SHKODËR- “Një vjedhje kriminale, një masakër me përfitime të mëdha”. Kështu e ka cilësuar tjetërsimin e pronave në Velipojë Gjovalin Zekaj, anëtar i këshillit të komunës. I pozicionuar në krah të 13 familjeve të Rrjollit, të cilët disponojnë tapi të vitit 1935, në prill të këtij vitit Zekaj udhëtoi në drejtim të Tiranës, ‘trokiti” në kryeministri dhe denoncoi skandalin e tokave në Velipojë. “Janë 13 pronarë të cilët kanë tapi të vitit ’35, por aktualisht tokat e tyre janë rregjistruar e vazhdojnë të rregjistrohen në emër të personave të tjerë”. Sipas Zekajt, deri në vitin 1996 këto toka në bregdet kanë qenë të rregjistruara në Hipotekën e Shkodrës në bazë të tapive të vitit 1935, në emër të banorëve të Rrjollit, por komisioni vendor i kthimit të kompesimit të tokave vendosi t’u japë 942 dynym tokë personave të tjerë, të cilët më pas e kanë rregjistruar atë në Hipotekën e Shkodrës.

Many young people in Albania face poverty, discrimination, and lack of educational opportunity, according to a recent report. The problem is especially severe in rural areas and among the country’s Roma.

In terms of its population, Albania is considered the youngest country in Europe, with 34 per cent under the age of 18. And according to UNICEF, an alarming number of young Albanians are living in substandard conditions.

In a recent report, the UN agency found that Albania lacks social policies to protect children from poverty, discrimination and social exclusion. Many children have to work long hours or beg in order to eke out a living, and some are trafficked to neighbouring Greece to work illegally, the report said.

According to UNICEF, more than 290,000 children (approximately 33 per cent), are affected by poverty and discrimination. Children from the country’s Roma minority are among the worst off, as are children living in rural and mountainous areas. The phenomenon of blood feuding is contributing to the problem, said UNICEF, which also found that effective government policies and legislation are not yet in place.

“The exclusion of a certain category of children in Albania comes as a result of poverty, migratory movements, weakness of governance and lack of a proper, complete law. Due to these reasons, kids have fewer possibilities to get an education. Among the poor children, only two out of ten register for secondary school,” the agency said in the report.

On average, Roma children receive only four years of schooling, it found.

Many children between ages 12 and 17 are obliged to work as many as seven hours a day, six days a week, leading to interrupted or abandoned education, according to UNICEF.

Albanian President Alfred Moisiu has emphasised the need to make childrens’ rights a priority, calling for a “unique social and national system” that would at once guarantee the legal rights of young people while tackling the main causes of inequality – high poverty, unemployment, weak governance, organised crime, child labour, and abandonment of school, especially in rural areas.

The government has been overhauling the country’s national strategy for children – first drafted five years ago. One of the most important steps outlined in the strategy is the establishment of specific state structures to monitor children’s rights.

The Albanian authorities are also collaborating with neighbouring countries to tackle the problem of child trafficking. In February, Albania and Greece signed a long-awaited bilateral agreement on the issue.

The beneficiaries of the legalisation law
Illegal constructions to be legalised through the law “for the legalisation, urbanisation and integration of illegal constructions”, will be all those constructions built until April 3, 2006.This is envisaged by a decision of the government, which during yesterday’s meeting published all the criteria, procedures and documents in order to qualify the objects under construction that will be legalised or not. So the government decided to qualify for legalisation the illegal objects finished until the date when the law was put in force, April 3, 2006; that have minimally been erected to the first floor with a wall-to-ceiling height of less than 2m; that have finished the complete building including the roof; that have not undergone a special treatment, according to definition of articles 2, point 4 and 35 of the law “for the legalisation, urbanisation and integration of illegal constructions”, and that are not excluded from the legalisation process, according to definitions of point 2, of this decision. In yesterday’s decision, the government has determined also illegal objects or annexes that are not qualified for legalisation. So, there are not going to be legalised all those illegal constructions that affect the road and railway systems, national or regional, as well as their protecting layers, envisaged in the general regulatory plan, urban planning studies or particular projects for the road infrastructure of any scale, already approved or that are in process; that violate the line of construction of the first-, second- and third- category roads, envisaged in the general regulatory plan, urban planning studies or particular projects for the road infrastructure of any scale, approved until April 3, 2006; that are built inside territories of schools, kindergardens, hospitals, medical centres and any other public institution; that affect the integrity of Monuments of Culture; that are erected over or inside the protection line of water collectors, dams or airport; that affects the stem of engineering infrastructure according to determinations in the urban planning regulation; that are constructed within the territories and borders of protected areas, like tourist and protected zones with archaeological, museum and historical values etc.

The Assembly’s and Constitutional Court’s Drivers Caught with Drugs
Yesterday, police forces of Gjrokastra managed to arrest two persons, who were stopped carrying considerable amounts of narcotic substances. This is how Armando Gjinushi, 30 years old, inhabitant in Tirana and employed as a driver for the Albanian Assembly, and Gentian Alizati,29 years old, inhabitant in Tirana and also driver for the Constitutional Court were hand-cuffed. They were arrested as packs of narcotics were found during checks to their vehicles. The operation took place at the place known as ‘Ura e Subashit’ around 08.30’.The operation was conducted on the basis of data accumulated by the General Police Office of Gjirokastra. The police are already working to find out the names of other potential accomplices in the drug traffic. Meanwhile, the two detainees are kept isolated in the police headquarters in Gjirokastra and are waiting to be interrogated by the prosecutors that will deal with this case.

Marash Bori kryetar i Ndarjes se Tokes ne Velipoje e Fatmir Tepeliaj, pergjegjes i administrimit te tokave akuzohen per shkelje te renda ne detyre duke i shkaktuar nje dem te madh shtetit dhe personave te caktuar.
Sipas Lezhjas hetimi per ndarjen e tokave ne Velipoje do te vazhdoje ashtu si hetimet ndaj veprimtarise te te arrestuarve. “Arrestimet ishin pasoje e denoncimeve te qytetareve. Personat e lartpermendur kane abuzuar me 500 mije m2 toke ne Velipoje duke falsifikuar dokumentat”, theksoi Lezhja. Ai u beri thirrje qytetareve te vazhdojne denoncimet per shkeljet pasi sic sqaroi ai “shkeljet me te renda me tokat jane sidomos ne bregdet, pasi ato jane dhe tokat me te lakmuara”.

Pak kohe me pare ne arrest per te njejten akuze perfundoi dhe Kryetari i Komunes se Golemit, Demir Lika dhe nje zyrtar i Ministrise se Turzmit. Pak dite me pare ne nje takim, kryeministri Sali Berisha theksoi se “Mafia e Tokes dhe Pronave” eshte me e rrezikshmja ne vend per momentin dhe se shteti do ta luftoje me te gjitha menyrat.

Gjykata e Durrësit ka filluar dje gjykimin për një ndër skandalet më të mëdha që ka ndodhur me tjetërsimin e pronave në bregdetin e Durrësit. Ish-shefi i hipotekës dhe zëvendësi i tij, si dhe kunetërit e tyre akuzohen për tjetërsimin e pronave në bregdet. Në bankën e akuzës dje ishin, Rezart Skrapari, ish zv/shefi i hipotekës, Adrian Lloshi dhe Ilir Vogli, ndërkohë mungonin, Alush Xhihani, ish-shefi i hipotekës, i cili është në kërkim, dhe Tomorr Kokomani, që ndodhet në arrest shtëpie. Prokuroia prezantoi dje dosjen dhe akuzat që rëndojnë mbi ish- zyrtarët që akuzohen se kanë abuzuar me detyrën. Ndërkohë që menjëherë më pas, seanca gjyqësore është shtyrë nga gjyqtari, pasi nuk ka pasur konfirmim nëse i akuzuari që mungonte ishte thirrur. Të pandehurit akuzohen për vjedhje të pasurisë publike në bashkëpunim. Alush Xhihani, që gjykohet në mungesë ka pasur detyrën e kryeregjistruesit të pasurive të paluajtshme dhe sipas akuzës, në bashkëpunim dhe me zv.regjistruesin, Rezart Skrapari, kanë regjistruar në zyrën e regjistrimit të pasurive në Durrës, një truall prej 2800 m² në zonën që i përket qytetit të Kavajës. Trualli i është kompesuar shtetasit, Elton Dudi me vendim nr 646/7 dt 23.08.2002 të komisionit të kthimit dhe të kompensimit të pronave në Durrës. Sipas akuzës, për këtë regjistrim mungon vendimi i kompensimit, planvendosja, fragmentet e hartave etj. Ky truall i kompesunar shtetasit Elton Dudi, u është shitur shtetasve Ardian Lloshi, 1000m², dhe Ilir Voglit, 1000 m ². Prokuroria thotë se Ardian Lloshi është kunati i ish zv.regjistruesit, Rezart Skrapari, ndërsa Ilir Vogli, është kunati i ish-regjistruesit, Alush Xhihani. Për blerjen e këtij trualli janë paguar lekë, pra shitja ka qenë fiktive dhe trualli u është dhuruar këtyre shtetasve. Sipas akuzës, rezulton se shtetasit Alush Xhihani, Rezart Skrapari, Adrian Lloshi dhe Ilir Vogli, në bashkëpunim me njeri-tjetrin kanë kryer veprat penale të vjedhjes duke shpërdoruar detyrën në bashkëpunim.

No permits for river exploitation
Elbasan- An order was issued banning the extraction of construction materials like gravel and others from the basins of Shkumbin and Devoll rivers. The uncontrolled exploitation by extraction plants set-up throughout the length the Devoll and especially Shkumbin Rivers has caused a grave state in river banks. Erosion in the Cerrik and Muriqan lowlands, as well as in the other places, has risked even the life of people in the surrounding villages, during overflows. With reference to this reality, the issuance of permits for river exploitation was made zero. The prefect of the district of Elbasan Mimoza Hasekiu stated that “from now and on, no exploitation permit will be issued for a nearly six-month period of time. The ones already provided with permits will be closely monitored in order to meet the enforced criteria.”

Albania, Kosovo, Macedonia to co-ordinate Albanian-language education

For several years, Albanian students from Macedonia and Kosovo have attended Albanian universities. Now authorities are working to create a regional educational programme that can be used jointly by the two countries and the UN-administered province.

Education experts from Albania, Kosovo and Macedonia are working to create a unique educational programme for pre-university studies by applying common books and methods – in science, literature, history and philosophy – that can be used by the two countries and the province.

Ujërat e zeza, në shumicën e segmenteve të plazhit, derdhen në det duke shkaktuar ndotje

Derdhja e ujërave të zeza direkt në det ka shkaktuar një ndotje katastrofike në bregdetin e Durrësit duke detyruar Inspektoratin e Higjienës në Durrës që të bllokojë 19 subjekte që janë ndotësit më të mëdhenj të plazhit. Sipas Inspektoratit të Higjienës në Durrës, zonat më të ndotura në plazh janë: në zonën nga Agipi deri në stacionin e plazhit “Teuta” ku mungon rrjeti i kanalizimeve të ujërave të zeza. Zona e “Shkëmbit të Kavajës”, ku gjithashtu mungon rrjeti i kanalizimeve. Zona nga “Përroi i Agait” deri te Kovaleshenca si dhe plazhi i Currilave, ku ujërat e zeza derdhen direkt në det. Sipas të dhënave të Inspektoratit të Higjienës, shkalla e ndotjes në disa prej këtyre zonave arrin deri në 1100 mikrobe për 100 mililitër ujë, që është jashtë parametrave normalë. Shefi i Inspektoratit të Higjienës në Durrës, Skënder Lala, tha se janë bllokuar 19 subjekte që shkaktojnë ndotjen më të madhe në këtë zonë. Sipas burimeve nga Inspektorati i Higjienës pranë qendrës shëndetësore të plazhit, funksionon edhe një pikë sanitare që ndjek problemet higjieno-sanitare në zonën e plazhit të Durrësit. Mungesa e rrjetit të kanalizimeve të ujërave të zeza, në zonat e sipërpërmendura dhe funksionimi i hoteleve dhe pallateve të ndërtuara me gropa septike, kanë shkaktuar këtë ndotje të jashtëzakonshme. Më problematike, situata është në plazhin e Currilave, ku mungesa e ujit të pijshëm, derdhjet në mjedisin e jashtëm direkt në rërë dhe det të kanalizimeve të ujërave zeza, e kanë bërë të papërdorshëm këtë plazh. Derdhja e ujërave të zeza në kanalin e zonës Rrashbull-Arapaj- Shkallnur përfundon në det të hapur, pasi ky kanal derdhet në zonën e Kovaleshencës në Plepa. Këto ujëra shkaktojnë ndotje të madhe të ujit të detit në një zonë prej 1000 metrash nga derdhja e këtij kanali. Nga kontrollet e Inspektoritit të Higjienës rezulton se në të gjithë vijën bregdetare ka mungesa të theksuara të banjove publike dhe dusheve për pushuesit. Bregdeti në plazhin e Rrushkullit është i mbushur me mbeturina dhe rërë bituminoze që vazhdon të zërë sipërfaqe të mëdha. Kontrollet kanë konstatuar se gërryerjet e detit po degradojnë me shpejtësi këtë plazh dhe po e zhduk nga harta e plazheve lokale të frekuentueshme. Derdhjet e lumit Ishëm në Gjirin e Rodonit shkaktojnë prurje të shumta të papastërtive, lëndëve inerte dhe organike. Derdhjet e ujërave të përdorura në bregdetin e Shëtitores “Taulantia", Porto Romano, Hamallaj, të Tarinit dhe lumejve Erzen dhe Ishëm, e kanë bërë të palejueshëm për frekuentim segmente të mëdha të këtyre plazheve. Sipas shefit të Inspektoratit të Higjienës dhe Epidemiologjisë, Skënder Lala, problem mbetet dhe parandalimi i intoksikacioneve alimentare dhe tregtimi i akullores nga pikat ambulante gjatë të gjithë bregut të plazhit të Durrësit. Tregtimi i tyre bëhet në kushte jo të përshtatshme dhe paraqet rrezik serioz. Inspektorati i Higjienës ka realizuar kontrolle higjieno-sanitare në të gjitha objektet e prodhimit, ruajtjes dhe transportit të produkteve ushqimore në shkallë rrethi. Pas këtij kontrolli, janë marrë për analiza 986 tuba, nga të cilat kanë rezultuar mbi normë 126 tuba. Janë analizuar për profilaksi 825 artikuj ,nga të cilët kanë rezultuar jo konform rregullave, 27 artikuj dhe është bërë bllokimi i ushqimeve me vlerë 12.073.113 lekë. Janë bërë 10 mbyllje provizore dhe 4 definitive si dhe janë vendosur 85 gjoba me vlerë 85.000 lekë.

The main banks in Turkish Cyprus and Thessalonica are among the most preferred from Albanian customers, who have carried out financial actions using diplomatic and service passports.At a time when through a draw performed some days ago from the High Inspectorate of Asset Declaration and Control, there were selected 167 people with the status of high official or former officials, whose assets declaration are to be controlled even in these banks. Debates over politicians’ assets in Albanian emerged before the law for the conflict of interest and control on assets was approved in the Albanian parliament. When the head of democrats Sali Berisha was in opposition, alleged the former prime minister of the time Pandeli Majko and the deputy Bashkim Fino for having secret bank accounts in Turkish Cyprus and Thessalonica, mentioning that officials had even purchased houses in Greece. A while ago, a greek journal made pubic the assets of greek officials. In this article, it was briefly mentioned that actual greek top officials are “godfathers” of finances of some Albanian former ministers. Greek journal cites that for the period of time 1995 until 1999, the names of over 100 families with diplomatic status and service passport figured in tourist suites of the Turkish Cyprus. Meanwhile, according to reliable sources, it was informed that over 170 balkan officials are mentioned in the annual bulletin of two main banks in the Turkish Cyprus as most frequent customers of this country’s banks. On the other hand, the High Inspectorate of Asset Declaration and Control has triggered since Monday a detailed and transparent control of assets declaration of 167 officials in Greece, where the Albanian state has signed a cooperation agreement.

Në një kohë kur përmes shortit të hedhur disa ditë më parë nga ILDKP-ja, u përzgjodhën 167 persona nën statusin e zyrtarit apo ish zyrtarit, kontrolli i pasurisë së tyre pritet të përfshijë edhe këto banka. Fakti që zyrtarët shqiptarë janë klientë në masë në bankat greke, është bërë publik disa kohë më parë nga buletini vjetor i dy bankave në Qipro. The tax is paid by the person who is transferring the right to property on the real estate properties, before the registration is made in accordance with the legal Acts in force.

Berisha: Corridor 8 should pass through Albania

Prokuroria e Durrësit ka rifilluar hetimet ndaj kryebashkiakut të Durrësit, Lefter Koka, dhe ish- kryebashkiakut të këtij qyteti, Miri Hoti. Pas pezullimit të hetimeve pak kohë më pare, për shkak të mungesës së provave në deponimin e policisë ndërtimore, procedimi ka rifilluar, pasi policia ndërtimore e Durrësit ka dorëzuar prova të reja mbi këtë çështje. Lajmin e ka konfirmuar për “Shekulli”-n, prokurori i rrethit të Durrësit, Nasip Naçe. Prokurori i rrethit tha se procedimi penal ka rifilluar pasi denoncimi i policisë ndërtimore është plotësuar me prova të reja. Prokuroria e Durrësit i kërkoi pak kohë më parë policisë ndërtimore të këtij qyteti që të plotësonte kallëzimin penal ndaj kryebashkiakut Lefter Koka dhe ish- kryebashkiakut, Miri Hoti, të cilët u denoncuan për shpërdorim detyre në dhënien e lejeve të ndërtimit. Prokurori i rrethit nuk ka bërë të ditur provat e reja që janë dorëzuar nga ana e policisë ndërtimore.
Ish kryetari i bashkisë së Durrësit, Miri Hoti, është paditur nga policia ndërtimore e Durrësit në bazë të nenit 62 të ligjit 8405 për shkelje në dhënien e trojeve publike si dhe në bazë të nenit 14 të ligjit 8605, për rezervat ujore, ku bëhet fjalë për pistën e ndërtuar në shëtitoren Taulantia në Durrës. Nga ana tjetër, kryetari aktual i bashkisë së Durrësit, Lefter Koka, është paditur nga ana e policisë ndërtimore të Durrësit në bazë të ligjit, 8405 neni 9 i ligjit për urbanistikën, sipas të cilit studimi urbanistik dhe leja e ndërtimit në qendër të qytetit nuk janë dhënë nga KRTRSH- ja siç e përcakton dhe ligji. Po kështu është ngritur padi penale edhe ndaj ish-shefit të urbanistikës në bashkinë e Durrësit, Leo Manastirliu, dhe shefit aktual të urbanistikës, Eldar Çekupa, si dhe për ish- sekretaren e KRRT- së, Lida Miraj. Prokuroria e Durrësit i ka dhënë një javë kohë palës paditëse, policisë së ndërtimit që të plotësohet dokumentacioni nga personat kallëzues, me qëllim që pas vënies në dispozicion të tyre, të vendoset nëse ka baza për fillimin e këtyre procedimeve penale. Siç dihet, të dy kryebashkiakët i kanë konsideruar të pabazuara në ligj paditë e bëra nga ana e policisë ndërtimore të Durrësit. Kryebashkiaku aktual Koka, që në momentin e denoncimit nga policia ndërtimore e Durrësit është shprehur se për 27-katëshin çdo gjë është bërë në përputhje me ligjin. Ai solli si argument se ka pasur një vendim të përkohshëm të qeverisë “Nano” që autorizonte KRRTRSH-në për dhënien e lejeve të ndërtimit në qendrat e qytetit. Po kështu ish-kryetari i bashkisë, Miri Hoti, është shprehur se “ka zbatuar ligjin dhe se ndërtimet për të cilat akuzohet nuk i përkasin qendrës së qytetit dhe nuk shkelin ligjin e urbanistikës”.

Construction Police demolishes 16 illegal buildings
Saranda- Another hit over illegal objects was undertaken yesterday by the Construction Police of the district of Saranda. Sixteen illegal buildings from Berdeneshi to Livadhja and Mursi, close to Konispol were targeted for demolition. The bulldozers of the construction police commenced demolition of a range of illegal constructions, mainly one-storey buildings. The majority of these buildings had just the skeleton, while some others had just foundations. “Sollaku”, accuses on not arresting Kuqo
The General Prosecutor, Thedhori Sollaku, has violated the law living thus Aleksandër Kuqo free for four years in Albania. Related to this, Oketa emphasized that the General Prosecutor did not practiced his duty as foreseen on the law, according to which he is the highest authority on penal following cases and representing the accusers parties in the court as the State representatives. According to the report represented by the rightwing deputy, the General Prosecutor did not implemented the Court’s decision on Kuqo’s case, on hospitalizing him and practicing the compulsory medication of him. “Also based on the identified violations by the General Prosecutor, even though her has had all the necessary legal means on correcting the suspended the decision’s implementation, he has not reacted”, declared Oketa in accordance with the report. On further continuing, according to the DP’s spoken person, the General Prosecutor should definitely require the penal investigation on two prosecutors and the case’s advocator. “The highest Prosecutor has the right to decide the changes or the decisions abrogation taken by the lowest levels’ prosecutors”, emphasized Oketa. Perqindja e paketes se privatizuar nga botuesi i gazetes “Shekulli", zoti Kokedhima, eshte 51 per qind vetem me 200 mije leke te reja e ku flitet per 20711 metra katror ne Durres. Sipas shkreses zyrtare, vlera e ofruar per shitje ka qene 117 milione leke te reja ose afersisht 1 milion dollare dhe per cudi eshte blere nga zoti Kokedhima vetem 200 mije leke te reja, qe do te thote afersisht 2 mije dollare.

Natyrisht qe zoti Kokedhima mund te thote se vete shteti ma shiti kaq leke, por nuk duhet qe Ekzekutivi dhe Prokuroria te heshtin para ketij fakti skandaloz. Prokuroria duhet te arrestoje pa asnje medyshje zyrtaret e ketij procesi masaker privatizimi, ku logjika me minimale te le shijen e dyshimit per shkelje ligjore ose pazare te dyshimta.

Ne shkresen e kesaj ministrie per objektet e privatizuara nga Kokedhima ka nje mori objektesh nga pasuria e shtetit qe ka marre ky person, porse me e habitshme mbetet fakti i blerjes se shoqerise sh.a. Frigoriferi ne Durres ku e gjithe siperfaqja prej 20711 metra katror ka kushtuar sa nje frigorifer shtepie dykatesh. Pra, nje ndermarrje e plote e ish frigoriferit ne Durres privatizohet sa nje frigorifer shtepie!

E, cili shqiptar i thjeshte nuk do te kishte gjetur borxh 200 mije leke per te blere 20711 metra katror ne Durres, ku, sipas llogarive te peraferta, ajo pasuri sot mund te shitet diku tek 100 euro/meter katror, por ne po e ulim 50 euro/ meter katror. Llogaria shkon 1 milione euro.

Natyrisht qe nuk marrim persiper te jemi te sakte ne kete cmim, pasi varet nga tregu ku mund te jete dyfish ose mund te shitet me lire, pa harruar se ketu flitet vetem per token truall e jo per vleren e objekteve qe jane brenda kesaj siperfaqeje, ku vlerat ne miliona euro shkojne lart e me lart.

Pra, cili shqiptar, nese do te kishte njohje me ish ministrin e Privatizimeve te asaj kohe nuk do ta merrte kete objekt kaq lire? Pergjigja mbetet; cdo qytetar i thjeshte do te ishte turrur per ta blere po ta kishte ditur se nje ndermarrje e plote shteterore e ish frigoriferit ne Durres shitet vetem me 200 mije leke, aq sa e ka blere Kokedhima, pronari i gazetes “Shekulli".

Madje, me pas, nga kenaqesia e kesaj vlere te vogel harxhimi e nga vlera e saj qe ka realisht kjo sasi trualli sot, secili mund te kishte bere nje gazete te perditshme, paksa me te madhe se sa gazeta “Shekulli".

Per me teper, do te kishte punesuar me shumice analiste nga gazetat, te cilet do t’i kishin dhene mend gjithe dynjase se si shitet nje gazete poshte kostos reale, duke shkelur ligjin apo mund te ishin punesuar edhe pedagoge te gazetarise ne kete fakultet, ndersa nje pedagog detyron studentet te hedhin firma per pronarin e gazetes ku pedagogu i tyre punon jashte orarit e paguhet si brenda orarit!

Prokurori i Pergjithshem i Republikes, zoti Sollaku duhet te nise nje hetim edhe per kete privatizim absurd e qe rendon ne buxhetin e shtetit shqiptar, por qe ka pasuruar nje person privat qe edhe jep mend se si behet nje media e lire e pavarur! Privatizimi duhet kthyer, pasi eshte masaker shitja e kesaj pasurie kombetare, dhe te penalizohen zyrtaret pergjegjes ne kete proces privatizimi.

Nese shteti hesht edhe kur me fakte e dokumente zyrtare vertetohet se si shitet pasuria kombetare, se si zyrtaret shteterore kane abuzuar me ligjin e pasurine e gjithe shqiptareve, atehere dyshimi mbetet mbi politiken e dites qe sundon vendin. Me e pakta, mbetet qe Ekzekutivi ta riktheje kete masaker privatizimi ne kete objekt te Durresit dhe ne disa te tjera e t’i dergoje per ndjekje penale tek Prokurori i Pergjithshem.

Si perfundim, mbetet e vertete ajo cka ka thene analisti dhe intelektuali i pavarur Fatos Lubonja se kete vend e kane drejtuar disa mafioze politike e mediatike, te cilet vetem plackisin nga trupi i Atdheut. Madje, ai shtoi me te drejte se nuk mundet qe pushteti i medias te kontrolloje pushtetet e tjera ne Shqiperi, nderkohe qe pronari i gazetes apo i nje televizioni kerkon te marre para ne forme tenderi nga ministri e zyrtari qe administron buxhetin e shtetit.

Prandaj duhet shkeputur lidhja e pronarit te medias me tenderimet shteterore. Biznesmeni apo grupimi i tyre qe duan te bejne media ta ndertojne aktivitetin e medias bazuar ne shitjen, reklamat dhe fitimet qe mund te marrin nga aktiviteti tjeter privat, por kurrsesi te varur nga tenderimet e buxhetit te shtetit.

Keto dite nje pjese e opozites ka bere akuza ne lidhje edhe me kete amendament te mazhorances. Nese qeveria e sotme donte t’i mbante mediat te lidhura pas saj e t’i keqperdorte, duhej ta kerkonte ajo qe ky amendament te mos kalonte dhe opozita te kerkonte aprovimin e tij. Por ka ndodhur e kunderta. Mazhoranca nuk do te ndikoje mbi median, kurse opozita do qe media te marre para nga Ekzekutivi! Absurditet!

Dy muaj e gjysmë pas miratimit në Parlament të moratoriumit për mjetet lundruese, ka nisur edhe kontrolli i zbatimit të tij. Operacioni i koduar “Deti i Pastër” ka startuar në orën 04 të mëngjesit të djeshëm, duke angazhuar qindra forca policie, automjete, mjete lundruese si dhe dy helikopterë nga ajri. Gjithë vija bregdetare shqiptare nga Velipoja në Sarandë, ka kaluar në sitën e uniformave blu në kërkim të personave dhe mjeteve lundruese që injorojnë zbatimin e moratoriumit. Por ashtu sikurse edhe parashikohej, ky operacion i pazakontë në fillim të sezonit turistik, ka trembur turistët e huaj që kishin preferuar të vizitonin brigjet shqiptare. Viktimat e para ishin disa turistë grekë, të cilët me skafin e tyre ishin drejtuar drejt brigjeve të Sarandës. Por kur kanë parë patrullimin e dendur të forcave të policisë në det, turistët helenë janë kthyer menjëherë në drejtim të kundërt. Skafi grek është ndjekur nga motovedetat shqiptare, të cilat i kanë bërë thirrje që të ndalonin. Ndjekja ka vazhduar deri në kufirin e ujërave territorialë shqiptare.
Angazhimi
Në operacionin “Deti i Pastër” u angazhuan Drejtoritë e Policisë së qarqeve Shkodër, Lezhë, Tiranë, Durrës, Fier, Vlorë, forcat speciale të FNSH-së, si dhe reparti “Delta Force”. 112 automjete, 7 mjete lundruese si dhe 2 helikopterë ishin mbështetja tjetër e këtij operacioni. Veprimet në terren u verifikuan nga grupe kontrolli në zona të ndryshme. Operacioni u drejtua nga drejtori i përgjithshëm i Policisë së Shtetit, Bajram Ibraj, i cili së bashku me grupin e drejtimit në këtë drejtori kanë kontrolluar zbatimin e detyrave të Drejtorive të Policisë së qarqeve që u angazhuan në këtë operacion. “Deti i Pastër” mund të cilësohet nga operacionet më të mëdhenj të organizuar ndonjëherë nga policia shqiptare, jo vetëm nga numri i efektivave dhe mjeteve të angazhuar, por edhe nga shtrirja territoriale e kontrollit.
Rezultatet
Qëllimi i këtij operacioni ishte parandalimi dhe goditja e trafikut të paligjshëm të qenieve njerëzore dhe lëndëve narkotike. Për këtë arsye operacioni “Deti i Pastër” u përqendrua kryesisht në zonat bregdetare dhe ato pranë tyre, ku dyshohej se fshiheshin mjete lundruese. Kështu, kaluan në sitën e policisë 167 zona të tilla, ku për pasojë u bllokuan 53 mjete lundruese. Ndërkohë, 42 anije dhe 33 varka peshkimi i janë nënshtruar kontrollit dhe verifikimit nga ana e policisë. Operacionit nuk i kanë shpëtuar as hotelet dhe motelet si dhe automjetet përgjatë vijës bregdetare shqiptare. Kështu, janë kontrolluar 137 automjete, tre prej të cilave janë bllokuar nga ana e policisë për shkelje dhe mangësi në dokumentacion. Në ambientet e komisariateve të policisë u shoqëruan 47 persona dhe u verifikuan 44 të tjerë. Burime pranë Drejtorisë së Përgjithshme të Policisë së Shtetit, u shprehën se kontrollet gjatë vijës bregdetare do të jenë të vazhdueshme në mënyrë që të garantohet qetësia publike dhe të parandalohen trafiqet e paligjshme dhe aktivitetet e tjera kriminale.

The case of the General Prosecutor, Theodhori Sollaku’s not declared properties seems to be a corruption issue.This has been the yesterday declaration of the parliamentary investigating commission’s leader Astrit Patozi, on Sollaku’s case, who has explained on a media declaration the causes why the General Prosecutor, Theodhori Sollaku’ should be come again on the commission in order to clarify these new facts related to him. Astrit Patozi himself, made public some facts and evidences during the last week, according to which there are existing two notaries’ contracts one of which is undeclared by Sollaku, and the other is related on a considerable palace’s surface, declared by Sollaku. Yesterday on a media declaration the Patozi claimed that the problem is not only on the not declared properties, but on the issue that the contract reveals that the General Prosecutor has sold twice the same land. “Now it is not just a not declared issue, as was the General Prosecutor’s Position till the moment of his not showing up the first contract, from which he was benefiting from three apartments and a considerable amount of many. Now we are faced with a more heavy fact, because his contract reveals that the General Prosecutor has sold twice the same land’s surface and her is profiting 270m2 on seaside, on a under construction palace, which results as undeclared. Thus, we judge that this constitutes a corruption issue, and the General Prosecutor should give explanations on these two issues”, declared Patozi. On the other side, when there are only two more weeks left from the investigation commission deadline, Patozi said that the commission is going to investigate in parallel on all the cases where there is included the history of undeclared apartments. The democratic Sollaku’s investigation commission’s member, Gazmend Oketa, has declared on a declaration for “SOT” newspaper that on the new developments on the war against corruption and the organized crime, the General Prosecutor has lost his moral right on still staying on his position. Emphasizing that the commission’s investigations on Sollaku case is aiming to identifies according to the legal procedures the violations made by Sollaku, the democratic deputy declared that the General Prosecutor has had all the needed time on his disposition on declaring his will on such a war, on really fighting the crime and corruption and not living the country to be listed on the problematic countries’ list, duty which he has not fulfilled.

Police destroys 116 kg of drug
Durres- Durres Anti-drug Department destroyed yesterday a considerable amount of narcotic substances in wastes field of Porto Romano. So based on the common order issued by the Ministry of Interior, Prosecution Office and Ministry of Health, number 17870, date 03.04.2003 for protection and administration, and techniques of destroying narcotic and psychotropic substances, there was performed the execution of 14 penal decisions for destruction of material evidences. This amount of narcotics was seized and blocked during 2006. Using the burning method, 14 kg and 723 grams of heroine, 51 kg and 117.2 grams of cannabis sativa, 11 plants of cannabis sativa, 2.1 gram of cocaine and others have been destroyed. The value of destroyed narcotics reaches millions of dollars, informed inspectors of anti-drug department.

Mit der Unterzeichnung eines Assoziierungsabkommens hat Albanien einen großen Schritt in Richtung EU-Beitritt getan. Die Menschen hoffen auf einen raschen Beitritt. Aber der Weg dorthin ist noch weit.

Auff dem Weg zu einem EU-Beitritt verzeichnet Albanien einen ersten Erfolg. Am Montag (12.6.) wurde das Stabilisierungs- und Assoziierungsabkommen mit der EU unterzeichnet. Doch bis das 3,2 Millionen Einwohner zählende Land den offiziellen Status als EU-Beitrittskandidat erlangt, gibt es noch eine Menge zu tun. Eine Flut von neuen Regeln in Wirtschaft und Politik wird das Leben der Menschen in Albanien verändern.

Viele Hoffnungen

Zugleich wachsen in der EU die Vorbehalte gegenüber neuen Erweiterungsrunden. Die Europa-Euphorie der Albaner wird dadurch nicht beeinträchtigt. Die albanische Ministerin für Integration, Arenca Troshani, versteht die europäischen Zweifel an weiteren EU-Erweiterungen. Sie weist jedoch auf die Hoffnungen ihrer Landsleute hin: “Die Albaner bleiben optimistisch. Die Albaner wünschen sich seit langem, der europäischen Familie anzugehören. Vielleicht wünschen sie dies auch, weil sie nicht die Einzelheiten eines Beitrittes kennen.”

Politisch gut informierte Albaner zeigen Verständnis für die Ängste der Europäer. Huzri Hoxha ist einer von ihnen. Als Vertreter des deutschen Unternehmers “Knauf” in Albanien, kennt er beide Welten sehr gut. Er sagt: “Die europäischen Länder werden eine große Last auf sich nehmen. Denn der Beitritt ärmerer Länder zur EU bedeutet einfach, dass sie ihren Standard senken müssen. Andererseits haben die EU -Länder auch ihre eigenen Interessen dabei.”

Ziel Reisefreiheit

Die Erweiterungsmüdigkeit in Europa überhören viele Menschen in Albanien. Für sie, ist und bleibt Europa das Ziel. Vor allem aber bedeutet die EU die lang ersehnte Reisefreiheit, wie die Ministerin für Integration, Arenca Trashani betont:

“16 Jahre nach der Wende stehen die Albaner immer noch stundenlang vor den Toren der westlichen Botschaften, um ein Visum zu bekommen. Jetzt gibt es diese konkrete Hoffnungen, dass diese langen Schlangen ein Ende haben werden. Psychologisch kann man diesen EU-Enthusiasmus verstehen.”

Harte Reformen notwendig

Aber es gibt in Albanien auch nüchterne Stimmen. Aleksander Çipa, ein bekannter albanischer Publizist beklagt, die Albaner sähen der Realität nicht ins Auge. Er kritisiert populistische Vorstellungen von einer EU-Integration seines Landes. Viele Politiker nützten Versprechungen für einen raschen EU-Beitritt, um die eigene Beliebtheit zu steigen. Die Menschen würden nicht mit der Wahrheit konfrontiert, dass die Annäherung an Europa harte Reformen in Albanien verlangen würde. Er sagt: “In Albanien herrscht immer noch die Illusion, dass unendliche Erleichterungen auf uns zukommen werden, wenn wir der EU beitreten, welche Gelder dann fließen werden. Die Menschen sehen meistens die EU unter dem Aspekt der Visumsabschaffung. Sie haben keine reale Vorstellung davon, was es heißt, in Europa einen Platz zu haben.”

Durrës-The tourist session of this year has disappointed a lot of hotels’ owners on the Durrësi’s seaside. The bad weather with a lot of rain has empty the Durresi’s beach. On the wet sand, only the garbage and the beach beds have remained as a trophy of the season. All the tourists who heavily came during May have all been apart. Such a situation have been a big disappointment on restaurants and hotels’ owners, because the taxations that they are paying have a big monetary amount, which they could not effort on such conditions. The sources of their incomes are destroyed by the bad weather.The most threat of such a situation is mostly felt by the small businesses. “I pay 3 million lek per month only on taxations for my bar” - declares one of the owners - and with the business enlargement on putting the beach beads I pay 1 million more, while the client rate is very low and the tourist are disappear”. The same is happening with the other businesses, to which the bad weather did on this summer season. But the bills of such evacuation are not being only on the businesses but on the state as well, while the last year the incomes evaluated by the Market office have been really enormous.

Legal action against a construction firm
Berat- The construction firm “Kora” ltd, with head office in Ura-Vajgurore, was denounced in the prosecution office of this district for fraudulence and falsification. The information was given yesterday for SOT newspaper by the regional tax office in Berat. The director of this office, Arben Velcani said yesterday for the newspaper that the construction firm “Kora” ltd, owned by Mr. Meleq Kora was sent for legal actions to the prosecution office of this district, as during the competition in an open tender taken place in the commune of Golem, it acted illegally. Habitants requires the palace’s knock down
Durrës- A coastline zone’s community on the railway sector have been on a protest, because they require the knocking down of the Durresi ex-prefect’s palace, Natasha Paço. Kriminalität. 61 Prozent des EU-Heroins kommt über Südosteuropa; Albanerbanden führend.

WIEN. Der Schmuggel von Heroin aus Afghanistan über die sogenannte Balkanroute in die EU boomt. Gemäß einem am Mittwoch veröffentlichten UNO-Bericht gelangten 2005 über diesen Weg bereits 61 Prozent des Heroin-Gesamtvolumens in die Union; noch vor wenigen Jahren waren es 40 Prozent gewesen.

Angesichts der steigenden Popularität der Balkanroute in der Organisierten Kriminalität beraten in Wien bis Freitag Experten aus der EU, den Balkanländern, Russland und den USA darüber, wie man dieser bedrohlichen Entwicklung gemeinsam entgegentreten kann. Das Problem: Die Kooperation zwischen den Behörden funktioniert auf bilateraler Ebene inzwischen gut, nicht jedoch auf multilateraler Ebene. Dies soll sich jetzt ändern.

“Was den Drogenschmuggel auf der Balkanroute betrifft, ist Albanien ein besonderer Problemfall", verrät Herwig Haidinger, Direktor des österreichischen Bundeskriminalamts (BK) im Gespräch mit der “Presse". Kontrolliert und finanziert werde der Handel mit Heroin von mächtigen türkischen Banden, die in Albanien ihren Sitz hätten. Die Albaner selbst seien überwiegend für den Transport der Drogen zuständig.

Österreich komme eine Schlüsselrolle zu: Es liege direkt an einem der Hauptzweige der Balkanroute (siehe Grafik) und gelte als Durchzugsland auf dem weiteren Weg des Heroins in die EU.

Laut Europol-Direktor Max-Peter Ratzel habe die EU ein vitales Interesse daran, den Drogentransit über die Balkanroute einzudämmen. “Dies ist einer der bedrohlichsten Bereiche der Organisierten Kriminalität überhaupt.” Abgesehen vom gesellschaftlichen Schaden, den die Drogen anrichten, würden sich zahlreiche Terrorgruppen durch den Handel mit dem Suchtgift finanzieren.

Um das Heroin gar nicht erst zur Schmuggelware werden zu lassen, stört die EU gemeinsam mit ihren Partnern bereits die Produktion vor Ort, besonders in Afghanistan. Mit über 4000 Tonnen Rohopium jährlich (dieses wird aus dem Extrakt des Schlafmohns gewonnen) liefert das Land weltweit 90 Prozent der Vorläufer-Substanzen. Zur Heroin-Gewinnung benötigen die Drogen-Labors jedoch jährlich 10.000 Tonnen Chemikalien (überwiegend Essigsäure-Chlorid), die in Afghanistan selbst nicht hergestellt werden können, und daher ins Land geschmuggelt werden müssen.

“Wir versuchen in letzter Zeit vermehrt, den Chemikalien-Schmuggel nach Afghanistan zu unterbinden", erklärt Viktor Vasilewitsch Tschkessov, Direktor des Drogendienstes in Russland.

Innenministerin und EU-Ratsvorsitzende Liese Prokop kündigte an, dass die gemeinsame Drogenstrategie der EU und ihrer Partner bereits Ende dieser Woche beschlossen werden würde.

Ramush Haradinaj wurde am 3. Juli 1968 im Dorf Glodjane im Kosovo geboren.

1989 ist er, nach verschiedenen Demonstrationen der albanischen Bevölkerung des Kosovo, in die Schweiz ausgewandert, wo er aktives Mitglied der Volksbewegung des Kosovo, der zukünftigen Befreiungsarmee des Kosovo (UÇK) wurde.

Im Jahre 1996 gründete er in den Städten Kuks und Tropoja verschiedene Stützpunkte für Terroraktionen. 1997 liess er sich definitiv im Kosovo nieder. Im März 1998 wurde er einer der regionalen Kommandanten der UCK.

Ramush Haradinaj soll einer der Gründer der spezialen in Glodjane gebildeten Einheit, der „Schwarzen Adler“ gewesen sein. Diese Organisation wird für die Folter und Ermordung von mehrere Dutzend von serbischen und albanischen Zivilisten des Kosovo (der Kollaboration mit dem serbischen Feind beschuldigt) verantwortlich gemacht.

Am 24. März 1998 unternahmen die Einheiten der UÇK massive Aktionen, die zum Ziel hatten, die Serben aus dem Kosovo zu vertreiben.
Die Streitkräfte des UÇK unter dem direkten Kommando Ramush Haradinajs und insbesondere die von Idriz Balaj (vgl. Verbindungen) geführten « schwarzen Adler » haben serbische Zivilisten und Romas, die in den in der Gegend von Glodjane gelegenen Dörfer lebten, angegriffen, geschlagen, vertrieben, entführt, festgehalten und gefoltert.

Zwischen März und September 1998 seien 25 serbische Polizisten als Zielscheibe benutzt und mehr als 60 Serben und Albaner aus der Zivilbevölkerung entführt und anschliessend hingerichtet worden.

Am 12. September 1998 hat ein forensisches Team der serbischen Polizei die Überreste von mindestens 30 Personen am Ufer eines Kanales in der Nähe des Sees Radonijc gefunden. Die Körper von sechs Personen wurden auf dem Bauerngut Ekonomija wiedergefunden und diejenigen von mindestens drei weiteren Opfern wurden auf der Strasse von Dasinovac entdeckt.

Da Ramush Haradinaj - zur Zeit als diese Taten begangen wurden - als Kommandeur der UCK die totale Kontrolle im ganzen Operationsgebiet von Glodjane innehatte, wird er für all diese Angelegenheiten verantwortlich gemacht.

Er wurde am 4. März 2005 von der Anklagebehörde des ICTY angeklagt und hat sich freiwillig der Justiz gestellt.

Gervalla: Das ist nicht falsch. Ich halte es für unverantwortlich seitens der EU, der deutschen Regierung und auch der internationalen Gemeinschaft, dieser Art von Politikern auch noch zu hohem Ansehen zu verhelfen. Ich gebe Ihnen nur ein Beispiel. Der UNMIK-Chef, also der Chef der internationalen Verwaltung im Kosova, der Herr Petersen hat sich völlig disqualifiziert, diesen Menschen, der jetzt auch ein mutmaßlicher Kriegsverbrecher ist, als Freund zu bezeichnen. Was würde jemand in Deutschland sagen, wenn dasselbe in Deutschland vor einigen Jahrzehnten passiert wäre? Wenn man einen mutmaßlichen Kriegsverbrecher seitens der internationalen Seite als Freund qualifizieren würde? Ich finde, diese Art von Kompromittierung schadet auch den demokratischen Kräften. Denn wem soll ein Opfer von Gewalt vertrauen, wenn sogar der oberste Chef des Landes, der UNMIK-Chef einen mit Druck und Gewalt operierenden Mann als Freund bezeichnet?

Wiese: Frau Gervalla, wieso ist den Haradinaj eigentlich später Ministerpräsident des Kosovo geworden? Er ist da ja auch Koalitionspartner Ihrer Partei. Welche Rolle spielt er da?

Gervalla: Also, Kosovo braucht Demokratie und Kosovo braucht Demokratie wie die Luft zum Atmen. Es muss raus aus Serbien, raus vor allem aus dem Druck und der Angst, dass es einen Weg zurück unter die Herrschaft Belgrads geben könnte. Dazu braucht es demokratische Persönlichkeiten, es gibt eine sehr beeindruckende Persönlichkeit, das ist der Parlamentspräsident Kosovos, der Herr Daci. Jedenfalls sind Nationalisten und erwiesenermaßen gewaltbereite Figuren wie Haradinaj und Thaci keine Zukunft sondern ein Schritt in die Vergangenheit. Ich meine, wenn diese Voraussetzungen erfüllt sind, wenn die Angst raus ist, dass man nach Belgrad wieder zurück müsste, also unter Serbiens Herrschaft, dann werden im Kosovo die Prozesse anders laufen als bisher. Die EU muss begreifen, dass sie sich heute keine strategischen Fehler erlauben können, denn sonst hätten sie die Probleme und Krisen von morgen vorbereitet.

Wiese: Was wäre dann die Alternative, Frau Gervalla? Ein unabhängiger Kosovo?

Gervalla: Ja, am Ende ein unabhängiges Kosova. Die Aussicht der Unabhängigkeit unter der Bedingung, dass man bestimmte Voraussetzungen dafür erfüllen muss, dass die Politiker, die Kosova regieren, die Unabhängigkeit kommt, aber sie wird nur unter bestimmten Voraussetzungen von der internationalen Gemeinschaft anerkannt.

The Government will approve in its coming meeting a draft-law for the liberalisation of visas for tourist coming to our country. This draft-law was prepared by the Ministry of Tourism, Culture, Sports and Youth and it as made known by Prime Minister Berisha during yesterday’s meeting of government. During his word, the Prime Minister stressed the approval of this package for the liberalisation of visas for tourists coming to our country is a necessary step for the development of tourism sector. This liberalisation of visas, according to the Prime Minister, is in compliance with the criteria of the European Union.“We are asking for the liberalisation of visas for Albanians, but, on the other hand, we have practices that need to be changed, especially in accordance with demands of the tourist season, for tourists visiting our country. It is important that Adriatic and Ionian Seas have tourist continuity. In this context, following the criteria of the European Union, we should impose for the new liberalisation a new visa practice for those coming to Albania from other countries,” Berisha said. In function of this scope, according to Berisha, all bureaucracies should be eliminated. On the other hand, the head of ruling majority said the government will take in consideration the matter of fees’ differentiation done to Albanians and citizens of Macedonia. “These citizens should be treated equally. There could not be two standards. It should also include citizens of Montenegro. They should have the same treatment regarding the fee they pay to enter or exit Albania. We should remove the differentiation regarding Macedonians and make it equal as Albanians,” Prime Minister Berisha said further.

Por duhet pranuar se ligji dhe sidomos ministria e Brendshme po ruhet, nuk dihet se nga se, e perse, per te vene prangat edhe mbi nje mori ish drejtuesish te larte te kohes se qeverisjes se majte. Mundet qe per t’u ruajtur akuzave politike zoti Berisha e ka nisur nga zyrtaret e tij, ne menyre qe te kete te drejten morale si dhe justifikimin per te vene prangat edhe mbi ish drejtuesit e para 3 korrikut.

Dje, ne nje dite pushimi zyrtar, si per çudi, doli ne nje konference shtypi ish zv/ministri i Turizmit zoti Artan Lame, i cili, nga ana e tij, duke iu dridhur goja dhe zeri tha se ai ka punuar mire ne kohen qe ishte pergjegjes per turizmin gjate viteve kur ai ishte zv/minister. Dhe duke vazhduar me tej tha se kishte qene ai dhe qeveria e tij socialiste qe kishte bere padi ndaj zyrtareve te asaj kohe qe ne gushtin e vitit 2004 e me vone.

Por si paska mundesi qe qeveria e tij nuk paska arrestuar zyrtaret qe kane shkelur ligjin, por kane pasur friken se mos Berisha, asokohe ne opozite, ” do t’i akuzonte per arrestime politike"? Kjo nuk e justifikon ish/zv/ministrin Lame per moskryerjen e detyres dhe masakren qe eshte bere ne zonat bregdetare.

Nese ka pergjegjes per kohen e para 3 korrikut, siç po ndodh edhe me ndalimet e disa drejtuesve vendore demokrate, edhe zoti Artan Lame ne pozicionin e ish zv/ministrit te Turizmit dhe Rregullimit te Territorit duhen te pergjigjet para te njejteve gjykates si dhe kryetari i komunes se Golemit.

Por nje pyetje tjeter lind per shume zyrtare te akuzuar e ku dosjet kane shkuar ne Prokurori, te cilet kane pasur poste te rendesishme ne zyrat e shtetit, se perse ata livadhisin ne baret e ish bllokut ne Tirane dhe policia nuk i prangos? Eshte nje gje shume e mire qe kryeministri Berisha ka leshuar ultimatumin per te penalizuar se pari zyrtaret e tij te tanishem, nese shkelin ligjin, por si heshtin sirenat e policise per te derguar ne qelite e burgut te Tiranes nje mori ish drejtuesish te larte te para 3 korrikut, te cilat jane te mbuluar me akuza dhe shkelje ligji, aq sa nuk i lan asnje dite shiu si e djeshmja?

Pse policia e Prokuroria nuk po dergojne disa ish ministra para drejtesise? Çfare ka frike ministri Sokol Olldashi qe nuk urdheron qe operacioni antikorrupsion te trokase ne dyert e kesaj morie ish zyrtaresh qe jane deri ne gryke ne dosje korrupsioni e aferash? Ka frike nga opozita se mos ngrihet me bilbila ne parlament?

Besojme se nuk ka asnje opozite ne bote, e cila mund te bertase se i eshte arrestuar nje pjestar i saj me te cilin turperohet nga faktet e korrupsionit.

Megjithate ka hamendje te besueshme se zoti Berisha po luan bukur, duke pergatitur opinionin publik se pari qe po arreston njerezit e tij te cilet kane shkelur ligjin. Pra, kur kryeministri urdheron arrestimin e zyrtareve te tij, nuk ka asnje njeri te drejte qe te bertase kur te prangose pjesetare te opozites, te cilet kane shkelur ligjin kur ishin ne detyra shteterore.

Ndofta e gjithe kjo vale arrestimesh, me te drejte, ka nje prapavije shume te sofistikuar, pasi mund te jete duke u pergatitur nje arrestim super i madh ne radhet e opozites. Mundet te jete edhe keshtu. Gjithsesi arrestimet e bera deri tani i shtojne piket kryeministrit ne opinionin publik. Jane shume ish zyrtare qe presin sirenen e policise qe t’ju beje “muzike” tek dera e shtepise.

Ndaj doli dje ne dite pushimi edhe ish zv/ministri i Turizmit Artan Lame, i lodhur, i dridhur dhe paksa me shikim nga Burgu i Tiranes.

Und genau das wurde von mir schon vor Jahren berichtet und geschrieben.

Sipas tyre, hetimi ka filluar nje muaj me pare, pas nje pune intensive per grumbullimin e informacionit. “Prej nje muaji informacionet po ekzaminohen nga Ministria e Brendshme ne bashkepunim me Prokurorine e Kavajes. Durres Construction Police resumes actions

Saranda- Only five months ago, we were acknowledged with a long list of constructions in schoolyards, forcedly occupied by different citizens. The list started from Borsh School up to Livadhja. In this list published back then, Saranda Construction Police gave a full picture of illegal constructions that had “strangled” schoolyards. There were counted all schools and kindergardens in Saranda town, followed as well by schools in rural areas. “Berisha” order for schools’ liberation from illegal occupations and liberation of school spaces for school children mobilized back then all Construction Police specialists, who measured schoolyards’ lengths and widths and determined occupied zones.It was informed that bulldozers from Tirana would have come soon to make the undone. It was even said that some valuable constructions would have been given to schools through an agreement between private and state parties.

Mayor of Golem Commune Demir Lika was arrested yesterday around 11.00 am. Lika is to face the charge of corruption. The information was given by the Interior Minister Sokol Olldashi himself. During a press conference, Minister Olldashi gave some detail over the arrest of Mayor of Golem Commune. The Minister reported that during a control exercised in Demir Lika’s house, there was found a considerable amount of money. It is about eleven thousand euros, about thirteen thousand US dollars and about one million lek. During controls in documentation the Mayor had at his place, there were also found bank transfers of a value of 40 million lek.Minister Olldashi reported the case in question with respective documents was transferred to the Prosecution Office. The Minister considered the latest operation as turn’s success in the fight against corruption.

TIRANA - The Minister of the Interior Sokol Olldashi announced on Thursday the arrest of Demir Lika, head of the Commune of Golem, in the Prefecture of Durres. Lika was arrested around 11:00 am on Thursday on corruption charges regarding the purchasing of lands in the tourist area of Golem."After weeks of investigations, the police have arrested Demir Lika, the head of the Commune of Golem, who is accused for misuse of office,” Olldashi declared.

KAVAJE Ministria e Brendshme duket se nuk do te ndalet vetem ne luften kunder krimit dhe trafikut. Nje tjeter linje eshte edhe lufta kunder korrupsionit ku vete ministri i Brendshem, Sokol Olldashi beri te ditur dje arrestimin e Kryetarit te Komunes se Golemit, Demir Lika. Ky i fundit eshte arrestuar dje paradite, rreth ores 11.00, nen akuzen e “korrupsionit”.

Lajmi per arrestimin e tij u be i ditur nga kreu i Ministrise se Brendshme, Sokol Olldashi, ne nje konference per shtyp i cili e ka quajtur kete si nje sukses ne luften kunder korrupsionit te funksionareve publike.

Sipas ministrit Olldashi, gjate arrestimit, kryetarit te komunes se Golemit iu gjet nje sasi e madhe parash te cilet ishin ne valute shqiptare por edhe te huaj. Vec nje shume te konsiderueshme lekesh, Likes iu gjeten gjate kontrollit te tij fizik por edhe atij te ushtruar ne banese, mijera euro dhe dollare.

“Behet fjale per rreth 11 mije e 700 euro, rreth 13 mije dollare dhe rreth 1 milione leke te reja ne kesh. Nga kontrolli i dokumentaciont qe i eshte gjetur, ne banese jane gjetur transferta bankare ne nje vlere prej 40 milion leke te reja” u shpreh ministri Olldashi. Ceshtja tashme i ka kaluar prokurorise.

Ne vijim te fjales se tij Berisha u shpreh se situata me Golem paraqitet dramatike. Ai nenvizoi se per permiresimin e kesaj gjendjeje do te anullohet plani i meparshem urbanistik i kesaj komune

Ora 18:00- Arrestohet kryetari i komunes se Golemit, perfaqesues i Partise Demokratike ne pushtetin vendor, Demir Lika. Arrestimi I tij eshte bere rreth ores 11:00 te paradites se sotme. Lika akuzohet akuzohet per korrupsion. Ka qene vete Ministri I Brendshem, Sokol Olldashi ai qe ka dhene hollesite e arrestimit te kreut te komunes se Golemit. Legalisation process starts in Durres
It has started the first preparatory phase for the legalisation process of houses of squatters around Durres district. So, Prefecture of Durres is totally committed on providing appropriate conditions for well-functioning of the first phase. This high interest from Durres Prefecture Office came after the decision of Council of Ministers, where this institution is in charge of overseeing and assisting the first phase of the legalisation process, differently called preparatory phase. According to the Secretary General of the Prefecture Office Dilaver Tepelena, the decision issued by the Council of Ministers charges Prefecture Officeon providing conditions for well functioning of the legalisation process. In this regard, a work group was set up in the Prefecture Office to meet the requirements of this decision. This group will concretely be responsible for providing well-equipped offices for the officials of this process.

International tender for Durrësi’s water-supply
The Prime Minister Sali Berisha has promised solutions related to the issue of the supplies drinkable water for Durresi, on yesterday government’s meeting.As it concerns this issue, he required to the Minister of Transports, Lulzim Basha, to take all the necessary measures and announces an international tender for the Durrësi’s new water-supply network, within the city and the surroundings. On the other side, the Prime Minister emphasized that the Governments will take all the necessary measures in order to alleviate the current situation on Durresi water supplies, taking into t he consideration that the procedures on announcing an international tender take considerable time. “The tender should take into consideration and carefully study all the possible variants including here even the salty water and the entire Tirana and Krruja’s highlands. The land of Fushe-Kuqe is not considered as reliable because the underneath water’s pressure decrease help on salting them and enable the see water entry on them as well. There should not be experimented again as it has happened on the case of Mamurras, but there should be undertaken serious covering all the water sources from Shkopeti to Kerraba”, declared the Prime Minister. Meanwhile the Prime Minister has invited National as well as International Companies to take part on the study. This study should be conducted within this year in order that the next government budget can take into account this vital project for Durresi, emphasized the Government’s leader. During his speech in front of his cabinet’s ministers Berisha considered Durresi’s water-supply Project as a major one. Berisha explained that, while Vlora’s water-supply network, for which there were needed 22 million of euros, is going to solve the problem on this city, Durresi project is a major problem which can not be solved through facilitating interventions but there are needed serious interventions and it requires the construction of a new water-supply network with four times bigger capacity of the existing one. “During the 7 last years Durresi is experiencing the biggest drinkable water’s problems. In dependence to the season, the city is supplied one or two hours per day. The entire capacities can afford just a few hours for city and surrounded supplies. The immediate undertaken measures are doubling the supply on the seaside area, where there are added some 120 l/sec by the Fushe-Kuqe interventions and from two Maskurise’s water-supplies batteries in use”, declared Berisha.
