Wenn kriminelle Bürgermeister und Präfekten Durres zerstören. Villa Zogu durch Erdrutsch schwer beschäftigt

Es handelt sich um Folgen, von kriminellen Bauten um den Berg auf dem die Villa Zogu steht in Durres, welche von weitem zu sehen ist.
Dort wurden ca. 80% der Bäume abgeholzt, für illegale Bauten der Stadt - Mafia, angefangen von dem Koca, Duka und Hasanibeliu Clan.

Trotz dieser Fakten wurden dann weiter illegale Bau Genehmigungen dort wenig später erteilt an den Super Verbrecher Alban Yhillari. und antike Stätten wirksam und auf immer zubetoniert. Bau Genehmigung durch Lefter Koca den Super Verbrecher aus dem Drogen - und Bau Mafia Kartell. Drogen Boss Lefter (und der Bruder Nard-Leonhard) Koca ist u.a. ein direkter Partner auch der Betrugs Firma Berlinwasser in Albanien gewesen.

Albanien ist das einzige Land, wo man auf Antiken Grund vollkommen ungehindert und ohne Dokument und Anrechte bis 2006 bauen konnte, wie auch direkt im antiken Theater von Durres in 1996 und erst mit dem Minister Ylli Pango wurde dies ab 2006 langsam besser.
U.a. wurde dort illegal der Öffentliche Park teilweise verkauft, weswegen der Grundstücks Direktor Vasil Hila im Gefängniss sitzt. Einer der ersten der dort den Wald abgeholzt hat, war der Prominenten Kriminelle Sokol Kociu (12 Jahre Gefängniss für 8 Tonnen Kokain Schmuggel) und direkt kurz davor Genc Pollo. Das war 1996! Danach bauten noch viele Kriminelle weitere Häuser und leiteten die Abwässer in den Untergrund, mangels Kanalisation. Die Probleme waren seit langem bekannt und nicht zu übersehen. Eines der wichtigsten Bau Denkmäler und einer der schönsten Öffentlichen Parks wurde zerstört, weil das damalige Militär Gelände u.a. von der bekannten Mafia Familie Hasanbeliu (Hasani-max und “Ben” Hasanani) illegall sogar mit Appartment Häuser bebaut wurde, wobei der frühere PM Alexander Meksi, direkt an deren Baufirmen beteiligt ist.

Verantwortlich ist ebenso der aktuelle Mafia Bürgermeister Lefter Koca und frühere Bürgermeister und Präfekten. Das sind und waren Alles nur Ganvoen.

Land slides, 50 houses endangered
Durres- Since three years, 50 houses in the quarter called “Koder” in Durres city, including King Zog’s villa, are endangered from massive landslides. Massive landslides have caused a heavy situation for inhabitants. Their houses are broken, while the land constantly slides, raising panic and fear. Landslides cover a large surface of land and the inhabitants were expressed that they have appealed to the state for help through letters and petitions, as well as with their physical presence, but getting no response yet. Meanwhile, the authorities replied that everything has occurred due to inhabitants’ irresponsibility. According to them, landslides have occurred as result of numerous constructions going on there.Landslides have blocked the road and thank to heavy vehicles, the opening of a new road alongside to the existing one was carried out. The inhabitants blame the authorities, saying the authorities have allowed constructions in this zone, known differently as the city’s lungs.

KURUM eines der Pleite Investments in Albanien (Türkisches Stahlwerk in Elbasan)

Durch den Bankrott von Kurum, den Stahlwerken in Elbasan, demonstrieren jetzt die entlassenen Arbeiter.

Eine dramatische Situation, denn es gibt keine Arbeit. Grund waren die zu hohen Strom Preise (und weil man nicht Steuer- und Zollfrei Stahl importieren durfte), welche den einen der grössten Albanischen Arbeitgeber in den Bankrott trieben.

KURUM workers to go on hunger strike
Elbasan- The workers of Steel Factory under the administration of Turkish Company KURUM co, that have been sacked due to factory’s closure, are in protest since three days.As they declared in the first day of the protest, the workers supported by the union request the company officials to respect the work contract that was signed by both parties until the year 2007. Since February 1, they have not received the money promised and foreseen in this contract. This tense situation between the workers and officials of Turkish Company KURUM is degenerating into a protest that is about to take larger dimensions. The union officials, in behalf of about 800 workers have declared that they will soon go in hunger strike if the Turkish company does not respond to their demands. On the other hand, the unionists keep appealing to the government for support, as the company is infringing the law defined in the contract therefore the Turkish company is obliged to pay all liabilities. Many of the workers relied only on this job to keep their families alive. The damages that Turkish company has caused to these workers are not just economically, but also in other directions even more dangerous for their life from the lack of hygienic conditions and security measures, to the huge environmental pollution. However, the next step that workers are expecting to be taking is the hunger strike. KURUM Company closed the factory after disagreements with Albanian Government over some initiatives related to relief of imported steel from taxes, as well as to the high price of electric power.

Viele Frauen im Kosovo leben praktisch am Rande der Gesellschaft. Ihr Leben ist von Diskriminierungen und Hindernissen geprägt. Aber es gibt Frauen, die kämpfen und sich einmischen wollen – auch in der Politik.

“Ich kämpfe. Ich bin jung, ich bin eine Frau, und ich lehre an einer männlich dominierten Universität. Das ist eine Herausforderung, aber ich mag es, herausgefordert zu werden.” Linda Gusíja ist 26 Jahre alt und Soziologin. Sie lehrt an der Universität von Prishtina Gender Studies. Kein leichtes Unterfangen in einer so stark patriarchal geprägten Gesellschaft wie dem Kosovo, sagt die junge Frau mit den dunklen langen Haaren. Nita Ljucy kämpft an anderer Stelle für die Sache der Frauen: einmal in der Woche moderiert sie eine Radioshow mit geladenen Gästen, wo auch Hörer anrufen können: “Die Show heißt: ‚So lange es nicht zu viel Feminismus ist’. Wir entwickelten gerade das Konzept, und man sagte mir: wir kennen Dich, so lange es nicht zu viel Feminismus ist - deshalb trägt die Show jetzt diesen Namen.”

Frauen leiden ökonomisch

Das Bewusstsein für die besondere Lebensrealität von Frauen ist im Kosovo nicht sehr stark ausgeprägt. Sie leiden in besonderem Maße unter der politischen und vor allem unter der wirtschaftlichen Situation des Landes, sagt die Universitätsdozentin Gusija: “Das Problem ist: die Frauen hier befinden sich am Rande der Gesellschaft. Sie leiden ökonomisch. Daher können sie nicht zur Schule gehen, sie können sich nicht weiterbilden, sie haben keine Arbeit. Wir haben 70 Prozent Arbeitslosigkeit im Kosovo, und natürlich bekommen die Männer die bestbezahlten Jobs.”

Das Kosovo war schon zu Zeiten Jugoslawiens das Armenhaus des Landes. Seit dem Krieg 1999 hat sich die Situation verschlimmert. Unzählige Menschen wurden vertrieben, mehr als 800 000 flüchteten ins Ausland. Bis heute hat die südserbische Provinz Kosovo, die seit 1999 von den Vereinten Nationen verwaltet wird, keine funktionierende Ökonomie. Weil viele Menschen arm sind und glauben, dass ihre Söhne später leichter Arbeit finden werden als ihre Töchter, müssen selbst Mädchen, die die höheren Schulen besuchen, diese im Alter von 16, 17 Jahren verlassen, erzählt Linda Gusija.

Männerdominanz auch in Schulbüchern

Das weibliche Geschlecht fehle nicht nur auf den Schulbänken, sondern auch in den Schulbüchern, denn dort sei vor allem von Kämpfern und Soldaten die Rede, die Kampf und Krieg verherrlichen. Linda Gusija: “Das vermittelt den Kindern Aggressivität, Männerdominanz, Machotum. Wenn man zur Schule geht und man lernt beispielsweise nichts über Schriftstellerinnen oder Dichterinnen, verändert das natürlich die Sicht auf die Welt.”

Die Sicht auf die Welt habe auch der Einzug religiöser Organisationen in den bislang wenig religiösen Kosovo verändert, sagt Nita Ljuci, die als Anthropologin an ihrer Dissertation über Frauen im Kosovo schreibt: “Es gibt islamische Organisationen, die haben Frauen oder ihre Väter dafür bezahlt, dass sie ihre Töchter verschleiern. Auch manche Kirchen “helfen” auf unterschiedliche Weise, was nichts anderes ist als der Versuch, die Menschen zu konvertieren. Ich denke, das ist sehr problematisch, v.a. die Art und Weise, wie es gemacht wird.”

Nationale Romantik statt realer Probleme

In der Politik spielen Frauen und ihre Probleme überhaupt keine Rolle, sagt Linda Gusija: “Wenn wir z.B. über die gynäkologische Abteilung im Krankenhaus von Prishtina sprechen und darüber, dass wir jede Nacht 40 Geburten haben. Und wie man diesen Frauen helfen kann. Wenn wir über reale, alltägliche Dinge sprechen - die Politiker tun es nicht. Sie berücksichtigen nicht nur den Genderaspekt nicht, sie sprechen auch nicht über Elektrizität, die uns fehlt. Alle bleiben schön abstrakt und sprechen über nationale Romantik, das ist es, was wir hier haben.”

Nationalismus und staatliche Unabhängigkeit bestimmen das politische Denken und Handeln in der südserbischen Provinz Kosovo - daran ändert auch eine Frauenquote von 30 Prozent im Parlament bislang nichts. Linda Gusija meint: “Die meisten haben eine dekorative Funktion. Ich hoffe und glaube daran, dass sich das ändern wird… In Zukunft werden wir Frauen in der Politik haben, die wirklich überzeugt sind, von dem, was sie tun. Und nicht nur da sind, weil der Chef einer politischen Partei sie ausgewählt hat oder weil er weiß, dass sie gehorsam sind.”

Auslands Albaner erhalten Steuerfreiheit für 5 Jahre als Investoren

Das ist doch einmal eine echte Alternative, um Arbeits Plätze in Albanien zu schaffen.

Immigrants excluded from taxes for five years
All Albanian immigrants that are going to invest in Albania will be excluded from taxes system three to five years.That was the yesterday’s declaration of Prime Minister Sali Berisha during the meeting of government. Also, Berisha informed that Ministry of Finances is preparing the apposite legal framework to encouraging investments from Albanian immigrants in our country. This legal framework, according to head of government, foresees the exclusion from taxes of Albanian immigrants’ businesses for a three to five-year period of time. According to Prime Minister Berisha, in case a to the point legal framework of collaboration and facilities will be drawn up, the Albanian immigration and diaspora could transform into one of the most powerful instruments of the country’s development. Referring to this initiative, the head of government qualified this mass as indispensable and moral obligation towards the immigrants, who want to relocate their work to Albania, as, according to him, their contribution to the GDP is about one billion euros. “Excluding them from taxes for three to five years, we give them the opportunity to set up family businesses, employing and enabling them to get rich in Albania. They have been working abroad for fifteen years, a part of them 50 years and some others even more. It is important to provide every possible facility to them, enabling them to invest their savings in Albania,” Berisha said. Bring to attention the fact that, in Northern Italy, Albanian immigrants have established their chamber of commerce, where small, medium and large-scale businessmen have enrolled in this chamber (5000 only in North), as well as in Greece, USA, Germany. Prime Minister Berisha stressed, “it is our major obligation to be able engage, to mobilize this enormous potential to invest in the country, utilizing a duty free period of time for all immigrants.” He called Ministers Bode, Ruli and Basha to work on this matter. According to him, Ministries of Finances and Economy should establish a close collaboration with banks, in order to facilitate bank transfers.

Tirana (AP) Die EU-Kommission hat am Samstag ein Stabilisierungs- und Assoziierungsabkommen mit Albanien auf den Weg gebracht. [COLOR=orange][B]EU-Erweiterungskommissar Olli Rehn und der albanische Außenminister Besnik Mustafaj setzten am Samstag ihre Unterschriften unter den Vertragsentwurf[/B][/COLOR], der allerdings noch von allen 25 EU-Mitgliedstaaten bestätigt werden muss. Die formelle Unterzeichnung werde «hoffentlich noch in diesem Frühjahr» stattfinden, sagte EU-Kommissionspräsident José Manuel Barroso, der Rehn nach Tirana begleitete.

Ein Stabilisierungsabkommen mit der EU gilt als erster Schritt zu einem möglichen Beitritt. Barroso bezeichnete die Paraphierung des Abkommens als «Meilenstein auf dem Weg zu einer EU-Mitgliedschaft Albaniens». Zugleich mahnte er allerdings Reformen in dem verarmten Balkanstaat an. Die albanische Regierung müsse energisch gegen Korruption und organisiertes Verbrechen vorgehen, das Justizwesen reformieren und mehr ausländische Investoren anlocken. Die EU-Kommission werde die Umsetzung des Stabilisierungsabkommens streng überwachen: «Das ist eine konkrete Form, Ihnen zu helfen», sagte Barroso vor dem albanischen Parlament.

Vor Albanien hatten Barroso und Rehn Kroatien, Serbien, das Kosovo und Mazedonien besucht. Letzte Station der Reise ist Bosnien.

Diese kriminellen Politiker, wollen mit allen Mitteln, den Kosovo dem Organisierten Verbrechen überlasssen und ignorieren u.a. die Aussagen des vorherigen NATO General Sekretärs Lord Roberston: Wir werden auf keinen Fall, den Kosovo dem Organisierten Verbrechen überlassen. Born to be wild

Hashim Thaci was born on the 24th of April, 1968 in Brocna in municipality of Srbica (northwest of Drenica valley). According to his brief profile published in Kosovo Assembly web site, Thaci studied philosophy and history (in the University of Pristina), and then attended postgraduate studies in the University of Zurich, in history of Southeast Europe and international relations departments. According to other less official sources however, he was not a student model…
A certain Beqir Osmani from Drenica remembers well the youth of Thaci: “We know well who he is. We know what he did, how he was in school and what kind of education he received. Everyone on the Kosovska Mitrovica market had great problems with Thaci, who stole goods from traders. Even the customers complained. He fought in pubs of Mitrovica and Srbica. He has no education at all. He only attended two first classes of a certain secondary school. Today however he meets with international politicians. What he can actually discuss with them is far from being clear”.
Serbian officials however know him from more “honourable deed” than commonplace thefts and quarrels in public areas.
During his university years, Thaci was one of the Albanian student leaders, and the first student president of the parallel university in Pristina. Kosovo Albanians, full of resentment over the 1989 annulment of the autonomy of Kosovo by Slobodan Milosevic, established in early 1990’s underground administrative and educational institutions.
By 1993, in Switzerland, Thaci joined the Kosovo Albanian political emigration. He was one of the founders of the Marxist-Leninist organisation People’s Movement of Kosovo, which is

believed to have created the Kosovo Liberation Army (UCK).
From 1993, as a member of the inner circle of the UCK, Thaci alias Snake (Gjarpni) was responsible for securing financial means, training and armament. After he completed his military training in Albania, he was engaged in a number of terrorist actions in Kosovo.
Thaci is also known as the organiser of the Drenica-Group. The group controlled between 10-15 per cent of criminal activities in Kosovo in connection with smuggling of arms, stolen cars, oil and cigarettes as well as with prostitution, the establishment and maintenance of connections with the Albanian, Czech and Macedonian mafia. Other than that, Thaci’s sister is married to Sejdija Bajrush, one of the leaders of the notorious Albanian mafia.
On the 25th of May, 1993, Thaci, along with the Drenica-Group members Rafet Rama, Jakup Nuri, Sami Ljustku and Ilijaz Kadriju, participated in the attack on the railroad crossing in Glogovac (central Kosovo) when four Serbian policemen were killed and three seriously wounded. Thereafter, according to the deposition of Rafet Rama on the 11th July, 1997 in the District Court of Pristina, Thaci and others went into hiding in wood in Drenica. Yet, they often visited Albania, Switzerland and Kosovo.
On the 17th of June, 1996, Thaci with other accomplices opened fire on a Serbian police car on the road Mitrovica-Pec in Sipolje (north of Kosovo). Same year, according to the deposition of Rama, Thaci and his gang threw hand grenades into the Serbian barracks “Milos Obilic” in Vucitrn (central Kosovo).
In July 1997, Thaci was sentenced, in absentia, by the District Court of Pristina to 10 years in prison for criminal acts of terrorism. In February 1998, a central arrest warrant was issued in his name. Thaci was condemned for having ambushed and attacked patrolling Serbian policemen.
Wrath of Thaci not only fell upon Serbian officials, but Albanian dissidents as well. Chris Hedges from New York Times accused Hashim Thaci and his two confidents, Azem Syla the UCK’s Minister of Defence and Xhavit Haliti the Ambassador to Albania, of murdering top commanders within the UCK itself and other potentially opponent Kosovo Albanian nationalists (“Leaders of Kosovo Rebels Tied to Deadly Power Play”, 25 June 1999). Hedges interviewed for his article a former member of the secessionist movement in Switzerland, Rifat Haxhijaj, who stated: “When the war [against Serb authority] started, everyone wanted to be the chief. For the leadership this was never just a war against Serbs - it was also a struggle for power”. In 1997, a Kosovo Albanian reporter, Ali Uka, who was a supporter of the Kosovo independence movement though too critical for the taste of its leadership, was found dead in his apartment in Tirana. His roommate at the time of his death was no other than Thaci the Snake. According to former UCK officials, Thaci conducted assassinations in cooperation with Tirana, which often placed members of its secret police “at the disposal of the rebel commanders”.
According to Bujar Bukoshi, once the Prime Minister of the Rugova government in exile, “Cadavers have never been an obstacle to Thaci’s career”.

The Albanian government has seized the assets and bank accounts of Abdul Latif Saleh who allegedly worked with Osama bin Laden to supporting terror networks in Albania, Serbianna reported citing Albanian Finance Ministry. Albania blocked 33 bank accounts in three commercial banks as well as assets and investments in Saleh’s businesses and civic organizations he was involved with. Saleh founded an Albanian jihadist group that has been bankrolled by the Al Haramain Foundation, an Islamic charity with alleged links to al-Qaida. Saleh is believed to be associated with Yasin al Qadi, a Saudi businessman. Abdul Latif Saleh, who holds Jordanian and Albanian citizenship, left Albania three years ago. He was placed on a UN sanctions list in September. He is also being investigated for alleged money-laundering for al-Qaida. Earlier this year, Albanian authorities seized property and froze the assets of four foundations and a married couple accused by the United Nations of funding terrorist activities.

Prime Minister Sali Berisha met on Thursday the delegation of the European Investment Bank (EIB) headed by the Vice President Mr. Gerlando Genuardi. Mr. Berisha thanked Mr. Genuardi for the important role EIB has played in financing infrastructure improvement in Albania, in the energy sector, and in supporting the private sector development by means of direct loans.

Mr. Genuardi, on his side, thanked the Albanian government for the support and the cooperation and emphasized that EIB is considering the possibility to extend its activity in other important sectors, such as in the education and health sector. Such e policy, said Mr. Genuardi, is on line with the priorities of Albanian European Integration, where beside the infrastructure improvement, it is very important even the quality improvement of the education and health service.

Further on, Mr. Berisha talked about prior projects in infrastructure field, emphasizing the invitation to extend the cooperation with projects in the strategic infrastructure such as “Corridor 8”, financing Durrës-Kukës section, finishing Fier-Vlorë section, projects in the energy field, where apart its commitment for building the Thermo Electrical Power Plant, it considers the exploration of the possibilities to connect Albania with the regional gas net. Mr. Berisha also gave a detailed explanation of the government priorities in the education and health sector.

The high EIB representative showd his committment to study in details these priorities, and that he will also engage in co-financings with other financial partners to realize them

Thierry Cretin erklärt in seinem Buch “Mafias du monde"12,
dass Lek Dukagjeni diese Regeln im XV. Jahrhundert kurz vor der osmanischen Invasion
festgeschrieben hat. Im Jahre 1472 war er dann mit mehreren Clans nach Italien
(Apulien) geflohen. Einige dieser Clans hatten sich in Kalabrien niedergelassen, wo
der Kanun das Leben der Italiener stark geprägt hat. Heutzutage findet man dort die
mafiöse Gruppierung der N‘drangheta, auch in Sizilien gibt es eine große albanische

Sozis und Mafiosi: Kosovo-Terrorist zu Gast in Berlin

Was würde wohl passieren, holten die Sozis den Anführer der Hamas, der baskischen ETA oder der tamilischen Tiger zu Geheimkonferenzen nach Berlin? Kein Zweifel: Die Mainstream-Presse würde die »Kumpanei mit Terroristen« beklagen, die Boulevard-Journaille über »Steuergelder für Selbstmordkiller« schwadronieren, wahrscheinlich gäbe es sogar einen handfesten Koalitionskrach zwischen Angie und Münte.

Aber alles bleibt ruhig, wenn der schlimmste Verbrecher der Kosovo-Albaner zu Gast ist. Von Wochenanfang bis zum Donnerstag weilte jedenfalls Hashim Thaci auf Einladung der SPD-nahen Friedrich-Ebert-Stiftung (FES) in Berlin. Die Einzelheiten seines Gesprächsprogramms sind top secret – auf Nachfrage von junge Welt mauerte die FES und gab lediglich preis, es habe Termine im Auswärtigen Amt, im Bundestag und – »zur Planung von Projekten im Kosovo« – in der Stiftung selbst gegeben. Thaci war während des Krieges 1999 Chef der Untergrundbewegung UCK gewesen. Den Weg dorthin hatte er sich freigeschossen – ein halbes Dutzend rivalisierender Feldkommandeure wurde auf sein Geheiß liquidiert, meldete die New York Times im Juni jenes Jahres. Nach dem Einmarsch der NATO ins Kosovo kleideten sich die bisherigen Guerilleros in feinstes Tuch und wurden respektabel – Thaci etwa als Chef der neugegründeten PDK, die schnell zur zweitstärksten Partei in der Provinz aufstieg. En passant ging das Morden an Serben und anderen Nicht-Albanern weiter – in den letzten knapp sieben Jahren starben etwa 2000 Menschen, über 200000 wurden vertrieben. »Thaci gilt … als Auftraggeber des Profikillers Afrimi«, auf dessen Konto mindestens elf Auftragsmorde gehen sollen, heißt es selbst in einem Dossier des Bundesnachrichtendienstes vom 22. Februar 2005. Doch was der BND weiß, macht die SPD noch lange nicht heiß.

Bereits Ende Januar war Thaci Referent bei einer Konferenz der Sozialistischen Internationale in Athen. Seine PDK will Mitglied im internationalen Dachverband der Sozialdemokraten werden – offensichtlich mit deutscher Promotion. Die Schützenhilfe für Thaci kommt zu einem kritischen Zeitpunkt: Nach dem Tod des relativ (!) gemäßigten Kosovo-Präsidenten Ibrahim Rugova herrscht ein Machtvakuum in der Provinz. Wer wird die Delegation der Albaner bei den in Kürze beginnenden Endstatus-Gesprächen für das Kosovo führen? Die meisten NATO-Staaten favorisieren Fatmir Sejdiu als neuen Präsidenten, einen nach bisherigem Kenntnisstand unbescholtenen Parteigänger Rugovas. Bei der SPD setzt man aber offensichtlich auf die PDK und den Kriegsverbrecher Thaci. Was hat der Mafiosi dafür bezahlt? Und wie viele werden dafür bezahlen?

Albanien kürzt die Stellen in der Administration

The administration is undergoing massive job cuts
The head of Civil Service, Roland Permeti called yesterday the Commission of Legal Issues in Parliament for some partial changes on the law for Civil Service.According to Permeti, only during the last month, the complaints over removals have been increased, even though they bore the status of civil employee. Permeti expressed the concern that the removals that are being carried out today with the intention to cutting the expenses, but later they might lead to changes in administration structures. He admitted that at least so far only removals have been noticed, and no structure changes. “From our longtime experience, we see that some parts of the law have not changed, therefore it needs better amending in the parts referring to admissions in civil service. If the protection of the civil service is rather good, its treatment in the law leaves room for subjectivisms, which has also been noticed in daily practices. On December, there have been delivered 86 complaints, while until today there have been delivered 184 complaints. So only in one month, the number of complaints is twice high as only in one year and furthermore, the removals have been justified with the administration restructuring”, Permeti said. According to him, the fact to be avoided is that the good part of new employees is being hired with contracts, what disenables the competitions for available work place. “We agree on a governing with as few expenses as possible, in order the saved money goes for health and education sectors, but not to cut the places and afterwards to change the administration structure. According to him, the fact that new people are being and the one sacked are paid for a year is very concerning. “We are not that rich to pay one at home and the other at work”, Permeti said. Permeti’s pretensions have served for Ngjela to consider the report as politicized, but the head of Civil Service Committee rejected the fact to have ever been member of a certain political party and that he has been committed to be as objective as possible in his duty.

6 illegal buildings to be demolished within February
Berat- There are 76 illegal buildings out of which 45 have been built upon water collectors of national and rural roads, as well as upon those of channels across roadsides, which have become more and more an obstruction for the roads reconstruction. These buildings also present a constant danger for car accidents. After a decision of the Territory Adjustment Council, all these buildings are to be demolished within the first quarter of this year. According to sources in the prefecture, a group of experts set up by this institution, which after noticing all illegal constructions has called for taking special decisions based on law to demolishing them.The same source said for the newspaper that the illegal buildings consist of houses, bars, gas stations and car service centres, while partially illegal buildings are car wash centres etc. Sources from the Prefecture said for “SOT” that the study was carried out basing on the large number of accidents that have occurred in this road segment.

The bus hijack ends tragically
Two gunmen hijacked a bus today in northern Albania, killing a policeman and a passenger and wounding several others before being arrested by police, police reports said.The two men were travelling as passengers in the bus when it came to a police roadblock, a routine procedure in some crime-ridden parts of the country. They jumped up with grenades in their hands and warned other passengers not to move, shooting and killing a policeman who tried to open the bus door. Many passengers escaped through the windows in the commotion but the hijackers gained control of the bus and drove for 10 kilometres until they were stopped by police at the town of Rubik, some 50 kms north of Tirana. Police and reporters at the scene said the men started shooting with Kalashnikovs and asked for a child as a hostage to guarantee their safety. Special Forces moved towards the bus and snipers took position on nearby buildings. One of the gunmen was wounded and surrendered to police. ‘’Some 10 minutes after the first wounded hijacker handed himself over, police threw a smoke bomb inside the bus and moved in to neutralize the second one,'’ it was reported from the scene. The 44 year-old wounded policeman, Nikolle Gjoka arrived in the Military Hospital in Tirana around 16.00, where he is undergoing intensive treatment. He got severe wounds from a grenade explosion, while his colleague remained dead. Few minutes after the second hijacker was seized, the police declared the situation as closed, forwarding it to the High Crime Prosecution Office. Further investigations to be taken by the prosecution office will disclose the details of this dreadful crime that caused two dead people and six wounded. One of the killed persons was the policeman Fran Kacori, who lost the life on duty. The hijacking is the first ever to happen in Albania.

Keine Medizin Zentren gibt es in den illegalen Siedlungen um Durres

Kenete und Currila, sind wilde Gegenden, wo sich einige Tausend Leute illegal angesiedelt haben und wo es keine Kanalisation, oder Wasser Versorgung gibt. Die alten Wasser- und Strom Leitungen wurden durch das jahrelange illegale anzapfen zerstört.

Two hours walk for a medical visit
Durres- Problematic zones of Currila and Keneta, with a population of 45.600 inhabitants, divided into two different communes, do not have a medical centre.Such marginal zones have almost remained out of the health care and attention of local institutions like the Primary and Public Health. The inhabitants of Keneta zone, which occupies a surface of 26 hectares and those of Currila zone, where over 800 families live in medieval-like and scandalous conditions, have to walk for two hours up to the Central Ambulance or hospitals of the city, and often the attempt results worthless. In Durres city, whose urban zone is extended up to Sukthi I Ri and 4-Rruget e Shijakut, only seven medical centres, with a limited personnel of doctors and nurses. The only centre, where over 250 thousand inhabitants of Durres city go to solve their health problems, remains the new hospital. The inhabitants of these zones have appealed many times to the local government institutions like Prefecture, District Council, and communes, as well as to the Primary and Public Health Institution, but until now, the situation has remained unchanged. Both these zones were massively populated after the year 1991 by squatters from different parts of the country and characterised by pressing social problems. Today, there are over 3750 objects built only in Currila zone like villas, apartment buildings, bars, restaurants and other objects, without counting the 150-year old existing buildings that are heavily downgraded. These zones also lack the basic infrastructure, including canalisations, roads etc, which make a constant threat for epidemics.

Smoking in public places to be restricted
The Commission of Production Activity in Parliament approved yesterday the convention for “the ratification of the World Health Organisation convention on controlling the smoking”. The ratification is considered as very important referring to the fact that in the draft-law is defined that smoking in public places is prohibited. After the discussions in this commission, now it remains just its passing in plenary session. According to specialists of the Ministry, the commission of agriculture in Parliament was the only obstacle for the approval of this convention, as this commission has under its jurisdiction the tobacco agency, which issues the licenses for tobacco companies.On the other hand, even the tobacco agency did not oppose the content of the convention as according to representatives of this agency, it does not harm the local production. Albania is considered as one of the highest tobacco consumers per capita.

Jeder weiss es, das die bisherige Dezentralisierung der Adminstration, vor allem an Komunal Behörden zu einem Mega Korruption Desaster führte, mit Milliarden Schäden vor allem in den Grundstücks Regelungen. Aber die unqualifizierten Ideologen der Weltbank wollen auch Albanien, wie so viele andere Länder zerstören.

Bureaucratic obstructions block the decentralisation
Nadir Mohammed, World Bank Country Manager in Albania declared yesterday that the World Bank’s strategy for Albania, lately approved, presents a clear outlook over the decentralization issues and Bank’s support. “Although Albania commenced the political decentralization in the year 1992, during the last five years, the progress of decentralization was substantially stepped up due to the indispensable need for improving the public services distribution, governance and accountability in using the public resources and strengthening the local autonomy. Following up the European Accord on Local Autonomy and preparation of law for “functioning of Local Autonomy”, on the year 2000, it was approved the implementation of a Decentralization Strategy of the Government. Since then, a progress was achieved in establishing the institutional preparation for strategy’s implementation. The main achievements of the last three years consist of: the conclusion of the basic legal framework for the territory administration; implementation of the adjustments for the property rights of the local government; assignment of responsibilities and a special authority for the local government- comprising the respective and common functions, assignment of a suitable range of revenue autonomy for the local government and establishment of the balanced mechanism to minimise the bureaucratic (administrative) and political influence, as well as the implementation of a training strategy for the local civil employees,” – Mohammed said. Furthermore he stressed yesterday that the decentralization process is still obstructed from some provisions. According to him, besides the increase of belief in local government and the fact that some municipalities and communes were able to achieve substantial results in offering services and urban development, the implementation of reforms to successfully decentralise fiscal and administrative decisions was not in the required levels and did not meet the deadlines.

According the chief administrator of the German Company, the demographic “boom” and tourist season is bring about a constant increase of demands for running water. Although, approximately one thirds of the sum allocated by the World Bank was invested in Durres, the situation still remains critical and approaching of the hot season might remerge the last season’s problems. According to Richads, the executive director of “Berlin Wasser”, the newly opened wells in Fushe-Kuqe, the installation of water pipes and meters, as well as the establishment of computerised information system are the investments that have improved just very few minutes the water supplying in Durres. Differently from Saranda, Fier or Lezha regions, the hydro resources are quite distant in Durres, informed the executive director. According to the foreign company, Lezha holds the record in water supplying with over eighteen hours a day, and then stands Fier and Saranda with over eleven hours a day, while Durres is ranked the last with only two hours a day. The German side said that although the investments in Durres have been higher, they did not result as fruitful as in other regions, due to constant increase of demands in the city. On the other hand, the inhabitants of Durres declare the investments might have remained only in paper, as, according to them, “the situation remains still critical”.

Polluted water for 8500 inhabitants
Berat- The potable water in Ura-Vajgurore town of Berat District resulted to be mixed with sewages. Over 8500 inhabitants, whose health is threatened by numerous bacteria, are supplied from this water-supply. This has occurred because, the waters of Osum River flow over the running water depot that supplied this town. During the winter season, the inhabitants of this town get running water from the fire-rescue vehicles. The inhabitants themselves admitted this fact, as they are the ones to suffer from this situation. The citizen Fatimeja, an 80-year old lady said for “SOT” newspaper that “the water we are supplied with, is not drinkable, because it is very polluted and we use it only for washing the clothes, as we are afraid of any possible infection or plague. Even though I am old enough to carry things, I go every day to get water from the fire-rescue vehicles that supply water for the inhabitants of this neighbourhood. The regional health directory admits this fact and informs that basing on the results of daily analyses, the water quality results to be extremely polluted and inconsumable.

Solid wastes “smother” the old beach
Heavy-tonnages vehicles, hired by construction companies of the coastal town of Vlora, do not respect anymore the defined dumping site for solid wastes.For over two months, the movement of these vehicles that load solid wastes have changed the discharging destination. The new destination defined by the vehicles’ conductors is the old beach. Official sources in the Municipality of Vlora informed for”SOT” newspaper that “on the basis of an order issued by the Mayor of Vlora, all conductors of the vehicles that dump solid wastes in the old Beach will be fined.” The old Beach, one of the most preferred sites of Vlora citizens, is transformed for over two months in the solid wastes dumping site. It has lost its identity, while the sand in this beach is completely replaced with giant piles of solid wastes. Vlora community, facing such catastrophe that is transforming their beach into a disgusting place, has denounced in Vlora District Prosecution Office the fact that almost all heavy-tonnage vehicles discharge solid wastes in this destination. The Chief Prosecutor of Vlora District, Mr. Petrit Cano informed for the newspaper that “all persons that commit such penal action will be taken to court”. According to Cano, it is a penal action, because it causes in a direct way the pollution of environment. The Chief Prosecutor of Vlora District, Mr. Cano said that “all construction companies that will keep dumping solid wastes not in the defined point will be punished. The law envisages for all vehicles’ conductors and construction companies that commit this penal action not only a considerable fine, but also imprisoning up to two years.”

Die Türkische Stahl Firma in Elbasan - Albanien wirft 800 Arbeiter raus, weil sie die STahl Produktion reduzieren müssen, wegen den hohen STrom Preisen und den höheren Import Zöllen auf STahl.

Kurum closed down, 800 workers jobless
Elbasan- As it was warned, officials of the Turkish Company “Kurum” closed down the activity in Elbasan, meanwhile 800 workers were sacked.According to the Turkish company, the reason for closing down the factories was the decrease of steel production efficiency being affected by the tax cuts for imported steel and non-decrease of electric power price, where this company pays 9 lek per kilowatt/ hour. The company had opposed these decisions, considering them as very crucial from the work continuity, as the yearly steel production has highly decreased, from 400 thousand tons to 100 thousand tons in the year 2005. These reasons have also conditioned the factories closure, because, according to them, the Albanian Government is not taking the necessary measures to accomplish the company’s demands. To this decision served also the Monday’s workers union strike in Elbasan and Tirana. However, the officials of Kurum Company followed their decision, disregarding the contract they had with the workers and Albanian Government. The workers union officials followed the same line of reasoning, stressing “we have signed a contract with Kurum Company, which should meet the terms of contract even after the date February 6.” Kurum Company commenced its activity in Albania in the year 1998 and since then it has launched constant pretensions in its relations to consecutive governments. While, the workers union complained regularly over the working conditions, the low wages, maltreatment of rebel workers that dared to asked for the fulfilment of their demands. Also, it must be said that the Turkish company did not even respect the standards of steel quality. According to specialists of institute of metallurgy, the company have constantly ignored to carry out the analyses of steel quality. Disagreements between the Company and Albanian Government are burdening on the workers that now have to deal with the unemployment consequences.

Berisha said the uprooting of private monopoles linked to ministers and other state officials was just a step, while he stressed the free and fair competition has been distorted in every cell of free market economy, not only in large sectors, but in every sector in general. “The fundament of the privatisation process will be in respecting this law and to not establish or enable the creation of monopolists,” Berisha said. In the yesterday’s meeting of the government, Prime Minister Berisha declared that all large-size businesses must be equipped with registration devices, stressing that this is the necessary manner to objectively estimate the real turnovers of each business. Berisha said the Ministry of Finances should take all the necessary measures for installing the registration boxes in all businesses, but they should initially be installed in large-size businesses within six months. For this reason, the Prime Minister called all businesses in question to collaborate with the Government. Furthermore, the head of the government informed that all licenses already issued to businesses are going to be examined, examination that according to Berisha will be focused on the liberalisation sense. Regarding, small-size businesses, the head of the Government said that there will be no extension of Value Added Tax. In relation to the businesses reclassification, Berisha said it will be carried out basing on the turnovers the businessmen will declare. He stressed that nothing is going to be undertaken without being based on fiscal liabilities and respective turnovers therefore, he called the businessmen to complete their registers. “We will not change the system and we will still accept the figures they will declare; we will take into account their declaration. But, small businessmen should not forget that it is in their central interest to not have among them qualified medium-size businesses, because it substantially harms their competition,”- Berisha said.

According to the citizens, if such thing will be achieved, then everything is normal, but if the demolishing process will be bases on objects’ selection, then the slogan of “working with clear hands” looses its significance. Nevertheless, we hope that after the identification of 50 illegal objects to not have missed any bar, restaurant or vilas from this process. According to figures, across Kavaja coastline, from Golem to Karpen, there have been identified 232 illegal constructions. Here are may be included also the 20 anonymous tourist villages that the mayor of Golem commune Demir Lika has mentioned. According to Lika, there are anonymous people hiding behind these tourist villages. There are phantom companies that have damaged tens of square meters of coastal land and at the same time have cut down over one million of pine trees that at least need hundred years to grow up. According to sources from Construction Police, the majority of these buildings have already been concluded, and their number number in country-scale, goes up to 2030 illegal constructions. On top of these lists obviously stand Shkodra and Saranda, where the first one with 864 and the second with 857 illegal objects.
