Albanien verurteilt Verbrechen der kommunistischen Diktatur

Tirana. DPA/baz. Das Parlament Albaniens hat die während der Herrschaft des kommunistischen Diktators Enver Hohxa verübten Massenverbrechen verurteilt. In einer am Montagabend verabschiedeten Resolution wird auch auf die zahlreichen Opfer des “kommunistischen Genozids” hingewiesen, wie die Medien in der Hauptstadt Tirana am Dienstag berichteten.

Hoxha, der das Balkanland von 1945 bis zu seinem Tod 1985 regierte, wird in der Resolution als Inspirator, Anführer und Ausführer der “grausamsten” kommunistischen Diktatur in Osteuropa bezeichnet. Vertreter der aus den Hoxha-Kommunisten hervorgegangenen oppositionellen Sozialisten waren der Abstimmung ferngeblieben.

Auf vielen Gebieten macht Albanien Fortschritte. Junge Frauen suchen nun Jobs, als Kindermädchen oder Alten Betreuerin und Viele versuchen in legale Gechäfte zu investieren.

Und die Albaner selbst, haben keinerlei Interesse an einem Vereinten Gross Albanien, was vor allem von der Faschistischen US Mafia des Gambino Clans www.aacl.com, politisch missbraucht wird, um deren kriminelle Geschäfte zu tarnen. Der AACL, ist der Anstifter für die Ethnischen Unruhen gewesen und ist und war eng mit US Politikern, wie Bob Dole, aber auch Hans-Dietrich Genscher und Klaus Kinkel verbunden gewesen.

Bis heute bilden diese Mörder, Drogen Bosse welche von Bin Laden Leuten und dem SAS-CIA zu Terroristen ausgebildete worden, eine Einheit im Kosovo mit Deutschen Generälen, hohen UN Leuten, Deutschen Politikern (siehe auch Osmani Clan und Schröder), und der Privatisierungs Gang aus den USA und Deutschland unter Rückers!

Diese Verbindung Deutscher Politiker, wie auch von Rezzo Schlauch und deren Tarn Organisationen wie die DAW, versuchen jede Art von Stabilisierung auf dem Balkan zu verhindern, um weitere Profite aus Privatisierungen zu erzielen.

Die Kontakte Deutscher Politiker zur Organisierten Kriminalität auf dem Balkan sind legendär und Grundlage, für die Geschäfte Deutscher Politiker auf dem Balkan. Eine einzige Frage reicht zu dem Thema: Wo sind all diese Milliarden der Aufbau Hilfe auf dem Balkan geblieben?

It’s not hard to find bad news in Albania: It’s corrupt, the state is weak and organized crime is strong. Yet in the past five years Albania has undergone a little noticed but remarkable transformation.

The chaos and violence of 1997, precipitated by the collapse of pyramid schemes that wiped out many people’s savings, seem unthinkable today.

Brightly coloured apartments and offices have sprouted all over Tirana, the capital. Roads are being rapidly repaired and extended. Even Vlore, once a wretched, potholed town crammed with Kurds, other foreigners and Albanians – waiting to be smuggled to Italy – is enjoying the renaissance.

A campaign against people trafficking, including a ban on speedboats, has largely choked off that trade. Some of its proceeds have gone into construction and legitimate businesses. With a reduction in lawlessness, hotels and restaurants now cater to ethnic Albanian vacationers from neighbouring Kosovo and Macedonia.

The recent relative stability has helped Albania attract foreign banks. These have introduced such novelties as mortgages, which in turn have helped fuel the construction boom.

Although there are few reliable statistics, about a third of its population of just over three million is thought to be living abroad, mainly in the EU: at least 600,000 in Greece, more than 200,000 in Italy and probably another 200,000 elsewhere.

Expatriates are believed to be sending home a billion euros ($1.45 billion Cdn) a year and their cash has financed construction as well as consumer spending.

So have the proceeds from organized crime, though police say education campaigns have sharply reduced the number of girls sold into prostitution abroad, after being duped into believing they’d work as cleaners or nannies.

Unemployment officially hovers around an uncomfortable sounding 15 per cent, but joblessness is twice as high in Macedonia and even higher in Kosovo. Today the big worries are the future of the economy – remittances may not create many sustainable jobs – and the behaviour of Sali Berisha, the prime minister.

Critics complain that, since his return to power last year, he has been attempting to control public life, for instance by trying to sack the prosecutor-general.

“Berisha does not care about either the law or democracy,” argues Mustafa Nano, an influential Albanian columnist. But some of Albania’s institutions seem more capable of withstanding the pressure these days.

Tensions in the Balkans will escalate in coming months as Kosovo, inhabited mostly by ethnic Albanians, moves towards independence. But in Albania itself there is little interest in the notion of a Greater Albanian state.

Given that the collapse of 1997 helped ignite war in Kosovo, greater wealth and stability in Albania is important for everybody in the Balkans.

Few places in Europe have experienced as explosive a growth in population as Tirana, the once small and now vibrant, sprawling capital of Albania.

During the harshest of Albania’s communist rule that persisted until 1991, people could not own cars. They were reserved for party officials. As recently as 1993 there were more bicycles and horse carts than cars on Tirana streets.

That all changed with dramatic suddenness. Today, Tirana is often choked with motorized traffic. Horse carts are long gone and only the bravest dare navigate by bicycle.

U.N. Development Program team leader Eno Ngjela says Tirana’s growth was completely unplanned. When restrictions on people’s movements ended, they came to Tirana.

“No one thought [during communism] at the time there would be cars or anything, or a major need for electricity or air conditioning, or central heating from electricity,” he said.

By the late 1990s Tirana’s population had doubled to at least 300,000. With little regulation, development was chaotic. Illegal kiosks and restaurants went up in every available space.

That changed in 2000 when Edi Rama, a young artist, was elected mayor. He removed illegal squatters and developed an urban plan.

Today, Tirana sparkles, its new high rises and modernity stunning even to a frequent visitor. Rama, also the head of Albania’s opposition socialist party, has a list of the city’s major challenges. Progress, he says, is held back by a central government run by his political rivals.

“Electricity is a central government responsibility,” he said. “Housing is a local government responsibility, but without central government coordination, this becomes impossible because of restrictive laws. Sanitation is a disaster and it is a central government responsibility.”

These complaints are rejected by Prime Minister Sali Berisha. He promises no electicity cuts this coming winter and says housing regulations are much improved. He says corruption, rampant under the Socialist government he succeeded one year ago, is now less of a problem

There are estimates that Tirana’s population will reach one million within the next few years. Albanians continue to move to the capital, where wages are at least twice as high as in rural areas.

Planners say growth is so rapid that soon Tirana and the port city of Durres, 35 kilometers away, will become a single urban area comprising about half of the country’s population.

UNDP official Ngjela says Albania is developing in two directions.

“Some areas of the country like Tirana, Durres and some tourist areas in the south are developing quickly,” he noted. “And the rest of the country is just staying there [still] and lagging behind.”

With explosive growth continuing, what will Tirana look like in 10 years?

“I do not know,” said Edi Rama. “I do not know. The most interesting thing about this country is that you can never predict the future.”

Mr. Rama, 42, says being mayor of Tirana is the most exciting job he could have. On a national level, he says he wants to create a political party that is responsive to people and can facilitate generational change.

    Business: IMF warns Albania against further commercial loans

    Albania cannot afford more commercial loans, an IMF mission in the country warned. Also in business: Kosovo announces new mobile phone tender, Bulgaria finds a buyer for its national flag carrier, and the IMF objects to plans to raise Macedonia’s budget deficit targets.

    An IMF mission, in Tirana for talks on the 2007 budget, cautioned the Albanian government against taking out further loans on commercial terms, saying it was not affordable at present. The warning came shortly after the cabinet concluded a 418m-euro deal with the US-Turkish consortium Bechtel-Enka, which will build a segment (Rreshen-Kalimash) of the Durres-Kukes highway. The authorities have not indicated how they will fund the project. IMF mission chief Istvan Szekely said it would be unwise for Tirana to surpass the allowable limit – around 50m euros a year – on commercial credits.

    Die OSCE als Absteige Bahnhof, der geistig minderbemittelten EU und US Politiker, welche nirgendwo mehr Arbeit finden und als Versorgungs Einheit, für pensionierte Militärs. Ein wirklcih jämmerlicher Laden.

    TIRANA – A female student has been banned from wearing an Islamic headscarf to university in Albania after she attended a lecture wearing one, the university said Wednesday.

    “Students must respect the rules of Albanian schooling, which in Albania are secular,” said Agim Kukeli, the vice-chancellor of the University of Durres on the country’s west coast. “We advised the young student not to wear the scarf during university lessons [but] she is free to do what she wants outside the building complex,” he said.

    “In Albania, there are Koranic schools where everyone is free to enroll at, but there are also public schools where the rules must be respected,” he said. Behije Hoxha, 19, had attended a Koranic school before enrolling at the University of Durres in early October in order to continue her studies in English, said the official.

    A senior Muslim leader in the Albanian capital, Saimir Rusheku, criticized the decision. “Nobody has the right to impose on others the way they dress … the choice is personal,” said Rusheku. The ban on students wearing scarves to lessons was “discriminatory and a direct violation of human rights,” he added.

    In Albania, a country with Muslim majority, more than 1,000 students between the ages of 14 and 18 attend Koranic schools.

    The arduous journey that the letters of the alphabet must embark on…

    The “MJAFT” Foundation will have a premiere public screening of the documentary “The Journey of the Letters of the Alphabet” directed by Mr. Boiken Abazi. The screening of the documentary is on Friday, October 27th, at 6:00 pm, at the Black Box Theater, inside the facilities of the Tirana Academy of Arts.

    This is a daring idea towards making concrete steps in stopping the increase in the level of illiteracy in Albania in rural areas, there where the “virus” has built a stronger immunity. The program involved well educated young people who gave up their daily engagements to work with marginalized children and the youth throughout the Summer of 2006.

    This initiative of the MJAFT Foundation began after a serious analysis of this shocking issue in the Albanian education system. The information and the statistics which were gathered not only show an increase in this phenomenon throughout the country, but unfortunately also a problem which for various reasons has been veiled from the public.

    The documentary shows not only the marvelous beauty of the often wild and untouched nature in Albania, but also remarkable footage of the many innocent faces of the children and youth that has been left stranded. This skilled footage is presented under the production of Mathew Todd Sheiderer and Boiken Abazi, and with a narrative from Adi Krasta.

    These are images which you will not easily forget from remote villages in Peshkopia and Fier, and informal areas of Tirana. The images will make you seriously reflect on one of the biggest issues of post-communist Albania.

    Es ist reine Politische Propaganda, wenn gerade der Bürgermeister nun die Regierung verantwortlich machen will. Grund ist: Die illegela Bauweise überall im Lande, auf fremden Grundstücken und dabei werden immer die Wasserleitungen illegale angezapft und fast nie ebenso richtig die Löcher wieder zugeschweisst. Albanien verliert so 50% des Wasser, durch das marode System und ebenso ist es beim Strom Diebstahl. Verantwortlich sind hierfür alle Politiker und deren korrupte Verwaltungen. Vor allem aber die Ex-Regierung von Fatos Nano, wo es zum totalen Wildwuchs kam.

    AHC: Parliament Should Restore Live Broadcasts of Its Sessions

    The Director for Public Relations at the Parliament of Albania has notified the editorial offices of the private media that starting on October 11, 2006, there shall be no live broadcasts of the plenary sessions of the Parliament. The reasons for this decision was explained with the need to sign specific contracts with the private TV stations.

    The Albanian Helsinki Committee (AHC) considers this not only as a hasty order, but also as a move that contradicts the right of access to information based on the fact that public access to uncensored information is guaranteed by international instruments, the Constitution of the Republic of Albania as well as the Law on Access to Information.

    Based on the article 79 of the Constitution of the Republic of Albania, the parliamentary meetings are open, with the exclusion of the cases when holding in camera meetings is required by the President of the Republic, the Prime Minister or one fifth of MPs, which also has to pass the majority vote of the Parliament.

    Furthermore, Article 105 of the Rulebook of the Parliament of Albania, stipulates that its activity is open and is achieved through “…the coverage of the activities of the parliament and its bodies in the print and visual media”.

    AHC estimates that any lack of clarity or gap that could exist in the Regulation of the Parliament or other provisions related to this issue should not lead to issuing such orders.

    AHC suggests to the Parliament of Albania to urgently restore the violated right of access to transparent information and not to condition it with the drafting or adoption of formal or administrative procedures.

The air has been found to be extremely polluted from the heavy traffic as well as the factories and industrial plants that conduct their activities in these cities. According to the air specialist in the Ministry of the Environment, Vojo Tashi, pollution has become particularly acute during the summer season as rainfalls are rare and there is a greater tendency to move by car and to spread fumes. “Lately, vehicles have increased in numbers and the fact that traffic continues to be heavy in these cities means that pollution is high”, specialist Tashi said.Every day in the city of Tirana thousands of tons of dust rich in cancerous substances circulate.

    By the late 1990s Tirana’s population had doubled to at least 300,000. With little regulation, development was chaotic. Illegal kiosks and restaurants went up in every available space.

    That changed in 2000 when Edi Rama, a young artist, was elected mayor. He removed illegal squatters and developed an urban plan.

    Today, Tirana sparkles, its new high rises and modernity stunning even to a frequent visitor. Rama, also the head of Albania’s opposition socialist party, has a list of the city’s major challenges. Progress, he says, is held back by a central government run by his political rivals.

    “Electricity is a central government responsibility,” he said. “Housing is a local government responsibility, but without central government coordination, this becomes impossible because of restrictive laws. Sanitation is a disaster and it is a central government responsibility.”

    These complaints are rejected by Prime Minister Sali Berisha. He promises no electicity cuts this coming winter and says housing regulations are much improved. He says corruption, rampant under the Socialist government he succeeded one year ago, is now less of a problem

    There are estimates that Tirana’s population will reach one million within the next few years. Albanians continue to move to the capital, where wages are at least twice as high as in rural areas.

    Planners say growth is so rapid that soon Tirana and the port city of Durres, 35 kilometers away, will become a single urban area comprising about half of the country’s population.

    UNDP official Ngjela says Albania is developing in two directions.

    “Some areas of the country like Tirana, Durres and some tourist areas in the south are developing quickly,” he noted. “And the rest of the country is just staying there [still] and lagging behind.”

    With explosive growth continuing, what will Tirana look like in 10 years?

    “I do not know,” said Edi Rama. “I do not know. The most interesting thing about this country is that you can never predict the future.”

    Mr. Rama, 42, says being mayor of Tirana is the most exciting job he could have. On a national level, he says he wants to create a political party that is responsive to people and can facilitate generational change.

    Meoisiu’s refusal to sack chief prosecutor fuels controversy in Albania

    TIRANA, Albania – President Alfred Moisiu’s refusal to fire Chief Prosecutor Theodhori Sollaku – despite alleged links to organised crime – has triggered a strong reaction in Tirana. As expected, the opposition Socalist Party welcomed Moisiu’s decision, saying the allegations against Sollaku were politically motivated. But on Sunday (October 15th) a ruling Democratic Party spokesman suggested Moisiu might also have links to organised crime. Spokesman Gazmend Oketa even hinted that the DP might seek impeachment. Later in the day, Parliament Speaker Jozefina Topalli, a senior DP official, ruled that out.

    In other news, the head of the European Commission directorate for the Western Balkans, Reinhard Priebe, urged the various political parties to reach some kind of consensus for the sake of the country’s EU accession process.     Das von den Italienern beschlagnahmte Super Schmuggler Boot die “SIA” = “CIA” von Sokol Kociu, der damit u.a. 1998-99 eine Schnell Boot Verbindung, nach Sizilien unterhielt.

    Tatsache ist, das der US-Botschafter Josef Limbrecht in Albanien, persönlich die Drogen Pakete bei den Schiffen im Hafen von Durres abholte und Josef Limbrecht auch jede Existenz von Bin Laden in Albanien bestritt am 12. September 2001. Und dann starb dieser Verbrecher urplötzlich am 19. Mai 2002, in einem Terroristen Camp in Peskopje Albanien, angeblich an einem Hezr Infarkt. Und das der Englische Geheimdienst MI6 in jede Schweinerei auf dem Balkan verwickelt ist, ist ja wirklich Nichts Neues und deren Tätigkeit bei der Betreuung von Nah-Ost Terroristen und der Ausbildung von Balkan Terroristen.

    Exclusive. From GIS Station Priština. Three major heroin production
    laboratories, run by the Kosovo Liberation Army (KLA/UCK: Ushtria
    Clirimtare e Kosove), are operating within the Urosevac [Lat.
    42.38°N, Long. 21.17°E] area of the Serbian province of Kosovo which
    is under the control of US Army units operating from Camp Bondsteel.
    The US authorities operating in the area have specifically protected
    the laboratories from inspection by other NATO forces in the area,
    and there is evidence that, over a period of years, US military and
    possibly intelligence elements have actively engaged in commercial
    and/or support relations with the narco-traffickers involved with the
    heroin laboratories.

    Very well-placed GIS sources said that, essentially since the
    withdrawal of Serbian Government control over its Kosovo province,
    there has been an increasing amount of opium grown in the area, and
    this is a major supply source for the heroin laboratories, although
    it is understood that some raw opium may also be fed into the
    laboratories from, or via, Turkey (possibly including some raw opium
    from Afghanistan). Albanian “mafia” control of the heroin trade in
    Western Europe is now well-documented.

    [In Turkey, it is not illegal to grow opium, and, as well, there is a
    growing production of opium in Iraqi Kurdish areas; these production
    areas are also believed to support the heroin laboratories in the
    Urosevac area.]

    Very senior sources within NATO governments have confirmed that the
    US military command in the Urosevac area has instructed other foreign
    forces, serving alongside the US in the NATO peacekeeping operations,
    to avoid certain areas where the processing laboratories function,
    repeating the warnings of the KLA combatants in the area that the
    land is mined. The determination of the KLA to defend these
    facilities is now well-known locally. A Russian unit, some three or
    four years ago, engaged the KLA in a firefight in the area, at night,
    after which the KLA forces were sufficiently strong and well-armed
    that they surrounded the Russian camp and essentially prevented the
    Russian forces from leaving their camp.

    Other NATO and peacekeeping forces in the immediate area and
    elsewhere in Kosovo were asked whether there was a chance that the US
    command at Camp Bondsteel was unaware of the heroin laboratories and
    their related activities. All confirmed the view expressed by one
    official: “There is not a chance that the senior US military in the
    area do not know about the [heroin production] facilities.” However,
    there was also anecdotal evidence that military personnel from other
    countries deployed in the area were also actively engaged in
    narcotics trafficking with the KLA.

    The KLA’s use of Kosovo as a criminal clearing-house extends to a
    wide range of other activities. Stolen cars from all around Europe,
    but particularly from Italy, are “re-processed” in Kosovo, and given
    new papers, before being re-exported to places such as Albania. One
    such car was used for some time by the Albanian Interior Minister,
    until a few years ago, before, on a visit to Greece, it was
    identified because of an Interpol alert, and seized. As well,
    electrical goods and household fittings removed from the homes of
    Kosovo Serbs, who have been driven from the area, are on sale through
    a major network of retail outlets in Albania.

    Little of this gains international attention, although the use of
    roadblocks by the KLA reached such a level that the United Nations
    and NATO leaderships in Kosovo have issued warnings to their

    However, US involvement with the narco-trafficking has gone beyond
    merely turning a blind eye to the activities of the KLA in the area.
    US military vehicles, several years ago, were known to have actually
    transported narcotics from Kosovo, through the Former Yugoslav
    Republic of Macedonia (FYROM), and into the Florin area of northern
    Greece, and then on through the Greek Western port of Igoumenitsa
    (capital of the region of Thessprotia, lying just across the island
    of Corfu) the closest port to Italy with direct connections to
    Brindesi, Bari and Ancona. On at least one occasion (before 2001),
    the trucks carrying the narcotics were said to be carrying the bodies
    of dead US servicemen, and, as a result, Greek newspapers carried
    reports claiming that 14 US troops had been killed in Kosovo.

    Significantly, as the question of the “final status” of Kosovo moves
    to center-stage, the US has begun moving some of its intelligence
    capabilities from Bosnia and into Kosovo over recent months. Many of
    the Bosnian Croat sources being run by the US Central Intelligence
    Agency or other US agencies now appear to be being handled by British
    Secret Intelligence Service (SIS/MI-6) control.”

    Albanian president appoints new army chief

    TIRANA, Albania – President Alfred Moisiu has appointed Major General Luan Hoxha as the new chief of the army’s general staff, according to a statement Tuesday (October 10th). Hoxha, 42, the deputy head of the military staff, succeeds General Pellumb Qazimi, whose second three-year term is ending.

The hijacker named Hakan Ekinci, 28, sought political asylum in Italy pleading for Pope Benedict XVI’s help. His residence permit in Albania had expired and he was obliged to return to Turkey, which he did not like after he had deserted the army and would be immediately arrested in Instanbul upon landing. Besides more than three hours of panic and concern the incident was considered as a sign of Albania’s involvement in a list of countries affected by terrorist attacks after Sept. 11, 2001 attack in the United States. But was it really a terrorist incident?

    The President of the Republic, Alfred Moisiu chaired today the meeting of the National Security Council whose topic of discussions was the progress of the processes of integration of Albania in NATO.

    In his address, President Moisiu by pointing out the fact that this meeting is being held at the eve of NATO Summit in Riga, praised the progress made in the relations of cooperation between Albania and the North Atlantic Alliance which are concretize through the participation of our country in the Partnership for Peace initiative and Membership Action Plan that have been the foundation for the development of reforms in various fields in the country.

    On this occasion, the Head of state underlined the fact that “already in our country is has been established a very positive and supporting environment for the deepening of the started political, economic and military reforms, for the systematic efforts of the highest institutions to coordinate the efforts in the process of the European integration of the country and NATO membership. Albania is giving an important contribution to peace and security in the region and even further than that. Our Armed Forces are continuing with determination their transformation to become a small, professional, well trained and equipped force with increasing operational capabilities.”

    President Moisiu expressed the conviction that although the Riga Summit would not be an enlargement one, the Alliance would appreciate the efforts of Albania and of the two other members of the Adriatic 3 Charter, Croatia and Macedonia and will convey a clear and encouraging message in the path of integration. “But, – stressed the Head of state. – the assessment for membership will always depend on meeting the standards by each individual country, hence it is our responsibility to shorten the time frame to enter in its door.”

    In this context, the President of the republic, demanded more work and a more active and determined engagement to strengthen the Rule of Law, to conduct a more organized and professional fight against illicit trafficking and organized crime, strengthen the border regime, continuing and bring to the end the reform in the judiciary, strengthening the fight against corruption and in general the further strengthening of democracy and in this framework, holding the local elections according to required standards. “In order to successfully face these challenges, it is very important to have the participation of all the institutional factors of politics, including the opposition too and this requires dialogue and finding a common language, not raising the tensions and extreme politicizing of every debate.” – stated Mr. Moisiu.

    Then the meeting the National Security Council continued with the rapports of the respective Ministers and discussions by the participants, during which were pointed out the main problems and moments of the work of the Albanian state structures and institutions to fulfill as quick as possible the required standards for full membership of Albania in NATO. During the discussion it was emphasized the necessity to deepen and realize the all sided reforms and it re-stressed the unitary position that the integration of our country in the North Atlantic Alliance structures is not only a military objective, but it is first of all a political one in the service of the interests of Albania and Albanian people. The interlocutors discussed regarding the fulfillment of this objective and praised the commitment of the government to support the reform in the field of defense and increase the defense budget to 2% of the GDP by 2010. At the conclusion of the meeting, President Moisiu issued concrete tasks to resolve the problems and fulfill the objective of integration.

    TIRANA, Albania – Parliament Speaker Jozefina Topalli met on Thursday (October 5th) with Romanian Senate President Nicolae Vacaroiu, who is on a two-day visit to Albania.     Berisha: Investoren werden in Albanien ein Paradies finden

    19.09.2006 Mit seiner Initiative »Albanien für 1 Euro« will Premierminister Sali Berisha ausländische Investoren einladen, im Land aktiv zu werden.

    Berisha verspricht sich, die Armut in Albanien reduzieren zu können, indem er ausländische Investoren im grossen Stil ins Land bringt. Aus diesem Grund hat er Mitte August die »Albanien für 1 Euro«-Initiative lanciert.

    In der Zwischenzeit wurden auch einige Details ausgearbeitet: Insgesamt 110.000 Hektaren Land im Staatsbesitz wurden definiert, das Ausländer für € 1 pro Quadratmeter erwerben können. Sie sollen darauf Fabriken, Hotels, Spitäler und Schulen bauen. Auch Lizenzen für Banken und Wasserkraftwerke sollen für € 1 vergeben werden.

    Die ganze Initiative wird von weiteren Massnahmen begleitet: Berisha verspricht Europas tiefste Steuern. Ausserdem sei das Investitionsklima auch verbessert worden, weil das organisierte Verbrechen und die Korruption bekämpft würden. Albanien sei wirklich ein sicheres Land, erklärte Berisha.

    Trotz der guten Absichten bleibt die Kritik am Programm nicht aus. Während die einen Angst haben, die Heimat werde zu Dumpingpreisen an Ausländer verkauft, warnten andere davor, dass lokale Wirtschaftsbetriebe benachteiligt würden. Der Internationale Währungsfonds erklärte, dass man besser sicherstellen würde, dass Wasser und Strom fliessen würden anstatt Steuern zu senken.

    Albaniams Präsident fordert eine unabhängige Justiz

    Vor allem kritisiert der Präsident, das immer noch Politiker, Justiz Entscheidungen beeinflussen und damit die Justiz missbrachen.

    Weiterhin gibt es immer noch einen Wahltermin für die Lokal WAren in Albanien die voraussichtlich 20. Dezember 2006 und 20. Januar 2007 stattfinden.

    Albania’s Moisiu calls for more independent judiciary

    TIRANA, Albania – President Alfred Moisiu called for a stronger, more independent judiciary, during a speech to a regional forum in Tirana on Wednesday (October 4th). He warned against continual political interference and attempts to influence judicial decisions.

    On Thursday, the president again tried to get leaders of the 12 main parties to agree on a date for local elections this winter. The main opposition Socialist Party wants a postponement of the vote – which by law must be held between December 20th and January 20th – in light of the traditionally heavy snows that would affect turnout in mountainous areas.     THE ADDRESS OF PRESIDENT MOISIU AT THE REGIONAL JUDICIAL CONFERENCE.

    Tirana, October 4th, 2006

    Distinguished judges,

    Because of the high number of participating judges and the specific volume of the work that you represent in the judiciary, your conference presents a good opportunity to ponder upon those problems, achievements and shortcomings which the judicial system in the country is faced with. Without going into the details of your work, which I expect to be addressed by the discussions and debates of the conference, invested with the quality of the Head of state and Head of the High Justice Council, availing myself of this opportunity I would like to express a few general assessments.

    In my viewpoint, the consolidation of a credible and professional judicial system, capable to deliver justice on time and in compliance to the law, it is in the vital interest of country’s development and the strengthening of democratic system. Delivering justice in a country where justice and right not only have been missing for decades in a row, but there have also been political and ideological monopoly, it is naturally a challenge and accompanied by numerous difficulties. After sixteen years of transition and efforts for reformation, I think that Albania has already gained the necessary human resources and legal basis that enable the sustainable and independent strengthening of the judicial system.

    Personally I have been and remain committed to create a sustainable constitutional climate that guarantees the independence of the judiciary and also makes possible the reformation of this system in compliance to the demands of the Constitution of the Republic of Albania. During the last years of my function as the Head of High Justice Council there have a few cases of efforts from the politics and other powers to intervene, even to impose decisions on the judiciary. Such actions that spring from the reminiscence of the past and go against the constitutional spirit, although they have proven unsuccessful, have left behind their consequences in creating an unjust climate of distrust and denigration for the judicial system.

    I understand and welcome the criticism made, and in general they even are positive and help us to evidence the shortcomings and correct our work. But when criticism is transformed into verbal and collective attacks, and further more, take on the features of political campaigns by aiming to bill the crisis and failures of other branches of power to the judiciary, then it becomes my constitutional responsibility and that of every institution and individual in this country to not accept this situation and to fight for the preservation and strengthening of the independence of constitutional powers. Other branches of power and also the institutions, mainly the political ones, which carry in themselves the greatest potentials for criticism, must use their constitutional rights to channel the complains and suggestions into the legal way.

    By inviting them to answer with constitutional initiatives and means to every legal claim, I would also like to appeal to all the political and public actors to address their claims for the judicial system to the bodies determined by the law to handle these information, to the High Justice Council and Ministry of Justice. The collective blame of the judicial system is not right, does not resolve anything and remains in itself a negative attempt to blame our democratic system itself.

    Personally I feel encouraged by the praise that I receive for these reforms from the United States President, George W. Bush, from high ranking United States judicial personalities and also from other international institutions, which are familiar and appreciate the work done to really guarantee the independence of the branches of power and in particular the reformation and preservation of the independence of the judicial system in Albania.

    Albanien: Zur besseren Grenzsicherung bekommt Albanien von der EU Fahrzeuge

    Die EU will Albanien bei der Grenzsicherung unterstützen und vergibt hierzu 82 Fahrzeuge mit Allradantrieb, Vans und Motorräder.
    Die Fahrzeuge sind z. B. mit technischem Gerät ausgerüstet, das zum Durchleuchten von Fahrzeugen dient.
    Wie das Innenministerium in Tirana bekannt gab, sollen diese Fahrzeuge zur Bekämpfung von Menschen-, Drogen- und Waffenschmuggel verwendet werden.

    Türkisches Passagierflugzeug am Weg von Tirana nach Istanbul entführt

    Angeblich in Brindisi gelandet - Griechische und türkische TV-Sender: Notruf abgesetzt - Hintergrund angeblich Protest gegen Papstbesuch in der Türkei

    Athen - Ein türkisches Passagierflugzeug hat nach Angaben des griechischen Verteidigungsministeriums einen Notruf abgesetzt, wonach es gekapert worden sei. Einzelheiten waren zunächst nicht bekannt. Laut italienischen Medien landete die Maschine Dienstag Abend bereits in Brindisi.

    Nach Berichten von türkischen und griechischen Fernseh-Stationen war die Maschine von der albanischen Hauptstadt Tirana nach Istanbul unterwegs.

    Türkisches Flugzeug nach Italien entführt - Protest gegen Papst

    Im griechischen Luftraum ist ein Passagierflugzeug entführt worden. Die Maschine war auf dem Flug von Albanien in die Türkei - inzwischen landete sie im italienischen Brindisi. Die Entführer wollen Polizeiangaben gegen den anstehenden Türkei-Besuch des Papstes protestieren.

    Athen - Das türkische Passagierflugzeug hat nach Angaben des griechischen Verteidigungsministeriums einen Notruf abgesetzt, demzufolge es gekapert worden sei. Einem Bericht des türkischen Fernsehens zufolge war die Boeing 737 von der albanischen Hauptstadt Tirana nach Istanbul unterwegs. Sie sei im italienischen Brindisi gelandet.

    Das türkische Fernsehen zitierte Polizeiquellen, wonach die Entführung ein Protest gegen den anstehenden Besuch Papst Benedikts XVI. in der Türkei sein soll. Der Fluggesellschaft Turkish Airlines zufolge wollen die Täter eine Nachricht an den Papst senden.

    Bei den Entführern soll es sich um zwei Türken handeln. Sie seien zur Aufgabe bereit. An Bord sind der Fluggesellschaft Turkish Airlines zufolge 107 Passagiere. Dem Chef der Fluglinie zufolge hat es bisher keine Verletzten gegeben.

    Vier griechische Kampfflugzeuge seien aufgestiegen und hätten das Flugzeug bis zur Grenze zum italienischen Luftraum begleitet, hieß es aus Athen. Anschließend zwangen italienische Jagdflugzeuge die Boeing zur Landung.

    As political turmoil wanes in the Balkans, countries are focusing their attention on the next major challenge: attracting more foreign direct investment. In Albania, the government of Prime Minister Sali Berisha is taking some innovative approaches.

    If there is one trend in the region, it’s the intensifying battle for much-needed foreign direct investment. Countries across Southeast Europe are looking for innovative ways to attract it. Meanwhile, political stability – a precursor to investment – is likely to increase following resolution of the Kosovo status issue, expected in the coming months.

    The recent independence referendum in Montenegro was a welcome harbinger for the future. Despite worries and uncertainties ahead of the vote, it came off without a hitch. The dreaded grey zone – a pro-independence vote exceeding 50% but falling short of the 55% threshold – was averted. The EU and other observers gave a sigh of relief and went home happy. The recent election campaign there was, in the best possible sense, dull. Politicians were forced to think beyond the independence issue and deal with real, nuts-and-bolts issues. After so many fraught years, this is a welcome trend. While Serbia’s fate is still tied to the capture of Ratko Mladic, the rest of the region is poised to push ahead aggressively.

    Albania’s Democratic Party government, led by Sali Berisha, knows full well that a battle for foreign investment looms and that Albania has some catching up to do. What strikes visitors the most when visiting the country is the near total absence of international brand names. The local capital has done a lot, especially with so much coming in from remittances, but Albania’s key industries will need more than that. Tirana and Durres, along with the highway that links them, are growing fast. However, investment is uneven and Albania is not only Tirana. Outlying regions, where poverty is highest, need investment.

    The low level of foreign interest is largely due to the fact that Albania’s international image is poor – wrongly so. Certainly visitors to Albania leave with a far better impression than they arrived with. But much still needs to be done to make outsiders aware that the country has achieved significant progress. A start would be to showcase the already successful international investors operating there.

    Growth, ranging between 5% and 6%, is respectable. The signing of the Stability and Association Agreement with the EU makes it clear that, after fits and starts, Albania is on the right track. Political life still too often resembles a circus but the stakes are no longer so high. The party state mentality dies slowly – both Democrats and Socialists along with smaller parties still publish their own dailies. Nobody reads them, but that does not seem to matter. The battle between Socialist leader Edi Rama and Berisha is still on and with former Socialist leader Fatos Nano offering up his own party within a party, the word on the street is that politics like this is yesterday’s news.

    On the positive side, the two big parties did reach an agreement on electoral procedures for the upcoming local vote that averted the all too ubiquitous boycott of parliament by those out of power.

    Albania’s tourism potential remains untapped. Tourism

    Berisha is taking some very bold steps and he has some excellent people around him. A few minutes with Lulzim Basha, the very youthful and energetic Minister for Public Works, Transport and Telecommunications, are telling. A map in his office outlines the vision for massive improvement in Albania’s transportation network – improvements that will shrink travel times, make the country more accessible and maximize Albania’s strategic ports. Montenegro, with already fairly diverse international investment, seems so far to be the big winner in tourism investment but Albania should be next in line. The completion of the highway along the coast from Dubrovnik through to Saranda in Albania’s south will transform the country. This is critical if Albania is to make the most of its incredible potential for tourism on its lengthy coast.

    Albania’s service sector, especially its restaurants and hotels, already offers exceptional things. The hospitality is great and Albanians are an outward-looking people. They are ready for an influx of tourists and people will leave impressed. Albania is also rich in natural resources, such as oil, gas, copper, chrome and hydroelectric potential.

    By far the biggest step is Berisha’s new program of “Albania for one euro". Although still in its infancy, the plan ultimately aims to offer extremely good terms to investors interested in strategic sectors like mining, agriculture, import reduction and energy – areas that are crying out for big money. Government ministries are determining what assets they have and then will offer long-term leases for one euro per year. In essence, you can get a chromium mine for one euro provided the government is satisfied with your long-term development strategy.

    There are still huge details to be worked out, like how to choose amongst competing bids and penalties for non-fulfillment of investment pledges. Implementation will likely fall to the country’s economy minister, Genc Ruli, and he is certainly up to the job. The idea is an innovative one, albeit not without substantial risks: the political fallout would be heavy is things were practically given away and investors failed to live up to expectations.

    The government is also moving towards a flat tax and other incentives to bring in foreigners. Business registration times have been shrunk to eight days from over forty. Berisha pledges to decrease it even further. The government was especially pleased with the reduction in the size of government, tax reductions and other measures that reduced overall expenditures. For ordinary Albanians, there is now a chance to be a whistle-blower and this has meant less and less bribery. This is also good news for foreigners.

    Albania’s key ministers are now highly visible outside the country in conferences as they spread the word. They are leaving a good impression. Berisha also hired former US Homeland Security Secretary Tom Ridge to advise him on security issues, including organised crime and corruption, along with NATO integration and investment. The policies are in place – now it’s time to see who grabs the bait.
