EC - CEFTA will instigate foreign investments on Balkans

The Central European Free Trade Agreement (CEFTA) will serve as an impetus for big investments in the Balkans, said Vincent Degert, Head of the European Commission Delegation to Croatia.

“We believe the agreement is of great benefit to the region, not only in terms of trade exchange, but also for ramping up big investment operations in the Balkans", Degert said today in Zagreb.

As to the rejection of Serbia and Bosnia-Herzegovina to initial the Agreement, Degert said although European Commission supports strongly the Agreement, it is up to the member-countries to reach compromise solutions.

“The discordances should be settled thorough negotiations, and we believe that all involved will put their efforts into it", Degert said.

Earlier this month, the CEFTA Agreement was initialed by Macedonia, Albania, Bulgaria, Croatia, Moldova, Montenegro, Romania and UNMIK/Kosovo, pending signing on 19 December 2006.

BiH is trying to work out more favorable conditions in trade relations with Croatia and Serbia in the farming products sector, while Serbia is seeking for better positioning of the domestic tobacco industry in the regional market.

Goods exchange limitations are due to be lifted completely as of 1 January 2007 among all countries in the region, excluding Bulgaria and Romania, which will automatically drop out from CEFTA with their accession into the European Union.

Also ich kenne da Leute und anderem einen IHK Abteilungs Leiter usw.. die damals dabei waren und später dann im Auftrag von Bundes Behördne Tirana regelmässig besuchten und den Gegen Besuch der Erz Kommunisten in Bonn einfädelten.

Damals scheiterte Alles, an der Verbohrtheit einiger Alt Stalinisten in Tirana und die hatten schon damals keine Heizung in den Ministerien im Winter.

Qëllimi është të plotësojnë një nga nismat që nisi zyrtarisht babai i tyre, por këtë herë me një iniciativë tërësisht private. Investimet në turizëm dhe në energjetikë. Kjo është dëshira e pinjollëve të dinastisë Shtraus, që pas rreth 20 vitesh i rikthehen vendit që admironte më tepër i ati. Max Shtraus, një prej vëllezërve, shprehet i kënaqur që ka vizituar Tiranën dhe me atmosferën. Por kujton me nostalgji atë kohë kur ishte i ri, vitin 1987, kur i ati Franz Josef mbërriti si kancelar për herë të dytë në Shqipëri dhe takoi ish kryeministrin Adil Çarçani për t’i ofruar një ndihmë që sot e kalonte shifrën e 100 milionë eurove për investime pa të drejtë kthimi. “Nëse kjo do të ishte realizuar atë kohë, sot vendi juaj do të kishte një zhvillim tjetër, një gjendje krejtësisht ndryshe nga e sotmja. Por fatkeqësisht autoritetet e asaj kohe refuzuan”, thotë Max për gazetën “SOT”. Është i kënaqur që këtu pothuajse pjesa më e madhe e shqiptarëve e njohin, kanë dëgjuar, ose kanë lexuar për babain e tij, nismëtarin që i shtrihu dorën vendit tonë dhe hodhi urat e bashkëpunimit pas mëse 50 vjetësh në hapsirën Shqipëri-Gjermania Perëndimore. Nuk mohon se dëshira e tij dhe qëllimi i vizitave janë investimet në dy fusha.

Sot Franz Josef Shtraus nuk jeton më, por dëshirën e tij për të ndihmuar e kanë trashëguar djemtë. Sapo kanë vizituar për të disatën herë Tiranën për një kohë të shkurtër dhe janë larguar sërisht. Udhëtime intensive me një dëshirë për sipërmarrje të re. Investimin në energjetikë, fenomen nga i cili shoqëria shqiptare vuan prej 16 vjetësh dhe gjithashtu ringjallja e turizmit, fushën në të cilën askush nuk e ka admiruar më shumë se Franz. Qytetet antike shqiptare nuk mund të rrinë jashtë vëmëndjes. Dhe nëse iniciativa e tyre realizohet, vetëm atëherë një nga dëshirat e babait të tyre më në fund do realizohet, edhe pse këtë herë privatisht dhe me interesa biznesi. Mbetet të pritet nëse autoritetet vendase do ia hapin dyert vëllezërve Shtraus dhe të mos përsërisin historinë e viteve 1984-1987, kur Shqipëria humbi shansin që kurrë nuk iu kthye përsëri. Dy vëllezërit kanë aktivitet biznesi edhe në Gjermani prej vitesh, edhe pse kanë hasur probleme të shumta.

Franz Jozef Shtraus do të vinte në Shqipëri pak pas prishjes së Partisë Komuniste shqiptare me atë Kineze. Shumë ngjarje do pasonin me krizën ekonomike që pllakosi vendin, përveç sëmundjes s ëish diktatorit Enver Hoxha. Por Kancelari bavarez kishte hedhur urat e para dhe biseduar në distancë me Hoxhën. Por historia e Luftës së Dytë Botërore dhe “sedra e sëmurë” prej komunistësh do i çonte shtetarët shqiptarë në krenari të tepruar. Dhe do të vinte vizita private e Shtrausit në vitin 1984. Historia e dëmshpërblimit për dëmet e luftës ishte mbyllur që në 1953, por shteti komunist i rikërkoi në 1973 kur gjermania dëshiroi vendosjen e kontakteve diplomatike. Do i rikërkonte edhe në 1975 dhe këtë herë plotë 4 miliardë dollarë nga Republika Federalë Gjermane. Vizitës së kancelarit Shtraus në Tiranë më 1984 drejtuesit shqiptarë i përgjigjen ftohtë. Pritje pa emocione dhe formale pa asnjë konkluzion. Kancelari largohet, por për t’u kthyer sërish më 19 maj 1986, së bashku me Edmund Stoiberin. Këtë here priten nga ish kryeministri Adil Çarçani. Shtrausi propozon shifra marramëndëse ndihmash pa të drejtë kthimi, por Shqipëria nuk harron historinë, luftën. Ai jep ide, projekte konkrete dhe plane serioze që sot do e kishin çuar pa dyshim vendin në modernizim dhe integrim. Kjo pengesë solli pasoja. Vetëm në fund të vitit 1987, do të vendoseshin marrëdhëniet diplomatike midis dy vendeve, por ishte vonë. Një vit më vonë Franz Jozef Shtraus do të ndërronte jetë në moshën 73 vjeçare, kurse Shqipëria do mbetej e njëjtë.

Franz lindi më 6 shtator 1915. Deputet i Bashkimit Kristian Social në Bundestag nga viti 1949. Ministër Federal i Punëve Speciale më 1953-1955. Ministër i Energjisë Nukleare më 1955. Minister Federal i Mbrojtjes më 1956-1962. Kryetar i Bashkimit Kristian Social nga viti 1961. Minister Federal i Thesarit në vitet 1966-1978. Kryeministër i Bavarisë në vitet 1978-1988. Vdiq më 3 tetor 1988, pasi një ataku në zemër. Në vitet 1956-1985 ai kishte marrë tituj në disa universitete, si në Detroit 1956, Kleveland 1962, Çikago 1964, Santiago de Kile 1977, Mariland Dallas 1980 dhe Mynih 1985.

TIRANË- Më shumë se 11 muaj pas kallëzimit të ministrit Olldashi, Prokuroria e Tiranës ka marrë të pandehur ish-ministrin e Ekonomisë, Anastas Angjeli, për tentativën e privatizimit të kompleksit “Dinamo”. Shpërdorim detyre është akuza zyrtare që përfaqësuesit e prokurorisë kanë ngritur ndaj Angjelit, vetëm pak ditë më parë. Sipas burimeve zyrtare nga organi i akuzës konfirmohet për “Shekullin” fakti se tre ditë më parë, ish-ministri i Ekonomisë, Anastas Angjeli, është njohur zyrtarisht me akuzën e ngritur ndaj tij për “shpërdorim të detyrës”, gjatë kohës së drejtimit të dikasterit të Ekonomisë në qeverinë e kaluar dhe shumë shpejt pritet të përballet sërish me prokurorin e çështjes për një tjetër seancë pyetjesh.

“Ish-ministri Anastas Angjeli është thirrur tre ditë më parë në prokurori për t’i komunikuar se tashmë është cilësuar si i pandehur në këtë çështje dhe njëkohësisht është njohur me rifillimin e hetimeve për tentativën e privatizimit të klubit sportiv “Dinamo”, ku dyshohet se përpjekja për realizimin e këtij procesi është bërë përmes procedurave të jashtëligjshme”,-pohuan dje burime nga Prokuroria e Tiranës. Mësohet se akuza e formuluar tashmë ka ardhur si pasojë e hetimit dhe verifikimit të disa fakteve të reja dhe materialeve provuese, që kanë lindur nga hetimi i kohëve të fundit, lidhur me procedurat e privatizimit. Zyrtarë të prokurorisë së kryeqytetit nuk pranuan të bëjnë publike faktet e reja apo personat që i kanë zbuluar ato për hetimin, por shtuan se do të ketë verifikime të tjera në ditët e ardhshme. Padia ndaj ish-Ministrit të Ekonomisë, Anastas Angjeli dhe atij të Rendit Publik, Igli Toska, është bërë disa muaj më parë nga ministri i Brendshëm, Sokol Olldashi. Ky i fundit, akuzoi Toskën dhe Angjelin se kanë kryer procedura jo ligjore, gjatë tentativës së tyre për të privatizuar kompleksin sportiv “Dinamo”, që i përket Ministrisë së Brendshme.
Ish-ministri
Prokuroria e kryeqytetit nuk bën të ditura shumë detaje rreth reagimit dhe deklarimeve të ish-ministrit Angjeli para hetuesve, gjatë komunikimit të akuzës zyrtare, duke i lënë rrugë hetimeve të mëtejshme. Ndërkohë, i kontaktuar me telefon, i akuzuari tjetër në këtë çështje, ish-ministri i Rendit Publik, Igli Toska, konfirmoi faktin se atij i është komunikuar vetëm statusi i personit nën hetim, por jo i pandehur. Rifillimi i hetimeve nga prokuroria e Tiranës u konfirmuan paraditen e datës 7 nëntor, kur prokurori i çështjes, Besnik Muçi, ka njoftuar zyrtarisht ish-ministrin e Rendit Publik, Igli Toska, se është person nën hetim së bashku me ish-ministrin e Ekonomisë, Anastas Angjeli, për çështjen e privatizimit. Nga ana e tij, ish-ministri Toska ka reaguar duke u shprehur se: “rifillimi i hetimeve është ndikuar nga deklarimet politike të kryeministrit Sali Berisha”. Për këtë pretendim, ish-ministri Toska kërkoi nga drejtuesit e organit të akuzës edhe largimin nga hetimi i çështjes të prokurorit Besnik Muçi, kërkesë e cila u rrëzua si e pabazuar në Kodin e Procedurës Penale. Mësohet se dy ish-ministrat, Toska dhe Angjeli, do të rimerren përsëri në pyetje në ditët në ardhshme.

OSCE says Albania’s political climate is deteriorating

TIRANA, Albania – A new report by the OSCE mission in Tirana strongly criticised the deteriorating political climate in Albania for affecting the implementation of set reforms. The report, released to the media at the weekend, said damage is being done to the electoral process. Much-needed reforms ahead of the next municipal vote virtually have been stalled by squabbling between the main two parties – the ruling Democratic Party and the opposition Socialist Party. Albania to renovate port of Durres

With the help of international financial institutions, Albania is building a new terminal at its largest port.

Durres handles roughly 90% of the country’s international maritime trade tonnage, and 65% of the country’s total export and import trade. [NATO]

The Albanian government on Monday (November 20th) launched a 40m-euro international tender for the construction of a new terminal and other projects at Durres, the country’s largest port. Funding is being provided by the EBRD, the European Investment Bank (EIB) and the Albanian government.

Work is expected to start at the beginning of next year, and to be completed by 2008.

The new terminal would have an annual capacity of one million passengers. Meanwhile, two other terminals and the connecting infrastructure are being renovated, along with other improvements to port services – including the implementation of tight security measures.

“The terminal will create all the conditions for hundreds and thousands of Albanians and tourists to travel to Italy and other countries of Europe through the sea, and for those who enter Albania from the port. The terminal [provides] the needed perspective for the future,” Prime Minister Sali Berisha said.

According to official data, the port was used by 704,000 passengers during 2005, an increase of more than 21,000 passengers year-on-year.

There are five ports in Albania open to international traffic: Durres, Vlora, Saranda, Shengjin and Himara – with a total average of about 5 million tonnes of cargo annually. Of these, Durres handles roughly 90% of the country’s international maritime trade tonnage, and 65% of the country’s total export and import trade.

The government is implementing a master plan for the development of the port – aiming to improve capacity and efficiency. A Durres Industrial Park, planned for a location just outside of the city, is being promoted by the EBRD. The government also has invested state funds to modernise the ports of Vlora, Saranda and Shengjin.

Situated at the western end of Pan-European Transport Corridor VIII, Durres has an essential role to play in the economic development of the country and the Western Balkan region, says EIB.

It is also important for tourism. Durres is considered Albania’s gateway – not only for the arrival and departure of ships carrying goods, but also for passengers, as it is connected daily with ferries to the Italian ports of Bari and Brindisi.

Some 1,800 policemen to be relieved in Albania

TIRANA, Albania – Some 1,800 policemen will lose their jobs by year’s end in a bid to restructure the various police forces. Deputy Interior Minister Gjergj Lezhja announced the move Thursday (November 23rd), saying the work of each policeman would be evaluated before any layoff decisions are made. Shtëpia Selami, një apartament i vogël por i mobiluar këndshëm në hyrje të Rrugës së Durrësit, kishte kohë që nuk kishte patur kaq shumë rrëmujë. Zilja e derës dhe e telefonit nuk ka pushuar për asnjë moment. Të gjithë kërkonin të takonin djalin e shtëpisë, Eduartin. Ish-lideri i PD-së, ishte tepër i lodhur për t’u bërë respektin të gjithëve, por megjithatë nuk mund t’i thoshte jo askujt. “Nuk e dija që do më prisnin kaq shumë miq. Kam mbetur i befasuar”, përgjigjet Eduart Selami për “Gazetën Shqiptare”, në një moment të shkurtër qetësie. Sapo ka ulur receptorin me Tritan Shehun, i cili ka qënë një ndër të parët që e ka mësuar ardhjen e tij. Pak më vonë, e kishte telefonuar edhe Bashkim Kopliku, një tjetër ish-zv.kryeministër i qeverisë së djashtë në kohën që Selami drejtonte PD. “Po Berisha? Ka telefonuar”, dëshirojmë të marrim një përgjigje, por këtu duket se zilja e derës, ose ndonjë tjetër mik e ka prerë në mes përgjigjen e shumë pritur.

Për herë të parë pas 9 vitesh, Eduard Selami ka rishkelur betonin e Rinasit dje rreth orës 15.00. Ata pak udhëtarë e kanë shquar ndërsa priste valixhet dhe më pas ka udhëtuar pa shumë zhurmë në drejtim të shtëpisë së prindërve. Babai i tij i moshuar ka qënë i vetmi që i ka shpëtuar ndonjë fjalë te komshinjtë për ardhjen e djalit nga SHBA, dhe kjo ka bërë që të gjithë komshinjtë dhe të afërmit t’i prisnin rrugën nëpër shkallë Selamit. E që pas atij momenti në katin e tretë të pallatit shumëkatësh, tashmë të vjetëruar nuk kanë pushuar lëvizjet. Të afërmit e Selamit, që sapo kishte mbërritur nga Amerika, kur qëndron prej shumë vitesh nuk kanë vonuar për t’i uruar mirëse-ardhjen. Nëna e Selamit nuk nguron që me shumë mirësjellje të hapë derën, pasi të të ketë shikuar pas “syrit magjik”. “Edi është duke pushuar. Sapo ka mbërritur, është shumë i lodhur”, thotë ajo dhe më një hap të lehtë largohet drejt dhomës ku ish-lideri është ulur të flejë. Por duket se minutat e pushimit për të kanë qenë të pakta. Pas shumë telefonatash me të afërm e miq, mes këtyre të fundit dhe politikanë, Selami ka vendosur të përgjigjet shkurtimisht. “Kam ardhur vetëm për një vizitë private, - përgjigjet ai shkurtimisht për Gazetën – vetëm për të takuar prindërit e mi dhe të afërmit. Do të qëndroj deri të shtunën dhe më pas do të kthehem në SHBA”.
Arësyet
Kjo është hera e dytë e kthimit të Eduard Selamit në Shqipëri, pas largimit të tij në vitin 1995.
Vizita e parë ka ndodhur në janarin e vitit 1997, në një periudhë të trazuar, kur Selami qëndroi larg mediave. Pas disa ditëve qëndrimi, ai u kthye në SHBA ku jeton me gjithë familjen. Që prej këtij momenti ai nuk kishte shkelur më në Tiranë. Në vigjiljen e fushatës së korrikut 2005 u përfol edhe për një ftesë ndaj tij për të kontribuar sërish në PD, ashtu si disa prej ish-drejtuesve të larguar. Ndërkohë, ardhja e tij, tashmë që në pushtet është kthyer ish-Presidenti Berisha ka ngjallur shumë interes. Vetë Selami ka insistuar dje se nuk kishte asnjë qëllim të dyfishtë në këtë vizitë. “Të shtunën do të fluturoj sërish në Amerikë”, përgjigjej ai dje, me intonacionin e një njeriu që duhet ta kishte përsëritur shpesh këtë frazë.

KRRTRSH miratoi rregulloren per normat dhe standartet ne baze te te cilave do te behet urbanizimi i zonave aktualisht informal, proces i cili u vleresua maksimalisht nga kreu i qeverise. Sipas kesaj rregulloreje per keto duhet domosdoshmerisht hartimi i studimeve urbanistike pjesore duke i paraprire te gjitha ndertimeve qe do te ngrihen ne te gjithe vendin pa leje ndertimi

Tirana. DPA/baz. Das albanische Parlament befürwortet eine rasche Selbstständigkeit der mehrheitlich von Albanern bewohnten südserbischen Provinz Kosovo. Das Ziel der Bürger im Kosovo sei ein “unabhängiger, demokratischer und europäischer Staat", heisst es in einer am Montag Abend in Tirana verabschiedeten Parlaments-Resolution.

Albanien sei auch gegen eine Änderung der Grenzen des Kosovos, zitieren Zeitungen in Tirana am Dienstag aus der Resolution. Eine baldige Lösung der Kosovo-Frage werde zu Sicherheit und Stabilität in der Region beitragen.

Der UN-Sonderbeauftrage für den Kosovo, Martti Ahtisaari, will seinen Vorschlag zum Status der Provinz nach der vorgezogenen Parlamentswahl in Serbien, am 21. Januar, vorlegen. Serbien lehnt die Unabhängigkeit des Kosovos ab und bietet stattdessen weitgehende Autonomierechte an.

Albanian opposition accepts Moisiu’s proposed dates for local elections

TIRANA, Albania – The two major formations – the ruling Democratic Party and the opposition Socialist Party (SP) – appear ready to accept either of two dates President Alfred Moisiu is considering for local elections – either January 14th or January 21st, according to local media reports Monday (November 20th). SP political secretary Ben Blushi said the Socialists are dropping their previous demand that the vote be delayed until better weather in the spring. He did, however, voice concern that a vote on January 21st would coincide with parliamentary elections in Serbia, straining the resources of international observers.

On Friday, during a joint news conference with Prime Minister Sali Berisha in Tirana, European Commission Vice President and Commissioner for Justice Franco Frattini said the EU expects fair and transparent local elections. In other news, UN prosecutors at The Hague tribunal have ordered medical experts to examine Serbian nationalist leader Vojislav Seselj. He is scheduled to go on trial November 27th on charges of participating in a criminal conspiracy to torture, murder, and expel thousands of non-Serbs from Bosnia and Croatia. Ladies and Gentlemen, Members of the Press:

It’s a privilege to be here for the release of this corruption perception survey. As you’ve already seen and heard, this survey – the expanded follow-up to the 2004 edition – is an impressive collaborative and professional effort.

This survey is based on interviews with thousands (how many exactly) of Albanians from all walks of life. It is funded by USAID and backed by U.S. experts. It is the largest, most comprehensive survey of its kind ever carried out in Albania. (are we sure?)

So let me congratulate the Rule of Law project, and especially IDRA, for their extraordinary work and for the presentation we’ve just seen. I’d urge all of you to read this report in full.

You will all have the chance to hear directly from the experts in a few moments on the survey findings. My remarks will focus on the role of surveys in democratic governance.

This particular survey is by no means unique. Similar surveys are an important part of democratic societies. Surveys are important because they help all democratic institutitions – by this I mean national governments, political parties, parliaments, local governments, civil servants, police and judiciary to be more responsible and accountable to their citizens.

Governance depends, among other factors, on accountability – the mutual exchange of responsibilities between citizens and officials, which is a core value of democracy.

Apart from elections, surveys are one of democracy’s most common avenues for citizen feedback.

Although surveys are still relatively new to Albania and some people still feel skeptical about their value, they are becoming more commonplace, and we think this is a good thing, especially when it comes to dealing with corruption.

Bribery and other illicit transactions normally take place outside public scrutiny; they are notoriously hard to measure. But empirical tools like surveys can help citizens and their representatives better understand the scope of the problem and formulate effective responses.

In Albania what we’ve seen over the last few years is encouraging:

We’ve seen public support build for action against corruption. We’ve seen more aggressiveness and sophistication of news media in reporting corrupt practices. We’ve seen organizations and officials formulate sensible policies; many of which are now law, some in the early stages of implementation.

This implementation stage will, however, be the most difficult part of the process.

It cannot be successful unless there is a genuine consensus and cooperation on the part of all political forces and more transparency between citizens and government.

Constructive cooperation among all actors on this issue is not a mere wishful sentiment. So much depends on true progress in the fight against corruption – NATO membership, EU accession, access to funding sources like the MCC, better credit evaluations, lower lending costs, etc. Given how much is at stake, every available legal tool should be used to combat corruption.

This survey is such a tool – not just for government and politicians to better understand the needs of their electorate, but for citizens themselves to fully recognize what is being lost or delayed each time a bribe is paid.

So much has been said about corruption that the true scope and impact of it in Albania can be lost in the dialogue. This survey helps all of us re-focus on where the needs are and what must be done. Again, let me congratulate everyone involved in the creation of this important piece of work. Thank you.

Olldashi: 2.5 milionë pasaporta biometrike, së shpejti në qarkullim
Image Projekti për pasaportat biometrike këto ditë pritet të shkojë në Këshillin e Ministrave për të marrë miratimin. Një milionë dollarë është fondi fillestar për procedurat e prodhimit të dokumenteve të identifikimit për qytetarët shqiptarë, ndërsa pjesa tjetër do i paguhet firmës fituese me këste. Numri i pasaportave që do prodhohen shkon në 2.5 milionë copë, diçka më tepër nga tenderi i fundit i zhvilluar në vitin 2001. Ndërsa çmimi për një pasaportë biometrike ende nuk është përcaktuar, por mendohet të jetë jo më shumë se 50 euro. Lajmin e bëri të ditur për gazetën “Sot” Ministri i Brendshëm Sokol Olldashi.Gjatë interesimit ditën e djeshme kreu i dikasterit blu shpjegoi edhe procedurat që ishin ndjekur. Ai konfirmoi edhe një herë gadishmërinë e ministrisë për të prodhuar dokumentin e ri. “Procedurat tashmë kanë përfunduar, projekti është gati dhe së shpejti pasaporta do të prodhohet”, u shpreh Olldashi. Ndërkohë që mbetet për tu përcaktuar nëse karta e identitetit do të jetë së bashku me pasaportën, apo më vete. Për këtë do të vendoset orët e ardhshme, por që nuk përbën ndonjë problem të rëndësishëm sipas zyrtarëve të dikasterit. Pasaporta do të përmbajë elementë biometrikë të tillë si retinën, grupin e gjakut dhe shenjat e gishtave, që do e bëjnë të pamundur falsifikimin e saj nga krimi i organizuar, ose personat e kërkuar. Sipas ministrit Olldashi tashmë i rëndësishëm është fakti që projekti është gati, ndërsa me kalimin e ditëve do të mendohet edhe për procedurat tenderuese. Ende nuk është përcaktuar nëse tenderi do të jetë i drejtpërdrejtë, apo i hapur. Por qeveria dhe Ministria e Brendëshme do të vënë në dispozicion shumën fillestare prej 1 milionë dollarësh në dispozicion të firmës fituese dhe më pas me këste do të derdhin në llogaritë bankare pjesën tjetër të vlerës mbi ofertën fituese. Kostoja për një pasaportë pritet të shkojë në 5 euro, ndërsa çdo aplikanti për të marrë një document të tillë do t’i duhet të lërë në komisariat përveç gjeneraliteteve dhe nënshkrimit, gjurmët e gishtave, grupin e gjakut dhe deri tek retina e syrit që forconë sigurinë. Procedurat tenderuese janë të pashmangshme dhe kërkojnë të paktën 70 ditë sipas legjislacionit dhe Agjensisë së Prokurimeve Publike. Pas shpalljes së fituesit do të kryhet istalimi i pajisjeve nëpër drejtoritë e policive në qarqe dhe më pas aplikimi e prodhimi. Pasaporta dhe karta e identitetit do të jenë me përmasa të zakonshme dhe ngjyra nuk do ndryshojë, po kështu numri i fletëve. I vetmi ndryshim do të jenë letra e cilësisë së mirë dhe elementët e sigurisë që pengojnë falsifikimin.

OSCE Presence trains Albanian criminal justice professionals

TIRANA, 15 November 2006 - The OSCE Presence in Albania organized a series of seminars in Tirana and Vlora for more than 60 criminal justice professionals on the European Court of Human Rights cases on the deprivation of liberty.

Judges, prosecutors, judicial police officers and lawyers also discussed the country’s legal framework and practice on arrest and pre-trial detention, and best practices related to Article 5 of the European Convention on Human Rights.

“Any case of deprivation of liberty must be reviewed under the strict procedures set out in international documents and domestic law,” said Maya Goldstein, Courts Officer of the OSCE Presence. “All actors involved have a crucial role in upholding those standards and in taking action against any abuse. There is room for substantial improvements within the Albanian judicial system.”

The seminars, organized together with the Council of Europe and the Albanian School of Magistrates, were part of the OSCE Presence’s activities in the context of the Fair Trial Development Project. The Presence also recently published the report “Analysis of the Criminal Justice System of Albania.”

Albanian president to hold local elections in January

TIRANA, Albania – President Alfred Moisiu plans to hold local elections on January 14th or January 21st, Albanian media reported Friday (November 17th), citing comments the president made during his visit to Poland this week. He said that because the main parties failed to reach an agreement, he must use his constitutional powers to set a date himself. The main opposition Socialist Party has threatened to boycott the vote unless it is delayed until spring.

In other news, the cabinet adopted a new bill Thursday, aimed at improving the performance of the police and strengthening civil control in the sector. (Albanian News, Pobjeda - 17/11/06)

EU begins process of easing visa regime for Western Balkans

BRUSSELS, Belgium – EU foreign ministers on Monday (November 13th) approved launching negotiations on relaxing the visa regime for Western Balkan countries. Students, scientists and business people will be the main beneficiaries. The first round of negotiations will be held at the end of this month, with the whole process to be completed by June. Albanian investigators say air turbulence caused deadly helicopter crash

TIRANA, Albania – Air turbulence caused the helicopter crash over the Adriatic Sea on July 16th that killed former Deputy Prime Minister Gramoz Pashko and five other people, according to an investigation by Tirana prosecutors. The results of the probe, presented on Sunday (November 12th), showed that the propellers of the Bell 222 helicopter were badly damaged. The bodies of the six victims were never recovered. Hamburg zahlt jeden Monat 39 000 Euro an Osmani
Neue Dimension in der Osmani-Affäre. Während Hamburger Staatsanwälte und Spezialfahnder gegen die millionenschweren Brüder Burim und Bashkim Osmani ermitteln, kommt heraus: Burim Osmani betreibt seit Januar 2004 ein Asylheim und wird dafür von der Stadt bezahlt.

Für das Asylanten- und Aussiedlerheim an der Isebekstr. 33a kassiert die Osmani-Firma GGS Grundstücksgesellschaft jeden Monat knapp 39 000 Euro aus Steuergeldern. Das bestätigte Bezirksamtsleiter Hinnerk Fock (63, FDP) dem Hamburger Abendblatt Sonntags.

Burim Osmani ist Mitglied des umstrittenen albanischen Familien-Clans und sitzt wegen Betrugsverdacht seit Mai in Würzburg in Untersuchungshaft. Wegen des Verdachts der Mitgliedschaft in einer kriminellen Vereinigung durchsuchten kürzlich Fahnder bei einer bundesweiten Razzia 60 Wohnungen und Firmen in ganz Deutschland.

Im Sommer war ein BND-Bericht bekannt geworden, in dem Mitglieder des Clans in die Nähe der organisierten Kriminalität, zu Prostitution und Geldwäsche gerückt wurden. Die SPD/GAL-Opposition hatte dem Senat und Bürgermeister Ole von Beust vorgeworfen, dem Aufstieg der Albaner aus dem Rotlicht-Milieu zu millionenschweren Bauinvestoren untätig zugeschaut zu haben. Wegen Geschäftsbeziehungen zu den Osmanis verlor Ex-Senator Mario Mettbach seinen Job als “Logistik-Berater” des Senates.

Die 39 000 Euro überweist die Stadt Hamburg auf ein Osmani-Konto bei der Volksbank Lauenburg, gegen deren Ex-Vorstand Heitmann ebenfalls wegen Mitgliedschaft in einer kriminellen Vereinigung ermittelt wird.

Buxheti suplementar solli nivelin e ulët të investimeve
Image Z. Edmond Spaho, mund të na thoni shkurtimisht se cilët nga sektorët prek më tepër buxheti i viti 2007 dhe në shifra sa është rritja e tyre?
Buxheti i vitit 2007 do të ruajë dhe konsolidojë më tej stabilitetin makroekonomik të vendit. Prodhimi i përgjithshëm do të rritet me 6% dhe inflacioni do ketë objektiv kufirin 2-4%. Të ardhurat janë parashikuar të arrijnë në 253 miliard lekë me një rritje prej rreth 24 miliard lekë në krahasim me nivelin e buxhetit suplementar të vitit 2006. Kjo rritje do të vijë kryesisht nga mirëadministrimi i të ardhurave në sistemin tatimor dhe doganor dhe në kushtet e uljeve të ndjeshme të tatimeve dhe taksave të ndërmarra gjatë këtij viti.

Shpenzimet e buxhetit do të jenë rreth 300 miliard lekë duke u rritur me 13% në krahasim me vitin e mëparshëm. Shpenzimet do të përdoren kryesisht në fushën e investimeve, arsimit, shëndetësisë, rritjen e pagave dhe pensioneve, mbrojtjen e vendit për të plotësuar detyrimet për antarësim në NATO si dhe rritjen e të ardhurave për pushtetin vendor.
Investimet publike do të jenë një prioritet mjaft i rëndësishëm i qeverisë. Gjatë vitit 2006 ne patëm një rritje të konsiderueshme të investimeve publike duke arritur nivelin e 54 miliard lekë. Në vitin 2007 rritja do të jetë edhe më e madhe, 27% në krahasim me vitin 2006 ose 70 miliard lekë investime publike gjithsej. Prioritet do t’i jepet objekteve të mëdha infrastrukturore si autostradës Durrës-Kukës, Lushnjë-Fier-Vlorë, Fier-Tepelenë, Korçë-Pogradec, rrugët turistike në zonën e Jugut, ujësjellësat e Velipojës, Shëngjinit, Durrësit, Ksamilit, Beratit, ndërtim banesash për të pastrehët, etj.
Arsimi do të ketë një rritje të financimeve prej 21% dhe pjesa dërmuese e tij do të përdoret për rikonstruksionin dhe ndërtimin e shkollave, kopshteve, çerdheve, blerjen e paisjeve mësimore. Në shëndetësi shpenzimet do të rriten me 16% dhe do të përdoren për rikonstruksionin e rrjetit spitalor në Tiranë, Korçë, Gjirokastër, Lushnje, Elbasan, mbulimin e territorit të vendit me abulanca, blerje paisjesh, etj. Po ashtu, pushteti vendor do të ketë rritje të konsiderueshme të grantit nga 7 miliard lekë në vitin 2006 në mbi 16 miliard lekë për vitin 2007 duke i vënë theksin kryesor rrugëve rurale, ujësjellsave dhe kanalizimeve në fshatra, etj. Buxheti i mbrojtjes do të zerë 1.9% të PBB duke qenë mjaft afër kufirit prej 2% i cili përbën një nga kushtet e rëndësishme për pranimin në strukturat e NATO-s dhe që duhet të realizohet deri në vitin 2010. Me këtë ritëm rritje qeveria e djathtë synon të realizojë objektivin në vitin 2008 dhe të japë një sinjal të qartë për samitin e NATOs që do të mbahet në këtë vit. Dyfishim të fondeve do të ketë edhe për ish pronarët dhe ish të përndjekurit politikë. Ata do të marrin përkatesisht 500 milion dhe 400 milion lekë që do të përdoren për kompesimin e tyre. Ky trend do të vazhdojë edhe në vitet e ardhshëm. Buxheti i vitit 2007 do të shënojë rritje të konsiderueshme të pagave dhe pensioneve. Vitin e ardhshëm nuk do të ketë pensione nën 10 mijë lekë në qytet dhe nën 5000 lekë në fshat duke plotësuar një nga premtimet e PD në fushatën elektorale të zgjedhjeve të vitit 2005. Do vazhdohet me rritjen e pagave të ulta sidomos në sektorët e arsimit dhe shëndetësisë me 20-25% kurse pagat e tjera do të rriten mesatarisht 10% dhe pagat e larta 5%. Rritja do të fillojë nga data 1 Korrik 2007.

Niveli i investimeve publike është në masën 50% (deri në tetor). Pse ka ardhur kjo dhe a mendoni se për kohën e mbetur mund të realizohen këto investime duke patur parasysh deklaratën e zv.ministrit Sherefedin Shehu se deri në fund të vitit plani është për 95%?
Niveli i realizimit të investimeve publike duhet të jetë përafërsisht tek 60% duke përfshirë këtu edhe fondet e buxhetit suplementar. Dësheroj të vë në dukje që në fund të muajit Qershor niveli i realizimit të investimeve të parashikuara në buxhetin e miratuar në Dhjetor të vitit 2005 ishte në masën 45%. Kjo do të thotë që ecuria e realizimit të investimeve ka qenë pak a shumë e kënaqshme. Në disa probleme të shfaqura kohët e fundit ka ndikuar, sipas mendimit tim, miratimi disi me vonesë i buxhetit suplementar. Buxheti suplementar, i cili i kushtohet tërësisht investimeve publike, u bë operativ në fund të muajit Gusht, kohë kur filluan edhe tenderat e objekteve të parashikuar për tu ndërtuar. Kjo vonesë dhe koha e nevojshme për të kryer tenderimet e fondeve ndikoi në rënien e ritmeve të relizimit të investimeve. Me masat e marra kohët e fundit, ritmi i punimeve është përshpejtuar dhe me disa rialokime që do të bëhen do arrihet që në fund të vitit niveli i investimeve publike të mos bjerë nën 95%. Dëshiroj të theksoj që pjesa më e madhe e mosrealizimeve ka të bëjë me investime që kryhen nga pushteti vendor. Kjo kërkon përgjegjësi më të madhe nga drejtuesit lokale në mënyrë që jo vetëm të kërkojnë fonde por edhe ti realizojnë ato. Ndikim negativ ka pasur padyshim mungesa e projekteve e trashëguar nga qeverisja e mëparshme, problem që u korregjua gjatë 6 mujorit të parë të vitit 2006.

Albania backs double citizenship for Greek minority

TIRANA, Albania – Albanian Prime Minister Sali Berisha on Thursday (November 9th) indicated that Albania would accept Greece’s decision to grant double citizenship to the Greek minority living in Albania. The Greek minority Party for Human Rights hailed Berisha’s statement, saying that Albania has proven it is ready to act in conformity with EU practices. Some 20,000 Albanian citizens, members of the Greek minority, are expected to be issued Greek passports.

Also on Thursday, Albanian Defence Minister Fatmir Mediu told parliament that the ministry plans to destroy more than 100,000 tonnes of ammunition that is not needed by the Albanian Army. Ambassador Lohan, Head of the European Commission Delegation to Albania presented his credentials to the President of the Republic

Ambassador Helmuth Lohan presented today his credentials as the new Head of the European Commission Delegation to Albania to the President of the Republic, Alfred Moisiu.

Ambassador Lohan, 59, is an economist by training. He joined the European Commission in 1978. His first assignments were in the Commission’s economics department. Later on, Mr. Lohan worked on the development of small and medium-sized enterprises, as spokesman for the Commissioner for Economic and Monetary Affairs, and as Economic Counsellor in the European Commission’s Delegation in Moscow. In the past years, Mr. Lohan has worked as Head of Unit for Regional Programs in the Enlargement Directorate General of the European Commission in Brussels.

Mr. Lohan is German by origin. He is married and has two children.

Montenegrin prosecutor says ethnic Albanian group planned terrorist acts

Officials say the group allegedly had “detailed plans for terrorist attacks … aimed at intimidating the non-Albanian population” in a southwestern region close to neighbouring Albania.

Montenegrin state prosecutor Vesna Medenica said on Monday (November 6th) that a group of ethnic Albanians, arrested nearly two months ago, is being investigated on a number of charges, including terrorism.

On the eve of Montenegro’s September 10th parliamentary elections – the first since the country declared its independence from Serbia in early June – 14 ethnic Albanians were arrested in the southern border town of Tuzi. The detainees, including three US citizens, “represented a danger to the people of Montenegro", according to police.

Reports at the time said that different weapons, including rocket-propelled grenade launchers, mortars, grenades, explosives, machine guns and ammunition, had been found during a raid on houses in the town and in nearby caves.

The members of the group, called The Movement for the Rights of Albanians in Montenegro, were planning terrorist attacks in the area of Tuzi, about 20km south of Podgorica and close to the border with Albania, according to Medenica. The aim of the plan, code-named “Eagle Flight,” was to intimidate the non-Albanian population there and gain autonomy for the region, dominated by ethnic Albanians, the AP quoted the prosecutor as saying.

Listing 18 suspects, a report in the Montenegrin daily Dan suggested on Tuesday that members of the group are being investigated on charges including involvement in terrorism and activities, aimed at upsetting the constitutional order and security.

Some of the financial support the group received allegedly came from members of the Albanian diaspora in the West, mainly from immigrants in the United States, which helped it secure the weapons, munitions, forged documents and other means needed to carry out the plans.

Italian news agency AKI also quoted Medenica as saying the group maintained close ties with former members of the now disbanded Kosovo Liberation Army, with whom it planned to carry out joint terrorist attacks.

Ethnic Albanians account for about 5% of Montenegro’s population of 620,000 people and are generally on good terms with the government.

Following the September arrests, an ethnic Albanian party leader in Tuzi said they were “politically motivated,” as most of the suspects were either party supporters or candidates.

“Life does not halt in the days before the elections,” the BBC quoted Prime Minister Milo Djukanovic as commenting at the time, rejecting the accusations. “Thieves steal on these days, murderers kill … and those ready to execute terrorist actions are preparing for that.”

Commenting on some of the detainees’ reported claims that they had been tortured by police officers while in custody, Medenica promised such allegations would be investigated. If proven, those who mistreated the suspects would be punished, she said.

MJAFT and Shkodra University Sign Anti-corruption Memorandum of Understanding

Under initiative of MJAFT Movement, with the support by IRSH (Young Intellectuals’ Hope), a Memorandum of Understanding was signed to fight corruption in Shkodra University.

With the Memorandum, the MJAFT Movement and “Luigj Gurakuqi” University committed themselves to cooperation in the combat against the corruption as well as to generate strategies in the fight against corruptive practices by returning, thus, the people’s trust in the institutions.

The Memorandum was signed at the Office of the Chancellor, by Mahir Hoti, the Rector, Erion Velia, on behalf of MJAFT and Blendi Dibra, for IRSH, in the presence of deans, professors and students of the University.

“This undertaking was not at all easy because first and foremost it has to do with the concept that is deeply hidden in everybody’s conscience and minds”, said Hoti.

He added that the fight against corruption will be long, following many similar actions at the university. Rector Hoti also emphasized that the legal authority to fight the corruption rests on other, competent bodies, and not the Universtity itself.

“We are conscious of this phenomenon but without proofs we can not precede legally. Thus, our concrete idea reported even to World Bank was to place a box at the facilities of the University of Shkodra in which students can report their complaints, concerns and accusations”, said Veliaj.

According to Veliaj, there will be a commission consisting of the rector, students and professors who will investigate the cases. However, Veliaj made it clear that that this project does not at all intend to substitute for the court but we hope that this has got a psychological effect on them.

The University of Shkodra ranks second among other major universities in the country as far as the corruption is concerned. This project, together with a similar project in Tirana, is considered a pilot-project by the contracting parties.

Albania’s modernised airport to be ready by spring 2007

A consortium that is renovating and expanding Tirana’s international airport says new terminals and a connecting road will be in place by next spring.

Albania’s Mother Teresa International Airport, located in the suburbs of Tirana, will be modernised by next spring, according to the firms undertaking the renovation work.

New terminals for the passengers and goods, as well as a new road connecting the capital with the airport, are being constructed by the German company Hochtief, which is part of a consortium awarded a concession by the Albanian government. The modernisation project kicked off two years ago.

“This means more qualitative services for the citizens, not only Albanians, but also for tourists who will come to Albania,” Prime Minister Sali Berisha said as he inspected the construction last month. “The modern airport will help to change the poor image that Albania has in other countries, and attract more visitors,” he added.

Mother Teresa International Airport is the most important hub of transportation in Albania and the country’s only international airport. In 2005, it was used by close to 785,000 passengers – 22% more than in the previous year.

Under a privatisation agreement sealed in October 2004, operational responsibility for airport management was placed in the hands of the Tirana Airport Partners (TAP) consortium. This consists of Hochtief, Deutsche Investitions und Entwicklungsgesellschaft, and the Albanian-American Enterprise Fund. TAP will run the airport for the next 20 years.

“Tirana’s airport is getting a facelift,” the TAP said in a statement. “The new terminal sets standards for Albania and is thus making its own special contribution to the way the capital city is changing.”

In recent years, Albania has drawn the attention of a number of international carriers. These include Austrian Airlines, Hungary’s Malev, Greece’s Olympic Airlines, Serbia’s JAT, Italy’s Alitalia, Slovenia’s Adria Airways, Turkish Airlines, British Airways and Bulgaria’s Hemus Air. All offer regular, scheduled flights to Tirana.

Several domestic companies, such as Albanian Airlines, also offer direct flights to and from EU countries.

TIRANA, Albania – A trial monitoring report, issued by the OSCE Presence in Tirana on Friday (November 3rd), stressed the need for more efforts to build a stable and transparent judiciary in Albania, based fully on the rule of law. According to the document, the country has made considerable progress in reforming its judicial system but further improvements are needed as regards the human rights of detainees and access to information.

Separately, President Alfred Moisiu stressed the importance of improving judicial standards and independence, during a visit to Vlora on Friday. He helped inaugurate a new building in the Vlora court of appeals, financed by the EU CARDS programme.

TIRANA, Nov. 1 – Two allies of the ruling Democratic Party coalition asked Wednesday for a government reshuffle and more posts in the executive department. The Christian Democrats of Nard Ndokaj and the Human Rights Union Party of Vangjel Dule, both part of the governing coalition headed by Prime Minister Sali Berisha, said Wednesday that Environment Minister Lufter Xhuveli of the Agrarian Environmental party should be removed from the post, also mentioning a conflict of interest with his job as a private company of his family processes second-hand vehicle tires. “It is out of any political logic that electoral subjects represented only with one parliamentarian have ministers in the government while the Christian Democrats with eight deputies are out of the cabinet. Such a situation testifies to a low level of political seriousness,” said Ndokaj. One of Xhuveli’s parliamentarians joined the Christian Democrats last week and the other will very likely follow suit. That means that Xhuveli remains the only one from his party at the parliament. The New Democratic Party of Genc Pollo also has only one MP and it has a government minister. Ndokaj has said, on the other side, that his party will soon have ten or more MPs.

TIRANE (4 Nentor)-Një komandë shqiptare prej 120 ushtarësh do t’i bashkohet trupave paqeruajtëse në Liban. E ka konfirmuar në mënyrë përfundimtare kryeministri Sali Berisha gjatë një stërvitje në Durrës ditën e djeshme të brigadës së reagimit të shpejtë të quajtur “Furia e Shqiponjave”.
“Shpresojmë se njësitë e kësaj brigade të marrin detyra të përbashkëta me njësitë e ushtrisë italiane për tu asistuar dy vendeve mike që aktualisht kanë nevojë për ndihmën e miqve të tyre, Izraelit dhe Libanit, për të ruajtur paqen dhe për të konsoliduar paqen mes tyre. Unë dua të falenderoj gjithashtu të gjithë ekspertët dhe të gjithë ata të cilët po japin një ndihmesë të çmuar në reformimin e Forcave të Armatosuara” tha Berisha duke iu drejtuar 1400 ushtarëve që kishin marrë pjesë në këtë stërvitje.
Të gjitha këto përpjekje bëhen për të marrë një ftesë për anëtarësim në Samitin e Rigës në 28-29 nëntor. “NATO do të ketë diçka për të thënë për vende si Gjeorgjia dhe të ashtuquajturat vende të Kartës së Adriatikut, Kroaci, Shqipëri dhe Maqedoni, por kjo nuk është e qartë akoma” tha ambasadori i NATO së vendit pritës së Samitit Janis Eichmanis. “Pyetja është nëse këto vende do të trajtohen të ndara nga njëra tjetra, apo do të përpiqemi të krijojmë një politikë të përbashkët për të gjithë Ballkanin Perëndimor. Por kryeministri shqiptar Sali Berisha ka thënë se do të paguajë me çdo çmim marrjen e një ftese për anëtarësim në Samitin e 2008. Dhe për këtë arsye, Shqipëria është treguar e gatshme që të çojë misionet e veta në Bosnje, Afganistan, Irak e tani në Liban-Izrael. Ministri i Mbrotjes Fatmir Mediu tha dje për Gazeta Shqiptare se Shqipëria do të paraqitet vetëm me një komandë në Liban, duke qenë nën varësinë e komandës italiane.

TIRANE (3 Nentor) -Ndryshimi i mbiemrit të Shpëtim Shpërdheas, në Çilotaj, nuk ka mundur t’i mbuloj ekze­kutimin makabër të 25-vjeçares nga Patosi, Nurie Hoxha. Një histori tipike e femrave fatkeqe shqiptare të cilat janë mashtruar dhe trafikuar për të ushtruar prostitucion në metropolet e vendeve fqinje. Dhe në momentin që Nurija kishte ngritur krye duke mos e pranuar shfrytëzimin e saj primitiv, vëllezërit Shpërdhea e ndëshkojnë në mënyrën më makabre. E rrahin për vdekje dhe e braktisin në spitalin e Athinës, “Mikea", ku ajo ndërroi jetë “ditën e të dashuruarve", në 14 shkurt të vitit 1998. Kjo, si pasojë e komplikacioneve të shkaktuara nga goditjet me grushte dhe sende të forta, të cilat zgjatën një natë të tërë. Shpëtimi akuzohet si bashkëpunëtor në masakrimin e 25-vjeçares, ndërsa është ende në kërkim i vëllai Muhameti, i cili është strumbullari i gjithë historisë dhe autori kryesor i vrasjes.
Trafikimi
Historia e trafikimit të 25-vjeçares, Nurie Hoxha, e ka zanafillën nëntorin e vitit 1997. Nuk dihet nëse kishte pëlqimin e familjes, por në datën 30 nëntor të këtij viti, Nurija niset për në Greqi së bashku me Muhamet Shpërdhean. Në kryeqytetin helen ata janë pritur nga vëllai i Muhametit, Shpëtimi i cili kishte edhe një banesë me qira. Në të njëjtën banesë në atë kohë ndodheshin edhe çifti Meritan Sula dhe Elisabeta Shpata, por që nuk është provuar të kishin lidhje me trafikimin e Hoxhës. Ata janë larguar para se të ndodhte krimi, ndërsa Sula mësohet se ndodhet në burg për një vepër tjetër penale. Kjo, sipas policisë justifikon faktin se dy vëllezërit Shpërdhea kishin kryer më parë lidhjet e duhura për aktivitetet e shfrytëzimit të prostitucionit. Sipas të dhënave të siguruara nga hetimi dhe që gjenden në dosjen që mban numrin 304, Hoxha ishte mashtruar për martesë nga Muhameti. Por qysh në ditët e para, dy vëllezërit e kanë shtrënguar me forcë të ushtrojë prostitucion. 25-vjeçarja ka ushtruar prostitucion në shtëpitë publike në rrugën “Filiz” të Athinës, por dhe në shtëpi të marra me qira për klientë “specialë". Ndonëse siguronte shuma të mëdha si pasojë e këtij “profesioni", ato arkëtoheshin të gjitha në xhepat e dy vëllezërve Shpërdhea. Për të shmangur gjurmimet e policisë greke, ata kanë ndryshuar disa herë bazën e tyre, por gjithnjë brenda Athinës. Kjo mënyrë shfrytëzimi ka vazhduar deri në shkurt të vitit 1998, kur Hoxha ka guxuar të kundërshtojë tutorët.
Ekzekutimi
Ishte ora 16.30 minuta e pasdites së 13 shkurtit të vitit 1998, kur Shpëtim Shpërdhea do të sillte në banesën me qira në Athinë 25-vjeçaren. Në materialet e ardhura nga Greqia citohen dëshmitarë okularë, të cilët kanë dëgjuar debatin mes Hoxhës dhe tutorit, i cili e godiste me grushte dhe sende të forta, duke e shtyrë me forcë për të hyrë në banesë. Ajo mendohet të jetë rrahur për të gjithë natën, deri në të gdhirë të 14 shkurtit. Shpëtimi është kthyer menjëherë në Shqipëri atë ditë, ndërsa i vëllai, Muhameti e dërgoi 25-vjeçaren në gjendje të rëndë në spitalin shtetëror të Mikas. Ai ua ka lënë në dorëzim mjekëve grek të spitalit, duke pretenduar se e kishte gjetur të aksidentuar në rrugë. Me gjithë ndihmën mjekësore, vajza nuk ka mundur t’u rezistojë komplikacioneve të shkaktuara nga plagët e rëndë dhe ka ndërruar jetë vetëm disa orë pasi kishte mberritur ne spital.

Policia: Tutori i arrestuar pronar te KURUM

Të qenurit në kërkim nuk e kanë penguar Shpëtim Shpërdhean të kryente aktivitete tregtare dhe të ishte një nga biznesmenët më të fuqishëm të materialeve të ndërtimit për zonën e jugut të Shqipërisë. Pronat e shumta të 32-vjeçarit të akuzuar për “vrasje” dhe “shfrytëzim prostitucioni në rrethana rënduese", dhe të vëllait të tij në kërkim, Muhametit, janë bërë objekt i hetimeve të prokurorisë. Sipas një njoftimi të Ministrisë së Bren­dshme, 32-vjeçari Shpërdhea është aksioner i kompanisë turke “Kurum", në Elbasan dhe distributori ekskluziv i hekurit për ndërtim, për të gjithë jugun e vendit. Policia pretendon se ka lokalizuar edhe një pronë prej 3 mijë metra katrorë të Shpërdheas në Fier, ku ai kishte qendrën e shpërndarjes së hekurit ndërtuesve. Por këto deklarime të Ministrisë së Bren­dshme kanë sjellë reagimin e drejtuesve të gjigandit të metalurgjisë “Kurum", të cilët pretendojnë se nuk kanë asnjë marrëveshje tregtare me të arrestuarin. Burimet policore shprehen se janë duke u kryer të gjitha verifikimet e duhura, për të dokumentuar pronësinë ligjore të të gjitha pronave që konsiderohen me miliona euro vlerë të Shpërdheas, të cilën dyshohet se ai e ka hedhur me emra fiktivë, për të shmangur pikërisht sekuestron. Vetë Shpërdhea nuk ka pranuar të flasë rreth pronave të tij, duke kërkuar praninë e avokatit të tij gjatë pyetjeve për aktivitetin e tij tregtar.
Reagimi
“Shpëtim Shpërdhean nuk e kam njohur fare si emër. Vetëm tani pas arrestimit, jam habitur nga deklaratat e dëgjuara". Kështu është shprehur për Gazetën, drejtori turk i “Kurum International", Zeki Kaya. Ai ka shtuar se i vëllai i të arrestuarit, Vladimiri është distributori i tyre për zonën e jugut. Vladimir Shpërdhea ekziston si person juridik në kontratat e rregullta të tyre. Por drejtori Kaya ka përjashtuar mundësinë e aksioneve të të arrestuarit apo familjes së tij në kompaninë “Kurum". Sipas Kaya, kompania ka vetëm një pronar turk dhe nuk ka aksionerë të tjerë shqiptarë.
Shtëpitë
Janë plot 13 shtëpi, që sipas policisë, kanë pronësinë e Shpëtim Shpërdheas. Banesat janë në Patos, Fier, si dhe një vilë shumë luksoze në Durrës. Hetuesit e Krimeve të rënda kanë nisur verifikimin e pronësive të këtyre banesave, për të shmangur të gjitha pronësitë fiktive që dyshohet se janë kryer nga Shpërdhea. Këto ditë pritet që Prokuroria e Krimeve të Rënda të firmosë sekuestron konservative, që do t’i bllokonte të gjitha këto prona, derisa gjykata të vendoste nëse ato ishin vënë me shuma të fituara nga trafiku i prostitucionit, apo veprime të tjera të kundraligjshme.

Çimento
Ekskluziviteti i distribuimit të çimentos së një fabrike të njohur në vend, si dhe dyshime për aksione të mundshme me emër fiktivë në këtë kompani, janë një tjetër objekt i hetimit të prokurorisë, që pritet të pasojë arrestimin e së mërkurës në Tiranë. Burime zyrtare pranë Drejtorisë së Policisë së Fierit, shprehen se nga informacionet që ata disponojnë, Shpëtim Shpërdhea e ka shtrirë aktivitetin e tij tregtar edhe në shpërndarjen e çimentos për ndërtuesit. Madje, ai i ka shpëtuar mrekullisht një aksioni të policisë për kapjen e tij, pikërisht në kohën që ishte duke kryer veprimet financiare për shitblerje çimentoje. Gjithsesi, këto mbeten për t’u verifikuar nga prokuroria gjatë zhvillimit të procesit ndaj vëllezërve Shpërdhea.

Minister of Defense, Fatmir Mediu had a special meeting with general Reith and the delegation accompanying him.
Among the main issues discussed were: AAF transformation, defense budget, regional initiatives progress.
Operational capability increase, logistical base modernization and professional soldiers increase in number have been some of the main directions the AF reformation process has taken, during 2006.

During the meeting Minister Fatmir Mediu pointed that the 1st Company of IIIB [Second Infantry Battalion] at the RRB and the EOD group [Logistics Support Command] during exercise “Reaction 06 has concluded successfully, which makes it a very positive achievement.
Preparation of this battalion as a unit capable of being deployed abroad in 2007, is aimed to be achieved within this year.

Signing of agreement with the American company “Lockheed Martin” for the “Integrated System of the Maritime Space Observation” [ISMSO], purchasing of 12 BO 105 helicopters and 4 modern maritime ships, will clearly influence the AF logistic support upgrading.

At the same time, Minister Mediu re-confirmed the Albanian Military engagement for the further participation in NATO-led PSO [Peace Support Operations].
Meanwhile, all preparations are taking place for participation in the “Active Endeavor” Operation in the Mediterranean.

Intensification of A3 member countries cooperation and the successful meeting of the Southeast Europe Defense Ministerial, in Tirana show the important role Albania plays in regional initiatives progress.

Another potential support for reaching the goals regarding military modernization is the increase in the military budget the Albanian Government has foreseen for 2007.

Deputy Commander of Supreme Allied Command Europe, general John Reith pointed that reforms in the Albanian Armed Forces are going in the right direction.
At the same time, he expressed his continuous support in creating a Force that is small in number, but professional and interoperable with NATO.

Afterwards, general Reith met with the Chief of the GSAF, general lieutenant Pellumb Qazimi and Deputy Minister of Defense, Mr. Petrit Karabina.

Albanian parties clash again over electoral reform

TIRANA, Albania – During a debate in parliament on Thursday (November 2nd), the various political parties again failed to reach a consensus on electoral reform. This time, the sticking point was the mandate of the Ad Hoc Commission on Electoral Reform. The majority wants it to wrap up work by November 10th, while the opposition insists its mandate should be extended until January. The larger issue is exactly when local elections will be held. The opposition wants them delayed from winter to spring, to prevent harsh weather from affecting turnout. OSCE Ambassador to Tirana Pavel Vacek weighed in on Thursday, telling Panorama newspaper that the election should not depend on the weather. (Albanian News - 03/11/06)

Russian foreign minister praises co-operation with Albania

MOSCOW, Russia – Foreign Minister Sergei Lavrov praised the level of bilateral relations with Albania as “developing dynamically", during talks on Wednesday (November 1st) with Albanian counterpart Besnik Mustafaj in Moscow. Their meeting took place within the framework of the 15th ministerial summit of the Black Sea Economic Co-operation Organisation. Lavrov and Mustafaj said their countries plan to sign two agreements shortly on collaboration in the customs and culture sectors. (Albanian News - 02/11/06; Itar-Tass - 01/11/06)

Two Albanian coalition allies press Berisha for cabinet shuffle

TIRANA, Albania – Prime Minister Sali Berisha, the leader of the ruling Democratic Party (DP), is under pressure to make changes in the government from two of his coalition allies, who warned on Wednesday (November 1st) that the ruling coalition is in crisis. Leonard Solis of the Union for Human Rights Party and Nard Ndoka of the Christian Democratic Party issued separate statements suggesting cabinet shuffles must occur to reflect the representation of parties in parliament. Berisha has made no public comment. But DP lawmaker Prec Zogaj suggested on Wednesday (November 1st) that no cabinet shuffle could be expected until after the winter local elections. Eine nicht zu unterschätzende Chance bieten auch internationale durch Weltbank oder EBRD finanzierte Projekte oder die Projekte der österreichischen Entwicklungshilfe ADA. Einzelne internationale Projekte werden auch von Österreich kofinanziert. Miller: „Eine längerfristige Perspektive bietet ferner der Tourismus. Mit anhaltender Stabilität und Eindämmung der Rechtsunsicherheit könnten entsprechende Investitionen durchaus interessant sein.“

Die österreichische Präsenz in Albanien war bis Anfang 2004, verglichen mit der Präsenz in anderen Staaten auf dem Balkan, relativ gering. Dies änderte sich grundlegend mit der Übernahme der größten albanischen Bank durch die Raiffeisen Zentralbank Österreich im Wege der Raiffeisen International Holding GmbH im April 2004. Hervorzuheben sind bei den österreichischen Investitionen auch das Rogner-Hotel in Tirana und die Erdölprospektion der OMV. Die Strabag hat als erste österreichische Baufirma in Albanien eine Tochtergesellschaft gegründet. Auch die bekannte Wiener Rechtsanwaltskanzlei, Wolf Theiss, hat sich in Tirana etabliert.
Im Jahre 2005 gründeten mehrere österreichische Bauzulieferfirmen Töchter in Albanien.

Der Albanien-Tag der AWO wurde in Kooperation mit der Raiffeisenzentralbank/Raiffeisen International, Wolf Theiss Rechtsanwälte GmbH und dem Institut für den Donauraum und Mitteleuropa (IDM) abgehalten.
