Albania to issue digital passports

Albania announced plans to deliver new passports with digital chips to its citizens. The project is due to be implemented by the end of next year.

Albania has announced plans to issue new passports that contain greater security measures, in hopes of easing restrictions on its citizens under the Schengen visa system. The project was drafted by the interior ministry, and was passed by the government this summer.

Albania is not the only country in the region making the move. On Tuesday (29 August), Greece announced that it has begun to issue new e-passports. The fee to acquire the new ID documents is 45 euros, 20 euros more than prior travel documents. Albania has not yet set the price for its new passports.

Among the new elements of the passport will be an integrated chip, allowing the passport to be scanned digitally. It will feature a digital photograph and other data such as fingerprints. Customs authorities will be able to instantly access the digital file without assistance from the police.

“By putting a chip in the passports, all the citizens will be able to pass through the borders more quickly, as the checking procedures will be eased,” the government said.

The new travel document will be called the Albanian Electronic Passport (AEP), and can be used for more than ten years after the issue date. The passport will have 48 pages, and the chip will be put in the back cover.

According to the ministry, the new passport will be mauve in colour; diplomatic passports will be dark green and service passports will be black.

The new passports are scheduled to be ready late next year, in an effort to guarantee higher security measures in accordance with international regulations. “

It is necessary to renovate the passports in order to modernise the actual system which was built up in 1992. We want to offer high security measures and protect the documents from being forged or abused. We also want to implement the international standards for the biometric data in the passports,” the ministry said.

The current passports are produced by the German company Bundesdruckerei International Services, which has been under contract since February 2002. The step comes as Albania, among other countries in the region, is pushing to ease the EU visa regime. The advanced technology is currently in use in the EU and the United States.

This initiative was undertaken in cooperation with the Institute of Hygiene, which took the first step of determining the most polluted zones of the beach. Rushit Basho said that not even a drop of water is flowing from the tab of his apartment and other sixty families since five years. Given this heavy situation, we are addressed to the local government and the water-supply enterprise of the town, calling for their intervention, but it was useless. Yesterday, a representation of these families, men and women, appeared to the office of the water-supply enterprise directory, where an official who received them, after heard the inhabitants’ concern and protest, he responded clear: There is no chance the water comes at your homes. Albanian Interior Ministry drafts plan to fight crime, step up border control

TIRANA, Albania – The interior ministry is preparing a plan to fight crime and step up border control, to meet commitments under the Stabilisation and Association Agreement with the EU. According to an article in Monday’s (28 August) daily Standard, the plan envisions establishment of new structures to handle the process, as well as training of personnel and improving co-operation among public services to boost efficiency. Border protection police and migration police also would be re-organised and supplied with new vehicles, boats and equipment.

In other news, tax authorities shut down the two largest printing houses in the country – Demokracia and Eurorilindja – due to their huge debts to the state. Eurorilindja prints the ten most influential newspapers in Albania. (Albanian News - 29/08/06)

Abuses, Olldashi’s secret report disclosed
The scandal that involved the former Ministry of Public Order during 2005 on procurements, tenders, rewards and other abuses is converted into a “flow” of measures taken by the actual head of this institution, Sokol Olldashi.“SOT” newspaper managed to possess a secret material signed by the minister a while ago. It is an order addressed to all departments involved in abuses, violations and illegal actions. The secret report of the Ministry of Interior disclosed abuses and names involved in the scandals, up to the General Director of State Police Bajram Ibraj. There are 22 measures mentioned in the final report of the State’s High Control Office and basing on the order issued by Olldashi, corrections and collection of liabilities should have been performed within this year. Out of these measures, two are of the legislative character, twelve of organizational character and eight of repayment character. In the measures of the legislative character, it is pointed out the confusion with the Holidays House in Durres, which had gained a kind of independence from the ministry and the gaffes in the legislation for grades made the Minister of Interior Sokol Olldashi to urge setting up of a working group for revising and improving the law on grades, which is ready by now. This draft-law is to be submitted in the council of ministers and its approval is expected soon. The paper has published in its previous issues how the grades, functions and structures are to be changed. It seems that from the order issued by Minister Olldashi, many things have not properly functioned in the Ministry of Interior during 2005. A big mess in the fund of salaries, rewards, grades and functions. Deficiencies were also noticed in the expenses report submitted in the Ministry of Finances from foreign financings programmes, especially CARDS programme, up to the internal regulation of the institution on which the minister urged for urgent changes. But, what are largely noticed, are the abuses performed by the commanders and chief commanders with their wives’ assistance, incorrectly filling the forms and documents. The newspaper is in possession of the list of officials, where 13 wives of officials working in the ministry and 29 others of chief policeman in the State Police benefit unemployment assistance from the state budget, without full documentation.

Water Pollution Spreads Hepatitis Epidemic
Durrës- Since a while, polluted water flows from tabs of Durres inhabitants.The situation alarmed the inhabitants of various quarters of the city. The hepatitis outbreak due to pollution of running water is present at any moment. Water pollution in quarters 14, 17, 18 and lately in the beach zone was approved by officials and specialists of the primary health institution. They said the situation in these zones is extremely heavy, which has come as consequence of the water system downgrading as well as of mixture of drinking water with sewages. This situation has exceeded the borders of Durres city reaching even Kruja town, where the situation is pretty the same alarming. The inhabitants have often raised the voice for the pollution of drinking water, but the responsible authorities justified with lack of funds.

Lushnje- Hundreds of citizens from Lushnja confronted yesterday afternoon police forces and bulldozers of the construction police. They even held back these forces. Their reaction was harsh. They did not allow the demolition of their objects built in the place known as the town’s industrial market. It was 15.30 when police forces and bulldozers of the construction police appeared on the site. This thing irritated traders which stay since four days in their former-work places, without trading. As long as they saw the bulldozers of the construction police, they started protesting against the decision to demolish the market and against officials that issued this order. Facing this situation, police forces formed a cordon to hold back traders march towards the municipality. A woman fainted due to high temperature and blood pressure. And, this fact irritated the traders even more. So police were forced to adjourn the demolishing process for the coming days.

Mindestens neun Verletzte bei Granatenanschlag im Kosovo

Mitrovica - Bei einem Granatenanschlag im der serbischen Provinz Kosovo sind mindestens neun Menschen verletzt worden, unter ihnen zwei Ausländer. Eine Holländerin und ein ausländischer Polizist sowie sieben serbische Zivilisten erlitten Verletzungen, als ein Attentäter am Samstag in einem Café in Mitrovica eine Handgranate zündete, wie ein Arzt aus dem örtlichen Krankenhaus sagte. Drei Menschen waren demnach schwer verletzt. Ein Polizeisprecher sagte, die Polizei habe einen Verdächtigen festgenommen, machte aber keine genaueren Angaben. Operacioni për asgjësimin e kanabisit të mbjellë në disa zona të Shkodrës ka përfunduar dje me arrestimin e dy inspektorëve të policisë dhe shoqërimin e një kryekomunari, i cili nuk kishte denoncuar kultivimin e bimëve narkotike në komunën e tij. Policia e Shkodrës tha se ka asgjësuar në disa parcela në komunën Temal, 6100 rrënjë kanabis sativa, të cilat ishin mbjellur në disa parcela në toka publike në fshatrat Buzhal të komunës Qelëz në rrethin e Pukës dhe Kajvall të komunës Temal në rrethin e Shkodrës. Në Buzhal janë gjendur e asgjësuar 2600 rrënjë kanabis sativa, ndërsa në Kajvall 3500 rrënjë. Efektivë të shumtë të drejtorisë së policisë së Shkodrës kanë filluar paradite një operacion të gjerë për asgjesimin e lëndëve narkotike duke e përfunduar operacionin me 6100 rrënjë kanabis të korrur. Policia më pas u ka vënë prangat edhe dy kolegëve të vet, Viktor Marku dhe Ismet Ibrahimi. Ata ishin inspektor në zonën e Qelkëzit në Pukë, dhe në zonën e tyre u zbuluan rrënjët e shumta të kanabis sativa. Dy inspektorë kishin bërë më parë një raport në drejtorinë e policisë ku raportonin për situatën në zonën e tyre.

Commune-Municipality 10 years On Court On Land-Banks
Sarande-The conflict on the land ownership on the Berdenesh and Lekursi Fortress between Saranda municipality and the Aliko Commune has ten years started and still going on. The cause of the conflict is the land-banks given by Saranda Municipality and in the same time they are taken into the jurisdiction of Aliko Commune and divided as well again. The owners of such lands are duplicated based on the simple fact that the land is operated once by Saranda Municipality and then by Aliko Commune.The story goes like this with such an issue: the owner considers as such by the Municipality starts the constructions on his new land given by the Municipality and then another person who is known as the owner of the land by the Commune, interferes with the right of being the owner of the land. On the duplicated land ownership the conflict has several years continuing and the getting deeper. There are more than 100 cases on such a dilemma. Solving this many years conflict the owners of the lands have been running on the courts and both parts represent regular land-documents in front of the court. Both sides pretend to be the legal owners of the land, based on the signed documents.

Durrës- The director of Durres Construction Police Perlat Kocillari was sacked without any clear motivation. Prosecution Office inquires on Durres Mortgage
Durrës- The prosecution office has triggered investigations on Durres mortgage office. Actually all employees of the mortgage are in vacations, while just the director of the immovable properties office Edmond Hoxha was present in this investigation. During June and July, Durres mortgage has been under constant control from the High State Control Office, as well as from the serious crimes prosecution office. As the violations performed in the immovable properties office are considered as severely heavy, some ex-employees were even arrested. In this inquiry are included ex-employees of the mortgage office, as well as actual employees, on whom the prosecution office has enough evidences to take them to court.

Plazhi i Golemit, dy ditët e fundit ndodhet në gjendja alarmante për shkak të ndotjes. Pikërisht për këtë, Ministria e Mjedisit ka nisur një në mënyrë urgjente një grup ekspertësh, për të evidentuar shkaqet e tejndotjes së plazhit të Golemit. Sipas zëdhënësit për shtyp në Ministrinë e Mjedisit, Tom Therçajm specialistët po monitorojnë situatën dhe rezultatet priten të dalin sot. Ndërkohë, specialistët e Institutit të Shëndetit Publik, bëjnë të ditur se plazhi në Golem është i tejndotur me fekale. Ndërsa dermatologët theksojnë, se uji i ndotur i deteve është burimi kryesor i infeksioneve të lëkurës.
Monitorimi
Monitorimi i fundit i ISHP-së, i cili është bërë në fillim të gushtit, ka rezultuar se uji i plazhit të Golemit është i ndotur me fekale, 2 deri në 6 herë më shumë se normat e lejuara nga Organizata Botërore e Shëndetësisë. E, ndërsa çështja është bërë shqetësuese, ditët e fundit, në këtë zonë të plazhit të Durrësit, zyrtarët e Ministrisë së Mjedisit, thanë se nuk i dinë shkaqet e ndotjes së ujit të detit, i cili ditët e fundit ka marrë ngjyrë të verdhë. “Kemi ngritur një grup pune dhe po monitorojmë situatën dhe shumë shpejt do të dalim me konkluzionet përkatëse”,- thekson zëdhënësi i Ministrisë së Mjedisit, Tom Therçaj. Ndërkohë, specialistët e ISHP-së, pohojnë se kanalizimet e ujërave të zeza mbeten një ndër shkaqet kryesore të ndotjes së ujërave bregdetare. “Rrjeti i kanalizimeve, ka bërë që për vite me radhë ujërat e zeza të derdhen në det, madje edhe ujërat e zeza të gropave septike, derdhen në det dhe lumenj”,- pohojnë specialistët. Duke u bazuar tek monitorimi i vitit të kaluar, kjo ka bërë që treguesit e ndotjes fekale në muajin korrik, të ishin 10 herë më të larta se normat e lejuara.
Sëmundjet
Ndotja e ujërave të detit, padyshim që po ndikon shumë në rritjen e sëmundjeve infektive të lëkurës. Sipas dermatologut Bujar Pernaska, çdo ditë paraqiten mbi 10 pacientë në Poliklinikën e Specialiteteve, për të marrë ndihmë mjekësore. Sipas tij, studimet e fundit mjekësore, tregojnë se gjendja paraqitet më problematike në zonat bregdetare të Detit Adriatik dhe sidomos në plazhin e Durrësit. “Për fat të keq, nga këto sëmundjet infektive, për shkak të ujërave të ndotura preken sidomos moshat e vogla nga 1 deri në 12-vjeç, pasi edhe lëkura e tyre është më delikate”,- shpjegon Pernaska.

Isa Harusha, 45-vjeç me banim në lagjen “Dobraç” të Shkodrës ka mbetur i vrarë mbrëmë, rreth orës 21.00 në lokalin e marrë me qera prej tij, ndërkohë që plumbat i kanë rrezikuar jetën edhe të vëllait, Arbenit. Ngjarja e rëndë ka ndodhur në lagjen “Vasil Shanto”, në lokalin “Univers”, i cili ishte marrë me qera nga vëllezërit Harusha dhe ndodhet në qendër të qytetit, mes xhamisë Ebu Bekër dhe Kishës Orthodokse. Dëshmitarë në vendngjarje pohojnë për “Shekullin” se dy vëllezërit kanë qenë duke ndenjur në një prej tryezave të lokalit, të nxjerra në trotuar, ku ishin ulur prej pak minutash, në kohën që janë sulmuar nga plumbat.

Tre persona, të identifikuar nga policia si vëllezërit Kolë, Pëllumb dhe Ergys Alija u kanë dalë përpara vëllezërve Harusha dhe kanë qëlluar me pistoletë kundër tyre. Pasi kanë lënë të plagosur shefin e “Renxhers-ave” të liqenit të Shkodrës dhe të vëllanë, autorët janë përpjekur të largohen nga vendi i ngjarjes me një makinë. Hundreds of young and old people are referred to the health care centers as a result of the consumption of not chlorinated drinking water, (according to official information sources from the Universal Health Care Centre “Mother Tereza” July-August 2006.

The reason: The drinking water and the sewage system in Albania is totally worn out, defective and not at all effective (World Bank, Albania – Water Supply and sanitation Sector Strategy, 2003).

This year the Albanian tourism was gravely affected by the shortages of drinking water supply (Top Channel, August 2006).

The institutions have totally failed to prevent the direct damage that is continuously done to the water supply system at national level. Moreover a lot more damage caused by the discriminate use of the natural water supply in the country is not prevented, on the contrary, it is stimulated. If all these problems were seriously analyzed then the solution to the problem would be found.

It is absurd the fact that although the water abundantly runs in the water pipes for 24 hours per day and the water consumption measures up to 500l/ capita per day compared to the 120l/capita in other European countries (according to the World Bank), the vast majority of the people lack drinking water.

The reason: The water pumped abusively by citizens who illegally get it out of the central tubes reduces the quantity of the drinking water in our houses.

The reason is obvious and the solution to the problem would be the implementation of the metering system accompanied by the water rate that would reflect the real cost of the consumption, yet no concrete steps!

Try to remember how many years have passed by…yet the situation has not been solved…

In the mean time, tend to listen to the promises made by the governors. Don’t you think that their glossary comprises only demagogies, offensive and denigrating verbal attacks against particular individuals?

Have you ever heard the word ‘water’ among the tiring word phrases that they articulate in front of the TV cameras?
Yes of course, but only when they promise the “earthly paradise” like this one:

“From Velipoja to Ksamil there will not have shortages of electric power during the tourists’ season. The Ministry of the Public Affairs should urgently put into practice all the projects concerning the works on water supply system in the resorts from Velpoja to Ksamil including Pogradec and other resorts. The objective is: These areas should have running water for 24 hours per day by late 2006” (Sali Berisha, January 19, 2006).

The Ministry of the Public Affairs, Transports and the Telecommunications has not taken concrete measures yet in order to change this situation.

Lockheed Martin Signs Second Deal With Albania; To Install Maritime Surveillance System

The U.S.-based company will install command and sensor centers with radars that will collect data for defense and law enforcement officials to identify vessel trafficking and control security along Albania’s Adriatic and Ionian coasts TIRANA - Lockheed Martin Corp. signed a US$17 million (euro13.2 million) contract with Albania on Tuesday to install a maritime surveillance system that the government said will help it fight organized crime along its coasts.

Police destroy marijuana plantations in southern Albania

TIRANA, Albania – Police announced on Monday (21 August) that they found and destroyed illegal marijuana plantations in the village of Lazarat, in the southern Gjirokaster region. Italian Yacht 30 days ‘imprisoned’ in Saranda
Sarandë-On the 27th July in the waters between Corfu and Ksamil the border patrol of the district of Saranda identified a sailing vehicle heading for the Albanian coast around half past midnight. The border patrol could not accurately determine the type of the vehicle, whether it had people on board and whether it was voluntarily heading for the Albanian coast or was it high-jacked. According to the chief of the Saranda port personnel, Visorian Qejvani, the vehicle was very close to our shore but the border patrol could not determine where it was coming from and why it was moving along unknown naval corridors. In such conditions, the border motorboat with specialists from the Port of Saranda on board urgently headed towards the ‘phantom’ ship.

Hajdin Sejdia and the Hole for Albanians
Hajdin Sejdia is one of the most outspoken characters in Albania just after the breakdown of the communist system.He first came in the beginning of 1991, as a very successful businessman, and as introduced himself as the President of “Ilira Holding” company, he found the right terrain to do whatever he wanted. It was the time of the system’s overthrow, therefore no one had the willing to verify the background of the “Kosovar brother”. Sejdia managed to contact directly the highest spheres of the society. With a surprising easiness, he managed to receive a permit from the back then prime minister Adil Carcani to build a “Sheraton” Hotel behind the Palace of Culture in the centre of Tirana. But, a “small problem” emerged; he had not taken permission from the well-known Sheraton network. He loaned money from citizens and commenced the workings, promising to build a five-star hotel named Sheraton. Meanwhile, Albanian who were listening this name for the first time thought goods will fall from the sky and that Hajdin Sejdia was the best man in the world. Soon, bulldozers started excavating tons of earth making a giant hole, which afterwards and still now is known as the “Hole of Hajdin Sejdia”. The hole remained opened till today, after Sejdia fled with all his heavy-tonnage vehicles. With such action, people remained shocked, as he had taken money from them and gave a good lesson to them not to trust anyone. But Albanians did not properly learn the lesson because they lost money again in the pyramid schemes some years later. He did not come back to Albania until late 90s. Now with a decision of Prime Minister Berisha, the hole has started to be filled up to wipe off this memory from Albanians’ minds.

Stolen cars block car dealers’ market
In Albania, about 280 thousand cars in circulation, out of which 95 per cent result to be purchased in the black market and just five per cent through authorised car dealers. But lately, the number of cars purchased in the black market has sensibly decreased. According to sources from the customs, the number of cars from the black market has decreased by 40 per cent as compared to the same period of time of last year. Meanwhile, according to car traders of the black market, the rise of custom duties for imported cars has caused a sensible rise of cars price in this market.So, during a visit in one of these markets, in Durres, we noticed that car prices are almost doubled. According to a car trader, E.A. car prices have increased due to custom duties rise. “If one wants to buy a car without paid duties, its price will be same it was before January,” the trader said.

In December last year two foreign prosecutors, one of them German and the other Swiss, came to Albania to investigate the trafficking of luxurious cars that after being stolen in Germany and Switzerland would be passed on to Albania.They wanted to know whether Albania had turned into a final destination or a transit point for car trafficking. The two foreign prosecutors contacted their Albanian counterparts that have been investigating the phenomenon for years yet, unable to paralyse it. It must not have been difficult for them to find an answer. Suffice to walk along the ruined roads of Albania to see the myriad of cars, even the latest series that circulate around them. To their latest owners, a luxurious car that in Western European countries costs 40-50 thousand dollars, costs 5-8 times less. The only common “problem” for the majority of the cars moving across streets of Albania is that they are stolen. Police figures point out the balance between stolen and regular cars is equal. Since several years, Albanians are engaged in trafficking stolen cars. That led to astonishing increase of the number of cars moving across the streets of this poor country, whose citizens own more Mercedes than Germany on a per capita basis. The cars stolen in the western European countries are sold with very cheap prices, varying from three thousand dollars for a modest car to fifteen thousand dollars for 44-wheel drive cars. But, there is a problem with these cars. You cannot drive them out of the country, while inside the country, it is established and strengthened an entire army of highly sophisticated forgers that could turn a stolen car into a regular one. These cars win full Albanian citizenship and are even used without (knowledge) by government officials. It occurred that victims of this traffic have fallen even high ranking state officials, as it was the case of the arrest by Italian police forces of Governor of the Albanian Central Bank in 1997, while was driving a car purchased in Albania which resulted to have been stolen in Italy. Albania’s main opposition party threatens to boycott local elections

TIRANA, Albania – The country’s main opposition Socialist Party (SP) will not participate in the local elections this winter unless the parliamentary majority complies with its demands for electoral reform, SP leader Edi Rama said on Thursday (17 August). The party has raised objections to a temporary voters’ register and the ruling party’s selection of a Central Election Commission member. Rama said that if the majority does not compromise regarding these matters, the SP and its four partners in the left-wing opposition coalition would seek early general elections in 2007. Investoren sollten alles für einen Euro bekommen, sagte der Regierungschef am Mittwoch seinem Kabinett."Wir sollten Land und Wasser für einen Euro anbieten, sie können für einen Euro in unser Land kommen und für einen Euro hier ein Geschäft anmelden", sagte Berisha. Um Albanien zum attraktivsten Land zu machen, müsse man “das Undenkbare denken und sich das Unvorstellbare vorstellen".

Albanien könne den für einen angestrebten EU-Beitritt nötigen Wirtschaftsboom nur erreichen, wenn es das billigste und das beste Land für Investoren werde, sagte Berisha weiter. Bis zum 10. September erwartet er von seinem Kabinett erste Ausarbeitungen zu seiner Idee.

Leskaj i ka dhene lirine firmes franceze per ndertimin e fshatit turistik nderkohe banoret e zones nuk e lejojne kete ndertim pasi pretendojne se pronat dhe tokat jane te tyre dhe per kete disponojne dokumentacione te periudhave te ndryshme

Firma franceze Club Med eshte e lire qe te vazhdoje te ndertoje fshatin turistik ne gjirin e Kakomese. Njoftimi eshte bere i ditur gjate dites se djeshme nga Ministri i Turizmit , Bujar Leskaj i cili beri te ditur se vendimi per mosnjohjen e pronave te banoreve te Nivices eshte marre nga Komiti Shteteror i Kthimit te Pronave.

“Ajo toke nuk iu njoh banoreve te fshatit, mendoj se Club Med eshte i lire te vazhdoje investimin e tij ne gjirin e Kakomese, investim qe une e vleresoj shume te mire” eshte shprehur Leskaj.

Kundershtimi i banoreve
Por, jo te nje mendje kane qene banoret e zones se Kakomese ne Sarande. Banoret pretendojne se kane dokumente te hershme te tokes, mbi te cilen do te ndertohet nje fshat turistik. Por shteti s’i ka njohur per pronare.

Kjo gje ka krijuar nje konflikt te hapur ndermjet shtetit dhe banoreve te zones. Keta te fundit kane krijuar edhe nje bord per te mbrojtur pronen e tyre ku jane pretendente rreth 129 aksionere. Pasi jane endur vite te tera neper dyert e institucioneve per te fituar te drejten legjitime te njohjes se prones. Megjithate, fshataret e Nivicas jane te inatosur.

Ata pretendojne se toka eshte e tyre dhe thone se kane dokumentat qe e provojne nje gje te tille. Vitin e kaluar, kompanite ndertuese u perballen me fshataret e qe dolen ne protesta. Kur fshataret e bene te qarte se nuk kishin ndermend te terhiqeshin, qeveria shqiptare dergoi 600 forca speciale te armatosura.

Si pasoje e perplasjeve mes forcave te policise dhe fshatareve u arrestuan dy persona. Duke pare keto problem nje pjese e banoreve kane dorezuar dokumentat te cilat i perkasin periudhes post komuniste qe tregojne se fshataret kane aksione.

Menjehere pas konfliktit te banoreve me forcat e rendit keta te fundit u detyruan per nje kohe te gjate te ruajne zonen dhe te mbajne nen kontroll fshataret e Nivices
Edhe pse qeveria e meparshme dha “Ok” per firmen franceze dhe nuk njohu pronat e banoreve te Nivices ne Kakome keta te fundit protestuan per vendimin.

Madje ne momentin qe firma studionte vendin per nisjen e punimeve ne Kakome ,banoret e Nivices te irrituar debuan francezet nga fshati. Ngjarjet ndodhen jo me shume se nje vit me pare ku banoret e Kakomese u mbeshteten ne protestat e tyre nga Berisha dhe Partia Demokratike kunder vendimit te qeverise te drejtuar nga ish/kryeministri Nano.

Ndonese prej nje viti kjo çeshtje ishte lene ne harrese vetem gjate dites se
djeshme ministri Leskaj i ka dhene lejen firmes franceze te vazhdoje punimet per ngritjen e fshatit turistik, ndonese banoret e zones I jane drejtuar me letra presidentit, kryeministrit si dhe ish kryetarit te kuvendit, Pellumbi.

Projekti
Projekti i firmes franceze perfshin se bashku me kompanite vendase per te krijuar nje fshat me rreth 700 banore. Partneri shqiptar “Riviera” planifikon te ndertoje ketu 350 vila, secila prej te cilave te jete me 700 dhoma per 12.000 turiste.

Fshati Kakome do te jete nje nder me te mrekullueshmit ne bote. Ne thelb projekti i paraqitur synon zhvillimin e nje strukture te kompletuar turistike, duke kenaqur interesat e grupeve te turisteve te nivelit elitar nderkombetar

Ne zonen qe parashikohet te ndertohet fshati turistik i Kakomese, nuk eshte realizuar ndonje investim, i cili permbush kerkesat e operatoreve nderkombetare per perfshirjen edhe te Shqiperise ne paketat e tyre turistike.

Produkti qe do te ofrohet eshte sherbimi turistik me te gjitha kapacitetet dhe lehtesite e nje konforti elitar, ku nder veprimtarite kryesore te ketij produkti jane pushimi i klienteles elitare, ofrimi i mundesive rekreative me ambientet perkatese. Club Med u siguron klienteve te gjitha sherbimet dhe ku perfshihet transporti, akomodimi, ushqimi, zbavitja, sportet.

Science and technology: New software helps detect money laundering

Inquiries into suspicious transactions can be handled more quickly with the help of a software programme being introduced at Albanian banks. Also in science and technology: Bulgaria’s IT sector sees big salary increases, Croatia’s F-Secure says it has developed an anti-virus programme for mobile phones, and Serbian geneticist Miodrag Stojkovic plans an in vitro and stem cell centre in Belgrade.

The Savings Bank of Albania is one of the banks that will get the money laundering verification software.

Albania’s five largest commercial banks have installed special software to help detect money laundering. It allows suspicious transactions to be verified in real time, thus reducing delays in the investigation of suspicious accounts. The finance ministry says it expects the software to be installed in all the country’s banks by the end of the year.

Bulgaria’s IT sector saw the largest salary increases in the country – an average of 20 per cent – during 2005, according to a survey conducted by AIMS Human Capital. In some cases, wages went up 90 per cent. The survey concluded that IT was Bulgaria’s most dynamic market segment.

DSL and cable high-speed connections are used by some 34 per cent of Romanian, 20 per cent of Croatian and 15 per cent of Turkish Internet users, according to a regional survey by the European Commission. Prominent Serbian geneticist Miodrag Stojkovic has unveiled plans to open a new clinic for in-vitro fertilisation and a centre for stem cell research and regenerative medicine in Belgrade. Dort stellte er das Projekt der Sazan Insel vor, wo er ein riessiges Spiel Casino errichten wollte und eine Investitions von 1,3 Milliarden $ tätigen wollte. Das Projekt wurde sogar im TV vorgestellt und in der Zeitschrift KLan und Edi Rama ist mit diesen Leuten ebenso verbunden.

2001 erhielten diese Leute die Projekt Genehmigung, aber das Geld für die Baugenehmigung, wie auch für Geologische Untersuchungen, hatten diese Leute nicht. Deshalb wurde bis heute aus dem Projekt absolut Nichts.

Jahti italian ngec në plazhin e Fierit

FIER – Një jaht me turistë italianë ngec në bregdetin e Fierit. Pesë të huajt që ndodheshin në bord ishin nisur nga plazhet e Dubrovnikut drejt Greqisë, por lundrimi i tyre ishte ndërprerë papritur, mesnatën e të mërkurës. Vetëm 22 minuta pas mesnate, policia lokale u njoftua se një jaht i huaj kërkonte ndihmë, pasi kishte ngecur në plazhin e Ndërnenasit, në komunën e Libofshës. Menjëherë, dy mjete me trupa të repartit GOS u nisën njëkohësisht nga Hoxhara e Fierit dhe nga Divjaka e Lushnjës për t’i ardhur në ndihmë jahtit. Në vendngjarje, uniformat blu konstatuan se një jaht me ngjyrë të bardhë, gjatësi 13,5 metra, me emrin “Ariana” kishte ngecur në një cekëtinë. Duke qenë se helika e mjetit lundrues ishte ngulur në rërë, “Ariana” ishte detyruar të pushonte bashkë me pesë vizitorët në bordin e saj, tre meshkuj dhe dy femra të moshës 35-40 vjeç. Sipas policisë, jahti mund të mbante deri në 10 vetë, por drejtuesi kishte humbur orientimin, ndoshta, edhe nga errësira dhe koha e keqe, kështu që mjeti lundrues në pronësi të një shtetasi italian, Antonio Di Dameti, kishte ndaluar 30 metra larg bregut të detit në Fier, pa mundur të përparonte më tej. Përveçse dërgoi forca të saj në vendngjarje, policia e Fierit lajmëroi misionin e Guardia di Financës në Shqipëri, të cilët dërguan një motovedetë. Kjo nuk mundi të ndërhyjë, për shkak të nivelit të ulët të ujit ku kishte përfunduar jahti. Në këtë mënyrë, një pjesë e trupave të GOS-it qëndruan në shoqëri të turistëve fatkeqë, gjatë gjithë natës. Dje pritej që të gjendej një mjet i lehtë për të nxjerrë jahtin, por deri pasdite mjeti lundrues vazhdonte të “prehej” në cekëtinën e Libofshës dhe turistët italianë vijuan edhe një ditë pushimet e tyre të detyruara në bregun e një plazhi të braktisur dhe të shkretë pranë një fshati shqiptar.

Berisha, Two Numbers for the Citizens
Two phone numbers free of charge have been at citizens’ disposal for about six months.The numbers are meant to give citizens the possibility to report corruptive practices they encounter in the country. The special 0800 08 08 and 0800 09 09 numbers are the ones that the Prime Minister has made available for the public and where every citizen who is asked by officials to bribe them, or are confronted with any other corruptive action can call. Competent employees at the Prime Ministrer’s Office say that every case will be carefully assessed and where there is solid evidence measures will be taken in compliance with the laws in effect. On this new structure, sources from the government say that there will always be someone to answer the phone and who will record all the reports from the citizens. Everyday, these will be sent to the Prime Minister himself in the form of a report. He will in turn appoint people from his personnel to pursue the cases to the end. They say that through this initiative the Prime minister encourages all Albanian citizens not to hesitate to report any kind of corrupt behaviour manifest in any possible shape by officials. On the other hand, governmental sources inform that every citizen may rest assured that no report will pass without a detailed investigation in line with the law. The sources at hand assert and make clear that the government is determined to fight corruption with all its means, thus expressing the conviction that the closest ally in this fight is the Albanian citizen himself. The history of reporting numbers, otherwise known as ‘green numbers’, does not start with Albanian institutions. The SP Leader Meets Ambassador Ris
Mayor and Leader of the Socialist Party, Edi Rama, had yesterday a meeting with the American Ambassador Marsi Ris in the municipal domain. This meeting comes at a time when the political climate in the country is aggravated while conflicts between different governmental institutions persist and the municipality-government clash only adds new episodes. Only two weeks ago, Ris cancelled all her meetings with opposition leaders after she saw the ruckus and incidents unfolding in parliament. The meeting was set for that day, after the 28th July session, but while all the opposition leaders except Meta were ready to go to the embassy, Ris sent a message saying she had cancelled the meeting. One day before incidents erupted in Parliament, it had been the opposition leaders themselves that had asked for a meeting with Ris following the announcement that the majority would present a candidate to the CEC. The meeting had been fixed for the afternoon on the 28th July, but it was then cancelled by the ambassador herself as she did not approve of the violence the opposition manifested in that session. Many cases stand on the oppositions’ agenda to be reported to the international community and these include the Sollaku case, the electoral reform, the balancing of the NCRT, the temporary register and the issue of the member of the CEC. The new chairman of the CEC is elected today and during its last parliamentary bureau, the opposition decided to boycott the CEC and not recognise the new chairman. Meanwhile, we are informed that yesterday, Rama held separate meetings with the head of the delegation of the European Council in Tirana, Hubert Petit as well as with the German ambassador Anenn. A few days ago the head of the European Council’s delegation, Petit, called upon the opposition to abandon the politics of boycott and protests.

Legalisation Process in Durres blocked
The first phase of the legalisation process in Durres has not yet concluded, and while the legalisation agency office blames on the Municipality, the latter remains silent. Many immigrants, who returned home to complete the legalisation process for their houses, encountered difficulties in procedures. They could not withdraw the forms from the local units, as decided by the legalisation agency. 375 Narcotic Roots Exterminated
Durrës-forces from the anti-drug unit of Durres have managed to eliminate 375 roots of the narcotic plant cannabis sativa. Adhering to the plan – the operation against the cultivation of narcotic plants – police forces from the police headquarters of the district of Durres have carried out checks in the lower terrain of Ishmi and along the embouchure of the river Ishem. From the check carried out in this area, around 500 metres off the riverbank, across a land area especially delineated in between bushes, it turned 375 roots of the narcotic plant cannabis sativa had been planted in a scattered fashion.All the initial procedural work was carried out by the police followed then by the elimination of the narcotic plant. No Visas to Albania for Macedonians
Macedonian citizens will now enter our country without needing a visa and only paying an entry tax instead. This was the decision taken yesterday during the governmental meeting and was announced by Prime Minister Sali Berisha in person. According to the governmental decision, all the Macedonian citizens that will enter Albania, will have to pay a tax determined by the government. This practice is equal to the one Albanian citizens obey to enter the neighbouring country. In order to cross the Macedonian border, all citizens in possession of an Albanian passport simply pay a sum of 10 Euros and are then free to move around Macedonia.The same practice applies to Tukey, where the entrance tax is 10 Dollars. Albania has now signed a free movement agreement with Montenegro and Kosovo also. To enter these countries it is enough to show your passport and after a brief verification, the passport is stamped and the movement within the country is free. The addition of Macedonia to the list of countries access to Albania for which is liberalised, aims at increasing the flow of people moving on both sides of the border. According to the governmental decision which enters into force after it is published in the Official Bulletin, all those Macedonian citizens that enter Albania need only have a genuine passport and 10 euros to be free citizens within the country. The liberalisation of visas is a system that guarantees the free movement of citizens and simultaneously guarantees an increase in custom revenues from the entrance tax. According to the governmental decision, the visa is not altogether eliminated, but it will simply be bought with a reduced tariff at the moment the border is crossed. This amendment to the law on ‘The entrance, stay and treatment of foreigners in the Republic of Alabania’, comes in support of article 100 of the Constitution and other articles and paragraphs from law no. 8492 ‘on foreigners’ as proposed by the Minister of Foreign Affairs.

Tirana With New Canalisation System by 2021
Minister of Public Works, Transports and Telecommunications Basha presented yesterday the Draft-Final Report of the Feasibility Study of the Canalisation System and Sewage Cleaning Plant for the Greater Tirana. According to the study, it is foreseen that in 2021, Tirana will not anymore have problems regarding the canalisations. In the process for the preparation of this report, there were involved all stakeholders, like representatives of the local government like, Municipality of Tirana and Kamez or other communes, officials of the water-supply enterprise, representatives of non-governmental organisations operating in environmental and public health issues, representatives of financial institutions operating in our country. The study has determined a final project that would definitely solve the problem of canalisations and sewage cleaning in Tirana. “In the process of the project for Tirana’s canalisation system, apart from meeting the European standards of waters discharged in surface waters, it will be enabled that even zones newly inhabited have a contemporary canalisation system,” Basha said. The project is divided in three phases and is due to last until 2021 reaching a total value of 300 million US dollars. According to Minister Basha, by the end of the third phase of the project, as foreseen in the study, we will have a canalisation and cleaning system, which will cover the needs of a population of one million people. In addition, it is foreseen the construction of 184 km of main and secondary pipeline, along with two pumping station and two cleaning plants. Part of this study is also the identification of a priority project, which will focus on the most populated area of the city of Tirana, the one of Lana watershed. The total cost of this project is about 94 US dollars.

Restitution of Coastal Lands Causes Clashes
Sarandë- Recently, Properties Restitution Committee included 240 hectares of land of Nivica village in the district of Saranda in the yellow line (line, where construction is allowed) of Saranda. Albania has drafted a new national strategy meant to improve air quality, protect water sources and forests, and promote recycling.

Albania last month drafted a new national strategy for lowering the amount of pollution in the country. Priorities include improving air quality, protecting water sources and forests, and promoting recycling.

“In the last years, the environment in Albania has been damaged, leading to a bad impact on peoples’ lives,” Environmental Minister Lufter Xhuveli said. The new strategy is expected to help remedy the situation, he added.

According to Prime Minister Sali Berisha, Tirana is one of the most polluted cities in Europe. He urged state institutions and local authorities to work together to clean it up.

“The problem of the environment is not an issue of a certain institution, but a problem affecting all … everyone has to make their own contribution,” Berisha said.

He urged the ministry of education to review textbooks and see that they include sections on protecting the environment, and promised the government would take additional steps.

However, it will be a few years before the new national strategy is actually put into action. Its objectives are to be implemented starting in 2010.

A major contributor to the pollution problem is the large number of cars, most of them old. According to official estimates, there are more than 200,000 cars on the road now, a figure that is rising by about 10,000 annually. About 40,000 of these cars still use leaded petrol.

More than 80 per cent of cars are diesel-powered. If not maintained properly, diesel engines emit large quantities of microscopic particles, called PM10s, which can lodge deep in the lungs and are carcinogenic. The WHO limit for PM10s is 50 microgrammes per cubic metre of air, but at one central Tirana crossroads, the 24-hour average exposure was 483 micrograms, with peak-hour levels far higher.

According to reports, traffic-related pollution has increased death rates in parts of the capital by 20 per cent in the last ten years.

Opposition should give up from boycott
European Commission calls on opposition parties in the country to leave aside whims of boycotts and start collaborating with the ruling force in power.According to the representative of this Council in Albania, Hubert Petit, boycott and obstructionism are unacceptable political means in a European democratic system. Petit qualified the events occurred in the Albanian parliament on 28 July, where the MPs went out of control and became protagonists of physical clashes, as a high political immaturity. The Europe’s ambassador in Albania was expressed yesterday during a meeting, where the Prime Minister was also present that the government and opposition should find the necessary consensus for the country’s future. Asked by the journalists about what is the opinion of this international institution on the latest situation between the political parties, which was accompanied with violent actions from MPs in the parliament, Petit stressed the EU has remained shocked that Albanian politics degraded to such level. “We are shocked on the recent events in the parliament and we call on the government and opposition forces to take over their fundamental political responsibilities for Albania’s future,” Petit said. Following up his yesterday’s declaration, he was expressed that the call of the European Union for consensus between the political parties in the country comes in support of what the EU presidency has emphasised recently. According to Petit, the Council he represents is concerned about the deterioration of the political situation in Albania and it therefore calls on the government and opposition to start the work and prepare together free and fair elections, using the democratic institutions of the country. The EU representative added among others that to avoid the aggravated political situation in Albania, it is important to reach a consensus, while considered the violent actions in the Albanian parliament as a political immaturity. This declaration was launched during the presentation of a 13 million euros EU grant on government’s reforms. With respect to the cooperation between the EU and Albania, Petit stressed the European integration process requires joint approaches from all Albanian political forces.

17 Years in Prison for Two Drug-Dealers
Fier-The Court of the judiciary district of Fier concluded yesterday the penal case against defendants Nazmi Demaj and Astrit Skacaj, who are accused of the penal offence of production and sale of narcotics defined under article 283/2 of the Penal Code. The leading Judge of this court case Marsida Xhafellari, has declared the two defendants guilty. Nazmi Demaj, 35 years old, resident in Ruzhdie, was convicted with 9 years imprisonment and Astrit Skacaj, 33 years old, resident in Patos, with 8 years, thus enforcing prosecutor Erjon Cela’s demand. Both defendants, defended, respectively, by Adriatik Bakiasi and Safet Haxhiaj, were given imprisonment sentences.

Public smoking, meanwhile, is no longer tolerated in Albania, as the government there tries to trim rates of tobacco consumption – among the highest in Europe. Bars that fail to comply with the ban could pay fines equal to hundreds of euros. As the discussion on peshkupauje shows, opinions are mixed.

One commenter calls it “a very good initiative” and suggests another step: raising cigarette taxes as a disincentive. Another disagrees. “You can’t stop people from smoking. It is their right. You can forbid it in public places and etc, but not the total privation of it,” she writes.

Habitants requires the palace’s knock down

Berisha: Rama wants Nano’s imprisonment

Halting at the order issued by the Socialist Party to withdraw all socialist mayors and communes’ heads, Berisha was expressed that the ruling majority cannot find an opponent to Rama for Mayor. According to the Prime Minister, Rama was refused by everyone, even by his closest collaborators and allies. Stressing that these are problems concerning only them, the Prime Minister declared that it is not up to him to choose between Edi Rama and Fatos Nano. “You saw that we did not have even the slightest implication in the whole process they went through. They have an awful rivalry with one another. It is all their matter. I have no intention to banish Fatos Nano in deserts, as they wish, because it is something unacceptable for me first of all and for the world,” the Prime Minister said. The head of majority called the order issued by the leader of the Socialist Party Edi Rama to withdraw all socialist mayors and communes’ heads a betrayal to his electors. He said Rama took the decision to boycott the local elections to save the chair of the head of the socialist party. “Mr. Rama saw that no one was willing to run for the municipality of Tirana, and therefore decided to boycott the local elections. The ruling majority cannot force the opposition to participate in the local elections, because this is its choice, and the majority cannot find the opposition’s candidates to run for the coming local elections,” Berisha said.

Moratorium, foreigners buy Albanians’ speed-boats
Approval of the moratorium on high speed-boats has forced owners of such sailing vehicles to sell their speed-boats, which until awhile ago had served as a source of incomes for their families. Preferring to remain anonymous, they declared for the newspaper that Albanian legislation is discriminating and ruining them, throwing them to streets unprotected and ruining their business as well. One of these owners considers insulting the motivation with which the moratorium was approved, because a foreign citizen could easily anchor one’s vehicle in Durres Port.A part of them have started selling their boats to Italian citizens, while the others, fearing a possible confiscation have sent their boats to neighbouring countries. Totally opposing this decision taken by Albanian lawmakers, they compare speed-boats’ phenomena with the visas traffic, as if you could not take a visa in the embassy than you try an alternative way, the one with high speed-boats.

Mich interessieren weniger die Osmani-Geschäfte. Damit haben sich andere zu beschäftigen. Zu diesen möchte und werde ich nicht recherchieren.

Mich interessiert, warum die Morgenpost verlieren musste bei der Pressekammer Hamburg.

Die Kanzlei Buse mit dem Schröderfreund-Anwalt Nesselhauf war Prozessvertreterin von Osmani. Das hätte mich stutzig machen können, denn kleine Fische vertritt diese - soweit mir bis heute bekannt - nicht.

Jetzt sollte man verstehen, warum Millarden an Aufbau Hilfe verschwinden können und die dubiosen Geschäfte von Schröder, Fischer und Co. mit der Albanischen Mafia, welche bis heute im Kosovo speziell zelebriert werden.

hatte ein Jahresgehalt von 236 000 Euro. Dreimal mehr als üblich.

Der Krimi um die Volksbank Lauenburg wird immer rätselhafter. Ein
halbes Dutzend Mal
mussten die Chefs des kleinen Geldinstituts in den vergangenen Wochen
sämtliche
Türschlösser auswechseln. Anlass: Unbekannte hatten mehrfach
versucht, in das Geldinstitut
einzudringen. Vor etwa sechs Wochen gab es den letzten
Einbruchsversuch: Der oder die
Täter wurden offenbar gestört und entkamen unerkannt. Ihr Ziel war
nicht der Tresor mit
dem Geld gewesen, sondern die Akten des Instituts.
Es geht um hochbrisante Dokumente. Gegen den Ex-Chef der Bank,
Carsten Heitmann,
ermittelt die Staatsanwaltschaft Lübeck wegen des Verdachts der
Untreue. Und es geht um
dubiose Kreditgeschäfte. Etwa 100 Millionen Euro hat die Bank, das
haben jüngste
Revisionen ergeben, an Darlehen vergeben.
Der Verdacht: Etwa 80 Prozent davon sind Wackelkredite, weil sie zum
Teil ohne
ausreichende Deckung vergeben wurden. Teilweise habe die Höhe der
Kreditbeträge in
krassem Missverhältnis zu den Vermögensverhältnissen der Kreditnehmer
gestanden, heißt
es sinngemäß in einem Durchsuchungsbeschluss vom 15. Juni 2006 des
Amtsgerichts Lübeck.
Im Visier der Justiz: dubiose Auslandsengagements im kroatischen
Porec und in der
mazedonischen Hauptstadt Skopje. Allein hier geht es um mindestens 27
Millionen Euro, wie
es in den Ermittlungsakten heißt. Wie das ARD-Magazin “Plusminus”
gestern Abend
berichtete, soll die Volksbank Lauenburg auch in einen anderen
brisanten Fall verwickelt
sein. Sie soll ein Geschäft um eine Seniorenresidenz abgesichert
haben, das schließlich zur
Verhaftung des albanischen Investors Burim Osmani führte. Osmani
sitzt seit 9. Mai in
Untersuchungshaft. Ihm wird in diesem Zusammenhang Beihilfe zu
schwerem Betrug
vorgeworfen. Osmani soll eine andere Bank mit Scheingeschäften
getäuscht haben.
Der umstrittene Albaner hatte mit Hilfe der Lauenburgischen Volksbank
auch den Kauf

werden jetzt
untersucht. In einem Fall, so neueste Überprüfungen, soll die
Bewertung eines Grundstücks
inzwischen von rund 1,5 Millionen Euro auf weniger als die Hälfte
gesunken sein.
Die Kredite für das Balkangeschäft stehen im Zentrum der Ermittlungen
der Lübecker
Staatsanwaltschaft gegen Ex-Bankchef Heitmann. Dieser bezog nach
Informationen der
“Lauenburgischen Landeszeitung” bis zu seinem Rauswurf ein Gehalt von
236 000 Euro im
Jahr. Das ist bei einer Bank mit weniger als zehn Mitarbeitern, 3000
Kunden und
Spareinlagen in Höhe von 35 Millionen Euro nach Schätzung von
Bankenkennern dreimal so
viel wie üblich.
Burim und sein Bruder Bashkim Osmani tauchen in den Unterlagen der
Balkanprojekte
ebenso auf wie der Rechtsanwalt Hauke Hillmer aus Geesthacht. Der
Jurist (54), der neun
Jahre für die SPD Ratsherr in Geesthacht war, ist nicht nur den
Osmanis vielfältig
geschäftlich verbunden (das Abendblatt berichtete), sondern auch in
Hamburg
gesellschaftlich aktiv. Auf der Internet-Seite der
Arbeitsgemeinschaft der Selbstständigen in
der SPD des Bezirks Mitte, ist Hillmer im Gespräch mit SPD-
Fraktionschef Michael Neumann
zu sehen. Mit auf dem Foto: Bernd P. Holst, Ex-Geschäftsführer des
Boxertreffpunkts Corner
57 in Wandsbek. Neumann sagt: “Ich kenne den Mann weiter nicht. Ich
lasse mir auch nicht
jedes Mal ein polizeiliches Führungszeugnis zeigen, wenn ich mit
jemandem rede.” Auch ein
weiterer albanischer Immobilienunternehmer, dessen Name in dem
kroatischen Projekt
ebenfalls auftaucht, pflegt Geschäftsbeziehungen zur Volksbank
Lauenburg: Gjon Berisha
von der Firma B & O Immobilien mit Sitz in Wandsbek (Slogan: “Wir
kaufen schnell und
unbürokratisch"). Der 50-Jährige wollte dem Abendblatt lediglich
bestätigen: Ja, er habe ein
Konto und Kredite für Projekte im Ausland bei der Bank. Auch Berisha
weiß, wie Osmani,
politische Kontakte zu nutzen. Für ein umstrittenes Projekt in der
Hamburger Schellingstraße
machte sich bei den zuständigen Behörden ein früherer Zweiter
Bürgermeister stark: Ex-
Senator Mario Mettbach (CDU, früher Schill). Er blitzte aber beim
Bezirk ab, wie das
Abendblatt erfuhr.
Wie berichtet, hatte sich Mettbach auch für ein anderes umstrittenes
Osmani-Projekt
eingesetzt: die Heiße Ecke auf der Reeperbahn. Dafür hatte er bei
Senatsvertretern und
sogar dem Bürgermeister ergebnislos vorgesprochen.
Auf der Firmen-Internet-Seite wirbt Berisha mit einer Vielzahl von
Referenzprojekten - eines
davon ist die in den 90er-Jahren zur Regierungszeit von Bürgermeister

Dies obwohl sein Bruder Daut Haradinja (der wurde auch vom Englischen Geheimdienst Mi6 durch SAS Ausbilder zum Terroristen geschult) verurteilt wurde u.a. wegen: Entführung, Folter und Mord von Zivilisten u.a. Frauen und Kindern und wegen Verbrechen gegen die Menschlichkeit.I

TIRANA, Albania – After a thorough review of the case, President Alfred Moisiu will decide on the future of Chief Prosecutor Theodhori Sollaku, whose dismissal has been demanded by the Democratic Party (DP)-led parliamentary majority. A statement from Moisiu’s office Tuesday (1 August) confirmed that he had received the report compiled by an ad hoc inquiry commission that investigated Sollaku for alleged links to organised crime. The panel confirmed the allegations and recommended his dismissal. By law, the president must appoint and sack the chief prosecutor. Ein wichtiger Partner von Joschka Fischer und der Grünen Partei, beim Aufbau von Verbrecher Strukturen, genauso wie von der SPD, mit dem Kopf Abschneider Hashim Thaci. Geschäft ist Geschäft und am besten laufen die Geschäfte mit Drogen Bossen, Mördern und Gangstern. Deshalb wurde von Joschka Fischer auch die Visa Abteilungen an die Bin Laden Leute der UCK in Pristina und Tirana übereignet ab 1999!

Was für eine Schande dieser UCK Terrorist Ali Ahmeti ist sollte jetzt wirklich jeder verstehen. Der hat ein Demokratie Verständniss, wie die Kakerlake, welche ich gerade zertreten habe. Und wie dumm müssen Westliche Politiker sein, die solche dummen Leute, jemals an die Macht gebracht hatte, obwohl sie Partner von Bin Laden und Co. sind und waren.

Albaner-Partei droht mit Kalaschnikows
Krise in Mazedonien. Ehemalige Untergrundkämpfer wollen mit EU-Hilfe wieder in die Regierung

Die größte Partei der albanischen Minderheit in Mazedonien droht mit ihren Waffen, sollte sie nicht an der Regierung des Landes beteiligt werden. »Es könnte eine Rebellion unter den albanischen Wählern entstehen, Gewalt angewendet werden und Kalaschnikows,« sagte Musa Xhaferi, einer der Führer der Demokratischen Union für Integration (DUI). Das Verhalten der DUI führte am Donnerstag bereits zu einem Eklat in Skopje: Auf der konstituierenden Sitzung des neuen Parlaments konnte kein Präsident gewählt werden. Die Sitzung wurde auf unbestimmte Zeit unterbrochen, auch am Freitag zeichnete sich keine Lösung ab. Solange der Parlamentspräsident nicht feststeht, kann auch keine Regierung gebildet werden. Der Sozialdemokrtatische Bund (SDSM), der bisher den Premier stellte und künftig wahrscheinlich die wichtigste Oppositionskraft sein wird, spricht von einer Verfassungskrise.

Bei den Wahlen am 5. Juli wurde die konservative VMRO-DNEP mit 44 der 120 Parlamentssitze stärkste Kraft. In ersten Vorgesprächen hatte sie sich mit weiteren Parteien der slawischen Mehrheitsbevölkerung sowie der Demokratischen Partei der Albaner (DPA) auf die Bildung einer Koalition geeinigt. Dagegen lief die DUI Sturm, die mit 18 Sitzen die DPA, die elf Sitze erhielt, im albanischen Lager distanziert hatte. Mit Unterstützung des EU-Vertreters in Skopje, Erwan Fouere, verlangte sie ultimativ, an Stelle der DPA für die Regierungsbildung berücksichtigt zu werden. Ihre Position wurde allerdings geschwächt, weil sie bei Nachwahlen in 29 umkämpften Bezirken wieder einen ihrer Sitze verlor und drei ihrer Abgeordneten zur DPA überwechseln wollten. Die drei Wechselwilligen sind daraufhin bedroht worden, man würde ihre Häuser und Geschäfte anzünden.

Die DUI war im Herbst 2001 von Kadern der mazedonischen Terrorbewegung UCK gegründet und auf Druck der EU in die Regierung aufgenommen worden. Offenbar fühlen sich die Extremisten durch die Aussicht ermutigt, daß ihre Gesinnungsgenossen im benachbarten Kosovo mit Rückendeckung von NATO und EU bald einen eigenen Staat gründen könnten.
