländern im Rahmen des Bologna-Systems vereinbart. Bildungs- und Wissenschaftsminister Genc Pollo erklärte, dass diese Vereinbarung auch beinhalte, dass albanische Universitäts-Diplome und wissenschaftliche Titel von Österreich anerkennt würden.

Der albanische Präsident Alfred Moisiu überreichte Gehrer während ihres Besuchs den Mutter-Teresa-Orden. Verdankt werde damit ihr hervorragender Beitrag zur Entwicklung von Bildung, Wissenschaft und Kunst in Albanien.

Ein enormer Schaden für die gesamte Albanische Wirtschaft ist das derzeitige Energie Problem. Europa redet von Hilfe und Fortschritt, aber durch die Unfähigkeit des Westens, werden im Moment die letzten Arbeits Plätze zerstört.

Blackout 2005: Electricity crisis deepens

TIRANA, Nov. 2 – Albania’s power shortage deepened this week with drastic power cuts seen in the entire country, including the capital, were some neighborhoods were without power for an average of seven hours per day.

The government decided on Wednesday to allow state-owned Albanian Power Corporation to spent EUR 8.5 million in emergency funding to buy electricity in Romania and Bulgaria for the last two months of this year. The government used a direct procurement contract, which means the sale wouldn’t get bogged down in the tender process.

KESH and Albanian Minister of Economy and Energy Genc Ruli had earlier told the media consumers should expect drastic power cuts due to falling levels of production at home and inability to import electricity while demand soars.

Trouble importing energy

KESH says it is unable to satisfy domestic because it has been unable to import the needed electricity due to a series of technical and legal problems.

Ruli told a parliamentary commission last week that the energy crisis will deepen if Albania doesn’t find additional import sources immediately.

The Albanian government decided to purchase power anywhere it can, but the task is proving difficult because other countries in the region are also facing energy shortages, Ruli said.

The price of electricity has also gone up 30 to 50 percent since the beginning of the year, according to Ruli.

Importing energy was made more difficult by the fact that the current law says that more than one bidder needs to be present in order for the cooperation to buy energy from abroad.

Four previous tenders to buy electricity from abroad have failed in recent months.

Ruli said the previous government was partially to blame for the crisis because it did not plan to supply the country with electricity for the whole year.

Domestic production falls

Other reasons for the crisis include lack of water at the Fierza Hydroelectric Plant, lack of payment by consumers as well as lack of investments in the sector.

Fierza Lake, which also serves as a regulatory body of water for two more hydroelectric plants downstream, is fast approaching the level where production has to stop.

Domestic production was expected to get a boost with the end of repair work at Vau i Dejës Hydroelectric Power Plant, one of Albania’s largest. It had suffered damage after a fire there in June.

Ruli says the only real way to overcome ongoing energy crisis is to invest EUR 1.5 billion in constructing 10 new electrical plants

An ongoing problem

Power cuts due to technical failures or lack of needed resources to satisfy demand are a common occurrence in Albania, although things have improved in recent years.

Albanian businesses often cite electricity interruption as one of the main challenges of doing business in Albania.

Albania’s electricity demand increases by 10 percent annually, which has far outpaced the ability of Albania to produce electricity in its dilapidated hydroelectric plants.

KESH, a state-owned energy monopoly, will probably be privatized in 2006, and the first stages of the process have already started.

Tirana is living in energetic darkness, but according to previsions, it is going to face even darker days in the coming days. The reason is simple: Berisha is seeking to blame Rama for this situation.The Albanian Prime Minister is using all his power to attack the opposition’s head and indirectly the municipality of Tirana. But, lacking the necessary documentation and the courage to open a “battle” of arguments, Berisha is attacking the mayor with the argument of public works like roads and illegal constructions, while the truth is different. Blocking the works at Zogu I Zi crossroad shows one more time that at the by November, when the autumn of the political fight is getting over, for the citizens will start the bitter winter of fighting the mud holes and destructions. Therefore, it seems that in the first Berisha’s one hundred governing days, instead of constructions we will have only destructions and instead of law there is going to be forced only the political fight. The construction police is obstructing the workings in a key crossroad for facilitating the Tirana’s traffic, and on the other hand there hastily emerged some irregularities in the documentation, where everyone knows the clash between the two leaders will produce only loss and the one to suffer it are the citizens of Tirana who fed by pro and against arguments will keep wonder through the mud of Tirana until Berisha achieves to defeat Rama in the tables of politics or until Rama achieves to subdue Berisha’s anger. If the case is on the fight against corruption then the prosecution office should take it over, but if the politics’ rancour will replace the roads’ asphalt then the state’s machine will move backwards. “Zogu I Zi” became now the main arena of Berisha’s accusations towards Rama meanwhile the vehicles stand there in line for hours waiting the anger of “Berisha’s government” exponents soothes down. In the clash between two heads, where the inhabitants are the only losers, it seems that Berisha has jot found the right place to defeat his rival, because what is built in Tirana during the day Berisha destroys over night. These days, Tirana resembles to Rozafa castle, which was built by the master during the day and it fell down during the night. It is obvious the actual Prime Minister is squeezing its competences to attack the mayor, but this fight resembles to “Coffees” accusations and trials against former “block-men” after the blue leader got into power. If there is any concrete accusation, let’s do it. Take everyone to prison but the citizens have the right to move as human beings and they do not have reasons to suffer from the personal angers of the leaders. Also the duels that they have with one another, they do not have to hold them through road axis, but they should solve them on the rings of the prosecution office. Tirana’s citizens want just one thing; to not get dirty from the mud of the streets, which are becoming more and more everyday due to the holes that the politics is opening during the first one hundred days of Berisha’s governing.

Die Albanische Presse, über die kriminellsten Partner Deutscher Politiker

Durch die Korrumpierung durch Deutsche Politiker (und den Dritt klassigen und unfähigen Deutschen Diplomaten ) vor Ort in Albanien und deren Mafiösen Geschäfte u.a. vor allem mit Spartak Poci und Angjeli (floh bereits mit Familie in die USA), wurden Verbrecher Kartelle errichtet. Die Albanische Presse beschäftigt sich gerade mit diesen Ex-Ministern in Albanien, welche engste Partner der Deutschen Politiker, wie Rezzo Schlauch, Ludgar Vollmer und Joschka Fischer waren, um Verbrecher Kartelle zu errichten.

SP, political asylum to corruption
It is turned into a tradition that during the transition period where some of high ranking officials swallow up whatever they can during the governing period.Then when they go in opposition seek to use as political asylum the most salient positions in the leading structures of the party. The same thing is happening during these days to some former minister of the Socialist Party who carry in their backs a bunch with accusation on corruption, and now they are seeking asylum in the bunkers of leading posts in order to escape from the penal sentence. Now they want to shelter in the leading post of SP where Majko is the General Secretary meanwhile Angjeli has targeted the post of SP head for Tirana. In this case, the rose centre itself is transforming into bunker to conceal the corruption. The freshest cases are those of Majko, Angjeli, Poci etc, who immediately after passing in opposition have targeted the main important positions in the rose centre, seeking in a certain way political asylum, against the law. There are numerous accusations from the leader of the Democratic Party addressed to the former-Minister of Defence, Pandeli Majko, related to the scrap, iron, vehicles etc, meanwhile there was talked about investigation commission over these issues. In this context, only one of these commissions published the corruption’s figure of seven million euros, performed by Majko. There are also to be mentioned the scandalous abuses of the former Minister of Economy Angjeli in relation to the Albtelecom, The “Tirana International Hotel”, where a square metre was sold for 250- 300 dollars, while its real value was 1500 euros per square metre. The former- Minister Poci has in his ministerial biography a series of accusations ascertained by the High State Control Office and by the leaders of the Democratic Party, mentioning the abuses on investments on roads, auto ambulances etc which have not seriously been taken by the Prosecution Office. On the other hand, the former Minister of Defence and actually the General Secretary of the Socialist Party, Pandeli Majko performed a political show, handing over his MP’s immunity. This happened in a formal way, because it is clear the immunity cannot be taken off without the approval of the parliament. This show is performed in a time when the socialist MPs, strongly opposed the government’s proposal on abolishing the MPs’ immunity. The Socialist Party left behind a corrupted system where its former-ministers behaved barbarously with the trust that the majority of people gave them. These former-ministers, during the eight-year governing period were challenging who can steal more rather than work more. Now their challenge continues as a competition to get safer bunker within the Socialist Party, to be protected from penal proceedings, which they want to designate as political raids.

Ausländische Investments stehen vor dem Bankrott in Durres und Albanien

Vor allem die hohen Steuern und hohen Energie Preise, treiben die Firmen in den Bankrott und viele beschäftigen junge Frauen, ohne Sozial Versicherung etc.. Ausserdem haben fast alle gefälschte Bilanzen.

Durres- ‘The high taxes we are paying are leading us toward bankrupt’, - said the owners and administrators of tailoring enterprises that are exercising their activity in Durres.They appealed to the representatives of the Albanian government, to the deputy-minister of finances, Florian Mima to show more interest toward confections’ companies, which are facing a critical situation. The support that they demanded consists in reducing the fiscal burden in the labour market, in reducing the contribution percentage for the social insurance as well as in assisting this business with real projects like, the recognition of oil VAT that is used when the electric power goes off and selling it with the same price that is sold for the agro-business. There are around 120 enterprises operating in Durres district. During the meeting with the deputy-minister, Mima was pointed out the fact that many of these companies are forced to declare fake balance and to hire women and young girls without social insurance. They justified this evasion with the endeavours to escape from bankrupt. They are even forced to dislocate their investments to other countries like Romania, Bulgaria, Poland, FYROM, etc, which offer more advantageous conditions for their businesses. Actually, “Trumf” company is at the last procedures to move form Durres to FYR of Macedonia. In return, Mima declared the institution he represents will take in consideration all the demands introduced here with a great seriousness as it is part of government’s employment strategy.
