Auf ein Frohes Weihnachten, wenn die Justiz und der Staat versagt hat.

VLORË - Një sasi tritoli është vendosur dy ditë më parë në linjat e tensionit të lartë dhe shpërthimi ka lënë pa energji rreth 5 mijë familje në qytetin e Vlorës. Fillimisht është menduar për ndonjë ndërprerje të paligjshme ose vjedhje të linjave elektrike, në vijim të ngjarjeve të ndodhura rëndom kohët e fundit në Vlorë. Por më pas është mësuar se gjithçka ka ardhur nga një shpërthim në një prej pusetave pranë hidrovorit, ku kanë qenë të vendosura disa filtra të linjës 20 kilovoltshit. Kjo solli që disa zona të lagjeve “24 Maj”, “1 Maj” dhe “Pavarësia” janë përfshirë nga errësira e plotë për shkak të dëmtimit, ku energjia është ndërprerë përgjatë gjithë natës së Krishlindjeve si dhe një pjese të mirë të ditës së djeshme. Për riparimin e dëmit janë dashur shumë orë. Ende nuk ka konfirmim nga ana e efektivëve të policisë nëse mund të ketë qenë një rast i qëllimshëm, i cili penalizoi një pjesë të konsiderueshme të zonave me një mungesë energjie për gati 20 orë.

Ngjarja

Ngjarja ka ndodhur rreth orës 19.30 të një mbrëmjes së 24 dhjetorit në një nga zonat periferike të qytetit, pranë hidrovorit. Pas ndërprerjes, e cila ka prekur shumë zona të qytetit, si lagjet “24 Maji”, “1 Maji”, “Pavarësia”, e vendin e quajtur pranë Kalit të Trojës, është tentuar rilidhja, por sipas punonjësve të elektrikut, është parë se nuk ka qenë kaq e lehtë. Punonjësit e urgjencës kanë filluar punën për të vërejtur ku ka qenë difekti, por është parë se gjithçka ka qenë e përqendruar në një zonë pranë hidrovorit të qytetit, pikërisht në një prej pusetave nëpërmjet të cilës kalonin disa fitra të linjës 20 kilovolt.

In Albanien sind die Parteien nicht nur für ihre Politik, sondern auch für die Organisation der Wahlen zuständig. Die Opposition weigert sich, die Lokalwahlen am 20. Januar 2007 vorzubereiten: eine vertrackte Situation.

Die von den Sozialisten geführte Opposition verlangt eine Verschiebung der Lokalwahlen und begründet dies damit, dass die gesetzlichen Fristen zur Vorstellung der Wählerlisten nicht eingehalten worden und die Wahlen damit nicht rechtmäßig seien. In der Tat liegen in den meisten Städten und Gemeinden bis heute keine Wählerlisten vor. Die Frist war am 11. Dezember 2006 abgelaufen. Als Grund werden Verzögerungen bei der Erstellung eines permanenten Wählerregisters genannt.

Fristen bereits verstrichen

Die mitte-rechts-geführte Regierungskoalition unter Premierminister Sali Berisha fordert, dass für die Wahlen Ende Januar die vorläufigen Wählerlisten herangezogen werden, die auch bei den letzten Wahlen genutzt wurden. Die Opposition fordert hingegen die Nutzung permanenter Wahlregister. Diese sind aber noch nicht vollständig. Nun boykottiert die Opposition die Wahlen, obwohl das Wahlgesetz ausdrücklich ihre Teilnahme an der Wahlvorbereitung festschreibt. In vielen Städten und Gemeinden haben die Sozialisten bislang noch nicht damit begonnen. Die gesetzlich vorgeschriebenen Fristen sind ohnehin bereits verstrichen.

Gent Ibrahimi, Verfassungsexperte aus Tirana, glaubt nicht, dass unter diesen Umständen die Lokalwahlen gültig seien. “Die Wahlen werden die erforderlichen Standards wohl nicht erfüllen", sagt er. “Die Wählerlisten sind nicht so vorbereitet worden, wie das Gesetz es verlangt, und die Wahlkommissionen können nicht so besetzt werden, wie laut Gesetz verlangt wird.” Außerdem stellt der Boykott der Sozialisten die Wahlen grundsätzlich in Frage.

Wirres Szenario

“Es ist nicht nur ein politisches Problem, wie es das in den meisten anderen Ländern der Welt wäre, sondern auch ein zutiefst juristisches Problem", erklärt Ibrahimi. “Die Parteien sind nach unserer Rechtslage nicht nur politischer Akteur und Widersacher, sondern selbst Manager des Wahlprozesses.” Es werde von ihnen erwartet, die Wahlkommissionen ordnungsgemäß zu besetzen. In der einen Hälfte der Wahlkommissionen hätte die Regierungspartei die Mehrheit, in der anderen Hälfte die parlamentarische Opposition.

In denjenigen Städten und Gemeinden, in denen die Regierungskoalition die Mehrheit hat, könnten die Wahlkommissionen einberufen und die Wahlen organisiert werden. Aber Ibrahimi hält die Wahlen bereits jetzt für nicht akzeptabel - zumal in den Gemeinden, in denen die Opposition die Mehrheit hat, wegen des Boykotts noch nicht einmal die technische Organisation der Wahlen gewährleistet wäre. Ob die Zentralregierung disziplinarische oder gar strafrechtliche Schritte gegen die Vertreter dieser Städte und Gemeinden ergreifen könnte, ist außerdem unklar.

Experte ratlos

Ibrahimi betont, dass es für so etwas noch keinen Präzedenzfall gebe. “Wenn Vertreter der Lokalregierung der Pflicht nicht nachkommen, Lokalwahlen zu organisieren, sind sie dafür persönlich verantwortlich", sagt er. Aber: “Das ist aber nicht so einfach, denn die lokalen Beamten aus sozialistisch geführten Gemeinden, die sich weigern, Wahlen zu organisieren, argumentieren gegenüber der Zentralregierung, dass von ihnen etwas verlangt werde, was vom Gesetz her gar nicht vorgesehen sei.” Sie hielten sich an den Gesetzestext und nicht an die Befehle des Innenministers. “Der zweite Punkt ist die Teilnahme der Parteienvertreter in den Wahlkommissionen. In diesem Fall geht die Verantwortung auf die politischen Parteien über, also auf eine juristische Person.” Damit werde die Frage der Schuldzuweisung und der Verfolgung noch komplizierter. “Ich weiß wirklich nicht, wie in einem solchen Fall verfahren werden kann", so Ibrahimi.

Lösung nicht in Sicht

Verfassungsexperte Ibrahimi hält es für unmöglich, die Situation juristisch zu lösen. Die Schuld für das Dilemma gibt er den politischen Führern der rivalisierenden Parteien. “Eine prinzipienlose und unprofessionelle politische Klasse bringt die ganze Gesellschaft in die Bredouille", sagt er. “Wir haben eine politische Klasse, die eigentlich unreformiert ist und die die Mentalität der letzten Jahrzehnte weiterhin pflegt.” Damit seien die Probleme rein politischer Natur, die Lösung ausschließlich Aufgabe der Politik. Letztlich könne nur ein Konsens zwischen beiden Seiten den Konflikt lösen. Zunächst müsste das Wahlgesetz geändert werden. Daraufhin müsste der Präsident der Republik, Alfred Moisiu, einen neuen Wahltermin festlegen. Bislang beharrt er allerdings auf dem 20. Januar als Wahltag.

Albania’s political scene is in turmoil because of an ongoing dispute over local elections planned for January 20th, 2007. The left-wing opposition is calling for a postponement, arguing that a delay is needed to implement amendments to the election code and meet the required standards. It has threatened to boycott the vote if its demands are not met.

“There is still time for Prime Minister Sali Berisha to reopen talks so that we can save the electoral process and offer Albanians, as well as our international partners, the compromise, the understanding and everything that relates to free and fair elections,” said the opposition Socialist Party’s Secretary for Foreign Relations, Arta Dade.

Berisha, however, insists there is no chance that the date – decreed by President Alfred Moisiu after the parties were unable to agree on one – will be changed. “The DP is ready to start the electoral campaign and it is not going to negotiate on the date when the local elections will be held,” he said.

Bamir Topi, leader of the Democratic Party (DP) parliamentary group, says the majority is willing to negotiate on all electoral issues, except for the date.

The election debate has brought a familiar figure back to the political stage, after a protracted absence. Fatos Nano, the former prime minister and former SP leader, addressed parliament Monday (December 18th), declaring there is not enough time to hold the elections as scheduled.

“Unless the authorities will hand out the voter’s list tomorrow, which is not possible, the elections can not be held,” Nano said.

But Deputy Interior Minister Ferdinand Poni disagrees. He says civil registry offices across Albania are working on updating the voter lists in time for the poll. The chairman of the Central Election Commission (CEC), Clirim Gjata, says all materials have been prepared except for the ballots, which depend on the registration of parties and candidates. About 2,000 ballot boxes arrived last week from Canada.

The international community has expressed concern over the situation. “The political parties should make one last effort to reach a compromise. This is their responsibility,” said the president of the OSCE Parliamentary Assembly, Goran Lennmarker. “It is very important for Albania to have free and fair elections. The coming elections should have the same standards as those of all the OSCE participating states,” he added.

The European Commission delegation in Tirana is urging the political parties to work constructively. “Local politicians should not expect the international community or the EU to arbitrate disputes,” it cautioned.

Tirana Mayor Edi Rama recently unveiled a new initiative to set up free Wi-Fi internet service in the Albanian capital, thus joining a number of other cities – such as San Francisco and Stockholm – that have explored the idea. According to LlTako, the coverage, originally confined to a small area, will eventually expand to parks, libraries and other locations around the city, with young people as the intended beneficiaries.

Reactions range from enthusiasm to scepticism. “I think that is strange news because I don’t think that there are more than 50 students that own a laptop!” comments Klodi.

Harmless25 thinks it’s just a political ploy. “This is done one month before the elections, establishing wireless in an area of less than 1 sq km,” he writes, predicting that the network will be in service only until shortly after the vote.

Even so, such initiatives should be encouraged, writes Bariu. “Maybe there is not so much practical application but anyway it is ‘the next mile’. Maybe they are going to stimulate the other party to do something more. For me this is essential.”

Also triggering discussion is a recent move by Albanian lawmakers to shut down the country’s Academy of Science. On this issue, too, readers are divided.

“The entire world invests in science research and we close the Academy,” laments Jana.

TIRANA, Albania – The Interior Ministry announced on Sunday (December 17th) that police had seized five land-to-land missiles in an abandoned house in the northern Shkodra region the previous day. Authorities acted on the basis of a tip, but made no arrests. The Ministry said police are investigating what is believed to be a weapons smuggling scheme. According to local media reports, the missiles may have come from neighbouring Montenegro.

Also Sunday, the Interior Ministry announced that Albanian and Greek firefighters are working to control a fire in Shengjin, northwest Albania. Earlier in the day, a huge oil tank exploded, triggering blazes in two others and forcing an evacuation. (Albanian News - 18/12/06; A1 TV - 17/12/06)

CoE, Die Politischen Absurditäten der Albanischen Politiker werden kritisiert

Harte Kritik im Moment, weil die Mafia Partei SP von Fatos Nano, nicht mehr an Parlaments Sitzungen teilnimmt. Hintergrund ist die Kommunal Wahl, wo die SP erneut mit gefälschten Wählerlisten arbeiten will.

Selbst der Präsident Mosiu (der selbst die Absetezung des Mafia General Staatsanwaltes Sollaku verhinderte), fordert zur Cooperation der Parteien auf.

Es wird Zeit, das Salih Berisha diesen Sau Stall in Albanien gründlichst aufräumt.

Welcoming Albania’s progress towards a functioning pluralistic democracy, the Parliamentary Assembly of the Council of Europe (PACE) voiced regret Thursday (December 14th) that confrontation and obstructionism continue to plague political life in the country.

“The poor political climate is delaying reforms, in particular in the field of election legislation and the media, which are urgently required in view of the forthcoming local elections,” the 46-nation watchdog, based in Strasbourg, France, said in a draft resolution due to be approved next month.

Albania is scheduled to hold local elections on January 20th. Citing the ruling Democratic Party (DP)-led coalition’s unwillingness to reform the electoral code, the main opposition Socialist Party said on Thursday that it would not participate in the plenary sessions of parliament until a consensus on the reform is reached.

The January elections will be a “major test for the capacity of the Albanian authorities to organise free and fair elections", the PACE document said, urging Tirana to quickly address critical issues regarding voters’ lists, election administration, vote counting, tabulation and appeals procedures.

Under an August agreement between the governing and opposition parties, the temporary voter registers were to be cleaned up by October 20th and be used as a source for the voters’ lists. The SP has called for a postponement of the elections until spring, so that the lists can be changed.

Earlier this week, the European Commission (EC) urged Albania’s political parties to take responsibility for electoral reform and “not expect the international community to arbitrate among them".

Albania’s parties should “work together constructively to ensure the free and fair conduct of the local elections,” the AP quoted the EC as saying in a statement, issued after a routine meeting with Albanian authorities.

President Alfred Moisiu called on the country’s politicians “to co-operate with responsibility and trust each other so that they achieve consensus to fulfil their constitutional obligations towards the country and the citizens".

The political criteria Albania must meet to join the EU coincide with the country’s commitments and obligations to the Council of Europe, in the field of democracy, the rule of law and human rights, PACE noted.

It welcomed “the measures already taken to establish and enforce a zero tolerance policy in the fight against organised crime, trafficking and corruption,” but called for further efforts. It noted in particular the need for careful preparation of legislation that fully respects the principles of the rule of law and for a better use of both domestic and international expert advice in the process.

PACE also called on Albania to focus on improving the implementation of legislation, as efforts in this area have not produced tangible results. “Effective implementation could be further strengthened by ensuring an increased transparency of the law drafting process,” the organisation said.

It also noted the need for further efforts in judicial and media reform, the fight against domestic violence and trafficking in human beings, the prevention of torture, and respect for minority and children’s rights.

TIRANA, Albania – The head of the OSCE Presence in Tirana, Ambassador Pavel Vacek, said on Thursday (December 14th) that conducting municipal elections next month will be difficult, given delays in implementing key electoral reforms. Vacek said he remains an optimist about the possibility of the main parties reaching compromise ahead of the vote, scheduled for January 20th. Earlier this week, the main opposition Socialist Party officially confirmed that it would not to participate in the election, given continuing disputes with the governing coalition on major issues. In Zusammenarbeit mit der Münchner Polizei und der Staatsanwaltschaft Landshut konnten neun Albaner verhaftet werden. Die grenzüberschreitende Polizeiaktion lief unter dem Namen “Operation:Sheriff".

Anfangs 35 Kilo reines Heroin beschlagnahmt
Begonnen haben die Ermittlungen im Jänner 2005 in Meran, als Telefongespräche einer dort agierenden Tätergruppe abgehört wurden. Drei Monate später konnte die Finanzwache 35 Kilogramm reinstes Heroin im Hafen von Bari beschlagnahmen, das für die berüchtigte Albanerbande bestimmt war.

Die bayrischen Fahnder wurden auf einen Kurier in Freising aufmerksam, der ebenfalls dem albanischen Drogenkartell angehört. Dann schloss sich allmählich der Kreis. Nach beinahe zwei Jahren ist die Operation Sheriff abgeschlossen. Der albanische Drogenring schleuste große Mengen an Rauschgift über Albanien und den Kosovo nach Holland, Deutschland, Italien und in die Schweiz.

Knapp die Hälfte der Täter bereits gefasst
Das Voruntersuchungsgericht von Trient hat insgesamt 17 Haftbefehle ausgestellt. Einige der albanischen Drogendealer sitzen im Landshuter Gefängnis ein und haben bereits gestanden. Acht Bandenmitglieder sind noch flüchtig. Insgesamt konnten die Fahnder 150 Kilogramm Heroin und rund 60 Kilogramm Kokain sicher gestellt werden.

TIRANA, Albania – The main opposition Socialist Party has decided not to participate in the January 20th municipal elections. The party issued a statement Monday (December 11th) that described the current electoral process as far from democratic and said that the ruling Democratic Party (DP)-led coalition had hindered political dialogue.

Later Monday, Ilir Meta, leader the Socialist Movement for Integration, said his party would boycott what he called as a “farce” of an electoral process. The Central Election Commission confirms that none of the left-wing opposition parties met the Sunday evening registration deadline. (Albanian News, Dnevnik - 12/12/06)

I gjithë objekti po ndërtohet falë marrëveshjes konçensionare e tipit B.O.T “Për ndërtimin dhe shfrytëzimin e pontilit të naftës dhe gazit në zonën bregdetare të Porto Romanos", me shoqërinë “Romano Port". Shoqëria “Romano Port", e ka përgatitur projektin për pontilin e naftës dhe gazit me konsulencë të kompanisë “NEDECO” (Netherlands Engineeering Consultants).

Hintergrund ist, das die Mafia Partei SP verlieren wird und deshalb mit allen Mitteln die Wahl verhindern wird, denn so lange werden ihre Mafia Bürgermeister im Amte bleiben.

Despite three days of intensive negotiations teams from both parts said only nice words and that they looked for a consensus but practically they achieved nothing. Their talks were deadlocked at both those main issues. Ruling Democrats say changing voting day is out of discussion and there could be printed no new certificates for the polls. Opposition Socialists insist elections cannot be held with the old voters’ list for which time is needed and that new certificates should be produced. Albanian President Alfred Moisiu on Saturday set Jan. 20 as the date for local elections. As expected the Democrats of Prime Minister Sali Berisha hailed the decision while the opposition Socialists of Tirana Mayor Edi Rama opposed it. The bitter political climate has delayed much-needed electoral reforms. Developments in the parliament Monday showed the deadlock could seriously threaten holding the elections. Moisiu said that according to the country’s constitution, Jan. 20 was the last day on which the election for local mayors and governors could be held.

Albanian court rules parliament’s inquiry into Sollaku was unconstitutional

TIRANA, Albania – The Constitutional Court ruled on Monday (December 4th) that a parliamentary probe into Chief Prosecutor Theodhori Sollaku earlier this year violated the constitution. Sollaku approached the court after a parliamentary panel investigated him and recommended his removal from office earlier this year. The judges agreed that the legislature could request and receive reports by a chief prosecutor but could not evaluate his performance. The same deadline applies to local authorities responsible for submitting the final voter lists. THE STATEMENT OF PRESIDENT MOISIU ABOUT THE DATE OF LOCAL ELECTIONS.

The upcoming local elections are the first ones being held after the parliamentary elections of last year during which important achievements were marked and the democratic rotation of power took place. This way the upcoming elections must be better, more fair and democratic that the past ones so Albania can finally pass the test of electoral processes and elections.

For this reason, on December 2005, only one hundred days after the conclusion of the parliamentary elections, I gathered a round table on the electoral reform with the participation of all the parliamentary political parties. Twelve political parties signed a document according to which they immediately would begin the work to found the commission of the reform, to consensually improve the legislation according to the ODHIR recommendations and in general, to take the necessary measures that would bring about the preparation of free, fair and democratic elections in Albania. As it has become already known, the political parties did not keep their promise and the foreseen reform was procrastinated for more than a year. At the end of August of this year, the ruling majority and the opposition signed another agreement on consensual amendments in the Constitution, Central Election Commission, and Electoral Code and in some other institutions elected by the Assembly. It is already known that this agreement has not yet been implemented by not keeping this way the promises made under the guarantee of European Union and OSCE.

On September 2006 I gathered a second round table composed of the parliamentary political parties in order to consult about the date of the local elections and to encourage the electoral reform. I publicly declared that if the political parties would not decide otherwise through a parliamentary consensus, then I would respect the legal timeframe in setting the date of the elections. I publicly invited the political parties to find the dialogue and respect the agreement, but even after the numerous appeals made by the Head of State, European Union, United States, Council of Europe, ODHIR and OSCE the promised electoral has not bear any result.

Under these circumstances, on the end of October the European Parliament, with the approval of the Albanian parliamentary delegation, officially demanded for the electoral reform to be concluded by the month of November, in order to pave the way for setting the date of local elections. As it can be noticed, we are leaving behind November and nothing has changed. Not wanting to determine the responsibilities for each side, I observe that the promises made for free and fair elections are contrary to the real developments in the field. The political parties, although in reality they have started the electoral campaign, refuse to cooperate in order to reach a consensual solution about the preparation and holding of the elections.

As the Head of State I express the deep concern about this unacceptable situation. The free, fair and democratic elections bear a major significance for Albania and its Euro-Atlantic future. Any obstacle in this direction presents a political and moral act that would have negative consequences for the interests for the country. Once again I invite the political neither parties to realize that they do not have the monopoly over the democratic system and that the elections do not belong to them nor are they their privilege. The elections are a constitutional obligation. They are periodical and unavoidable. The elections are not held for the political parties, but for the citizens, who have the opportunity to choose through their secret votes those who would govern in the upcoming years. In this context, the political parties have no right and no excuse to deny to the citizens the constitutional right of electing and using their secret vote. They immediately must give up the reciprocal mistrust and keep the promises made in the agreements with the President, international factor and among themselves.

Two days ago, in order to use the last appeal for consensus and implementation of the electoral reform, I made it public that today I will face the media to fulfill the constitutional obligation of declaring the date of local elections. In accordance to Article 92.gj of the Constitution of Albania and Article 7 of the Electoral Code, I invite the citizens of Albania to come to vote for the local elections on the maximal deadline, on Saturday, January 20, 2007. I publicly call on the Executive branch of power and on the Central Election Commission to fulfill on time and without equivoque the legal obligations of the electoral process. I call on the political parties and the candidates to respect the law, to prepare and conduct a truly competitive and fair electoral campaign as I also call on the citizens to use culture and self-restrain, to join the campaign and to massively participate in the elections. The young Albanian democracy is being tested; we all have the opportunity, within the available time frame, to help pass this test successfully by holding free, fair and democratic elections. I also call on the media to observe closely this process and to be a strict critic of any possible behavior or action that goes contrary to this major national interest.

Germany donates military vehicles to Albania

TIRANA, Albania – Germany donated 28 military vehicles, worth a total of 150,000 euros to Albania at a ceremony Friday (December 1st). The German Ambassador to Tirana, Hans Peter Annen, and Albanian Deputy Defence Minister Zana Xhuka described the donation as an indication of Germany’s firm support for Albania’s Euro-Atlantic aspirations.

Hungarian Parliament Speaker Katalin Szili delivered a similar message of support Friday during a visit to Tirana. She stressed the positive signals concerning Albania’s Euro-Atlantic bid, including the sealing of a Stabilisation and Association Agreement with the EU earlier this year and, more recently, the praise Albania received at NATO’s summit in Riga. Nachdem der Hotel Direktor den Hotel Tirana vor 2 Jahren starb (Mord wegen mafiösen Verwicklungen) und ebenso der BND Resident 2005 (führte Ermittlungen im Visa Skandl und lief auch mit Frauen Kleidern herum: Er lebte im Hotel Sherdon-Tirana) , stirb schon wieder ein Deutscher Lehrer unter sehr merkwürdigen Umständen in Tirana.

ELBASAN (2 Dhjetor) - Eshte gjetur I vdekur ne banesen e tij ne qytetin e Elbasanit, pedagogu gjerman Ralf Algrin. 46-vjecari u gjet sot paradite po jete, ne shtepine e tij te marre me qira. Grupi hetimor i policisë së Elbasanit dyshon se vdekja e pedagogut gjerman mund të kete ardhur nga asfiksimi nga gazi i gjeneratorit, që ndodhej në korridorin e brendshëm të shtëpisë dhe që mësohet se ka qenë në punë gjithë ditën. Por ekziston edhe mundesia qe ai te kete gjetur vdekjen nga korrenti, pasi profesori i gjermanishtes ka qenë duke bërë dush në momentin që ka gjetur vdekjen.

Ralf Algrin ishte pedagog i gjermanishtes ne qytetin e Elbasanit dhe Korcës. Ai jetonte në një banesë private, prane qendres së qytetit, përbri godinës së Muzeut Etnografik. Ka qenë një fqinj i shtetasit gjerman, ai që ka lajmëruar policinë e Elbasanit për vdekjen e tij. Pritet që në Elbasan të shkojne per te terhequr trupin, përfaqësues të Ambasadës Gjermane në Tiranë.

Alle Versprechungen der Politiker waren vergeblich: Auch der kommende Winter wird wohl für viele Albaner ungemütlich werden. Wie schon in den letzten Jahren wird Elektrizität für viele ein rares Gut sein – und somit auch das geheizte Zuhause, das warme Essen, die Arbeit.

Eine internationale Ausschreibung hätte nur Angebote in der Höhe von 47% des Bedarfs des Landes erbracht. Und dies zu sehr teuren Preisen, die doppelt so hoch seien als im letzten Jahr, erklärte der Direktor von KESH diesen Monat. Der durchschnittliche Marktpreis sei zur Zeit so hoch, dass allein der Einkauf des notwendigen Stroms die Einkünfte von KESH übersteigen würde.

Nach der endgültigen Abschaltung des Atomkraftwerks von Koslodui in Bulgarien anfangs nächsten Jahres wird ein einschneidender Engpass in der Stromversorgung des ganzen Balkans erwartet. Neben Albanien ist auch in Kosova und in Mazedonien mit dunklen Wintern zu rechnen. Griechenland dürfte hingegen Mühe haben, im Sommer seinen Strombedarf zu decken.

In Albanien ist der Strombedarf in den letzten Jahren stark gestiegen. Die veralteten Kraftwerke, oft von Wasserknappheit geplagt, können die Nachfrage bei Weitem nicht decken. Ausserdem wird in vielen, vor allem ländlichen Gebieten noch immer kaum bezahlt für Strom. Das schlechte Verteilnetz wird durch illegale Abzapfung weiter beeinträchtigt. Lärmende und stinkende Dieselgeneratoren werden somit auch in Zukunft das Bild albanischer Städte prägen.

The Albanian Prime Minister, Sali Berisha has admitted, that while he was president of Albania, during the Bosnian war his government tolerated oil smuggling to the Milosevic regime in defiance of the U.N. imposed embargo.

In a press conference, Berisha confessed that he had tolerated armed oil shipment to the former Yugoslavia to help Kosovo and Montenegro overcome the hardship of the sanctions.

“If you return to the 92-96 period, you will find my declaration in which I am in opposition to the embargo against Kosovo and Montenegro. I was against it because Serbia was being supplied with boat after boat through the Danube, while leaving these two countries in the cold,” Berisha said.

The smuggling of oil to Montenegro followed the U.N. Security Council’s decision in 1992 to impose an oil embargo on Yugoslavia to pressure Belgrade to stop supplying fuel to the Bosnian Serbs.

The smuggling of oil to Yugoslavia was vital in keeping the Milosevic war machine running in Bosnia, which, without fuel, would have been brought to a standstill.

According to the International Criminal Tribunal for the former Yugoslavia more than 100,000 people lost their lives during the conflict, while hundreds of thousands were displaced.

After the sanctions were imposed the Serbian Secret Service SDB, established three main channel to circumvent the sanctions, one of which ran through Albania. Various exponents of the criminal underworld were recruited to aide in the process.

One of these channels was in Albania’s northern border with Montenegro. Imported oil was shipped via pipeline across the northern border, by boat across Lake Shkoder, by caravans of cars with extra fuel tanks added, by donkeys carrying barrels of oil across mountainous regions, and by individuals selling canisters of fuel.

As many as 200 boats were estimated to have carried oil across Lake Shkoder daily into Montenegro in the period in question.

According to a study published in 2002 by the Center for studies of Democracy in Sofia, the contraband of oil in Albania was controlled by former agents of the Albanian Security Services and the Montenegrin Mafia.

The height of the smuggling operation was reached during 1994 when a rail link between the port of Durres, in Albania and Podgorica in Montenegro is believed to have carried as much as 1 million liters of oil across the border.

The existence of the rail link was confirmed in 1999 by the minister of finance during the conflict, Genc Ruli, in an article for the magazine Transitions.

The Danube River was used by Greek and Romanian ships to smuggle oil into Serbia despite efforts to intercept the oil and Romanian efforts to enforce the embargo. Barges were used to bring oil products from Russia and Ukraine.
Sanctions violations also occurred in Macedonia, where tank trucks carried fuel across the border with Serbia, along with cars, tractors, and individuals with canisters.

The revelations came out after the publication of a memoir from former Montenegrin president, Milo Djukanovic, who revealed that a secret deal was struck with Berisha at the time to continue shipments of oil from Albania’s border to the north.

Though Berisha claims that the break with the U.N. sanctions was done for humanitarian reasons and “outside any partial interests from the Albanian side,” the smuggling brought large amounts of hard currency to the Albanian northern border, where his Democratic Party has strong political support.

According to the U.S. Energy Information Administration the total oil flow from the contraband was estimated to have brought Albania more than $1 million per day during 1993-1994.

Albanian refined product imports declined sharply in 1996, in part because of the end of the U.N. sanctions.

In 1997, the country descended into virtual anarchy after the collapse of pyramid investment schemes that consumed more than $1 billion of savings from one of the poorest countries in Europe.

Berisha resigned as president in 1997, after his party lost the parliamentary elections. He returned to power as prime minister last July with the help of a U.S. political consultancy company.

Sanctions against Serbia & Montenegro were imposed by the United Nations in May 1992 and suspended in accordance with the terms of the Dayton Peace Agreement in November 1995.
