PRISTINA, Kosovo, April 12, 2010 – Bechtel and joint venture (JV) partner Enka today signed a contract with the government of Kosovo for the construction of the Morine-Merdar Motorway that will serve as a centerpiece of the country’s national transportation system. OSCE hails new media ethics code in Albania

TIRANA, Albania – The OSCE praised on Thursday (28 September) the sealing of a national media ethics code and the establishment of a related council in Albania, describing the moves as a major step towards better ethical and professional standards. On Wednesday, three leading Albanian journalists’ and media associations agreed to the code, which was drafted by a group of local experts with the assistance of the OSCE and USAID. September 28, 2006 – A Kosovo Albanian drug-boss, Princ Dobrosi, says that he is a friend of a Pakistani-born al Qaeda leader Arfan Qaeder Bhatti who was recently arrested in Norway on charges of planning to terrorize Israeli and American embassies in Oslo, Norway.

According to a Czech daily Mlada fronta Dnes, Bhatti has solicited operational help from a Kosovo Albanian drug-boss Princ Dobrosi in order to plan attacks on the Czhech capital, Prague.

“We got acquainted in the Ringerike prison in Norway a few years ago,” Dobrosi admitted to the Czech daily Mlada fronta Dnes by phone from his home in Pec.

Dobrosi’s drug empire was once based in Prague where he was arrested and subsequently escaped.

Dobrosi headed the strongest Kosovo Albanian drug mafia gang that was in control of the northern branch of the Balkan route headquartered in the Albanian dominated Serb province of Kosovo. Dobrosi’s gang controlled the distribution of heroin and other drugs from Kosovo to Nordic countries via the Czech Republic.

Various Kosovo Albanian clans maintain distribution branches in other European cities. Dobrosi is the first of the ethnic Albanian drug bosses to admit direct links to al Qaeda.

Ethnic Albanians in Kosovo are predominantly Muslim.

The annual meeting of Southeast European Defence Ministers was held in Tirana Wednesday. Kosovo: Trepça to be sold, to pay back its debts

Prishtinë, Sept 22, 2006 - Officials of UNMIK Pillar IV and the Kosovo Trust Agency (KTA) have decided to put Kosovo’s largest mine and metallurgic plant Trepça on sale soon, in order to be able to pay back company’s debts to the creditors.

“Trepca will be sold through special spin-off, at the amount of €200 million, as much as the debts towards the creditors count,” said a high official of UNMIK Pillar IV for the Kosovar daily Koha Ditore.

Another source from KTA was quoted to say that some units of Trepça, which are not currently at use, would be sold initially, while the mines would be privatized within a three years’ period.

Nazmi Mikullovci, Manager of Trepça Southern and member of the Trepça Advisory Board, said that many parts of Trepça would be privatized, but the mines and metallurgy require special consideration. He also noted that the creditors’ claims mostly relate to the period when Trepça was administered by the Serbs.

Officials of the KTA, on the other hand, said the final decision on the privatization of Trepça has not been taken yet. The international administrator would be assigned the duty of developing a strategy and part of this strategy would be the privatization of this SOE.

More than 200.000 Albanians may be expelled from Switzerland if the country endorses the new immigration law, Tirana’s dailies said.

Media in Tirana say the associations of Kosovo Albanians in Switzerland are deeply concerned amid initiatives on tougher immigration and asylum laws.

If the Swiss vote for the law on aliens and refugees, at least 200.000 Albanians from Kosovo, Macedonia, Montenegro and Albania may be forced out of the country.

Kosovo Albanian associations in Switzerland called on roughly 20.000 Albanians who had acquired Swiss citizenship to oppose the revised asylum law.

Several leftist parties and NGOs remained adamantly opposed to the draft-law, arguing that the law breaches human rights.

Swiss government reckons that current situation in the 21st century requires new regulations concerning aliens. The current law on foreign nationals entered into effect 70 years ago. /end/

Die Probleme, welche hier aufgezählt werden, kennt man eigentlich nur aus Süd Amerika und in gemässigter Form, auch von Izmir und Äygpten.

Das wilde Bebauen, Grundstücke besetzen, Anzapfen von jeder Art von Wasser Systemen und das Zuschütten der Abwässer Kanäle, für illegale Bauten, hat weite Teile vom Albanischen Raum zerstört. Vor allem sind es in jüngster Zeit, die Geldwäsche der Drogen Clans, welche durch Hochhaus Bauten, irgendwo auf privaten und Staatlchen Grundstücken, später über Legalisierungs Gesetze, ihren Raub von Grund, gnadenlos durchziehen

Die Verwüstung der Stadt, ihre Teilung sowie die daraus resultierenden Probleme der Nachkriegszeit veranlassten die internationale Hilfsorganisation CARE, ein sogenanntes “Re-Urbanisation Project” in Mitrovica zu betreiben. Als vordergründiges Ziel nennt Projektleiter Fabio Borba, Architekt und Stadtplaner aus Brasilien, die Verbesserung der alltäglichen Bedingungen: ganze Viertel sind durch die unkontrollierte Bautätigkeit der Flüchtlinge überbelegt, die Trinkwasserversorgung kollabiert regelmäßig in Folge illegaler Wasserentnahme, staubige und schlammige Straßen sind ohne Entwässerung und Beleuchtung, Parks und Spielplätze werden als Mülldeponien zweckentfremdet. Für den Planer drängt sich der Vergleich mit den Favelas seiner Heimat auf: “Hier wie dort handelt es sich um Siedlungen, die aus der Not heraus ohne jegliche Infrastruktur entstanden sind. Und ihren Bewohnern gewährt die Stadtverwaltung weder grundlegende Dienstleistungen noch notwendige Unterstützung.”

Mit seinen in den Slums von Rio de Janeiro gemachten Erfahrungen versuchte Borba in Mitrovica, die illegalen Bauten wenn möglich von der Stadtverwaltung legalisieren zu lassen und somit einen Investitionsanreiz für die Bewohner zu schaffen. Die Kommune drängte er, die Quartiere – so weit es die leeren Stadtkassen erlauben – mit der nötigen Ver- und Entsorgung nachzurüsten. Diese pragmatische und an konkreten Erfordernissen orientierte Form von Stadtplanung, oder besser “Stadtmanagement", stellt für die meisten Planer im Kosovo, die sich – in sozialistischer Tradition – nach wie vor auf idealisierte Stadtentwürfe und allumfassende Masterpläne stützen, ein Novum dar. Bis heute, so der Entwicklungshelfer, achten sie weniger auf die Bedürfnisse der Bevölkerung als auf die technokratischen Direktiven aus der Hauptstadt, sei es aus Belgrad, sei es aus Pristina.

Die Umstellung auf westliche Planungsprinzipien fällt vor allem den serbischen Experten schwer, weil dies die Anerkennung der internationalen Präsenz in Mitrovica und damit der neuen politischen Situation bedeuten würde, in der sie – ihrem Anteil von 30 Prozent der Stadtbevölkerung entsprechend – nur noch eine untergeordnete Rolle spielen könnten. Den Albanern, die in der Ära Milosevic von höherer Bildung und verantwortungsvollen Posten ausgeschlossen waren, fehlt es vielfach an planerischer Kompetenz und organisatorischer Erfahrung.

The proposal by the ruling Democratic Party (DP) was passed with the votes of the DP-led majority, as the opposition rejected it. DP says the initiative is an attempt to bring more transparency into government. 7 Jahre nach dem Kosovo Krieg, ist die UN-EU-NATO am Ende, weil das illegale Bauen auf fremden Grundstücken, längst zur Lebens Kultur der Albaner gehört.

TIRANA, Albania – President Alfred Moisiu issued an official statement at the weekend, dismissing claims by the ruling Democratic Party (DP) that he had lobbied on behalf of an airline co-owned by his nephew. Albatros Airways’ flights were recently suspended at the request of the DP-led government’s General Directorate of Civil Aviation. By law, the next vote must be held between 20 December and 20 January. The opposition insists that turnout would be higher if the election were held in milder weather. Von der UN bezahlt: Die geheimen Geheimdienst im Kosovo

Die UN duldet, die geheimen Strukturen der illegalen Albaner Geheimdienste im Kosovo und bezahlt sogar deren Gehälter. Grund: Die USA (und Verbündete NATO Staaten) unterstützen, diese Mafia und Terror Strukturen, welche wie bewiesen im Kosovo entführten, folterten und mordeten. Wie Janes richtig feststellt, bestehen diese Strukturen neben den legalen Strukturen. Also illegal und nicht mit der UN Resolutiono 1244 vereinbar.

Das wird Alles heimlich finanziert, mit Deutschen Steuergeldern, weil man Kontakt zu den Islamischen Terroristen im Kosovo haben will.

Old rivalries behind Kosovo intelligence plan

Kosovo’s Prime Minister Agim Ceku has decided to press ahead with plans for the province - currently under United Nations’ administration - to have its own intelligence service. However the proposal is proving highly controversial both with Kosovo’s remaining Serbs and with ethnic Albanian factions vying for control of what will be a key future power base.

Rivalry between the unofficial ethnic Albanian intelligence agencies has been mounting since plans were announced last December to create a new interior ministry. According to insiders, the two main contenders are League for a Democratic Kosovo (LDK) oyalist Rame Maraj, who heads a non-governmental organisation, the Institute for Researching Public Opinion and Strategies (IHPSO) and Kadri Veseli, head of the Informative Service of Kosovo (SHIK) who supports the opposition Democratic Party of Kosovo. International sources claim that IHPSO may have as many as 300 agents, while SHIK is believed to have around 120 operatives on its payroll.

There have been occasional raids by UN security forces on the offices of both organisations in the past, including a major operation carried out against SHIK by UNMIK and KFOR peace keepers in January 2002 and a smaller one aimed at IHPSO’s headquarters in Pristina in May 2005. However, even though both intelligence organisations are operating outside of Kosovo’s legal structures, security sources in Pristina claim that the activities of the two main ethnic Albanian intelligence agencies have so far been tolerated by UNMIK because of assistance given to the US and its allies in keeping tabs on potential Islamist militancy in the region.

Albania’s president, two main political parties embroiled in airline scandal

TIRANA, Albania – Local media reported on Wednesday (13 September) that a scandal involving a local private air carrier, Albatros Airways, now also involves the president and the two main parties, the ruling Democratic Party (DP) and the main opposition Socialist Party (SP). Flights of Albatros Airways, which is co-owned by President Alfred Moisiu’s nephew, were recently suspended at the request of the DP-led government’s General Directorate of Civil Aviation. Earlier this week, the DP accused Moisiu of using his influence to lobby on the airline’s behalf.

Moisiu has made no official comment, but the SP on Wednesday described the issue as an attempt to exert pressure on the president. The DP wants him to sack Chief Prosecutor Theodhori Sollaku for alleged links to organised crime. Moisiu has said he needs time to consider the matter. Hetim për paratë që kompania ajrore “Albatros” ka marrë nga Presidenca. Kjo është nisma më e fundit që do të ndërmarrë Partia Demokratike, pas publikimit të bisedave të përgjuara mes bashkëpronarëve të “Albatros” dhe drejtorit të Aviacionit, Gazmend Dibra, ku ky i fundit ndërhyn për çështjen Sollaku në emër të qeverisë. Si një kundërpërgjigje ndaj akuzave të opozitës se nga bisedat e përgjuara dhe pas bllokimit të fluturimeve të “Albatros” kuptohet se Presidentit Moisiu po i bëhet presion për të shkarkuar Prokurorin e Përgjithshëm Sollaku, dje zëdhënësi i Partisë Demokratike tha se hetimi parlamentar do të nxjerrë të vërtetën mbi “Albatros”. Nishani akuzoi se ekzistojnë dokumente autentike, që sipas tij tregojnë se kompania “Albatros” ka përfituar 40% të shpenzimeve operative të Presidencës dhe 80% të shpenzimeve të të gjitha udhëtimeve që ka bërë Presidenti. “Në këtë rast, shqiptarët kanë të drejtën të dinë se përse taksat e tyre shkuan nga Presidenca tek familjarët e Presidentit”, - sulmoi ai. Kërkesa për ngritjen e një komisioni hetimor vjen një ditë pasi opozita kërkoi që Kryeministri Sali Berisha të vijë në një interpelancë urgjente në Kuvend, për t’u përgjigjur pyetjeve për “Albatros” dhe bisedës së përgjuar të drejtorit të Ministrit Basha. Duke vijuar akuzat e tij, Nishani tha se pronarët e tij në vend që të kryejnë pagesën e borxhit dhe të vazhdojnë fluturimet, kanë preferuar që për llogari të Sollakut të përgatisin dhe montojnë një serial me çimka për një kohë disa javore, siç e deklaruan vetë ata.
Çfarë do hetohet
Nga e kanë origjinën paratë dhe transaksionet që çuan në themelimin e “Albatros”. Është çështja kryesore me të cilën do të merret komisioni hetimor parlamentar që PD-ja do të ngrejë për këtë kompani ajrore. Por zëdhënësi i PD-së, Nishani premtoi se nuk do të jetë e vetmja, përkundrazi në fokusin e komisionit do të jetë edhe favorizimi politik që sipas tij, i është bërë kësaj kompanie në tregun e aviacionit, ndryshe nga kompanitë e tjera si dhe dëmet që i janë shkaktuar buxhetit të shtetit për shkak të favorizimeve që i janë bërë. Duke folur me gjuhën e Kryeministrit Sali Berisha, Nishani nuk harroi të përmendë se pjesë e hetimit do të jenë edhe qëllimet që çuan në manipulimin e serialit të çimkave. Sipas Nishanit, hetimit duhet të kryet për shkak të debateve dhe pikëpyetjeve që ka ngritur kohët e fundit kjo kompani dhe për të nxjerrë në dritë se ku shkojnë paratë e taksapaguesve shqiptarë. Duke përfshirë direkt Presidentin Moisiu, deputeti demokrat tha se familjarët e kreut të shtetit thanë kohë më parë se pronar i “Albatrosit” është familja Ferra, por kjo e fundit sipas tij e përgënjeshtroi këtë deklaratë. “Kjo do të thotë se origjina e parave të themelimit të kësaj kompanie është tepër e dyshimtë”, -theksoi Nishani. Deputeti tha se kërkesa e PD-së do të depozitohet shumë shpejt në Kuvend, në mënyrë që të ngihet edhe hetimi përkatës.

Nisi me pezullimin e fluturimeve të kompanisë ajrore “Albatros”. Drejtoria e Aviacionit Civil vendosi pezullimin, me pretekstin se kjo kompani nuk i ka shlyer detyrimet kocensionarit të Aeroport Tirana, por nga ana tjetër sipas saj, ajo ka mangësi teknike që kanë të bëjnë direkt me sigurinë e fluturimit. I menjëhershëm ishte reagimi i pronarëve të “Albatros”, të cilët e quajtën një ndëshkim politik. Kulmi arriti me publikimin e dy bisedave të plota telefonike të përgjuara mes drejtorit të Aviacionit Civil, Gazmend Dibra dhe pronarit të “Albatros”, Aleksandër Hoxha ku flitej se pezullimi ka ardhur si shkak i një debati politik. Çështja i ka kaluar Prokurorisë së Përgjithshme. Pas dëgjimit të bisedave mes palëve, dyshohet se pezullimi i aktivitetit të shoqërisë “Albatros” është bërë në shenjë presioni ndaj pronarit të saj, i cili është edhe nipi i Presidentit të Republikës, Alfred Mosiu, në mënyrë që ky i fundit të firmosë shkarkimin e kryeprokurorit Theodhori Sollaku. Të paktën kjo gjë nënkuptohet nga biseda e përgjuar mes Hoxhës dhe Dibrës. Shumë shpejt për këtë çështje në Prokurori do të thirren për të dëshmuar disa përfaqësues të shoqërisë “Albatros” si dhe drejtori i Aviacionit Civil, Gazmend Dibra. Seancat e pyetjeve pritet të fillojnë shumë shpejt, ku parashikohet të bëhet edhe një ballafaqim mes protagonistëve të bisedës së përgjuar. Nga deklaratat e deritanishme, kreu i Aviacionit Civil është shprehur se biseda e transmetuar në media ka qenë e deformuar dhe e manipuluar. Sipas tij, konteksti i bisedës ka qenë pagimi i borxhit që “Albatros” ka ndaj koncesionarit të aeroportit ndërkombëtar të Tiranës. Nëse Dibra do të mbajë këtë qëndrim edhe para hetuesve të çështjes, atëherë zbardhja e së vërtetës së bisedës së përgjuar do të varet në duart e ekspertëve.

Gazi: Unë s’mund të gënjej sot.. por megjithëse, ju punoni vet o burrë.

Akuzat e ngritura ndaj kompanisë së fluturimeve ajrore “Albatros”, janë bërë për qëllime spekulative. I tillë ka qenë reagimi i kreut të shtetit Alfred Moisiu pas akuzave të ngritura publikisht ditët e fundit ndaj kompanisë “Albatros” lidhur me përfitime të padrejta të fondeve të buxhetit të shtetit.

Landmark road project starts in Vlora, Albania

Albania has launched the construction of a newly overhauled “Trans-Balkan road", seen as an important connection point for trade and commerce.

A major overhaul of the so-called “Trans-Balkan road” has started in the Albanian southern port city of Vlora. The road, considered an important connection point for trade and commerce, got its nickname decades ago as trucks from Albania and countries of the former communist bloc travelled to and from Vlora’s port.

Over the past 20 years, the road has been maintained relatively well and has undergone partial reconstruction. Now, however, it will become a brand-new, six-lane highway, surrounded by greenery.

The new road will give entrepreneurs greater access to the port, Prime Minister Sali Berisha said. He also said authorities would invest more in port access.

“This road has an extraordinary importance,” Berisha added. “With this investment we hope that Vlora and the whole region around the city will be developed fast.”

The state has earmarked 5.7m euros for the project, which will be implemented by three Albanian companies – including two based in Vlora.

The project is seen as one of Vlora’s most important investments over the past several years. The city, located near the Adriatic Sea, has been working to improve its infrastructure and tourism industry, and has become an important holiday destination.

Vlora is also a site of the AMBO pipeline project, which will bring Caspian Sea oil to the West by linking the Black Sea and the Adriatic. The project was launched in 1994.

AMBO, a US-based firm, plans to build a 913km oil pipeline connecting Vlora to the Bulgarian Black Sea port of Bourgas. The pipeline will pass through Albania, Macedonia and Bulgaria. It is intended to transport oil from Russia, Azerbaijan, Turkmenistan and Kazakhstan to Western Europe and will have a capacity of 750,000 barrels per day.

Meanwhile, authorities are planning further development of Vlora’s port. They are currently drafting a project and seeking funds for its implementation. It is expected that the project will be ready within three months.

Italy’s Prodi vows continued support for Albania’s EU bid

BARI, Italy – Prime Minister Romano Prodi met with Albanian counterpart Sali Berisha in Bari on Saturday (9 September) and vowed continued support for Tirana’s EU integration bid. They met on the sidelines of the opening of the international trade fair Fiera del Levante, agreeing that the level of bilateral ties is excellent and that further steps could be made to boost co-operation in the economic and trade sectors. Montenegrin police confirm arrest of 12 suspected terrorists

PODGORICA, Montenegro – Police confirmed on Monday (11 September) that they had arrested 12 ethnic Albanians on charges of terrorism. According to the interior ministry, the group was planning to carry out a terrorist attack early on Sunday, hours before Montenegro’s first general election as an independent state. The terrorist strike on religious and civil objects in the area, officials said, was aimed at “endangering the constitutional order and security situation in Montenegro, and provoking interethnic tensions".

The suspects were described as ethnic Albanians from Montenegro and Kosovo. They allegedly were to be reinforced by former KLA guerrillas from Kosovo. Police are hunting for five other suspects, two of them US citizens of Balkan descent. (Pobjeda, Politika - 12/09/06; AFP, Tanjug - 11/09/06)

Eds, adds quotes from Tuzi, updates details, sources, background = Podgorica- Tension rose in an ethnically mixed Montengrin town Sunday following the discovery of a large weapons cache on the eve of first parliamentary polls since the tiny republic gained independence. The cache was found in three caves in Tuzi, 20 kilometres south of Podgorica, in an early Saturday morning raid. Police said in a terse statement that the people of Montenegro were safe following the raid and promised more details on Monday.

Sources in Podgorica said that 16 people still were held on Sunday following the raid early Saturday on several ethnic Albanian houses in Tuzi, 20 kilometres south of Podgorica.

Vaselj Sinistaj, the leader of the Albanian Alternative (AA) ticket, said that three of those arrested were United States citizens. One of the men had meanwhile been released, he said.

The sources in Podgorica said that the US consulate had been informed ahead of the imminent arrest.

Tuzi is ethnically mixed, with roughly half of the 15,000 people ethnic Albanians, two-thirds of them Muslim, the rest Catholic. The weapons, including rocket-propelled grenade launchers, mortars, grenades, explosives, machine guns and ammunition, were found in caves and houses in Tuzi, reports said.

Sinistaj however insisted that what was found was neither as plentiful, nor as powerful as the reports said.

“Those holes, because that’s what they are, are everybody’s and anybody could have planted whatever was found there,” he told Deutsche Presse-Agentur dpa.

The raid occurred on the eve of first parliamentary elections since Montenegro in June became the last former Yugoslav republic to divorce Serbia.

Sinistaj accused the police of “many violations of procedure” and excessive brutality during the raid. “But now we want to let things calm down and allow the truth to surface on its own,” he added.

Following Prime Minister Milo Djukanovic’s turn away from Slobodan Milosevic’s regime in Belgrade in the latter half of the 1990s, the tiny republic was spared of ethnic strife which had caused bloodshed elsewhere in the Balkans - among else because of the fair treatment of its Muslim and Albanian minorities.

Ethnic Albanians launched insurgencies in Kosovo, southern Serbia and Macedonia between 1998 and 2001. The past conflicts kept forced the international community to perpetually keep an eye on the status of Albanian minorities in the region.

Djukanovic, who has been in power since 1991, was seeking another four-year term in Sunday’s poll, following his triumph in May’s referendum that led to Montenegro’s independence in early June.

Sinistaj’s AA and the Democratic Alliance are Djukanovic’s opponents. His likely post-election patners, the Democratic Union of Albanians (DUA), remained silent over the incident.

On Sunday afternoon, Tuzi was virtually divided, with DUA supporters standing or sitting in cafes on one side of the main street and their rivals occupying the other. No incidents were reported though, either in Tuzi, or elsewhere.

The developments in Tuzi however fuelled rumours that its officials may have been a planned target and that police acted when it did in order to prevent violence.

Local Albanian leaders also told Montenegrin media that A[COLOR=orange]lbanian Prime Minister Sali Berisha “personally” in a phone conversation denied some reports that police of Albania proper was involved in the operation.[/COLOR]

Montenegro is divided in two electoral units, with the smaller one, producing five of the 81 parliamentary seats, created for the benefit of ethnic Albanians.

His embarrassment was made worse by the fact that he was arriving for the signing of an agreement to combat cross-border crime. When Greek customs officials ran a computer check on Mr Poci’s Mercedes S-350 luxury limousine, as required by the Schengen accords on movement across European borders, they determined that it had been stolen in Italy.

The Greeks explained that they had no choice but to confiscate the limousine because an order for its impounding had been put out by Italy and Interpol. The Albanian minister’s Greek host, Michael Chrysochoides, the Public Order Minister, sped to the rescue by offering a Greek state limousine to pick up the stranded visitor.

Zwischen dem ehemaligen und jetzigen Parteivorsitzenden der Sozialistischen Partei ist ein heftiger Richtungskampf ausgebrochen. Sogar ein Parteiausschluss des Ex-Sozialistenchefs Nano ist nicht ausgeschlossen.

Kaum jemand in Albanien hatte erwartet, dass der ehemalige Premierminister und Parteiführer Fatos Nano sich nach seiner Abwahl von der Parteispitze im vergangenen Jahr völlig von der politischen Bühne verabschieden würde. Nun kündigte Nano die Bildung einer Fraktion innerhalb der Sozialistischen Partei an, die sich zum Ziel gesetzt habe, den jetzigen Parteichef Edi Rama abzusetzen.

Nano gibt vor, Rama verfolge in seinen Ämtern nur persönliche Interessen. Er bezeichnete Rama zudem als “deformierte Kopie” des jetzigen konservativen Regierungschefs Sali Berisha. Der Kampf gegen “das Original", womit er Berisha meine, müsse mit einem Kampf innerhalb der eigenen Reihen beginnen – nämlich gegen Rama. Nano warf Rama vor, dieser betreibe “die Degradierung der Sozialistischen Partei". Taulant Bala, einer der Unterstützer von Nano, beteuerte gegenüber der Deutschen Welle: “Nano hat eine Bewegung geschaffen, deren Ziel die Gesundung der Partei ist. Es ist die beste Antwort auf die Willkür, die wir in der jetzigen Parteiführung unter Edi Rama feststellen.”

Parteiführung droht mit Ausschluss Nanos

Rama, der neben dem Parteivorsitz auch das Amt des Bürgermeisters von Tirana innehat, wischte die Angriffe von Nano beiseite, indem er die Kritik aus den eigenen Reihen als “atmosphärische Störungen” abtat. Er verteidigte seine politische Strategie für die kommenden Monate, die darauf abzielt, zuerst die Lokalwahlen, die bis zum Ende des Jahres stattfinden müssen, zu gewinnen und dann vorgezogene Parlamentswahlen im kommenden Jahr zu erzwingen. Rama betonte: “Unsere Agenda ist durch irgendwelche atmosphärischen Faktoren nicht abzuändern.” In Bezug auf Nanos schillernde Vergangenheit – dessen Amtszeit als Premierminister war durch zahlreiche Skandale und Korruptionsvorwürfe in den Medien überschattet – sagte Rama, Nanos politische Karriere sei beendet. “Die Telenovellen sind vorüber", kommentierte Rama.

Zudem droht die Parteiführung Nano indirekt mit einem Parteiausschlussverfahren, falls dieser mit seiner Bewegung der Partei Schaden zufügen werde. Erion Brace, einer der Mitglieder des Parteipräsidiums erklärte: “Jeder, der gegen diese Agenda vorgeht, deren Ziel die Verkürzung der Amtszeit von Sali Berisha ist, stellt sich selbst außerhalb der Sozialistischen Partei. Und es wird keinerlei Zögern geben, diese Splittergruppe und alle ihre Unterstützer aus der Partei auszuschließen.”

Nano gibt sich moderat

Nano hält die Drohung mit einem Parteiausschluss hingegen für einen schweren Fehler: “Es wäre ein sehr falscher Schritt, der Sozialistischen Partei mit dem Verlust ihres Repräsentanten zu drohen", betonte er. Nano, der selbst jahrzehntelang mit Berisha rivalisiert hatte, versucht nun, sich als moderat zu präsentieren. Er befürwortete das jüngste Abkommen zwischen den sozialistischen und den demokratischen Parteien, mit dem ein monatelanger Streit um die Reform des Wahlgesetzes beigelegt wurde. Zudem könne die politische Blockade des Landes nur überwunden werden, wenn, wie er sagte, “weise Vertreter der beiden großen Parteien” sich direkt träfen und ihre Konflikte beilegten.

Albanian Prime Minister Berisha has hired former US Secretary of Homeland Security Tom Ridge to assist his government in meeting its goal of NATO membership.

Albanian Prime Minister Sali Berisha announced on Monday (4 September) that he has hired former US Secretary of Homeland Security Tom Ridge as an adviser to the government on issues including NATO membership, fighting corruption and tackling organised crime.

Ridge will begin work this month, said Berisha’s spokesman, Neritan Sejamini. Under the agreement, Ridge will make occasional visits to Albania, but will work primarily from the United States.

Albania applied for NATO membership in 1992 – when Berisha, the country’s first non-communist president, strengthened ties with Washington. The momentum stalled, however, when Berisha refused US advice concerning a 1997 pyramid scheme crisis that led to his government’s ouster.

Since becoming prime minister in July 2005, he has sought to rebuild the relationship.

Ridge’s main priority will be to help Albania meet its goal of joining NATO in 2008, Berisha said. “Ridge will assist and advise the Albanian government on the issues which are the top priority for every government in the world: the country’s security,” he explained.

Tirana signed a Stabilisation and Association Agreement with the EU in June, but obstacles remain in areas such as the economy, infrastructure and the fight against crime.

Ridge, who was in Tirana Monday, said it would be a privilege to work for the Albanian government. “I am ready to support the needed changes that Albania has to do in order to become a NATO member and a global partner in the international economy. I believe these goals may be achieved and I am looking forward to starting to work together with you on their realisation,” Ridge said.

In March, he held talks with Defence Minister Fatmir Mediu, Interior Minister Sokol Olldashi and Minister of Public Affairs, Transport and Telecommunications Lulzim Basha. One of the issues discussed was the management and control of borders.

Ridge, 61, cut short his second term as Pennsylvania governor when US President George W. Bush appointed him to co-ordinate homeland security after the 11 September 2001 attacks on the United States. Named head of the department a year later, he stepped down in February 2005.

Buildings on Collectors Demolished
Fier-Around 72 illegal buildings on top of collectors have been demolished in the course of two days by the construction police forces of the district of Fier. The buildings at hand were maily found in the rural areas of Fier as well as along the Lushnje-Fier road segment. Thus, more than 65 buildings were demolished yesterday in the communes of Mbrostar and Libofsha. They were mostly habitats, bars, car garages as well as house surrounding walls. During this action, which is expected to spread to other areas, the construction police has been assisted by the police of public order as many of the owners of the demolished buildings objected to the bulldozers’ attacks

Albania to hire former U.S. homeland security chief as consultant

Albania is to hire Tom Ridge, the former American Homeland Security Secretary, to be an adviser to the country’s prime minister on a range of issues including security, NATO membership and investments.

“Mr. Ridge has agreed to be an adviser to this prime minister and the Albanian government,” Prime Minister Berisha, standing side by side with Ridge, told reporters on Monday.

“Our cooperation includes the integration of Albania into NATO, national security strategy and the fight against organized corruption and crime,” Berisha added.

Albania has strenuously applied for NATO membership for years. It is expected to receive an invitation to join the club at the 2008 NATO Summit.

A government spokesman told reporters that Ridge would form his own team of experts who would also provide their advice.

Ridge, 61, was appointed by U.S. President George W. Bush to coordinate homeland security after the Sept. 11, 2001 attacks. He was named the head of the department a year later and stepped down in December 2004.

Ridge will begin his work this month, and he would visit Albania every two months, the spokesman said.

President of Republic Alfred Moisiu met yesterday in his office with General Prosecutor, Theodhori Sollaku.Sources from the presidency informed that this meeting was more of an informative nature after the return of the General Prosecutor from the meeting he held in Paris with other homologues from different countries. This is the second meeting between Moisiu and Sollaku. Sources informed that in the yesterday’s meeting, it was not discussed about the so spoken issue of the signing or not from the President of the dismissal of the chief prosecutor of the country, Sollaku, but the latter has just informed the head of state about the meeting he held some days ago in Paris. Meanwhile, with respect to issue of signing or not Sollaku’s dismissal, sources informed the President will take the final decision by the end of September.
