Droga është djegur pranë zonës së depozitimit të mbetjeve urbane në Porto Romano. Kjo sasi e konsiderueshme është kapur gjatë 11 aksioneve, kryesisht gjatë vitit 2003 kur iu sekuestruan 28 kilogramë heroinë grupit të Arbër Ferhatit dhe 14 kilogramë kosovarëve Brahim Arifaj dhe Hafiz Korani.

Shkoder-Tromped with big noise and the breaking of two kiosks and a wall of the land owners, the action of the unlicensed building break in schools yards of Shkodra town is shamefully finished.Justifications with the licenses and “the real” maps of public property or and the absences in logistics from the construction police directors in Shkodra, are nothing else that the declaration that this action has failed. In more than 12 schools and after the constructionists, there are constructions that with one abuse, which starts from those with license to those without license, but against the law. This thing is know from the constructions and Municipal Council and the other competent organisms in Shkodra. The police had break two buildings inside the yard school “Skenderbeg” and a private wall, but in disposition land and nothing else with all that buildings in other schools. In fact there is not given explanation to the law and to the owners as well that with right demand the recognizable of their properties inside the school yards from the state or from the locality and then to compensate them somewhere else to ensure them social fairness and the safe of state property. In Shkodra is not made nor one either the other and especially there is not made anything against those who stays and look with all the possessions that they have booked in the schools yards. The constructive police that had initially started a big television action in Shkodra, Bushati and Barbullushi declared that they would break even the unlicensed buildings in Velipoja, and now they have fall in silence and are not heard if they are making any concrete move.

UNMIK officials, Kosovo prime minister denounce attack on Serb teen in Mitrovica

PRISTINA, Kosovo, Serbia-Montenegro – UNMIK chief Soren Jessen-Petersen and UNMIK Police Commissioner Kai Vittrup denounced on Wednesday (29 March) the attack on a Serb teenager in northern Mitrovica earlier this week. Jessen-Petersen said he was shocked and deeply regretted the incident. Vittrup said that UN investigators had a tape of the stabbing, which happened on the bridge between the two sides of the ethnically divided city. He added that two Kosovo policemen might be fired for failing to respond properly.

Separately Wednesday, Kosovo Prime Minister Agim Ceku condemned the attack and urged relevant authorities to bring the perpetrators to justice. The victim, 19-year-old Milosav Ilincic, remains hospitalised. (RTS, Tanjug, KosovaLive - 29/03/06)

137 construction firms fined
Durres- A group of experts of the Construction Police General Directory has pointed out legal infringements during the control exercised in the documentation of construction firms of Durres district and has even penalized them.Infringements consist in non-respecting of technical security measures, destination change, incompletion of technical-legal documentation, violation of urban norms and in lack of tables of instruction. From these controls, 137 subjects resulted to have these deficiencies. So, out of these 137 subjects, 133 of them were fined with 300 thousand lek, while four others with 50 thousand lek. Meanwhile, the owners contest the blocking of works, because according to them, 99 percent of the documentation is regular. Some time ago, in the meeting of Territorial Adjustment Council of Republic of Albania, headed by Prime Minister Berisha, the Construction Association chairman Shkelqim Bumci appealed for non-penalization of this firms for missing of a document, in cases when they possess 99 per cent of the documentation. After the fines enforced to these firms and blocking of works, owners have complained, declaring it is not right what is being done towards their businesses. According to the head of Durres Construction Police Besnik Meca, application of fines by this institution is lawful, because the zones are inspected and penalized by specialist from Tirana. Every firm owner should submit in Construction Police application for completing the missing documents and they should also pay the fines.

Land slides, 30 families in danger
Librazhd- Recent heavy rainfalls have been very problematic. Thirty families in Dardhe-Mal village of Hotolisht commune in Librazhd are close to a catastrophe. Their houses are about to breakdown due to landslides caused by recent heavy rainfalls. The mayor of Hotolisht commune Hajdar Nogu launched the alarm the other day, addressed to civil emergency staff attached to Elbasan prefecture. “After the village’s inhabitants raised this concern, I went to the site to see the situation closer,” Mayor Nogu said. About thirty houses in this village risk breaking down, due to landslides. I promised the inhabitants to address their concern to responsible local institutions like Prefecture and Council of District, as I had nothing else to say”. Because of the created situation and the fear, inhabitants are not even sleeping, staying all the time in alert.

Zoti Shpata, cili është mendimi juaj për moratoriumin për bllokimin e mjeteve lundruese në det?
Problemi është se ky ligj që ka bërë qeveria shqiptare është për turp. Ne si popull i kemi ngrënë gjithmonë turpet, por këtë herë duhet t’i pështyjmë ato.
Cilat janë argumentet me anë të së cilave ju e kundërshtoni këtë projekt-ligj të qeverisë?
Problemi qendron tek puna e dobët e stafit që ka hartuar ligjin. Kjo është në kundërshtim me konventat që kemi miratuar ne. Vetëm Argjentina dhe Kuba nuk i kanë ratifikuar këto konventa ndërkombëtare. Ndryshimet duhet të bëhen në dobi të mbarëvajtjes së mjeteve lundruese dhe ligji duhet të raportohet tek kjo konventë. Duhet të dini se turizmin, po nuk e bënë vetë shqiptarët nuk e bëjnë as të huajt. Të huajt nuk e konceptojnë dot këtë gjë.
Pse mendoni se ka punë të dobët në hartimin e ligjit?
Vite më parë trafiku ka qenë një problem, por tashmë nuk është më. Shifrat e ndërkombëtarëve tregojnë se trafiku është ulur ndjeshëm dhe pothuajse nuk ekziston më. Nëse ky problem do ishte stimuluar nga njerëz të veçantë, do të ishte diçka e keqe, por në këtë rast problemi është edhe më i madh. Ky është një stimulim që po e bën politika. Njerëzit kanë gjetur mënyra që të kryejnë këtë aktivitet. Bota po ikën në kozmos ndërsa ne ndalohemi që të shkojmë në Karaburun.
Më thoni një mënyrë për t’iu shmangur ligjit?
Edhe nëse ligji miratohet është gjetur një mënyrë tjetër për njerëzit që kanë mjetet që ata t’i përdorin. Ligji ndalon vetëm pronarët shqiptarë që të kenë skafe. Ata që i kanë skafet do t’i bëjnë me pronarë italianë. Unë di më shumë se 20 raste që me një noteri të thjeshtë është ndërruar emri i pronarit nga shqiptar në italian. Kjo nuk ndryshon gjë, nëse ne iknim më parë në Itali, kjo gjë do ndodhë sërish.

Alleged mafia boss shot dead in Zagreb

ZAGREB, Croatia – Lulzim Krasniqi, described by local media as “Albania’s mafia chief” in Croatia, has been shot dead in Zagreb, police said Thursday (23 March). The gunman waited for Krasniqi at the entrance to his apartment building Wednesday night, according to police. He was the alleged “head of the Albanian mafia” in Croatia and was often linked in the local press to the smuggling of drugs, arms and cigarettes to Western Europe via the Balkans. Law on Legalization of Illegal Housing Units Needs Political Concensus

The MJAFT! Movement commended the decision of the President of the Republic Alfred Moisiu not to approve the Law on Legalization. MJAFT requested publicly from Mojsiu to not sign the Decree on the Law several days ago, in a public letter published in the media.

“The legalization of informal housing areas users is an important national issue that will impact the development of the country”, says MJAFT! “For that reason, we believe that the legalization should not be used as a political took by any political party, but should offer real and stable solution to all Albanians.

MJAFT invited the Parliamentary majority and the opposition to approach this issue in a constructive manner and not as an opportunity for bickering.

MJAFT presented a number of requests to the Members in the Parliament, among them that the Draft-Law should provide not only that ownership of public housing is given to informal tenants but to give them a clear future in their city.

The Draft-Law should also list the specific costs of the legalization process and the urbanization of illegally developed areas, which should be covered by the state and the former owners of housing units.

MJAFT also demanded from the Government to establish a transparent procedure for the adoption of the Law and the appropriate public debate, and should also come forward with strong message to stop the illegal construction and development.

Knaben wollen in Albanien nicht Pilot oder Rennfahrer werden, sondern Zöllner – ein verheerendes Zeugnis für den Staat. Nur darum geht es, in einer Position zu sitzen, die es gestattet, für die eigene Tasche zu sorgen.

»Der Staat hält für die Menschen überhaupt nichts bereit«, erklärt Ledia Lazeri von der Weltgesundheitsorganisation (WHO). Die junge Frau ist einer der ganz wenigen sozial engagierten Menschen, die ich in Tirana treffe. So allgegenwärtig in Schaufenstern und Geschäftslokalen einem das Konterfei der zur Zeit offensichtlich beliebtesten Albanerin, der katholischen Nonne Mutter Teresa begegnet, so abwesend scheint ihr Lebensantrieb, nämlich den Ärmsten der Armen helfen zu wollen, im gegenwärtigen Tirana.

Ledia Lazeri bildet eine rühmliche Ausnahme. Die Ärztin hat sich der Hilfe psychisch Kranker verschrieben. »Die Albaner leben in einer Gesellschaft, die für den kommenden Tag völlig unvorbereitet ist«, erklärt die WHO-Koordinatorin das häufige Auftreten stressbezogener Krankheiten. Der Staat hat sich von der Lösung solcher Aufgaben weitgehend abgemeldet.

Soziale Versicherungen gibt es nur auf dem Papier. Wenn jemand ärztliche Betreuung braucht und keinen fetten Bakschisch bereit hält, passiert es häufig, dass die Aufnahme ins Spital aus fadenscheinigen Gründen verzögert wird oder eine Behandlung nicht erfolgt. »Wir haben es mit einer spezifischen Form der Konspiration zwischen Gemeindeverwaltern und korrupten Spitalsangestellten zu tun, unter denen die Patienten zu leiden haben«, so Frau Lazeri.

Unbändiger Hass auf den Staat

Was im Gefolge des Zusammenbruchs 1989/1991 in anderen Ländern Osteuropas dazu geführt hat, dass mit der Diskreditierung des Kommunismus und Sozialismus die soziale Frage als Ganzes in Misskredit geraten ist, hat in Albanien noch radikaler Kreise gezogen. Der Staat als solcher hat ein schlechtes Ansehen. Mehr noch: Er ist für viele Albaner zur hassenswerten Einrichtung geworden. Dies hatte sich bereits bei der »Revolution« von 1991 bemerkbar gemacht, als Massen von Menschen staatliche Symbole und Einrichtungen angezündet und vernichtet haben. Dieser systematischen Zerstörungswut fielen auch Schulen, Kindergärten und Bäckereien – üblicherweise keine Symbole der Unterdrückung – zum Opfer……………

Durres- The coastal town of Durres has about 133 advocates, where 84 of them do not pay the liabilities to the state.This fact has concerned not only Durres tax-office, but also the Advocates’ Chamber. According to sources in the Advocates’ Chamber of Durres, ‘out of 133 advocates actually operating in Durres, only a some of them have paid the liabilities to the tax-office, violating the law, abusing with the duty as well as increasing the corruption level among them, court’s troop and prosecutors.’ Sources said, being aware of this fact that the created situation would harms the advocate’s prestige, professionally and in the public opinion, the Advocates’ Chamber has always been concerned over the payments and debtors, who have not paid their duties to the state. To the long list of advocates that have not paid taxes are added also those who came from other regions of the country. But after the concern raised by Durres Advocates’ Chamber, Durres tax-office have started an ‘offensive’ toward these debtors. According to a taxes inspector, ‘through controls and verifications, surprisingly we have noticed the main debtors to this office are those who work on important cases getting hefty sums and the most regular ones are those who take on one case in two months. It is paradoxical, but those who show an unflagging enthusiasm to protecting the law during court cases are the first ones to violate the law, avoiding financial duties, in this regard.

Altin Ndroqi, zedhenes i Ministrise se Brendshme beri publik detaje te operacionit “top secret". Berisha, Saliu dhe Dokle akuzohen per “krijim, organizim dhe drejtim te grupit te strukturuar kriminal, per vrasje, trafik nderkombetar droge, armesh dhe prostitucion".

Hetimet per kete bande kriminale kane filluar pas zgjedhjeve politike te 3 korrikut te vitit te kaluar dhe, sipas Ndroqit, ekzistojne prova se, fillimisht banda drejtohej nga Lulezim Berisha dhe Klodian Saliu. Nga nje mosmarreveshje banda u nda. Klodian Saliu u vra ne vitin 2005, pas nje prite ne autostraden Tirane-Durres. Ekzekutoret e tij ende nuk jane identifikuar, por hetuesit hedhin dyshime mbi Berishen, i cili u ka shpetuar prangave te policise dhe mendohet se fshihet jashte shtetit. Sipas policise dhe prokurorise, “sundimtaret” e Durresit bashkepunonin mes tyre ne arste te caktuara, pavaresisht kontradiktave qe kishin.

Sipas Ministrise se Brendshme, “ajo eshte autore e nje sere vrasjeve te ndodhura ne Durres e Tirane, nga viti 1998 e ne vazhdim, si vrasja e Dritan Sallakut, me 17 tetor 1998, ne qytetin e Durresit, e shtetasve Viron Curri e Arjan Paja dhe plagosjen e shtetasit Marsel Sotiri, me 29 tetor 1998 ne fshatin Rrashbull te Durresit. Ndersa ne vitin 1999, pasi kishin deshtuar nje vit me pare per vrasjen e Sotirit, i cili ishte plagosur, organizata ndermori nje aksion dhe e ekzekutoi ate me 22 gusht, ne zonen e Plazhit. Ne vitin 2000, banda akuzohet per vrasjen e Dritan Dishes, me 9 qershor, ne fshatin Shenavlash te Durresit. Nder vrasje te tjera, zedhensi Ndroqi permendi edhe ate te Ervin Lames, me 14 janar 2002, ne lagjen nr. 3 te qytetit te Durresit. Pas vrasjes se Saliut, organizata qe u vendos nen drejtimin e Dokles, akuzohet per vrasjen e Avni Gashi, me 13 tetor 2005, ne Tirane. Kufoma e Gashit u hodh ne fshatin Romanat te Durresit. Ndersa me 30 tetor 2005, organizata e Indrit Dokles ekzekutoi ne Tirane, prane stadiumit ‘Qemal Stafa’, shtetasin Ilir Koldashi. “Per qellimet e tyre, drejtuesit e organizates edhe vrases me pagese, si shtetasit Elvin Hoxhosmani, Selman Heti, Spartak Kalthi dhe Alban Neli", shtuan burimet zyrtare te Ministrise se Brendshme.

Return of the law for legalisation by the head of state has caused a new disappointment to the inhabitants of coastal town informal zones.If, until yesterday, the majority of them paid more attention to the value of this process, now, for them, the day for receiving the ownership certificate of their houses built mainly with the immigrants’ money. The responsible of the public properties registration office Aleks Prenga said the first phase of the legalisation process has concluded, even though there are many inhabitants that have not self-declared the houses built illegally. He added they are waiting for further instructions from the centre regarding those that have not completed the self-declaration procedure.

Citizens complain about IPRO
The scandals in Durres Immovable Properties Registration Office never end. This time is the Director of this Office himself, who is provoking this scandal.His arrogant behavior has highly irritated the citizens that stand for hours in line in front of this office. As the misuse of office by this office’s employees was not enough, it was also required the director himself confirms this attitude and approves injustices. Even the policeman at the door exercises violence, arguing he has received orders from the director. The latter is justified that has lots of work and needs silence and that he does not have time to hear citizens’ and journalists’ bla-bla. However, the situation there appears grave, and the director is favoring it.

Berisha, arrests campaign is ready
Prime Minister Berisha has requested yesterday the denunciation of the former socialist Minister Spartak Poci to the Prosecution Office for abuses with post.He requested that from the actual Minister of Transports, Lulzim Basha during a meeting of government. Berisha launched heavy allegations against former Minister Spartak Poci, declaring he has abused with the post turning down audit reports and financial controls. According to Berisha, that is enough that Spartak Poci confronts the law, he therefore urged Minister Basha to take this case to the Prosecution Office. Accusing former Minister and socialist deputy, Spartak Poci, who has run the Ministry of Transports for some time, Prime Minister Berisha said he has ignored audit actions in 74 per cent of cases. “Audit has been in lethargic state, but even when it worked, in 74% of cases, the predecessor of Mr. Basha, has ignored and thrown away the audit actions in his ministry, which is enough Mr. Basha that this person confront the law for unaccountability and abuse with post. That, if a minister ignores 74 per cent of audit acts, then this person has intentional profitable activity, as it cannot occur differently. I took this example, as it is one of the most classical, but the audit has in general been ignored even by other ministries,” Berisha stated. On the other hand, Poci did not save accusations against Prime Minister Berisha. “I am not fully acknowledged with this declaration, which sounds to me as a declaration of a political prosecutor of Enver Hoxha’s time. Also, the order he gave to his Minister sounds like an order of a political prosecutor and I think it is a100 percent political stroke against my figure,” the former socialist minister and deputy Spartak Poci said yesterday.

WASHINGTON, March 14, 2006 - The World Bank’s Board of Executive Directors today approved a credit of US$15.4 million to Albania to help finance the Health System Modernization Project in Albania. The project will help the
government improve both physical and financial access to health services with
an emphasis on the poor and those in rural and remote areas. The total cost of the Project is estimated at US$19.1 million and will be co-financed by the Government of Japan (US$1.6 million) and the Government of Albania (US$2.1
million).

The quality of health care in Albania is low compared with other countries in South East Europe, particularly at the primary care level. Physical and human resources in the health sector need to be aligned with the population’s health
needs. Productivity in this sector is low and the efficiency of resource use can be improved. The public sector contribution to health care is small, so low-income groups are not well protected and are easily thrown into poverty as
a result of out-of-pocket spending. Further, there is large contribution evasion in the health insurance, which decreases the number of those who benefit from the coverage. The Health System Modernization Project aims to
tackle all these deficiencies by introducing fundamental and systemic changes
in the way health care is financed, delivered, and organized. These changes will require a gradual introduction, careful preparation and capacity building of health care providers, the Health Insurance Institute, and Ministry of
Health to ensure that they are ready to assume their increased responsibilities.

“This project will support Government health priorities set in the National Strategy for Social and Economic Development and the Ministry of Health Long-term Health Strategy for improving, in general, the efficiency of the
health system and, in particular, the health service access and health status of the poor and those in rural and remote areas,” says World Bank Task Team Leader Dominic Haazen.

The Project includes the following components: (i) strengthening health sector stewardship, financing, and purchasing; (ii) improving primary health care service delivery; and (iii) strengthening hospital governance and management.
It will build on the work done by other development partners, including USAID,
WHO and SDC, and will involve those partners in project implementation.

By the time the project is completed, at least 70 percent of the population will be enrolled with a primary health care provider and use him/her as their first source of health care, and hospitals will perform better, using new governance approaches.

The Health System Modernization Project has a maturity of 20 years, including a ten-year grace period.

Since Albania joined the World Bank in 1991, Bank commitments to the country total approximately US$808 million for 58 operations.

Berisha’s dinghies drowned in Parliament
The moratorium for banning the sailing of dinghies in Albanian waters for a three-year period of time was turned down yesterday in Parliament.The government’s initiative could not pass the parliament’s hall, as, during the voting in principal, it received only 64 votes, while required at least 71 in order to discuss and pass the draft-law article-to-article. The main reason of this failure, were the no-votes of reformers, who had opposed it since at the beginning. They refused to vote the government’s initiative, considering it useless, conditioning this manner the achievement of the required quorum to pass it for article-to-article voting. In fact, the voting process has caused the reaction of opposition, which gathered in front of the podium, protesting with megaphone and asking for secret voting. But, the Speaker of Assembly Jozefina Topalli ignored the opposition’s pretensions, passing to voting of some draft-laws, where one of them was the moratorium for sailing vessels, which received 64 votes. Due to the confusion and roaring noises, it was not initially realized the moratorium was turned down, but, the NDP parliamentary group head Nard Ndoka reminded the Speaker of Assembly that, to pass the draft-law, a quorum of at least 71 votes is required, therefore it was turned down. After the explanation of reformer deputy, the Speaker of Assembly has declared the draft-law is going to be re-voted in another session. The initiative in question, the moratorium, was proposed by the Interior Ministry. During the discussions in the commission of laws in Parliament, the Minister Sokol Olladshi considered this initiative as indispensable in order to successfully fight the negative phenomena like the narcotics traffic through naval ways. Also the head of the commission of laws in Parliament, Spartak Ngjela was against this law, considering it as an initiative that discriminated Albanian citizens compared to foreigners. According to Ngjela, the moratorium violates the right of private property, as a person who owns such vessel cannot use it as he likes. The moratorium turned down yesterday in parliament, foresees banning of sailing vessels of Albanian citizens in the Albanian waters for a three-year period of time. This was initiative was made public during a government meeting a few weeks a ago and it was considered by Prime Minister Berisha as an instrument in the fight against the organized crime, traffics or corruption.

Citizens do not pay the power bills
Shkoder- Shkodra’s center was yesterday out of power for more than eight hours, while the suburbs even more.KESH has declared Shkodra as district pays only 32 per cent of power bills admitting the losses, as only five months ago the payment rate was 42 per cent. However, sources within KESH inform the payment of power bills in Shkodra is below 30 per cent. It seems the actions taken by KESH across some districts of the country like Tirana, Shkodra, Durres and Lezha to increase the payment, have not been taken into account by Shkodra people, who have sensibly reduced the payment rate of power bills. There are taken into account neither the outside lines that are being equipped with non-manipulated aerial lines, nor thousands of euros investments to boost up the bills’ payment. Neither the installation of power meters in 90 per cent of Shkodra that measure the power that is never been paid. There are over 30 thousand meters installed in different times, which even though exist, are not taken into account neither by those who do not pay, nor by KESH itself. KESH, with its incomplete strategy, not different at all from its predecessors, is not able to collect the liabilities from citizens and especially from farmers, who do not pay the liabilities almost at all. There are areas in Shkodra town that do pay over 70-80 per cent, especially familial consumers, but KESH cuts the power of exactly these areas, because the corrupt and powerless employees are unable to cut the power of business. Now, KESH has resumed the persecution of Shkodra, as eight to ten hours of power cuts have not been enforced since sometime.

BELGRADE - Former Yugoslav leader Slobodan Milosevic feared he was being poisoned in his detention cell in The Hague , his lawyer Zdenko Tomanovic said on Saturday hours after the tribunal announced Milosevic‘s death.

“Today, I have filed an official request to the tribunal to have the autopsy carried out in Moscow, having in mind his claims yesterday that he was being poisoned in the jail,” Tomanovic told reporters in The Hague.

Acting on a request from Milosevic, Tomanovic said he had made a request for protection for his client to the Russian embassy in The Netherlands and to the Russian Foreign Ministry in Moscow.

“I demanded protection for Slobodan Milosevic over his claims that he was being poisoned. I still haven‘t received any reply and that‘s all I have to say at this time,” the lawyer said.

Milosevic conducted his own defense at the war crimes trial. Tomanovic acted as his legal representative in other matters as well as helping him prepare his defense.

BERISA-BUCKOVSKI: PRIVILEGED STATUS FOR MACEDONIA AT DURRES PORT

Political relations between Albania and Macedonia are excellent however there is a large unused potential for intensifying the economic cooperation, Albanian and Macedonian Prime Ministers Sali Berisa and Vlado Buckovski assessed at Wednesday’s meeting in Tirana.
Prime Ministers agreed to review the possibility Macedonia to be given a privileged status at Durres port as free economic zone.
“A time comes when the relations between the two countries should result in economic cooperation in whose function is today’s Macedonian - Albanian Business Forum. Macedonia’s strategic interest is development of the economic and business climate in the region especially in Albania and Kosovo,” Macedonian PM stated after the meeting.
Albanian PM Berisa said that Albania and Macedonia are small countries with common opinions in the development of the Balkan.
“Macedonia and Albania have common future in the NATO and the EU. We have discussed the joint projects in the sphere of culture, education, combat against organised crime and strengthening the economic cooperation,” Berisa said.
Buckovski asked Berisa to review the possibility Macedonian construction companies Granit and Mavrovo to participate in the construction of the Pristina - Tirana highway. They also agreed two ministries of economy to send letters to the Russian company Gazprom for gasification of Albania and Macedonia within the frameworks of Corridor VIII.
Berisa and Buckovski talked about the situation in the region and Kosovo.
Buckovski said that Macedonia supports the talks between Belgrade and Pristina with mediation of the international community in finding solution for the future Kosovo status. Buckovski reiterated the position that Macedonia’s sovereign border should be demarcated prior to defining final Kosovo status as Ambassador Kai Eide recommended in the report which was approved by the UN Security Council and the Contact Group.
PM Vlado Buckovski Wednesday will meet with Albanian President Alfred Mojsiu and will participate at the Macedonian - Albanian Business Forum in Tirana.

They were detected by the police organs after the infiltration of a police agent, who, pretending to be a civil citizen, has paid a certain amount of money to get an ownership certificate. Policia e Durrësit prangosi dje gjatë mbasdites ish-zëvendëskryeregjistruesin e pasurive të paluajtshme në Durrës, Rezart Skrapari, si dhe shpalli në kërkim ish-kreun e hipotekës, Alush Xhihani. Ish-deputet i Partisë Socialiste për 4 vjet, Xhihani, do të kishte përfunduar edhe vetë në pranga sepse për të ishte prerë fleta e arrestit. Por, kur policia ka shkuar të kontrollojë shtëpinë e tij e ta prangosë, ai nuk gjendej aty. Policia nuk bëri të ditur nëse ai ndodhet në Durrës apo në ndonjë qytet tjetër, përveç faktit se Xhihani ndodhet në Shqipëri.
Përveç Skraparit, në prangat e policisë ranë Ilir Vogli dhe Adrian Lloshi. Asnjë prej tyre nuk kishte patur ndonjë funksion në administratën e mëparshme të hipotekës së Durrësit, ata janë qytetarë të thjeshtë. Përveç faktit se akuzohen nga policia që, në bashkëpunim me Xhihanin dhe Skraparin, kanë përfituar sipërfaqe të mëdha tokash në Durrës, me pa të drejtë. Nga ana tjetër, dy ish-drejtuesit e hipotekës akuzohen për abuzime dhe vjedhje që u ka lejuar dy qytetarëve të përfitojnë në kurriz të të tjerëve.

Policia e qytetit bregdetar ka qenë shumë e rezervuar për të dhënë informacione për arrestimet e djeshme. Sipas saj, prangosja e Skraparit, Voglit dhe Lloshit dhe shpallja në kërkim e Alush Xhihanit është bërë pas urdhrit të dhënë nga prokuroria e rrethit të Durrësit.
Sipas të dhënave të para në lidhje me këtë çështje, bëhet fjalë për shkelje dhe abuzime me rreth 2800 m ² tokë në zonën bregdetare të Durrësit, veçanërisht në atë të Shkëmbit të Kavajës. Një pjesë e madhe e të cilave, sipas dyshimeve, është regjistruar nga dy krerët e hipotekës, pa të drejtë, në favor të Ilir Voglit e Adrian Lloshit. Policia tha se nuk përjashtohet mundësia edhe e arrestimit të personave të tjerë në lidhje me këto abuzime.
Disa muaj më pare, policia e Durrësit prangosi disa sekserë dhe persona që kishin abuzuar në bashkëpunim në administratën e hipotekës e Durrësit. Mes tyre ishte specialisti hartograf B.Seferi dhe shtetasja S.Z.
Me tokën e Durrësit, sipas të gjitha gjasave, nuk ka abuzuar vetëm Zyra e Regjistrimit të Pasurive të Paluajtshme, por edhe Komisioni i Kthimit dhe i Kompensimit të Pronave, i cili në harkun kohor maj 2001- dhjetor 2002 dha 212 vendime kompensimesh fizike, 190 prej të cilave rezultuan me probleme të mprehta. Rreth 900 pronarë u përjashtuan nga kompensimi i 150 mijë m² tokë, prej të cilave 90 mijë m² në plazhin e Durrësit dhe 60 mijë në qytet. Dëmi që iu shkaktua shtetit u llogarit në 378,5 milionë lekësh. Në lidhje me këto shkelje u ulën në bankën e të akuzuarve një vit më parëk ish- kryetari i Komisionit të Kthimit dhe Kompensimit të Pronave V.Hila dhe disa persona të tjerë.

Arrestime të paralajmëruara
Durrës- Arrestimeve të djeshme i paraprinë në shtyp deklarimet e drejtorit të ri të Zyrës së Regjistrimit të Pasurive të Paluajtshme së Durrësit, Edmond Hoxha. Ai deklaroi për “Shekulli”-n vetëm disa ditë më parë se nga kontrollet që i janë bërë dokumentacionit ekzistues në hipotekë ka rezultuar se rreth 4 000 raste kanë probleme nga më të ndryshmet duke filluar nga mosplotësimi i saktë i dokumentacionit nga ana e qytetarëve, aplikimi me vonesë, përplasje përsa i përket hipotekimeve të objekteve të ndryshme në të njëjtën sipërfaqe pas bërjes së axhornimit hartografik të pronës etj. 4 000 praktika kanë rezultuar me probleme në hipotekën e Durrësit. Rasti më flagrant, sipas drejtorit të hipotekës së Durrësit, është ai i kompensimit të pronave, veçanërisht në zonën e plazhit. “Ndonëse ka patur një urdhër të prokurorisë nr 3615 dt 10.06.2004 për bllokimin e kompensimit të pronave, një urdhër tjetër nga komisioni i kthimit dhe kompensimit të pronave si dhe një urdhër nga kryeregjistruesi, me nr. 160 dt 3.7.2003 për bllokimin e këtyre kompensimeve, ato kanë vazhduar në mënyrë jo ligjore. Siç dihet, në lidhje me këto raste kompensimesh ka pasur dhe procese gjyqësore sepse ka patur vërejtje për abuzime të shumta”,-thotë ai. Sipas Hoxhës, ka patur edhe raste të rënda shpërdorimesh të dokumentacionit dhe të mosmirëmbajtjes së tij. “Një nga këto është ai i planshetave (skicat e tokës) të të gjitha fshatrave të Durrësit që janë gjendur të hedhura në korridoret e institucionit. Këto dokumentacione tepër të rëndësishme tani janë arkivuar dhe mbahen në kushte sigurie të plotë. Që nga data 6 shkurt 2006 ato administrohen nga përgjegjësi i hartografisë”.

Arrestohen tre persona të akuzuar për shpërdorim detyre dhe vjedhje të pasurisë publike në bashkëpunim, ndërsa ish-deputeti i PS-së për rrethin e Durrësit, njëkohësisht dhe ish-drejtori i hipotekës së qytetit bregdetar, Alush Xhihani i ka shpëtuar policisë. Rezart Skrapari 31 vjeç, ish-zv/kryeregjistrues i zyrës së pasurive të patundshme në Durrës, kunati i tij, Ardian Lloshi 33-vjeç dhe Ilir Vogli 32 vjeç, ky i fundit kunati i ish-deputetit të PS-së, Xhihani janë ndaluar nga policia pas vendimit të arrestit me burg të lëshuar nga gjykata e shkallës së parë. Përgjegjësia kryesore për veprën penale të konsumuar nga të pandehurit, bie mbi Xhihanin dhe Skraparin, ndërsa dy personat e tjerë që janë njëkohësisht kunetërit e tyre, akuzohen për bashkëpunim në vjedhjen e pasurisë publike. Policia e Durrësit ka dështuar në tentativën e saj për arrestimin e Xhihanit. Ish-deputeti socialist në zonën e Shijakut gjatë legjislaturës 1997-2001 i ka shpëtuar në momentet e fundit arrestimit, ndoshta i vënë në dijeni nga një “rrjedhje informacioni” prej radhëve të policisë. Qysh nga pasditja e djeshme, Xhihani është i shpallur në kërkim në të gjithë territorin e vendit dhe fotoja e tij u është shpërndarë komisariateve dhe pikave të kalimit kufitar.

Një grup special hetimor i përbërë prej pesë prokurorësh të organit të akuzës në rrethin e Durrësit, ka nisur veprimet proceduriale në ngarkim të të pandehurve prej disa javësh. Në filtrin e hetimit kanë kaluar afro 200 praktika të rregjistrimit të pasurive të patundshme në Hipotekën e Durrësit, pasi dyshohej për shkelje flagrante të ligjit. Grupi special i hetimit e ka shtrirë kontrollin në disa vite veprimtari të dy zyrtarëve të lartë të Hipotekës së Durrësit. Pasi janë siguruar provat e para që dëshmonin për konsumimin e veprës penale të vjedhjes së pasurisë publike në bashkëpunim dhe falsifikimit të dokumentave shtetërorë, prokuroria i ka kërkuar gjykatës së shkallës së parë të Durrësit lëshimin e urdhërarrestit për katër të pandehurit. Gjykata ka shqyrtuar kërkesën e grupit hetimor dhe mbi bazën e provave të pakundërshtueshme që rëndojnë pozitën e tyre firmosi urdhërarrestin me burg pa afat. Seanca për lëshimin e urdhërarresteve është zhvilluar me dyer të mbyllura dhe në sekret të plotë, në mënyrë që të pandehurit të mos kishin mundësi të largoheshin përpara se policia tu vinte prangat.
Akuzat
Në bazë të hetimit paraprak rezulton se Alush Xhihani në detyrën e kryeregjistruesit të qytetit të Durrësit dhe Rezart Skrapari, në detyrën e zv/kryeregjistruesit, në bashkëpunim me dy kunetërit e tyre kanë realizuar vjedhjen e një sipërfaqe toke që ka qenë pronë shtetërore në kufirin ndarës të rrethit të Durrësit me rrethin e Kavajës. Burime nga grupi hetimor thanë për “Gazetën” se “vetëm në njërin rast të hetuar deri tani rezulton se është vjedhur një sipërfaqe toke prej 2800 metrash katrorë. Trualli për të cilin akuzohen katër të pandehurit ndodhet në vendin e quajtur Prroi i Agait. Xhihani dhe Skrapari duke shpërdoruar detyrën e kanë rregjistruar këtë truall në emër të një personi të tretë, cili ka përfituar 800 metra katrorë. Brënda pak ditësh nga data e rregjistrimit, sipërfaqen prej 2000 metrash katrorë e kanë rregjistruar në emër të kunetërve të tyre Ilir Vogli dhe Ardian Lloshi”. Nga hetimi paraprak ka rezultuar se ky truall jo vetëm që nuk është në pronësi të personave të rregjistruar në hipotekë si pronarë të tij, por ndodhet jashtë territorit të rrethit të Durrësit, dhe i përket rrethit të Kavajës. E njëjta praktikë abusive dyshohet të jetë përdorur edhe në 200 raste të tjera. Trojet me të cilat është abuzuar ndodhen në vijën bregdetare të rrethit të Durrësit, madje në zonën turistike të tij. Në ditët në vazhdim priten zhvillime të reja mbi këtë çështje. Gjatë ditës së sotme përfaqësues të prokurorisë së Durrësit dhe të policisë vendore do të japin një konferencë për shtyp në lidhje me hetimin e deritanishëm.

Pesë prokurorët e angazhuar me hetimin e skandalit në hipotekën e Durrësit kanë kaluar nëpër duar të gjitha dosjet e trojeve të rregjistruara gjatë kohës që ky institucion është drejtuar nga Shihani dhe Skrapari.

Abuzimi
Ish-drejtori i Hipotekës së Durrësit Alush Xhihani dhe zv/vendësi i tij Rezart Skrapari, i kanë rregjistruar trojet e përfituara në mënyrë korruptive në emrat e personave të tretë dhe më pas këta të fundit ua kanë shitur familjarëve të tyre.

Prangat e para dy nëpunësve në nëntor
Katër muaj më parë, më datë 19 nëntor të vitit 2005,
Policia e Durrësit vuri në pranga dy punonjës të Hipotekës së Durrësit, shefen e sektorit juridik Stela Zeqo si dhe specialistin hartograf, 50-vjeçarin Bashkim Seferi, nën akuzën e “abuzimit me detyrën". Historia nisi kur një banor nga Katundi i Ri, N.M, pretendonte dhe insistonte për të marrë pronësinë e një sipërfaqeje prej 1000 metër katrorë, që në të vërtetë ishte pronë shtetërore. Policia ndërhyri në bashkëpunim me Drejtorinë e Luftës Kundër Krimit të Organizuar, duke bërë arrestimin e Seferit dhe Zeqos. Policia dyshon se ata do të bënin regjistrimin e pronës kundrejt një shpërblimi nga ana e qytetarit dhe pretendon se disponon edhe një kasetë audio në të cilën ka inçizuar bisedën midis tyre dhe N.M-së. Gjykata e Faktit vendosi masën e sigurisë “arrest shtëpie", ndaj Zeqos dhe “burg pa afat” ndaj Seferit.

Kush është Alush Xhihani
Me një moshë rreth të 40-ave, i martuar, Alush Xhihani. ka bërë deputetin para se. të bënte kreun e hipotekës së qytetit të dytë në Shqipëri, për nga madhësia. Më saktë, ai ka qenë deputet i Partisë Socialiste për katër vjet , 1997-2001, për Qarkun e Durrësit, për zonën elektorale të Shijakut. Përpos kësaj, Xhihani ka qenë anëtar i kryesisë së PS-së së Durrësit, deri në zgjedhjet e fundme, prej të cilave përfundoi si anëtar i thjeshtë i partisë.
Gjatë zgjedhjeve të përgjithshme elektorale në 3 korrik 2005, Alush Xhihani ishte kryetar i komisionit të votimit, përfaqësues i PS-së, në zonën elektorale të Shijakut.

Construction Police to demolish illegal constructions
Sarande- Construction Police branch of Saranda district has verified the constructions in informal zones and inside town’s quarters, especially in “Koder”.Many irregularities in constructions were pointed out from the exercised controls. The violations start from issuance of construction permits, to lack of controls during the construction process. There are numerous violations in the number of floors, construction surface, occupation of roads, parks and other public spaces. It has occupied empty spaces and blocked the view to the sea. Illegal constructions are also the extension of walls between the apartment buildings. It has become difficult, even as a pedestrian to penetrate into this labyrinth. Old gates and corridors between apartment buildings are occupied with newly constructed extensions and fencing walls. Also paths have been closed. From the last control intending to adjust the urban chaos, the construction police has pointed out that there are 122 illegal multi-storey constructions. In addition, there have also been pointed out 74 illegal constructions in tourist areas, at Kanali I Cukes and Ksamil centre, which are going to be demolished. The construction police has delivered notices to them informing for the steps this organ is going to take in this regard. Many of them stand for hours everyday in front of the Construction Police Office in Saranda to clarify and prove the legality of their documents and constructions. This objects, according to the construction sector chief, Aurel Kurani have been thoroughly examined and according to the documentation they possess, the constructions do not meet any urban planning condition.

Nur wenige Tage, nachdem EU-Kommissionspräsident Barroso im albanischen Parlament zur Verbesserung des politischen Dialogs aufgerufen hatte, streiten sich Opposition und Parlamentsmehrheit wieder wie zu schlimmsten Zeiten in den 90ern.

Streit um Abstimmungsmodus
Angefangen hatte es mit einem Misstrauensvotum letzte Woche gegen die Parlamentspräsidentin Jozefina Topali. Die Abstimmung wurde elektronisch durchgeführt, was der Opposition missfiel: Sie verlangt, dass die Abstimmung geheim durchgeführt wurde wie bei der Wahl im letzten Herbst.

Nationalgarde gegen Trillerpfeifen
Weil die Demokratische Partei und insbesondere Ministerpräsident Sali Berisha nichts von einer geheimen Wahl oder einer Wiederholung wissen will, blockiert die Opposition zur Zeit die Arbeit des Parlaments und seiner Kommissionen.

Sogar mit Trillerpfeifen versuchten oppositionelle Abgeordnete, Parlamentssitzungen zu stören. Die Nationalgarde erhielt diese Tage den Auftrag, Parlamentarier mit Pfeifen und Trommeln zu entwaffnen. Die Präsenz der Armee im Parlament hat wiederum den Unmut vieler auf sich gezogen.

Vorwürfe des Ministerpräsidenten
In einem am Fernsehen ausgestrahlten Rundumschlag verdächtigte Ministerpräsident Sali Berisha am Sonntag den Generalstaatsanwalt und beinahe die gesamte Führung der Sozialistischen Parten und viele ihrer Angehörigen krimineller Machenschaften, ohne jedoch konkrete Vorwürfe zu erheben. Er kündigte auch eine grundlegende Reform des Justizsystems an.

Warten, dass der andere nachgibt
Die Opposition ist nicht bereit, von ihrer Forderung nach einer geheimen Abstimmung abzurücken. Sie sieht sich als Retter der konstitutionellen Ordnung und warnt davor, dass man bald wieder Zustände wie 1996/97 habe, als das Land unter Berishas Regierung im Chaos versank.

Berisha und die Demokraten sind nicht bereit, in der Abstimmungsfrage nachzugeben. In der Zwischenzeit wiederholen sie ihre Vorwürfe, dass die Gegenseite zu grossen Teilen kriminell sei.

Und das Volk sitzt - mal wieder sehr oft ohne Strom - da und wartet, dass sich eine Lösung abzeichnet, die Parlamentarier wieder ihre Arbeit aufnehmen und die dringenden Probleme im Land lösen. Und alle sind gespannt darauf, ob Berisha seine Vorwürfe krimineller Machenschaften dieses Mal mit Tatsachen unterlegen kann.

Wie Kanadier Agim Cekus Massaker in Medal erlebten!

Es ist eine unumstrittene Tatsache, das Agim Ceku, bei diesen Massaker einer der Befehlshaber war.

Kanadas grösste militärische Auseinandersetzung seit dem Korea-Krieg

Während der kroatischen Erstürmung des Medak-Tales, das Ende 1993 noch von den Serben gehalten wurde, waren die Kanadier wohl die am intensivsten in den Krieg involvierte UN-Truppe. Aber immer noch wird aus politischen Gründen diesem Ereignis kaum Beachtung geschenkt.

Ungeachtet der Intensität dieses Kampfes war er (UN Offizier Stopford) mehr über die kroatischen Truppen an der unmittelbaren Front besorgt. Sie schienen eine Spezial-Einheit zu sein, die sich zu allen, was er bisher am Balkan gesehen hatte, total unterschied. Gut ausgerüstet mit einer Auswahl modernster Waffen, die Mitglieder waren alle jung, fit und vor Kraft protzend. Die Männer von Stopford haben beobachtet, wie ein Teil der kroatischen Truppen durch US-Helfer ausgebildet und trainiert wurden.

Die Kroaten liesen sich durch die Präsenz der kanadischen UN-Truppen nicht beeindrucken. Im Tal von Medak konnte man dumpfe Explosionen hören und man hörte gelegentlich vereinzelte Schüsse. Gleich vorne bei einer Gruppe von Gebäuden hörte Stopford plötzlich laute Schreie, die begleitet wurden von Maschinengewehr-Salven. Kurz auf einen Augeblick der Stille folgte ein heiseres Gelächter. Einen kurzen Moment später lies eine Explosion die Erde erbeben und ein Gebäude auf einem Bauernhof ging in Flammen auf. Stopford rannte umgehend zurück zu seinen APC und nahm per Funk Kontakt zu seinem Hauptquartier auf. Mit einer emotionell beladenen Stimme versuchte Stopford zu erklären dass die Kroaten “ethnische Säuberungen” im Medak-Tal begonnen hätten. “Sie müssen einschreiten", schrie er, “Sie bringen Menschen um! wir können nicht warten!".

Lt. Col Celvin, der sich vier Kilometer weiter hinter befand, brauchte Stopfords Report nicht, um zu wissen, was vor sich ging. Im Tal war überall Feuer zu sehen. Er nahm per Funk Kontakt mit dem UN-Hauptquartiwer in Zagreb auf und verlangte die Erlaubnis sofort einzugreifen. Er erhielt den Befehl seine Position nicht zu verlassen und Beweise für einen späteren UN-Kriegsverbrecher-Prozess zu sammeln. Stopford war ausser sich.

Er verlies seinen APC, lief in die Richtung der kroatischen Positionen, wo ein kleines Dorf in Flammen stand. Immer noch waren Schüsse zu hören, die von betrunkenen Gelächter begleitet wurden. Ein betrunkener kroatischer Soldat kam aus einem Gebäude heraus und torkelte geradewegs auf Stopford zu. Im Gebäude konnte man die Schreie eines Mädchens hören. Auf dem Kopf des kroatischen Soldaten befand sich eine blutverschmierte Unterhose. Der Kanadier trat vor, setzte ein Magazin in seine Waffe und löste den Hebel der Sicherung. Stopford wollte, mitgerissen von Entsetzen und Wut, den Kroaten an Ort und Stelle umbringen. Der Kroate grinste, schmiss sein Gewehr auf den Boden und hob seine Hände in die Höhe. Er war nun unbewaffnet. Es wäre kaltblütiger Mord gewesen, ihn jetzt zu erschiessen. Stopford konnte es nicht tun. Als er zurück zu seinen Posten lief, konnte er die betrunkenen Vergewaltiger lachen hören.

Als die Sonne am Horizont zu sehen war, konnte man ein Medak-Tal sehen, dass erfüllt war von Rauchschwaden und Flammen. Während die frustrierten Soldaten von 2PPCLI auf den Befehl warteten in das Tal zu marschieren, wurde die ethnische Säuberung fortgesetzt, die begleitet wurde von Schüssen und Schreien.

Die Kroaten begannen sich auf ihre vorherigen Linien zurückzuziehen, wobei sie alles mitnahmen, was sie bei ihren Brandschatzungen nicht zerstören konnten. Der gesamte Viehbestand wurde quasi standrechltich erschossen, und Häuser wurden in Brand gesteckt.

Französische Aufklärungstruppen und Mitglieder des kanadischen Kommandos marschierten in das Tal ein und fanden schnell Leichen von serbischen Zivilisten, einige fingen bereits an zu verwesen, andere wurden erst vor kurzem niedergemetzelt. In einem Dorf sah Celvin die Leichen zweier junger Mädchen, die wiederholt vergewaltigt wurden und die danach - an Stühlen gefesselt - angezündet wurden.

Verwesende Leichen

Beständig fiel der Regen die ganze Nacht lang. Kanadische Soldaten waren im “Niemandsland” stationiert und sie erwarteten einen möglichen Gegenangriff, entweder von der Serben oder von den Kroaten. Schliesslich sind in den frühen Morgenstunden Teams der UN-Zivilpolizei angekommen um die ermordeten Opfer und die abgebrannten Ruinen in Augenschein zu nehmen. Die verwesenden Leichen die im freien herumlagen wurden katalogisiert und dann der Friedensmission zur Bestattung übergeben. Die emotionalen Auswirkungen auf die Kanadier waren unkalkulierbar. Sie haben verwesende Leichen gesehen und sie lebten mit dem immerwährenden Gestank des Todes. Sie haben hilflos mitansehen müssen, wie Leute gestorben sind oder ermordet wurden.

Als jedoch die Verluste bekanntgegeben wurden, die von den kanadischen Truppen den kroatischen Kräften zugefügt wurden, wuchs ihre Moral wieder an. Offiziell gaben die Kroaten zu, dass 20 ihrer Soldaten durch die UN Truppen im Medak-Tal aufgerieben wurden. Inoffiziell hat man den Verlust auf 30 Tote und 100 Verletzte beziffert.

Es war die schwerste Operation, in der die kanadischen Truppen seit dem Korea-Krieg involviert waren. Und trotzdem hatten sie nur vier verwundete und einen Toten zu beklagen.

Berisha has cut relations with all heads of institutions like, Presidency, Prosecution Office, State Information Service, High State Control Office, High Court, and Ombudsman Office etc.The head of Council of Ministers has isolated the Prime Minister Office, disallowing none of its officials to contact these institutions’ representations. A clear example to concretise the Prime Minister’s indifference is the fact that since he started the office, he has carried out only three meetings with President of Republic, Moisiu, meanwhile he has refused to meet with the General Prosecutor and State Information Service head. The real reason why Berisha has refused to meet with the high officials of these institutions has to do with the simple fact that he is seeking to remove them as soon as possible. The blue headquarters has undertaken an organised attacked especially in address of General Prosecutor Theodhori Sollaku, urging his dismissal. But, Sollaku has found the support of President Moisiu, who has declared that will defend the General Prosecutor to any cost. Prime Minister Berisha has not thus created work rapports and does not even think about to set up collaboration projects with the above mentioned individuals. But, to a certain extend, this has shown that Berisha’s government is blocked because it could not achieve to guarantee a flow communication with institutions’ heads. According to sources within the government, it was informed that Berisha has planned to remove them by springtime. The Prime Minister is trying to do such in order to take over full governing responsibilities.

Es ist eines der grössten Probleme von Albanien (auch von Italien im übrigen), das vor allem an der Küste, die gesamt Natur, Strände durch illegale Bauten zerstört wurden. Es ist das Haupt Hinderniss und der Haupt Grund, warum es praktisch keinen Tourismus, mehr in Albanien gibt.

Shkoder- Although, Shkodra Construction Police has great infrastructure difficulties to demolish illegal construction in this district, it is still keeping up actions for the demolition of such objects. This time, it was in Bushat commune and Barbullush zone, where it demolished several illegal constructions even in the heart of the biggest commune of this district, just 20 km away from Shkodra town. It was the Territorial Adjustment Council of Bushat commune to decide and the Construction Police enforced this decision. So, 12 illegal objects in both zones, Bushat and Barbullush were torn down. Although, building owners were already informed about this decision, they had not free the objects, therefore the police had to demolish them with all was inside, without facing any resistance from the owners side. However, the biggest action of the Construction Police is going to be the demolishing of 900 illegal constructions in Velipoja.

Bringt die Unterstützung der Europäischen Union den Menschen konkret mehr Sicherheit? Sie leben seit sechs Jahren hier. Ist das Niveau der Sicherheit gewachsen?

Wenn ich zum Beispiel von Tirana spreche, ist die Sicherheit hier höher als in vielen anderen europäischen Städten. Die Wahrscheinlichkeit hier ein Gewaltopfer zu werden ist viel niedriger als in anderen Städten. In Tirana zu leben ist viel sicherer als zum Beispiel in Frankfurt, Berlin oder Amsterdam.

Die PAMECA Mission wird voraussichtlich 2007 enden. Premierminister Sali Berisha hat gesagt, dass er sich eine Verlängerung der Mission wünscht. Wie geht es weiter?

Einer der Gründe ist das profitable Geschäft mit Drogen: Ein grosser Teil der ständig wachsenden Opiumernte in Afghanistan gelangt in Form von Heroin über Albanien und das Kosovo auf den westeuropäischen und US-Markt. Täglich werden 500 bis 700 Kilo durch das Kosovo und Albanien geschmuggelt und teilweise in eigenen Labors weiterverarbeitet, sagt Klaus Schmidt, Chef der PAMECA, der europäischen Mission zur Unterstützung der Polizei in Albanien. Täglich werden in der albanischen Hauptstadt Tirana auf dem grauen Geldmarkt eine Million Euro an Drogengeldern getauscht. Experten sprechen vom «weltweit grössten Drogenkartell», das in den vergangenen Jahren entstanden ist.

Das balkanische Mobile

Russland droht dem Westen im Falle einer Unabhängigkeitserklärung mit einer Gegenreaktion in Abchasien und Südossetien

Auf dem Balkan hängen die brisantesten Probleme wie die Figuren in einem Mobile zusammen: Stößt man eine an, kommen alle anderen gleichfalls ins Schwingen. Es gibt drei völkerrechtlich verbindende Verträge, die derzeit vom Westen in Frage gestellt werden und bei denen entweder eine Neuverhandlung oder ein offener Bruch ansteht. Zunächst der Dayton-Vertrag, mit dem Ende 1995 unter US-Patronage die Aufteilung des Staates Bosnien-Herzegowina festgelegt wurde; zum zweiten die UN-Resolution 1244, die im Juni 1999 zum Abzug der jugoslawischen Armee aus dem Kosovo führte und die UN-Verwaltung der Provinz festschreibt; zum dritten der Verfassungsvertrag zwischen Belgrad und Podgorica, der Anfang 2003 die Bundesrepublik Jugoslawien in den losen Staatenbund Serbien-Montenegro überführte - von Spöttern wegen der Brüsseler Geburtshilfe auch als “Solanien” bezeichnet.

Derzeit gerät das Mobile wieder in Schwingungen: Am 20. und 21. Februar begannen in Wien die sogenannten Endstatus-Gespräche für das Kosovo, und am Monatsende entscheidet das montenegrinische Parlament über ein Referendum Ende April. In beiden Fällen geht es um die Unabhängigkeit des jeweiligen Gebietes. Setzen sich die Separatisten durch, entstehen zwei neue Staaten.

Noch bis vor kurzem wurde die offizielle Kosovo-Politik aller NATO-Staaten in der Formel “Standard vor Status” zusammengefasst: Bevor über die Unabhängigkeit der Provinz diskutiert werden könne, müssten in ihrem Innern demokratische Zustände herrschen und die Menschenrechte garantiert sein. Ende Mai 2005 legte der Leiter der UN-Verwaltung, Sören Jessen-Petersen, dem Sicherheitsrat dar: “Ein beträchtlicher Teil der wichtigsten Standards wurde erreicht oder wird - sofern die Anstrengung und das Tempo der Umsetzung anhält - im Laufe des Jahres 2005 erreicht werden.". Eine schönfärberische Darstellung: Seit Juni 1999 mussten über 200.000 Serben die Provinz verlassen, 2.500 wurden ermordet oder sind verschwunden. Zwischen 60.000 und 100.000 harren noch aus, viele von ihnen in abgeriegelten Ghettos.

Ein BND-Dossier über die organisierte Kriminalität (OK) im Kosovo macht auf ein weiteres Problem aufmerksam: Die übermächtigen Mafiastrukturen und ihre Nähe zur Führung der Kosovo-Albaner. Schwer belastet werden Ramush Haradinaj, bis März 2005 Ministerpräsident in der Autonomieregierung, der heutige Chef der Demokratischen Partei und frühere UÇK-Anführer, Hashim Thaci, sowie Xhavit Haliti, der im Präsidium des Parlaments sitzt. Wörtlich heißt es in dem als “VS-Vertraulich” gekennzeichneten Dokument des deutschen Geheimdienstes vom 22. Februar 2005: “Über die Key-Player (wie z. B. Haliti, Thaci, Haradinaj) bestehen engste Verflechtungen zwischen Politik, Wirtschaft und international operierenden OK-Strukturen im Kosovo. (…) Sie haben keinerlei Interesse am Aufbau einer funktionierenden staatlichen Ordnung, durch die ihre florierenden Geschäfte beeinträchtigt werden können.”
