Das Credo von Mutter Teresa hat im Land der Skipetaren kaum noch Bedeutung

Knaben wollen in Albanien nicht Pilot oder Rennfahrer werden, sondern Zöllner – ein verheerendes Zeugnis für den Staat. Nur darum geht es, in einer Position zu sitzen, die es gestattet, für die eigene Tasche zu sorgen.

»Der Staat hält für die Menschen überhaupt nichts bereit«, erklärt Ledia Lazeri von der Weltgesundheitsorganisation (WHO). Die junge Frau ist einer der ganz wenigen sozial engagierten Menschen, die ich in Tirana treffe. So allgegenwärtig in Schaufenstern und Geschäftslokalen einem das Konterfei der zur Zeit offensichtlich beliebtesten Albanerin, der katholischen Nonne Mutter Teresa begegnet, so abwesend scheint ihr Lebensantrieb, nämlich den Ärmsten der Armen helfen zu wollen, im gegenwärtigen Tirana.
Ledia Lazeri bildet eine rühmliche Ausnahme. Die Ärztin hat sich der Hilfe psychisch Kranker verschrieben. »Die Albaner leben in einer Gesellschaft, die für den kommenden Tag völlig unvorbereitet ist«, erklärt die WHO-Koordinatorin das häufige Auftreten stressbezogener Krankheiten. Der Staat hat sich von der Lösung solcher Aufgaben weitgehend abgemeldet.
Soziale Versicherungen gibt es nur auf dem Papier. Wenn jemand ärztliche Betreuung braucht und keinen fetten Bakschisch bereit hält, passiert es häufig, dass die Aufnahme ins Spital aus fadenscheinigen Gründen verzögert wird oder eine Behandlung nicht erfolgt. »Wir haben es mit einer spezifischen Form der Konspiration zwischen Gemeindeverwaltern und korrupten Spitalsangestellten zu tun, unter denen die Patienten zu leiden haben«, so Frau Lazeri.

Unbändiger Hass auf den Staat

Was im Gefolge des Zusammenbruchs 1989/1991 in anderen Ländern Osteuropas dazu geführt hat, dass mit der Diskreditierung des Kommunismus und Sozialismus die soziale Frage als Ganzes in Misskredit geraten ist, hat in Albanien noch radikaler Kreise gezogen. Der Staat als solcher hat ein schlechtes Ansehen. Mehr noch: Er ist für viele Albaner zur hassenswerten Einrichtung geworden. Dies hatte sich bereits bei der »Revolution« von 1991 bemerkbar gemacht, als Massen von Menschen staatliche Symbole und Einrichtungen angezündet und vernichtet haben. Dieser systematischen Zerstörungswut fielen auch Schulen, Kindergärten und Bäckereien – üblicherweise keine Symbole der Unterdrückung – zum Opfer.

Der Hass auf alles Staatliche wurzelt freilich tief in der albanischen Geschichte. 500 Jahre lang schickte die Hohe Pforte aus Konstantinopel ihre Verwalter in die albanisch besiedelten Vilayets, die einfachen Menschen erreichte das Osmanische Reich indes nur sehr partiell: mit der Knabenlese und der Tributzahlung. Und selbst diesen beiden Erscheinungsformen der Staatsmacht konnten sich viele Albaner in den unwegsamen Gebirgen entziehen.

Enver Hoxhas Staatlichkeit war demgegenüber hausgemacht, hart und brutal in ihrer Modernisierungsanstrengung, unrealistisch in ihrer Durchführung. Kein Wunder, dass sich die Wut des Volkes oder zumindest eines großen Teiles davon nach dem Sturz des alten Systems in der Destruktion staatlicher Symbole und Einrichtungen entlud. Der Wiederaufbau staatlicher Strukturen geht seither mehr als schleppend voran.

Die Mischung aus einer gewissenlosen Marktteilnahme und tradierten, vormodernen Bräuchen ist einmalig im Nachwendekarussell Osteuropas. »Alles ist Markt in Albanien, alles ist käuflich«, sagt Ledia Lazeri. Die Studenten kaufen ihre Professoren, die Professoren ihre Posten, und das ironischerweise auch an der Juristischen Fakultät, wo unlängst bekannt geworden ist, zu welchen Preisen die angehenden Richter und Rechtsanwälte ihre Prüfungsfragen erworben haben.

Radikal für den Markt als alles bestimmende Kategorie spricht sich hingegen der Dekan der Wirtschaftsfakultät von Tirana aus. Er mimt den theoretischen Spiritus rector der individuellen Gewissenlosigkeit, die den Staat nicht braucht, solange es alles zu kaufen gibt. »Wenn der Staat nicht weiß, was er mit dem Geld anfangen soll, ist es besser, dass er keine Steuern eintreibt«, findet Dhori Kule. »Wir dürfen nicht sagen, dass private Monopole zerstört gehören.« Und mit einer Geschichte aus dem Weißen Haus in Washington, die er treffend für die Transformation Albaniens hält, setzt der Wirtschaftsprofessor seine radikale Lehrstunde fort. »Der Präsident der Vereinigten Staaten«, erzählt er, »lud dereinst die zehn reichsten Milliardäre zum Dinner. Beim Nachtisch begann er sich zu beschweren, dass niemand der zehn Milliardäre mit ihm gesprochen hätte, und fragte erbost: ›Wissen Sie nicht, wer Sie heute zum Essen eingeladen hat? Ich bin der Präsident der Vereinigten Staaten von Amerika.‹ Worauf die zehn Reichsten nüchtern erwiderten: ›Und wir sind die Vereinigten Staaten von Amerika.‹«. Welche Art von Wirtschaftswissenschaft der gut 60-Jährige unter Enver Hoxha gelehrt hätte, will ich abschließend noch wissen. Er antwortet ausweichend.

Exportiert wird nur noch etwas Tabak

Schaut man sich in der Landwirtschaft um, für die das Land der Skipetaren ja einst berühmt war, wird man auch nicht eben optimistisch gestimmt. Anfang der 90er Jahre hat das Agrarprodukt des Landes noch 40 Prozent des Bruttoinlandsproduktes ausgemacht, 15 Jahre später erscheint es in der Statistik mit vier Prozent. Die Zahlen trügen indes ein wenig. Landwirtschaftliche Exporte gibt es zwar außer ein bisschen Tabak in die Nachbarländer so gut wie keine mehr, und die rund 200 mächtigen staatlichen Kombinate, dereinst Lieferanten von Tomaten und anderen Gemüsesorten in Richtung Westeuropa, existieren ebenfalls nicht mehr. Die albanischen Menschen außerhalb der Städte leben indes weiterhin von dem, was die Erde hergibt. Zwischen 55 und 70 Prozent der Bevölkerung sind nach wie vor agrarisch verwurzelt. Die meisten verbrauchen selbst, was sie produzieren.

Das Wendejahr 1991 sah eine radikale Landreform. Es war dem alten System zu verdanken, dass es etwas zu verteilen gab. Denn die Isolationskommunisten hatten Tausende Hektar Land urbar gemacht, Sümpfe trocken gelegt und Wälder gerodet, um aus eigener Kraft, angeleitet von der Partei und vom Parteiführer, mittels Landgewinnung das Volk zu ernähren, wie es damals in der Propagandasprache hieß. Diese zum großen Teil zwischen 1960 und 1980 entstandenen neuen landwirtschaftlichen Flächen kamen dann im Jahr 1991 zur Verteilung. Denn während altes Eigentum an die Familien der ehemaligen Besitzer zurückgegeben wurde, kam das neue Agrarland einfach unters Volk.
»90 Prozent der insgesamt 700 000 Hektar landwirtschaftlich nutzbares Land wurden unter der Dorfgemeinde aufgeteilt«, erklärt der stellvertretende Landwirtschaftsminister Ndoc Faslia. Über 350 000 Familien haben auf diese Art und Weise, je nach Gunst- bzw. Ungunstlage ihres Dorfes, zwischen 0,3 und 2,1 Hektar bekommen. Im Durchschnitt sind es 1,3 Hektar pro Familie, die zum Überleben gerade so ausreichen, wenn ein Familienmitglied in Italien oder Griechenland dazuverdient.

Ndoc Faslia ist ein Mann aus dem Norden Albaniens, mit einem bäuerlichen Äußeren und Händen, die sich im Büro am Skanderbeg-Platz ein wenig deplaziert vorkommen. Freimütig gesteht er, dass es mit der Landwirtschaft seit der Wende rückwärts gegangen sei. »Die Zerstückelung des Landes«, sagt er, »bereitet uns Probleme. Dazu kommt, dass alte Exportmärkte wie die DDR oder Österreich nicht mehr existieren.« Ersterer, weil das frühere kommunistische Deutschland verschwunden ist, und der zweite, weil Österreich wegen seiner Mitgliedschaft in der EU seit 1995 keine selbstständigen Importverträge mit Drittstaaten mehr schließen darf.
Wer in Albanien allerdings jene Agrargüter produzieren sollte, die der nun geschlossene EU-Markt aufnehmen könnte, bleibt ohnedies rätselhaft. Auf den Märkten in Tirana sieht man Fleisch und Obst aus EU-Europa, Butter aus Holland und Speiseöl aus der Türkei. Bei landwirtschaftlichen Produkten, so der stellvertretende Minister, beträgt das Verhältnis zwischen Importen und Exporten zehn zu eins, ein komplettes Armutszeugnis für ein Agrarland, in dem mehr als die Hälfte der Menschen von der Scholle lebt. Als einziges Exportgut Richtung Deutschland weiß Ndoc Faslia Heilkräuter zu nennen. Vor allem Übrigen schützt die EU ihre Bauern und exportiert gleichzeitig subventionierte Lebensmittel nach Albanien. »Die EU hat hohe Zollmauern für albanische Produkte aufgerichtet«, klagt der Ministerstellvertreter und hofft auf Verhandlungen, die freilich schon seit Jahren ergebnislos verlaufen.

70 Prozent der landwirtschaftlichen Produktion einer Familie sind für den Eigenbedarf, schätzt Faslia. Nur 30 Prozent kommen auf den – meist lokalen – Markt. Der Verkauf von Grund und Boden ist zwar nicht verboten, findet aber kaum statt. Denn kein Bauer gibt gern das her, wovon er lebt. Und hohe Preise will und kann sein Nachbar auch nicht bezahlen, um ein wenig mehr Land bebauen zu können. Ausländern ist der Grundbesitz nicht erlaubt, allerdings könnten sie Land für 99 Jahre pachten. Doch auch dafür fehlt bislang das Interesse, nicht zuletzt wegen der mangelhaften Infrastruktur.

Verzweiflung ist dem stellvertretenden Landwirtschaftsminister dennoch nicht anzusehen. Man hat den Eindruck, er bewundert seine Landsleute, die sich für das Überleben auf subsistenter Grundlage eingerichtet haben und nichts vom Staat oder vom Markt erwarten.

Saranda- “ It was concluded the feasibility study for Saranda Airport that is going to be built in Vrion field, seven kilometres from the town,”.According to Mayor of Saranda Municipality, Ministry of Transports has concluded the feasibility study, the projects and it will soon start up the workings. The airport will be constructed with concession and will cost around 21 million euros. The construction companies have been called for tender and the donors were founded. The length of the landing strip will be two kilometres and will be available for medium-size airplanes with a capacity of 60-70 passengers. The airport will be built according to the standards of civil aviation and all the workings will be carried out in accordance with the demands for the construction of such important objects. Different from other homologue constructions of high values, the airport of Vrion will be built on state land and the expropriations cost will consequently be reduced. The land is rendered available, because the idea for constructing an airport here comes from way back and it was often thought of starting it. But, yesterday, it was given the confirmation for the conclusion of the feasibility study and all the modalities have been prepared. Besides the comfort and extension of tourism capacities, the airport will also serve as an employment source for the inhabitants of Saranda district. This airport will be added to those of Rinas and Kukes. Apart their positive estimation about this initiative, the citizens are a bit sceptic about the workings start as they have been hearing this for fifteen years.

Bush and Clinton: Opposite Policies on Terrorists as “Peace” Partners

In his press conference today President Bush articulated a policy that is a dramatic change from that of the Clinton Administration in America’s treatment of terrorists who end up in control of their national governments.

Clinton supported two known terrorist leaders who seized control of their governments: Nelson Mandela, head of the Africa National Congress in South Africa (ANC) and leader of the terrorist organization called Umkhonto we Sizwe. Mandela was elected president of South Africa in 1994. In 1999 President Clinton supported the Kosovo Liberation Army (KLA), led by Hashim Thaci which was listed by the US State Department until he removed it in 1998 as one of the top 100 terrorist organizations in the world. Clinton sent US bombers to bomb the army of the elected government of what was left of Yugoslavia in 1999 and the world is contemplating giving control of Kosovo, a province of Serbia, to Albanians that have poured into the area under Tito and since the collapse the Albanian government in the early 1990s.

Since about 1995 the KLA has controlled heroin trafficking through Kosovo and used the money to fund terrorist activity in cooperation with Osama bin Laden.
According to a Wall Street Journal article written shortly after 9-11, links between Osama bin Laden and the KLA began in 1992 when Osama bin Laden recruits who were trained in Afghanistan were “brought into Bosnia by the ruling Islamic party of Bosnia, the Party of Democratic Action, from Chechnya, Saudi Arabia, Egypt, Pakistan, as well as Italy, Germany and Turkey. They were all given journalists´ credentials to avoid explicit detection by the West. Others were married immediately to Bosnian Muslim women and incorporated into regular army ranks.”

Then in 1999, President Bill Clinton sent the US Air Force to bomb Belgrade, the center of the elected government of what remained of Yugoslavia, and Kosovo, which was the heart of the Serbian Orthodox Christian Church until the Serbs were systematically driven out by Tito and Albanians coming into the area.

In today’s press conference, President Bush was asked by a reporter: “Mr. President, is Mideast peacemaking dead with Hamas’ big election victory? And do you rule out dealing with the Palestinians if Hamas is the majority party? “

President Bush responded by saying he thought that “Peace is never dead, because people want peace. I believe – and that’s why I articulated a two-state solution early in my administration.”

He then noted that “when you give people the vote, you give people a chance to express themselves at the polls – and if they’re unhappy with the status quo, they’ll let you know”

The Palestinians were not happy with the corruption in their government, the President continued, and let their leaders know they “are demanding honest government.”

Then he added:

“On the other hand, I don’t see how you can be a partner in peace if you advocate the destruction of a country as part of your platform. And I know you can’t be a partner in peace if your party has got an armed wing.”

That statement is a dramatically different standard than Clinton’s enthusiastic e support of Mandela and the ANC’s armed wing, Umkhonto we Sizwe or Hashim Thaci and the KLA. In both cases the military wing of a terrorist organization became the police force when the terrorist group got control of the government.. In fact, it was the KLA, renamed the Kosovo Protection Corps that was in charge of the funeral this week for Kosovo’s president, Ibrahim Rugova.

In 1994 President Clinton had Nelson Mandela as a guest for his weekly radio address. He said of his guest: “America stands with Nelson Mandela and the South African people through economic assistance, through trade and investment to help them to build the thriving democracy they so richly deserve.”

So, exactly how HAS South Africa fared in its 12 years of being headed by first Mandela and now by his hand-picked successor and ANC comrade, Thabo Mbeki? The population of South Africa is shrinking, not growing, due partly to the fact that huge numbers of its white population have left the country because they can’t find work in South Africa due its new race-preference policies and because 25% of the population is now HIV positive. Since 1994 the average life expectancy of a South African has dropped from 61 years to 43 years. More than 25% of its adult population is unemployed. And bad financial experiences following the euphoria about investments in South Africa have dried up a lot of US investment in the New South Africa.

Kosovo, incidentally, is also finding that terrorist training is not the best training for a viable, effective government. It has a 50% unemployed rate but its ‘grey” economy – i.e. illegal drug trade – are not included in the official figures.
It will be interesting to see how President Bush’s “no terrorists for peace partners” plays out and who will support it. This seems to me to be the first really bold policy that addresses the connection between terrorism and the $320 billion global illicit drug trade.

The Palestinians have voted for a Hamas government. Fine. That’s their choice and that is their right. However, the consequences of their choice may not be what they expected. Most of the current Palestinian generation has lived on money given to them by the international community – including, of course, the United States, for their entire lives. They think that largesse will continue.

Many black people I met in South Africa in 1991-1992 thought that getting control of the government would also give them control over the property and bank accounts of the white people they worked for. It didn’t work out that way – since about 30% of the white people who created the jobs have left the country.

The Palestinians may discover that the American taxpayer is just not ready to help them destroy Israel and kill Jews.

Die Regierung gegen den Mafia Fußball Präsidenten Duka

Agron Duka, der als Landwirtschafts Minister sich zu einem der grössten Verbrecher Clans in Albanien entwickelte, übernahm ebenso vor Jahren, das gesamt Fußball Geschäft und wurde Präsident des Albanischen Fußball Verbandes. Das mehrere Fuß Präsidente, in den letzten Jahren ermordert wurden, sei am Rande erwähnt. Eine wichtige Rolle, spielten beim Aufbau dieser Verbrecher Systeme, neben Fatos Nano, vor allem Deutsche Politiker der Grünen Partei, wie Rezzo Schlauch, Ludgar Vollmer und allen voran der grösste Europäische Schleuser Boss: Joschka Fischer der zugleich Bin Laden Freunde hofierte.

Natinal Trainer von Albanien ist natürlich wieder ein Deutscher: Herr Briegel! Sagt ja schon Alles, wie die Top Mafiosis an Visas kommen und kamen.

Diese Zustände in den Balkan Fuß Ball Verbänden sind ziemlich normal, wie man auch an Arkan sah in Serbien, der auch mit einem Uli Hoeneß bekannt war.

Jetzt wird diese Mafia Verbindung auch als Titel Story neu geoutet und aufgerollt.

Sports people implicated with mafia
Minister of Tourism, Culture, Youth and Sports Bujar Leskaj was declared yesterday on the implication of sports people in mafia clans.He launched a straightforward accusation to the country’s sports as related to mafia, referring to the latest conflict with Albanian Football Federation. “We will harshly smash all those individuals that hiding under the mantle of federations’ independence, obstruct the enforcement of law”, Leskaj said. Following up, the Minister said the hit on “Koka” clan is ranked as one of the successes of the government in the one hundred-day report that Prime Minister has presented. Minister Leskaj also introduced the ministry’s objectives for the first six months of the year 2006. Regarding sports, he said it is going to be carried out the improvement of sports legislation and deepening of institutional reforms. There is also going to be further increased the financial autonomy of national sportive organisations and encouraged the business inclusion in sports. According to him, one of the ministry’s objectives is to make Albania a tourist destination. Tourists’ number is expected to undergo an over ten percent increase, compared with the last year’s same period of time, and a 20 to 30 percent yearly increase. The other strategy consists in setting up the tourist guides licensing system and drawing up the plan for the tourist season 2006. The meetings “My town and the tourism”, in cooperation with local governments over the tourist season 2006 and cultural and environmental strategy action plan will continue. Albania’s promotion as a tourist destination in attracting the attention of tourist operators from other aimed markets, according to the importance strategic level is another objective of this ministry. The new tourist destination is about the country’s participation in abroad and local different fairs. This is going to be established with Finland, Istanbul, Berlin, Pristina, Skopje and Serbia. Another challenge for Albania as a tourist destination is also the compilation of local guides and holding of expositions abroad and in the main towns of the country.

Federata Shqiptare e Futbollit ka reaguar sot pas deklarates se Minsitrit te Turizmit Kultures e Sporteve, Bujar Leskaj. Presidenti i FSHF, Duka gjate nje prononcimi per shtyp i ka quajtur te papergjegjshme qendrimet e ministrit Leskaj. “Deklarata te tilla nuk jane te pergjegjshme dhe nuk i kane shume hije gojes se nje ministri”, shprehet Duka duke shtuar se nje ministri nuk i ka hije te flase ne kete menyre aq me teper kur “ne mund te rrezikojme seriozisht nga vendimet e organizatave nderkombetare sic eshte UEFA”, u shpreh kreu i FSHF-se.

Pas perplasjes me Federaten dhe ngritjes se padise penale ndaj dy drejtuesve te saj presidentit Duka dhe sekretarit te pergjithshem Bici, Leskaj beri te ditur se edhe pas presioneve te UEFA-s nuk ka ndermend te heqe dore nga auditimi i plote i FSHF-se. “Ka perenduar koha kur nuk zbatohej ligji. Une nuk mbaj marredhenie me zyrtare te dores se dyte ne UEFA, por me Presidentin dhe Sekretarin e pergjithshem. Ne Shqiperi nuk ka grupe armiqesore, por mafioze dhe kur t’i zbulojme do t’i cojme atje ku duhet. Une jam per pavaresine e federatave dhe do t’a respektoj gjithmone kete, por FSHF eshte nje institucion qe ka 6 vjet pa u kontrolluar. Faksi? Europa mischt sich erneut ein in Dinge, welche sie nicht verstehen.

Richtig ist ohne Zweifel, für ein solch kleines Land das es eine starke Zentral Regierung gibt, denn gerade bei den Grundstücks Geschichten, entpuppte sich die Lokale Verwaltung, als reiner krimneller Selbst Bereicherungs Motor. Dies hat die EU, mit ihren unfähigen ideologischen Politikern zu verantworten.

COE Congress President calls on Albanian authorities to fully comply with provisions of the European Local Self-Government Charter

Tirana, 17.01.2006 – During his official visit to Tirana, Giovanni Di Stasi, President of the Council of Europe Congress of Local and Regional Authorities, met President of Albania Alfred Moisiu, Prime Minister Sali Berisha, several members of the Government, Mayor of Tirana Edi Rama and high representatives of international institutions in Albania.

This visit had a double purpose: first, to meet the new Government and to exchange views on future planned reforms aimed at decentralising public powers and strengthening local and regional self-government; second, to examine the controversial relations between the Government and Tirana Municipality concerning public works in the capital.

At the end of the visit, President Di Stasi made the following statement: “The powers of the Construction Police and the composition and functioning of the Territorial Adjustment Council of the Republic of Albania (TACRA) do not conform to the provisions of the European Charter of Local Self-Government, and this creates a lot of misunderstanding and confusion. A competent court should determine if the Constitution, the European Charter and the Organic Law on the organisation and functioning of local government are fully respected in this case, but it is up to the Government and the Parliament to elaborate and to adopt new laws to ensure that the principles of subsidiarity and proportionality are fully applied. We took note of the Government’s readiness to change some provisions of relevant laws, and hope that this commitment will contribute to accelerating public works in municipalities.

This situation will be examined in greater detail by the Congress monitoring delegation coming to Albania in a few weeks’ time. The Albanian authorities can count on the support of the Council of Europe Congress in carrying out decentralisation reforms”.

The visit also provided an opportunity for President Di Stasi to stress the importance of the Adriatic Euroregion for the integration of Albania into European institutions. The Albanian authorities confirmed their strong support for the Euroregion and their readiness to participate actively in the Launching Conference in Venice on 6 February 2006.

Den Haag. Führende Mitarbeiter der Kosovo-Mission der OSZE haben im Jahr 1999 den Krieg der NATO gegen Jugoslawien direkt vorbereitet. Das bestätigt ein bisher geheimgehaltenes Protokoll im Milosevic-Prozeß in Den Haag. Während der Verhandlungen am Dienstag verlas Ankläger Geoffrey Nice mit Genehmigung des Gerichts Ausschnitte einer früheren, nicht öffentlichen Zeugenaussage des britischen Offiziers Richard Ciaglinski, der im Kosovo im Stab des US-Amerikaners William Walker arbeitete. Ciaglinski berichtete dabei u. a. von einer detaillierten Kosovo-Karte, die er als Verbindungsoffizier der OSZE Anfang 1999 von der serbischen Armee erhalten hatte. Diese Karte, so Ciaglinski, die den ausländischen Streitschlichtern ihre Arbeit erleichtern sollte, sei dann im Krieg gegen Jugoslawien »von der NATO für die Bombardierung benutzt« worden.

KESH takes to court state institutions
Durres- All state and private enterprises in Durres town that have not paid power liabilities to KESH(Albanian Power Corporation) will undergo a verification process and then will be denounced to competent organs. The entities to undergo this process are; Durres Municipality, which has a debt of 378 thousand lek, Durres Court with a debt of 65 thousand lek, Education Directory with 47 thousand lek, Health Care Institute with 118 thousand lek, Social Insurances with 55 thousand lek, Military Station 7700 with a debt of 1 million and 280 thousand lek, as well as other private enterprises and families. The regular non-payment of power favours the increase of dark hours in Durres and discriminates the peripheral zones. According to a KESH official in Durres, Baullah Toli, the measures taken so far consist in cutting the power to these subjects. Meanwhile, Durres continues to live the prolonged power cuts and consequently, the town’s businesses are facing problems and lowering of their performance. Apart from state and private enterprises, there are about 118 families that have not paid the liabilities to KESH. According to sources from Durres KESH branch, actually, there are being set up work groups for the verification of these subjects, as previously, it was not possible, leading to deficiencies in the power liabilities collection plan. Work group specialists will operate in Ish-Keneta zone, where there are 12 debtors, in Spitalla zone, where there are 27 debtors, in Shkozet and its surroundings where there are 42 debtors, as well as in sector 20, where there are 37 debtors. KESH officials admit that, according to the procedure that has started in relation to this matter, there were able to collect from private subjects 121 percent of the debts. Regarding family debtors, the non-legalisation of buildings remains a highly pressing problem for KESH, leading to difficulties in controlling and verifying them.

A new university to be opened in Saranda
Saranda- In Saranda municipality, it was discussed the opening of an university, where priority will be given to the Economic branch. A team of lecturers from Economic Faculty of University of Tirana has discussed with the Mayor of Saranda about this idea. According to sources from the municipality, the visit’s purpose of this group of lecturers was to look closely the settings that can be adapted for opening the branch of the Economic Faculty in Saranda. Until some days ago, this idea was considered a utopia and electoral propaganda seeking to seduce the voters, especially the youth. Almost everyone was sceptical, especially the intellectual part and the youth, which considered this idea just a desire of the town’s municipality. But, yesterday, all the guesses turned down as some professor of the Economic Faculty arrived in Saranda and look closely how and where the settings of this branch can be set up, a branch that will serve not only to the district, but also to the entire southern region of the country.

Rugova stand seit 1989 an der Spitze der Demokratischen Liga Kosovos.

Der Präsident des Kosovo, Ibrahim Rugova, ist am Samstag nach schwerer Krankheit im Alter von 61 Jahren gestorben. Dies meldeten der Rundfunk und das Fernsehen in Pristina. Rugova war starker Raucher und litt an Lungenkrebs, der im vergangenen September diagnostiziert wurde. Ende August wurde Rugova deswegen auf einer US-Militärbasis in Deutschland behandelt. Rugova galt für viele Kosovo-Albaner als Symbolfigur für das Streben der zu Serbien gehörenden und seit 1999 von den Vereinten Nationen verwalteten Provinz mit albanischer Mehrheitsbevölkerung nach Eigenstaatlichkeit.

Rugova stand seit 1989 an der Spitze der Demokratischen Liga Kosovos und führte den gewaltlosen Widerstand gegen die Politik des damaligen jugoslawischen Präsidenten Slobodan Milosevic an. Im Gegensatz zu anderen Kosovo-Albanern, die heute Führungspositionen bekleiden, gehörte er nie der extremistischen “Befreiungsarmee des Kosovo” (UCK) an, die gegen serbische Truppen kämpfte.

Am Mittwoch beginnen in Wien die Verhandlungen über die Zukunft des Kosovos. Die serbische Provinz steht seit dem Krieg der NATO gegen Jugoslawien von März bis Juni 1999 unter Verwaltung der Vereinten Nationen.

Town’s wastes dumped in Drin and Buna Rivers
Shkoder- For several years, the wastes deposition in Shkodra town is a big problem, not only administrative, but also ethical and financial. The wastes have moved from one zone of Shkodra to another for eight years in row. But, urban wastes have had the basement close Kir River and Shkodra’s “Martyrs Cemetery”. Close Kir River, the wastes of the town of 130 thousand inhabitants are not only destroying Shkodra’s periphery, but it is also polluting Drin and Buna Rivers. Besides this, their burning has caused a real catastrophe for this area. The inhabitants have protested several times to Shkodra Municipality about the smoke and pollution that is created due to wastes burning.On the other hand, the local officials have just expressed their apologies to them and that is all. Sometime ago, Shkodra Municipality had signed an agreement with Guri I Zi commune for depositing the wastes in the vicinities of this commune, which is still not allowable.

Albania starts “drastic” cuts in Intelligence Service personnel (January 11, 2006)

There have been drastic reductions in the personnel of the central offices of the ShISh [State Intelligence Service]. ShISh personnel were reduced by more than half on the very first days of this year. There were more than 100 employees who went to work in the ShISh central offices on a daily basis, but most of them have been already dismissed. Within the framework of full-scale reform, there are currently only 47 remaining employees in the ShISh offices. The others were victims of the reform and are now jobless.

Meanwhile, a considerable number of ShISh employees are expected to lose their jobs throughout the country. This news was admitted by sources in this institution yesterday. They said that the number of the people expected to be dismissed is 450.

Reform
At the end of last November, the Council of Ministers designed a reform aimed at making the ShISh more efficient. The government experts prepared the new budget for the service, making tangible cuts in it. In order to maintain intact the means and resources of the service, they chose the easiest way: personal cuts. The initial idea was to make a reduction of about 30 per cent in the ShISh personnel, which would also lead to the budget adjustment. The government’s goal was to establish a service with small, but efficient, personnel by reducing the posts inherited in its structure from the previous systems.

Meanwhile, the government has provided for a form of financial compensation for the personnel to be dismissed. This compensation, which will be provided for a number of months, will be equal to the monthly wage they received during the time they were employed in the ShISh.

No budget cuts have reportedly been made in regard to operational equipment. However, no new projects have also been added. The service employees that are being trained by, and are working with, the logistical and financial support of US experts, will also not be affected.

Cuts
Even though the initial idea was to reduce the number of ShISh employees by about 30 per cent, things developed differently early this year. While there were more than 100 employees at the end of last year, more than half of them have been dismissed from their jobs in the central offices of the service. Sources in this institution said yesterday that only 47 ShISh employees have remained on duty. The others were affected by the “reform,” which is aimed at making the service more compact and efficient. More than 50 employees will now have to face unemployment, even though they will receive their monthly wages for several months. By the time the duration of this compensation comes to an end, they should have found another job if they want to receive a wage.

Yesterday, sources in the institution said that the cuts affected all the roles of personnel in the service, down to what is described as the medium-level role. Even the [ShISh building] guards were affected by the cuts and the service employees should take care of themselves to provide security for their offices by waxing them each time they finish their working day. The cut has even affected the cleaners working in the many labyrinths of this institution. Those few remaining should work much harder to clean the offices of the Albanian 007s.

Meanwhile, about another 450 service employees are expected to lose their jobs throughout the country. No post should be duplicated any longer and those posts that are somewhat under discussion as to whether they are needed, will be removed from the service structure, because the reform should be tangible and in accordance with the budgetary cuts.

Albanian counterterrorist force starts operating at Durres port (January 06, 2006)

The Port Security Force [FSP] started work yesterday at Durres seaport. It is a new body, whose duty will be to defend the port of Durres from possible terrorist attacks. A symbolic ceremony was held yesterday on this occasion, attended by officials of the port authorities, Ministry of Transport, and police. Deputy Transport Minister Armando Teliti said in his address at the ceremony that “the activity of the FSP will put the Durres seaport in the group of the safest ports.”

Structure
A US Coast Guard report published about 16 months ago said that the Durres port did not meet the standards of the International Maritime Organization [IMO]. The report put the port among the world’s 20 least safe ports. Prompted by this report and the advice that it offered, the Albanian government reacted immediately and decided to set up the FSP. In cooperation with international experts, the government defined the duties and size of the force. This force’s tasks include providing non-stop security and protection to Durres seaport (which is considered a facility of strategic importance) from possible terrorist attacks.

The heads of the new force have been trained abroad in order to carry out their duties as efficiently as possible. After returning from training, they immediately started recruiting staff. The force has 78 members. This body comes under the authority of the Durres Port Authority [APD] and provides security for the entire site of the Durres port, including the surrounding area, but excluding the ferry terminal. The force is situated in one of the buildings close to the APD offices. This building has been refurbished and now houses the offices for the staff and the operations room, which is fitted with communications equipment and a map of the port containing details of the force’s duties.

Cooperation
This security force will cooperate at all times with the port’s police commissariat and captaincy. The force is armed with handguns, which its members can only use if a Level-3 Security Alert is declared.

The most delicate duty of this force is to guard oil depots and oil tankers, which could be targets of terrorist attacks.

The Albanian police and UNMIK pledged on Thursday (12 January) to co-ordinate activities against organised crime in Albania and Kosovo. The agreement came at a meeting in Tirana between Albanian Police Director Bajram Ibraj and a UNMIK delegation headed by Commissioner Kai Vittrup.

“Organised crime in Albania and Kosovo can be prevented and tackled only through good co-ordination of police actions, and also with the intensive exchange of information, regarding the criminal elements or groups that are wanted by the justice systems of Albania and Kosovo,” the participants said in a statement.

Albania and Kosovo are used by local and regional criminal groups for trafficking in weapons, people and narcotics, or as a shelter for those fleeing legal action, Ibraj and Vittrup noted. According to the two officials, co-operation is especially needed in securing borders, training police forces, ballistics parameters, and examination of documents.

“The new agreement covers issues connected with eliminating the criminal groups, fighting against narcotics trafficking; illegal trafficking in general, arresting wanted persons and also the improvement of the services in the border checkpoints,” Ibraj said.

The Tirana talks also saw the signing of a twinning agreement between the Albanian police academy “Arben Zylyftari” and the Police Service School of Kosovo.

According to Albanian Interior Minister Sokol Olldashi, “weakness of law enforcement is one of the main problems that Albania and other countries in our region face. This weakness has created a convenient space for organised crime and trans-border trafficking.”

Zagreb - Der frühere Leiter des US-amerikanischen Geheimdienstes CIA, George Tenet, war nach einem Bericht der kroatischen Wochenzeitung “Globus” an der Vorbereitung der Militäroffensive “Oluja” (Sturm) im August 1995 zur Eroberung der serbisch kontrollierten Krajina beteiligt. “Im Juli 1995 hat (der damalige kroatische General) Ante Gotovina auf der Militärbasis Sepurine nahe Zadar die Aktionen ‘Sommer ‘95′ und ‘Sturm’ mit dem ehemaligen CIA-Chef George Tenet vorbereitet", schrieb das Blatt in seiner am Mittwoch erschienenen Ausgabe unter Berufung auf eine den Anwälten Gotovinas nahe stehende Quelle.

Laut den Informationen von “Globus” begab sich Tenet am 20. Juli 1995 nach Kroatien. Auf dem Militärstützpunkt Sepurine habe er den damaligen kroatischen Verteidigungsminister Gojko Susak, den Chef des Nachrichtendienstes, Miroslav Tudjman, sowie Gotovina getroffen, der die Operation “Sturm” befehligte. Jahre später wurde Gotovina vom UNO-Kriegsverbrechertribunal in Den Haag wegen der Krajina-Offensive angeklagt. Laut Anklageschrift ist er für den Tod von etwa 150 Serben und die Vertreibung von mindestens 150.000 Menschen verantwortlich. Gotovina wurde nach vier Jahren Flucht Anfang Dezember auf der spanischen Kanaren-Insel Teneriffa gefasst und an das UNO-Tribunal überstellt.

Unterstützung der Operation “Oluja”

Dass die USA die Militäroperation “Oluja” unterstützten, wurde bereits des Öfteren auch von kroatischen Ex-Politikern bestätigt. So erklärte etwa im August 2001 der Ex-Verteidigungsminister Pavao Miljavac, die Amerikaner hätten versichert, “stillschweigend” hinter der Offensive zu stehen, wenn diese unter Achtung der internationalen Konventionen durchgeführt würde. Das militärische Vorgehen kroatischer Einheiten hätten die Amerikaner mit unbemannten Flugzeugen und Satelliten verfolgt. Über diese amerikanisch-kroatische Kooperation, behauptete Miljavac, hätte nur die oberste politische und militärische Führung Bescheid gewusst.

Teil eines umfassenderen Friedensplans

Auch der letzte Sicherheitsberater von Ex-Präsident Franjo Tudjman, Markica Rebic, bestätigte, dass Kroatien 1995 auf US-Hilfe zurückgreifen konnte. Die Aktion “Oluja” wäre ohne die Unterstützung der USA auch nie durchgeführt worden. Amerikanische “Informanten” hätten die Operation “komplett überwacht". Diese Militäraktion sei zudem nur ein Teil eines umfassenderen Friedensplans für den Balkan gewesen, den sich die Amerikaner an der Spitze mit dem damaligen Präsidenten Bill Clinton überlegt hätten. Von US-Seite hätte es nur eine Bedingung gegeben: Dass die Aktion “schnell und sauber verläuft".

“Gordischen Knoten auf dem Balkan”

Der österreichische Balkan-Kenner Raphael Draschtak befasste sich in seinem neulich erschienenen Buch “Endspiel 1995″ intensiv mit der Rolle Washingtons auf dem Balkan. Seine Kernthese: Clinton musste angesichts der Präsidentschaftswahl 1996 den Krieg auf dem Balkan beenden. Zu diesem Zwecke erhielten die Sicherheitsberater von Clinton den Auftrag, den “Gordischen Knoten auf dem Balkan” zu lösen.

Berisha: Tourist zones, government’s priority
Prime Minster Sali Berisha declared yesterday that within the year 2006, the government will complete non-stop running water supply in all tourist zones of the country.He stressed this will be one of the main priorities of the government in developing the local tourist sector during this year. The head of the government Berisha launched this declaration in Golem commune where he associated by the Minister of Public Works, Transports and Telecommunication Lulzim Basha participated in the inauguration of workings start at Manskuri water supply in Golem commune. “I want to assure all Albanian citizens that the government is determined that in collaboration with international partners to consider the water supplying a great priority. The government will efficiently use your taxes and donations of our international partners in order the Albanian citizens fulfil their demands for running water, electric power, roads and infrastructure,” – said Prime Minister Berisha during the inauguration of the water supply in Golem commune. The inauguration of this object, in fact, ascertains the promises he launched towards Kavaja electors, and the government is committed to meet all assignments it has in collaboration with the local government for further development in tourist zones. Meanwhile the head of the government Berisha followed further with a picture of his performance as Prime Minister, remembering also the ineffective work and oblivion towards the tourist zones during the socialist governing. Participating in this inauguration, the head of the government estimated the development of this zone as highly important project. During his word, the head of the government Sali berisha thanked the German government, German tax-payers, who according to him, have given an extremely important assistance in a series of projects that stretch from Kruma region to Korca district in supplying the citizens with running water. He stressed that only in the water supplying system, the German government, in the framework of collaboration with the Albanian government has invested around 140 million euros.

Um Durres, sind Viertel der dort lebenden illegalen Banden überflutet.

Die Abwasser Kanäle sind verstopft in und um Durres, und so werde ganze Viertel von den Abwässern nun überschwemmt, wo sich oft kriminelle Banden illegal angesiedelt haben.

Shkozet, Beach Zone, Kenetes alles Viertel wo sich Nord Albanische Banditen und Kosovo kriminelle Clans angesiedelt haben.

Sewages flood Durres quarters
Durres- Many quarters and other informal zones of Durres town have been covered from sewage.Although millions of lek have been allocated for systemising the canalisations, the situation appears to have remained the same in many zones in Durres, like in Shkozet, Beach zone, quarter 18 and in ish-keneta zone. The solely response to citizens’ complaints is the non-normalisation of the canalisation network and flooding, as soon as it rains, of tens of apartments, bars and restaurants. The bad weather conditions the normal movement of traders and citizens through common settings, because these are flooded from sewage, repeating the same picture; funds allocated for upgrading the canalisation system and that disappear without address and guilty persons. Material damages, which are incalculable and comprise epidemic risks, emerge as a consequence of the sewage system downgrading that endangers inhabitants’ life. The officials are contented only with finding the causer of such situation that is the downgraded water collector. Even though the water collector is downgraded, no one has thought of restoring it, and the story is repeated anytime it rains. During sunny days, Durres is still flooded by the sewage. The investments to stop the dumping of solid wastes in the channels that has further aggravated the situation have often been present. But, these investments have not properly been used, because since a year, the waters across the road that starts at the town’s hospital to the town’s high schools have been removed neither in summer, nor in winter. Disrespecting the standards in the construction of this road, the rain waters and sewage flow across the streets of the town, anytime the collectors are overloaded. Regarding the downgraded state of town’s main water collector, the Construction Police has undertaken an operation for breaking down 60 constructions above this collector.

TIRANË- Shkurtime drastike në personelin e zyrave qendrore të Shërbimit Informativ Shtetëror. Ditët e para të këtij viti, kanë sjellë njëherazi edhe zvogëlimin e personelit të SHISH-it në më shumë se gjysmën e tij. Nga më shumë se 100 punonjës, që shkonin përditë në zyrat qendrore të SHISH-it, tashmë pjesa më e madhe e tyre janë larguar nga puna. Në kuadrin e reformës totale, në zyrat e Shërbimit Informativ Shtetëror kanë mbetur vetëm 47 punonjës. Pjesa tjetër është prekur nga reforma dhe tashmë është pa punë. Ndërkohë, në të gjithë vendin, pritet që të largohen edhe një numër i madh punonjësish të SHISH. Lajmi është pohuar dje nga burime të këtij institucioni, të cilët theksuan se numri i personave që pritet të largohen nga puna arrin shifrën e 450 vetëve.
Reforma
Ditët e fundit të nëntorit të kaluar, Këshilli i Ministrave ideoi reformën që do të bënte më efiçent Shërbimin Informativ Shtetëror. Ekspertët e qeverisë hartuan buxhetin e ri për Shërbimin, duke bërë një ulje të ndjeshme të buxhetit. Për të mos prekur mjetet dhe burimet e shërbimit është zgjedhur rruga më e shkurtër, ajo e shkurtimit të personelit. Ideja fillestare parashikonte një ulje të rreth 30% të personeli të Shërbimit Informativ Shtetëror, gjë që do të sillte dhe rregullimin e buxhetit. Qëllimi i qeverisë ishte krijimi i një shërbimi me organikë të vogël por shumë efikase duke shkurtuar postet që ishin në organikën e tij që nga sistemet e mëparshme. Ndërkohë për personat që do të largoheshin nga shërbimi është parashikuar edhe një lloj kompensimi financiar, i cili do të jepet për disa muaj me radhë. Ky kompensim do të jetë i barabartë me pagën që ata merrnin gjatë kohës që ishin punonjës të shërbimit. Përsa i takon pajisjeve operative të SHISH-it, mësohet se nuk janë bërë shkurtime, por kanë mbetur ato projekte që ishin. Të paprekshëm pritet që të jenë edhe ata punonjës të shërbimit që janë duke u trajnuar dhe po punojnë nën mbështetjen logjistike dhe financiare të ekspertëve amerikanë.
Shkurtimet
Megjithëse ideja fillestare ishte që të shkurtoheshin rreth 30% e punonjësve të Shërbimit Informativ Shtetëror, fillimi i vitit ka sjellë tjetër gjë. Nga më shumë se 100 punonjës që ishin deri në fund të vitit të kaluar, në zyrat qendrore të shërbimit është larguar nga detyra më shumë se gjysma e tij. Burime pranë këtij institucioni pohuan dje se tashmë në detyrë kanë mbetur vetëm 47 punonjës të SHISH-it. Pjesa tjetër është prekur nga “reforma” që parashikon ta bëjë shërbimin më kompakt dhe efikas. Më shumë se 50 punonjës të tjerë tashmë përballen me papunësinë, ndërkohë që për disa muaj me radhë do të marrin ende rrogën e tyre të përmuajshme. Kur të mbarojë edhe afati i këtij kompensimi, ata duhet të kenë gjetur ndonjë punë tjetër nëse duan që të marrin një pagë. Burime pranë këtij institucioni pohuan dje se shkurtimet kanë prekur të gjitha rolet e shërbimit deri tek ai që quhet roli i mesëm. Madje edhe rojet janë prekur nga shkurtimet dhe punonjësit e shërbimit duhet që të sigurojnë vetë zyrat e tyre, duke i dyllosur sa herë që largohen nga puna. Shkurtimi ka prekur edhe pastrueset që merreshin me labirinthet e shumta të këtij institucioni. Ato pak që kanë mbetur duhet të punojnë edhe më shumë për të pastruar zyrat e 007- ave shqiptarë. Ndërkohë, në të gjithë republikën pritet që të largohen edhe rreth 450 punonjës të tjerë të shërbimit. Asnjë post nuk duhet të jetë më i dyzuar dhe ato poste që janë disi të diskutueshme do të hiqen fare nga organika e shërbimit pasi reforma duhet të jetë e prekshme dhe t’i përmbahet shkurtimeve në buxhet.

Integrated Coastal Zone Management & Clean-Up Project (APL #1)

The overall objective of the Integrated Coastal Zone Management and Clean-Up Project is to protect the coastal natural resources and cultural assets, and promote sustainable development and management of the Albanian coast. To this end, institutional and policy framework for an integrated coastal zone management (ICZM) will be established, and a broader regulatory capacity will be strengthened at the central, regional and local levels for protection of coastal and marine natural resources. Project components will: 1) enhance the capacity of the Albanian authorities in the management of coastal resources, developing adequate operational policy, legal and regulatory framework, as well as financial/economic instruments for the ICZM; strengthen institutional capacity to increase the effectiveness of regulatory, planning, and management functions of the ICZM at the central, regional and local levels; strengthen coastal water quality monitoring network; strengthen protected areas management in Butrint National Park, and enhance the knowledge base, while raising public awareness on coastal issues; 2) assist southern coastal municipalities and communes in preserving, protecting, and enhancing coastal natural resources, and cultural assets to improve the environmental conditions of the coastal area, and, to encourage community support for a sustainable coastal zone management. This component will support improvements in solid waste management in the south coastal zone; in the transformation of the Port of Saranda into a ferryboat and passenger terminal; and, the establishment of a Coastal Village Conservation and Development Program (CVCDP); 3) mitigate soil and groundwater contamination in the chemical plant at Porto Romano, seriously contaminated within the Balkans. The component seeks to build capacity and awareness on hazardous waste management, in pursuit of adequate environmental monitoring, to include remediation and clean-up works, land-use planning, and resettlement plan implementation. 4) support project management, coordination, monitoring and evaluation, through technical assistance, training, and the provision of incremental operational costs.**

SP hands out pamphlets across Tirana’s streets
As it was informed the other day, socialists will organise today a protest at Zogu I Zi overpass.The preparations for the today’s protest commenced since yesterday, while in every street of capital, pamphlets were handed out calling the citizens’ participation and support in the protest. After an urgent meeting of SP’s chairmanship and parliamentary group, there was decided all socialist deputies have to be gathered in the settings of the Socialist Party, from where the protest marching to Zogu I Zi overpass will start. The socialist decided to even intensify these protests. “Protest at Zogu I Zi for the black Prime Minister” will be the slogan of the protest that socialists are going to organise today. Socialists agreed with the idea of Tirana Mayor at the same time the SP’s head Edi Rama to pursue all legal steps over this matter. The rose centre’s chairman himself invited publicly yesterday through a communication with the media, all the citizens, that according to him, to identify themselves with the dream of constructing a European Tirana and that they build their life with the construction and not with destruction. All the citizens that seek their way through construction and through destruction of others’ constructions (in a broader sense of word), are invited since tomorrow at 11.00 to come at Zogu I Zi and they will be provided with individual information for everything. We will provide individual information that will serve to have a document that I will hand out with full moral and legal accountability and signed by me, to every citizen that will participate in tomorrow’s demonstration. Every citizen that will be in possession of the document I will hand out is invited that for every single doubt related to that document, may direct to competent organs”, - it was Rama’s invitation for Tirana’s citizens. The socialists’ head and at the same time the Mayor of Tirana has invited the citizens to join this protest and support a project that facilitates the movement in the city, to protect everyone’s cost in that hole, which according to him, is getting deeper and deeper everyday and which symbolises Sali Berisha’s philosophy. “A hole from what this Prime Minister constructed is still remembered and this is the hole behind the Palace of Culture. Now he is building a new one at Zogu I Zi. We should bung up this hole as soon as possible, because we have to go forward. We do not have time to loose. We are not that kind of people coming from woods that do not acknowledge the institutions, the legal way, the communication way with the public, we are not that kind of people to loose the patience, because we have seen even worst and we are prepared to see even far too worst. We have taken over a great mission, the mission of constructing a country where the Prime Ministers like him cannot keep the people with fairytales and in behalf of their fairytales to lead the people to the woods,” – Rama concluded.

TIRANA, Albania – A dispute between Albania’s central government and the local administration of Tirana over construction and legal issues has gone to court, following weeks of accusations between the two sides. Local media reported on Thursday (5 January) that the municipality of Tirana has pressed charges against the National Council of Territory Adjustment for violating legal procedures. At issue is the council’s decision last week on demolition of an overpass in Tirana. The Albanian Construction Police in turn filed charges against Tirana Mayor Edi Rama, accusing him of breaching the country’s construction legislation. The Council of Europe recently urged officials to resolve the problem as soon as possible. (Albanian News - 05/01/06)

TIRANË-Shumë pallate të ndërtuara gjatë viteve të fundit në Tiranë janë ngritur duke shkelur ligjet në fuqi dhe pa lejet përkatëse dhe në njërin prej tyre banojnë deputetë e anëtarë të Partisë Socialiste. Drejtori i përgjithshëm i Policisë Ndërtimore ka pohuar dje në një intervistë të dhënë për “News 24”, se janë mbi 50 objekte të ndryshe të pezulluara gjatë javëve të fundit në Tiranë. Po dje, Ibrahim Morina tha se në disa lagje të njohura të Tiranës janë ndërtuar pallate pa leje, të cilët janë konstatuar nga Policia Ndërtimore, e cila nuk do të lejojë pajisjen e tyre me leje shfrytëzimi. Morina bëri të ditur se në një pallat rreth 12 kate, i cili është pa leje dhe është ndërtuar në oborrin e shkollës së Baletit, 6 prej kateve janë të banuara nga anëtarë dhe deputetë të Partisë Socialiste. Sipas drejtori të Përgjithshëm të Policisë Ndërtimore, deputetët e Partisë Socialistë dhe disa nga anëtarët më të njohurtë saj i kanë përfituar apartamentet në këtë pallat nëpërmjet kredive që u janë dhënë nga qeveria e mëparshme. “Ka pallate 5, 6, 8 e deri në 12-katësh në Tiranë, të cilët janë pa leje. Pallate të tilla janë ndërtuar te “Komuna e Parisit”, “Muhamet Gjollesha”, “Qemal Stafa”, “Myslym Shyri”, dhe ne i kemi konstatuar. Është një pallat 11-katësh, i ndërtuar te shkolla e Baletit, në oborr të shkollës, dhe në këtë pallat, 6 kate janë të anëtarëve dhe deputetëve të Partisë Socialiste, të cilët i kanë marrë këto apartamente me kredi. Kredi të dhënë nga qeveria socialsite. Është e vështirë që këto pallate të shemben, por ne do të ngulmojmë që ato pallate, të cilat nuk e kanë marrë lejen e shfrytëzimit, të mos pajisen me të”, - tha dje Morina. Ai ka sqaruar gjatë intervistës se këto pallate, të cilët janë konstatuar me shkelje, janë në përfundim e sipër apo të banuara. Morina nuk bëri të ditur sesi do të veprohej me objektet në fjalë. Më tej ai ka bërë të ditur se në të gjithë Shqipërinë muajt e fundit janë pezulluar rreth 230 objekte, të cilët kanë pasur parregullsi

Bregdeti është një nga zonat më të rënduara nga ndërtimet pa leje. “Gjatë dy javëve që lamë pas ne kemi ushtruar kontrolle në zonat bregdetare. Kështu, në vijën bregdetare të Vlorës kemi konstatuar 120 ndërtime pa leje, 80 në Sarandë, 25 në Himarë, mbi 120 në Lezhë dhe rreth 450 ndërtime pa leje në Shkodër”, - tha Morina. Ndërkohë, për vilën e Ismail Kadaresë, drejtori i përgjithshëm sqaroi se ajo është me leje dhe se nuk do të preket nga Policia Ndërtimore. “Për sa i përket në Durrës e Golem janë kryer kontrolle në fshatrat turistike. Vila e Ismail Kadaresë është me leje dhe nuk ka qenë subjekt i punës sonë. Kemi kontrolluar fshatrat turistikë në atë zonë, por është abuzuar nga mediet me vilën e Kadaresë. Po të jetë për mua, personalisht unë i jap një kështjellë në bregdet Kadaresë për nderin që ai i ka bërë kombit shqiptar”, - tha Morina.

Padia e Policë Ndërtimore ndaj Edi Ramës është ngritur pasi ai ka bërë shkelje të një sërë nenesh dhe nuk ka bashkëpunuar në punën e Policisë Ndërtimore. Ibrahim Morina, në intervistën e dhënë për “News 24”, tha se janë shumë shkelje, të cilat janë kryer nga Bashkia e Tiranës, që janë konstatuar dhe dërguar në Prokurori. “Që më datë 24 tetor i kemi kërkuar të gjithë dokumentacionin për “Zogun e Zi” dhe disa rrugë të tjera në Tiranë, por kemi hasur gjithmonë në përgjigje negative. Të gjitha shkeljet janë bërë publike prej kohësh dhe janë rreth 60, duke filluar që nga mungesa e lejes”, - tha dje Morina, i pyetur për padinë që është ngritur. Ai sqaroi gjatë intervistës se dosja me të gjithë dokumentacionin është nisur për në Prokurori. I pyetur për vendimin që është marrë për prishjen e ndërtimeve të deri tanishme, Morina tha se kjo është zgjidhja më e mirë që mund të bëhet. “Prishja është një gjë shumë e vogël, është e keqja më e vogël dhe s’ka asnjë pengesë ligjore për prishjen. Mundësitë për të bërë janë, dhe inxhinierët tanë do të shikojë mundësitë teknike për ta bërë atë, mendoj se do të bëhet me çekiçë pneumatikë”, - tha dje Morina, duke mohuar kategorikisht që puna e Policisë Ndërtimore të jetë një sulm politik. Në përfundim të deklaratës së tij, drejtori i Ndërtimores, për çështjen e “Zogut të Zi”, u shpreh optimist për vendimin që mund të marrë Gjykata. “Mendoj se Gjykata do të na japë të drejtë për çështjen e “Zogut të Zi”, jam i bindur për këtë, s`ka pse të ndodhë ndryshe” , -përfundoi intervistën e tij Morina.

The roots of the IHPSO trace back to the defence and interior ministries
formed by Kosovo’s parallel government-in-exile in the Nineties. The
organisation’s chief, Ramë Maraj, currently holds the official title of
special security advisor to President Rugova.
In a conversation with this author before the “Life in Kosovo”
debate, Maraj freely admitted that his IHPSO was an intelligence service
linked to Rugova’s LDK. “The time has come to demystify these
intelligence structures and show we are real people and not monsters,”
he said.
Maraj was alluding to hostile media coverage that followed a May 10
police raid on IHPSO offices. The police involved were investigating the
bombing of Rugova’s motorcade on March 15, while the president was on
his way to meet with European Union foreign policy chief Javier Solana.
Solana had travelled to Kosovo in order to urge Rugova to give the PDK a
leading role in the government.
Crisis Group noted in its May report noted that, “UNMIK and the KPS
[Kosovo Police Service] are increasingly drawn to the premise that
elements within the LDK camp were responsible for the explosion.” The
suspicion is that the bomb, which damaged Rugova’s car and injured a
passer-by, was intended to provide the president with a pretext to avoid
being pushed into broad coalition politics.
The SHIK, on the other hand, emerged from the Popular Movement of
Kosovo, LPK, a group of activists and former political prisoners which
later became part of the KLA.
The head of the SHIK, Kadri Veseli, was a member of the
self-proclaimed Provisional Government of Kosovo, established by the
KLA’s leader, Hashim Thaçi, in 1999. The SHIK continued to exist when
the abortive governing body was abolished in February 2000.
Initially financed by funds left over from the war, particularly the
“Homeland Calling” fund that financed the KLA, it has since relied on
finances from local supporters.
Nowadays, the organisation is quite open about its activities.
Veseli, who sits before a wall half covered by a huge reproduction of
the SHIK’s circular emblem, does not, even on the record, deny that he
runs a full-blown intelligence gathering operation.
“We are in a process of transformation and have been so for the
last five years,” he told Balkan Insight, adding that the SHIK had hopes
to play “a more active part” in Kosovo’s future by “nationalising its
capacities” in some way.
Both Veseli and Maraj insist that they have well-trained,
professional staff who are fully capable of playing a part in whatever
kind of official intelligence service might be established in Kosovo in
the future.
Sources close to both services, however, paint a very different
picture.
The IHPSO is thought to number around 300 people, half of whom
receive a regular salary of some 200 euro per month from the
organisation. The other half are employed as municipal officials, or
work in other public institutions.
Amongst those working at a high level within the IHPSO are a number
of people who previously worked for the Secretariat for Internal
Affairs, SUP, and State Security, DB.

PEQIN (5 Janar)-Pak dite perpara vendimit te Gjykates Kushtetuese ish-komisari i burgosur ne burgun e Peqinit Sokol Kociu pranoi te jape interviste per Gazeten Shqiptare - e para pas shperthimit te skandalit te pergjimit - duke u shprehur se kishte shprese ne vendimin e pritshem te Kushtetueses ne favor te tij. Dhe ne fakt, shpresa e tij nuk u zhgenjye sepse Gjykata Kushtetuese ktheu serish dosjen e tij ne Gjykaten e Larte. Ne interviste ai perserit shpesh se eshte i pafajshem per akuzat qe i behen ne dosjen “Kokaina”,, por mbi te gjithe flet per historine e famshme te pergjimit; ai pranon se ka pergjuar ish-kryeministrin Fatos Nano dhe Fehmi Abdiun, por duke shpjeguar se target i tij ishte ne fakt nje tjeter zyrtar i larte i shtetit shqiptar. “Doja t’i beja nje nder nje mikut tim, por ne tavolinen ku kisha vene pergjuesit, mberriti Nano”, thote Kociu, i cili pretendon edhe se ruan kaseten audio me te gjithe tekstin e pergjuar. Teksti me pergjimin e pretenduar te kryer prej tij, autenticiteti i te cilen ende nuk eshte provuar, u vu ne dispozicion te ish-opozites se djathte e cila e perdori ate ne nje seance parlamentare.
Si arrite te kryeje pergjimin?
Nano e Abdiu rane ne kurth gabimisht, pasi gjithcka ishte pergatitur per nje person tjeter. Ai i kishte kerkuar ryshfet nje mikut tim per t’i mbaruar nje pune. Keshtu qe me pergjimin tim mund t’i benim shantazh dhe mbaronim pune pa dhene para. Pajisjet e pergjimit i montova ne nje tavoline dhe dola jashte ne pritje te “prese”. Pa kaluar pak caste, ne barin e “Rognerit” hyne Nano dhe Abdiu, qe ishin ulur te tavolina e “rezervuar”. Fillimisht e mora me te qeshur kur u degjova biseden, po kur puna arriti te trafiku i armeve, fillova ta marr me seriozitet.
Po me pas c’bete?
U sigurova qe gjithcka ishte incizuar dhe vura ne dijeni kryeprokurorin Arben Rakipi. Ai me tha ta zbardhja dhe pastaj e firmosi, pasi e firmosa edhe une. Pastaj ia lashe atij dokumentin dhe ika. Per punen e trafikut nisa te kryeja hetime privatisht, por pas akuzave ne ceshtjen “Kokaina” ku me perfshine dhe mua, nuk e di si vajti puna.
Si u gjend ne doren e Lesit transkripti i pergjimit?
Nuk e di. Une u cudita kur ai tha se e kishte marre ne nje ambasade te huaj. Nuk di c’te te them. Une e lashe ne Prokurorine e Pergjithshme nje kopje te transkriptit. Varet cdo kene bere me te ne ate institucion. Eshte pune e tyre.
Po juve ne qeli u ka takuar njeri per pergjimin?
Po, eshte ajo qe kam thene disa here. Me takoi nje hetues i Prokurorise se kryeqytetit kur ndodhesha te burgu 302. Me kerkoi shpjegime dhe i thashe: “Nuk i flas askujt tjeter vec Komisionit Parlamentar qe do ngrihet per ceshtjen”. Me kaq e lame, por Komisioni Parlamentar i kerkuar nga Lesi dhe i mbeshtetur nga te ish-minoranca e djathte nuk u ngrit, pasi e rrezoi ish-maxhoranca parlamentare e majte.
Ku ndodhet kaseta?
Nuk e tregoj kete. Une e kam kaseten dhe do flas kur te vije koha. Tani jam i angazhuar me pafajesine time, qe ma kane mohuar padrejtesisht ne procesin e paligjshem “Kokaina”.(Gazeta Shqiptare/Balkanweb)

Albanien schützt nicht seine Amtlichen Touristischen Zonen, National Parks und sogar in Tirana selbst, werden die Parks von den angrenzenden Bau Unternehmen und Bars, als Müll Kippe benutzt.

Artificial Lake’ park covered in wastes
The Artificial Lake’s big park in Tirana is announced a “National Park” of special importance and it is state protected. Thus, it is not allowed any kind of intervention in its green spaces, but, throughout the park’s corners, you can face garbage piles. Moreover, it is surprising how family wastes have reached the lake surroundings, being a bit distant from the urban area. These wastes are produced from the numerous bars and restaurants built on green area of the park, while no one thinks of cleaning them up. The bar and restaurant owners dump the wastes far from their businesses, usually in the park and not rarely close their business rivals. Acting this way, they are ruining not only the park that is considered as the ‘lung of the capital’, but also aiming to harm the rival businesses. In fact, in some spots of artificial lake, some wastes collecting points, which are maintained by the municipality already exist, but the bars and restaurants built across the territory of the park are spread all over the park, where some of them are distant from these wastes collecting points.

Der erste grosse Politische Fehler von Salih Berisha

2 Tage nach den Parlaments Wahlen, erteilte der Bürgermeister von Tirana Edi Rama, ohne Ausschreibung die Bau Genehmigung für die Zogo i Zi Brücken Überführung, welche nur eine Anfang sein kann, um den Kraft Fahrzeug Verkehr in Tirana besser zu regeln.

Um die Kommunal Wahlen in Tirana zu gewinnen, beschloss das Council der Regierugn (und das höchste zuständige Gremium), den illegalen Bau wieder abreissen zu lassen.

Und genau hier liegt der schwere Irrtum von Salih Berisha, denn die Einwohner von Tirana wünschen diesen Bau!

Zogu i Zi: Duhet ekspertizë e lirë

Në përpjekje për të mësuar opinionin e specialistëve të nivelit të lartë të urbanistikës, arkitekturës, e në përgjithësi të inxhinjerisë, pyetëm një petagog në universitet: “Ç’thonë kolegët tuaj për ekspertizën e paraqitur në KRRTRSH?”. Përgjigjia e tij na befasoi dhe na dëshpëroi; ai tha: “Kujt ia mban të flasë në universitet; të fluturojnë po the një gjysëm llafje kundër qeverisë. Ata, “ekspertët”, kanë shkruar dhe firmosur atë që do kryeministri …”. Vazhdoi profesori të na justifikonte frikën e kolegëve të tij, të tregojë rrahje publike që datonin nga viti 1996, ku rrahësit ishin edhe ministra (?!), dhe të rrahurit ishin intelektualë “që i kishin kritikuar”. I thamë se ekzagjeron, se ka pasur ndonjë rast sporadik, por … I thamë që intelektuali duhet të jetë i lirë të thotë mendimin e tij teknik, ta thotë edhe po e rrahën, bile edhe po e vranë, etj. Por shoku ynë hapte sytë i shokuar, e sytë e tij thonin qartë që këta (ne) janë të çmendur, dhe që nuk e njohin fare realitetin.
A thua vërtetë të ketë shkuar puna deri këtu: që, pas 15 vjetësh të rënies së komunizmit, intelektualët shqiptarë të kenë frikë të shfaqin mendimet e tyre, edhe kur ato janë thjeshtë teknike por nuk i pëlqejnë politikanëve, qoftë dhe kryeministrit?! Ky do të ishte dëmi më i madh që mund t’i bëhej Shqipërisë. Të themi të drejtën, nuk mendojmë që situata të ketë shkuar deri kaq larg, se vërtetë që do të ishte katastrofike. Por sidoqoftë, ne, për çdo rast, po e bëjmë publik këtë shqetësim, duke e lidhur me një rast konkret, që edhe reagimi të jetë konkret, dhe si rezultat jo ekuivok: po e lidhim me Zogun e Zi.
E para, do t’i kërkonim gazetarëve të botojnë listën e anëtarëve të KRRTRSH që kanë qenë prezent në mbledhjen e datës 29.12.2005, dhe votën e tyre, pro apo kundra prishjes së nënkalimit të Zogut të Zi. Nuk është fare sekret, as lista dhe as votimi, bile duhet të jenë pjesë e procesverbalit të mbledhjes. Shqiptarët duhet të dinë çfarë qëndrimi mbajnë figurat përfaqësuese në këtë këshillë të nivelit shumë të lartë.
E dyta, do t’i kërkonim prokurorisë, të fillojë procedimin penal, për të gjithë kallëzimet e ardhura në adresë të saj, që lidhen me Zogun e Zi. E kemi fjalën, si për ato të kryeministrit, si dhe për ato të Bashkisë së Tiranës, apo Policisë së Ndërtimit etj. Duhet të futet sa më parë në një disiplinë juridike, shqyrtimi i çështjes Zogu i Zi, sepse ka përmasa simbolike për mbarrëvajtjen e demokracisë në Shqipëri, për fatet e vendit: po, po, nuk është më fjala për një problem teknik!
E treta, do t’i kërkonim mediave, gazetave dhe medias elektronike, të ndjekin me imtësi procesin: ligji u lejon të informohen për çdo detaj të procedurave administrative. Duhet që publiku i gjërë të njoftohet se si po shkojnë punët.
E katërta, do të kërkonim që në radhë të parë specialistët projektues të nënkalimit Zogu i Zi, por edhe ekspertë të tjerë, që kanë kurajo të thonë publikisht opinionin e tyre, të shprehen për anën teknike të çështjes.
E pesta, do t’i kërkonim Kuvendit, të krijojë një komision ad-hoc, për të ndjekur çështjen Zogu i Zi, në të gjithë hallkat e saj. Duhet një organ sa më i pavarur, sa më përfaqësues, sa më që nuk ka frikë, që t’i japë garanci që ligji po zbatohet sa më mirë duhet, me sa më pak anësi: me këtë lloj prokurorie dhe sistemi gjyqësor që kemi, vetëm duke i bërë transparente, dhe duke i bërë instucionet të kontrollojnë njëri-tjetrin, mbase mund të arrijmë të “bëjmë stan, … edhe me lepuj”!
E gjashta, do t’i luteshim, organizmave ndërkombëtare, si Banka Botërore, apo edhe vendet mike, duke filluar nga ambasadat e SHBA-së, Bashkimit Evropian dhe të gjithë vendeve të tjera perendimore, të dërgojnë ekspertë që të japin një ekspertizë teknike për çështjen Zogu i Zi; e përsërisim, bëhet fjalë për fatet e demokracisë, pavarsisht se ekspertiza është teknike. Kjo ekspertizë duhet të japë përgjigje për çështjet tekniko-ekonomike të lidhura me nënkalimin e Zogut të Zi, dhe të gjykuara mbi bazën e normave, standardeve të pranuara botërisht, nga vendet e përparuar të botës. Në vijim po përmbledhim në 5 pika, të gjithë problematikën teknike të nxjerrë nga ekspertët e KRRTRSH, sipas referimit të tyre.
1. A ka shkelje ambientale, të lidhura me gjithe problematikën e mbrojtjes së ambientit; a duhet të kishte barriera kundra zhurmës etj.?
2. A ka garantim potencialisht të vdekjeve te sigurta, apo dhe rreziqe të tjera për jetën dhe shëndetin; a ka shikueshmeri të kufizuar që do të çojë në uljen e shpejtësisë, pra në bllokim të nyjes, ose do të çojë në aksidente me pasoja shumë negative në kohëzgjatjen e zbllokimit nga aksidenti; a ka gjërësitë e korsive xhiruese shumë më të vogla se standardi, duke ulur shkallën e sigurisë në rrugë; a ka mbingritje anësore të karrexhiates se rrethit xhirues dhe të rampave, në gjatësitë e spiraleve, në distancat e frenimit, që nuk marrin parasysh të mirëmbajtjes etj.?
3. A ka thyerje të distancave nga objektet afër, qoftë me 40 metra, apo qoftë dhe me 140 metra; a ka mosmarrjen parasysh të mirëmbajtjes, të ujrave sipërfaqësore, të ndriçimit etj.?
4. A është krejt i panevojshëm për rregullimin e trafikut, për sot dhe për 20 vjetët e ardhshëm, dhe a është një zgjidhje më e keqe se rrethrrotullimi që zëvendësoi; a e komplikon më tepër lëvizjen; a rriten konfliktet në rrugët sekondare; a ka përmasime të gabuara të rampave, rrethit xhirues apo edhe të tangenteve hyrëse, elemente të përzgjedhura gjeometrike të pamjaftueshme, rreze të kthesave të rrethit xhirues që nuk plotësojnë standardet, të gjitha këto të lidhura me mjetet që qarkullojnë në kryeqytetet evropiane; a ka gjerësitë dhe pjerrësitë e propozuara me siguri të pamjaftueshme; a duhet të ishin parashikuar në nënkalim, kalime për këmbësorët, çiklistë dhe persona me aftësi të kufizuar, pa i neglizhuar totalisht këto grupe të trafikut etj.?
5. A është më ekonomike riparimi i të metave, apo prishja tërësore e investimit të kryer deri tani?
Qëllimisht i lamë pa përmendur problemet burokratike të lejeve, firmave, etj., meqë këto mund të riparohen thjeshtë duke bërë mbledhjen e radhës, dhe që, ç’është më kryesorja, nuk kanë asnjë vlerë praktike, nëse dalin pozitive ekspertiza teknike, e “5 pikave” më lart.
Në mbyllje të kësaj davaje, duhet që të jetë e qartë, për të gjithë, se kush është fajtori, kryetari i Bashkisë së Tiranës, apo kryeministri i Shqipërisë.
A thua do të kemi qytetari, civilizim, sa t’i shkojmë zgjidhjes së këtij problemi deri në fund, apo do te turremi, në gjysëm të rrugës, pas ndonjë problemi të ri, duke e lënë Zogun e Zi, të pasqaruar plotësisht e përfundimisht?!
