Auch in Vlore werden die Grundstücks Direktoren der Stadt verhaftet: Halit Rama und Devit Tusha

Mit dem zu 12 Jahren Haft verurteilten Grundstücks Direktor Vasil Hila von Durres fing Alles an in 2002, wo gegen insgesamt 25 Beamten und zwei Ex-Bürgermeister von Durres Haftbefehl erlassen wurde. Dann folgten Minsiteriums Beamte und Direktoren wie Arben Golemi, der zusammen mit dem Bürgermeister von Golem verhaftet wurden im Mai 2006! Kurz darauf die komplette Manschaft in Velipole bei Skhoder und von der Stadt Skhoder.

Diese kriminellen Politischen Gangster, mit ihren Hintermänner bis zum PM Ilir Meta und Fatos Nano, der Muci, Artan Lame und Cepani Bande haben das gesamte Land vollkommen zerstört und die Küsten Regionen vernichtet.

Es fehlt jetzt noch die Verhaftung der Verantwortlichen in Sarande, Podgarec und Himari.

Halit Rama dhe Devit Tusha, ish-drejtore te Hipotekes ne periudhen 2002-2005, jane prangosur dje nga policia ne zbatim te vendimit te gjykates e cila kishte firmosur arrestimin e tyre. Burime nga prokuroria e Vlores bene te ditur, se kryeregjistruesit jane vene ne hetim qe prej muajit shtator te vitit te kaluar, pas nje kallezimi te bere nga Kontrolli i Larte i Shtetit. Zyrtaret e KLSH-se kishin konstatuar parregullsi ne veprimet e dy ish-drejtuesve te Hipotekes, sidomos me pronat ne bregdet dhe pallatet e reja.
KALLEZIMI
Nje grup ekspertesh te KLSH-se kane startuar ne veren e kaluar per nje kontroll ne zyren e regjistrimit te pasurive te paluajtshme. Ata kane cuar ne site te gjitha veprimet e ish-zyrtareve te Hipotekes qe pas vitit 2002, duke bere kontroll ne detaje te dokumentacionit te lene tashme ne arkiven e ketij institucioni. Gjate kesaj periudhe kane qene ne detyren drejtuese Halit Rama, e me pas ai eshte zevendesuar me Devit Tushen. Dy zyrtaret e larte kane drejtuar Hipoteken e Vlores nga viti 2002 deri ne vitin 2005. Pas zgjedhjeve te korrikut ndodhen ndryshime te rrenjesishme, duke filluar qe nga kreu i Hipotekes. Gjate kontrollit te kryer, punonjesit e KLSH-se kane konstatuar parregullsi. Pas mbledhjes se provave, ata kane bere denoncim ne prokurorine e Vlores. KLSH-ja i kane vene ne dispozicion disa dokumente, duke i lene me pas hapesire organit te hetimit per t’i cuar deri ne fund shkeljet e dy ish-zyrtareve.
HETIMI
Prokuroria e Vlores eshte vene ne levizje. Nje grup ekspertesh hetimore te krimit ekonomik kane sekuestruar dokumentacionin qe dyshohej dhe pas hetimit disamujor, kane dale ne konkluzione te pakontesueshme per shkeljet e tyre. Burime zyrtare te prokurorise thane se dy ish-zyrtaret pasues me njeri-tjetrin kane kryer masaker ne pronat, kryesisht ne bregdet. Ata kane dhene certifikata pronesie, duke bere mbivendosje. Per kete, sipas prokurorise jane evidentuar disa raste. Gjithashtu, gjate hetimit jane verejtur disa raste te tjera te abuzimit te dy ish-regjistruesve. Ata kane legalizuar katet e disa pallateve, per te cilat nuk ishte dhene leje ndertimi.
Kreu i prokurorise se Vlores, Petrit Cano beri te ditur se jane evidentuar 23 raste te abuzimeve te Halit Rames dhe Devit Tushes, te cilet me veprimet e tyre kane falsifikuar dokumentet, duke shperdoruar rendshem detyren.
ARRESTIMI
Pas hetimit, prokuroria i ka kerkuar gjykates vendimin e arrestit. Gjykata e Vlores e ka firmosur po dje vendimin e arrestit per dy ish-zyrtaret. Per pak kohe vendimi ka kaluar ne doren e policise, e cila ka aktivizuar strukturat e saj per arrestimin e tyre. Sipas policise, prangosja e Rames dhe Tushes eshte bere ne banesat perkatese. Arrestimi ka qene fare i papritur, dhe asnjeri prej tyre nuk ka tentuar t’i beje rezistence shtrengimit te duarve me prangat.

The President of the Republic, Alfred Moisiu visited today the World Headquarters of the Bektashians on the occasion of the Ashoura Holiday and expressed to the World Leading dignitary Baba Reshat Bardhi the warmest and heartfelt wishes for all the Albanian Bektashian believers wherever they live and work at this holy day.
The Head of state praised the messages of peace, unity, fraternity, understanding and justice that the holy days convey to the times we live by giving more hope and desire to serve and contribute to the benefit of humanity. Referring to the progressive role of the Bektashians throughout history and their following peaceful ways in centuries to resolve the difficult problems, President Moisiu appealed to the Albanian politics to follow such examples.

Answering to the media inquires the President of the Republic expressed the opinion that the Code of Conduct is being implemented in general by the political parties. Hoping that a few infractions noticed lately would not be repeated, Mr. Moisiu stressed that the electoral campaigns in Albania must be conducted according to European standards.

Albania, Bulgaria urge EU to consider reopening Kozloduy nuclear units

TIRANA, Albania – Prime Minister Sali Berisha and his visiting Bulgarian counterpart, Sergey Stanishev, suggested on Monday (January 29th) that the EU consider reopening two older units at Bulgaria’s Kozloduy nuclear power plant, given the prospect of a regional energy crisis. Units 3 and 4 were shut down due to safety concerns on December 31st, in line with Bulgaria’s pre-accession commitments to the Union. “We still call upon the European Commission and the EU to re-evaluate this obligation which in fact damages the regional energy market more than it damages Bulgaria itself,” Berisha told a news conference Monday. Albania has been hard hit by energy shortages this winter.

Berisha and Stanishev also discussed bilateral and regional collaboration. Stanishev reaffirmed Sofia’s readiness to back Albania’s efforts to join the EU and NATO. PODGORICA, Montenegro – Police announced on Sunday (January 28th) that they have stepped up security around Stoyanka Radovic, special prosecutor for organised crime. Officials say she has received threats from the disbanded Kosovo National Liberation Army. Police also are providing additional protection to Chief Prosecutor Vesna Medenica and Supreme Court Chairman Ratko Vukotic. Information about the threats was provided by international intelligence services, and stem from the recent arrest of a group of ethnic Albanians, who allegedly planned terrorist attacks in the area of Tuzi, about 20km south of Podgorica, on the eve of 2006 general elections. BRUSSELS, Belgium – During a meeting Friday (January 26th) of countries participating in the NATO- led International Security Assistance Force in Afghanistan, Albania, Bulgaria and Croatia all offered to ramp up support. Albanian Foreign Minister Besnik Mustafaj announced plans to double the number of troops deployed there, while Bulgarian counterpart Ivaylo Kalfin said Sofia would donate some 500 tonnes of surplus weapons to the Afghan Army. Croatian Foreign Minister Kolinda Grabar-Kitarovic said her country will supply weapons as well, and plans to boost its number of peacekeepers in Afghanistan from the present 153 to 200 in 2007 and to 300 in 2008. With the long stalemate over local elections finally resolved, Albania’s political parties have launched their campaigns.

At the weekend, the two main political camps in Albania officially kicked off their campaigns for the February 18th local elections. During a rally Saturday (January 20th) at the Palace of Congresses, the left-wing coalition Together for the Future, led by Tirana Mayor Edi Rama, played Queen’s “We will rock you” – a response to the right-wing Big Coalition’s theme song, “The final countdown".

Over 3,000 members and supporters attended the Big Coalition event. Addressing the crowd, Prime Minister Sali Berisha told candidates that, once elected, they would receive strong government backing for their projects.

Decentralisation of local government remains a top priority, Berisha said. He also pledged a solution to the legalisation and property issues.

Berisha formally accepted the resignation of Interior Minister Sokol Olldashi, who is mounting a challenge to Rama in the Tirana mayoral race.

Albanians increasingly favour their country’s bid for EU membership, especially since the signing of an SAA. But many lack sufficient information about the requirements.

The majority of Albanians back EU membership – and this support has increased since the June 2006 signing of a Stabilisation and Association Agreement (SAA), a recent survey shows. However, it also found that many Albanians still lack information about the accession process and what it entails.

According to the survey, conducted by the Institute of International Relations (IIR), 92.5% of Albanians are in favour of joining the bloc, up from 84.9% in 2004. But most also lack specific knowledge about the requirements for entry. Instead, they see EU membership primarily in terms of fostering the free movement of peoples around Europe.

“The majority of people connect the integration process with escaping from the tough visa regime in the European countries, while economic development, the strengthening of democracy or improvement of living standards are seen as less important,” the IIR said.

The results, it said, show confusion about where Albania stands in terms of its EU bid. While 49% believe Albania is ready to join, 24% think the country will be invited even if it is not fully ready.

“Such opinions are reason for concern, especially when you see the answers of the public administration clerks, who are included directly in the integration process. More than 54% of them did not know if Albania is ready to join the EU or not,” the IIR says. “The public administration staff is one of the categories that lack information regarding what the SAA means.”

More than half of administration officials think that the SAA does not bring anything to the country, while only 6.6% view it as a contractual relationship.

The agreement, considered a first step towards EU membership, governs ties between the EU and Albania. It focuses mainly on enhanced political and economic co-operation as well as the creation of a free-trade area within the next ten years.

Brussels wants Albania to show progress on a range of issues, including press freedom, institution building and ethnic minorities. It is also expected to observe international standards for free and fair elections.

Communication Zone West, COMMZ (W), is a subordinate command of the KFOR NATO-led international force maintaining stability in Kosovo and throughout the Balkans.
Although organized on 1 September 1999 as COMMZ (W), Italian Forces deployed from the original phase of this operation. During “ALLIED HARBOR", an Italian Brigade (Task Force North) was under AFOR as early as April 1999 and deployed in its current location (Plepa Compound) near Durres.
COMMZ (W) maintains open access of the Lines of Communication (LOC) throughout Albania and along the Albanian/ Kosovo border supporting the mission of KFOR and Operation “JOINT GUARDIAN".

The President of the Republic, called today an urgent meeting with the Minister of Justice, Aldo Bumçi, Attorney general, Theodhori Sollaku, Deputy Chairman of the High Justice Council, Ilir Panda, Deputy Minister of Interior, Gjergj Lezhja, Deputy Director of ISS, Ylli Alushi and the Director of the Budget Administration Office, Luljeta Laze. This meeting was called due to the latest cases made public when the life safety and work of the judges has been seriously threatened.

President Moisiu expressed his deep concern about the grave incidents, further more for the fact that they are frequently happening. After pointing out the negative impact of these events not only on the progress of the work of the judiciary and prosecutor’s office, but also on the wide domestic and international public opinion about the functioning of justice and state, President Moisiu demanded the taking of strong and urgent measures to ensure the safety of judges, the on time prevention of such cases and to quickly, harshly and legally penalize the responsible persons.

By sharing the same concern with the Head of state, the participants praised the on time gathering of this meeting, by considering it a just public reaction to the act that happened yesterday in Fier. At the same time, they expressed the maximal commitment to take the necessary measures for investigating and judging the case, to secure the life of judges and prosecutors.

Durres-Gati 1500 metër katrorë det është mbushur me mbeturina inerte në perëndim të portit të Durrësit, ngjitur me dallgëthyesin. Shkaku është krijimi i shtratit për ndërtimin e portit të peshkimit dhe të rrugës që do të lidhë qytetin me të. Kjo ka sjellë për pasojë edhe ndotjen mjaft të madhe të detit pranë portit. Ndërtuesit e pallateve ka disa muaj që kanë pasur të zgjidhur problemin e depozitimit të dherave dhe të mbeturinave inerte. Me miliona metra kub dhera dhe mbeturina të ngurta janë depozituar dhe vazhdojnë të depozitohen në det, në sektorin përgjatë dallgëthyesit të portit. Tashmë, rreth 500 metër det me gjerësi rreth 30 metër është transformuar në tokë, për shkak të mbushjeve të kryera në funksion të ndërtimit të portit të ri të peshkimit. Në bashki thonë se ka qenë një kërkesë e vetë Autoritetit Portual të Durrësit, që firma të ndryshme ndërtimi të lejohen që depozitimin e mbeturinave ta kryejnë në det, në perëndim të portit.
Nënkryetari i Shoqatës së Menaxhimit të Peshkimit, Besnik Troplini thotë se “tashmë projekti i portit të ri është në fazën e miratimit nëpër ministritë përkatëse dhe në qershor të këtij viti do të nisin punimet. Fondi prej 11.5 milionë dollarësh është bërë aktiv". Kalatat e këtij porti do të ndërtohen ngjitur me kalatën “zero", ku për 7 vjet qëndroi misioni italian i Guardia di Finanzza dhe Guardia di Costiera. Për këtë qëllim do të kërkohen edhe miliona të tjera metër kub dhera për të mbushur detin. Ndërsa për të lidhur këtë sektor me pjesën e mbushur deri tani me dhera dhe inerte, duhet të mbushen edhe 400 metër të tjera det. Sipas projektit, ky do të një port peshkimi i hapur, sikurse ngjet në portet e vendeve të tjera dhe në të mund të kryhet tregti, pa pasur nevojë për të nxjerrë leje në polici. Porti i sotëm i peshkimit është port i mbyllur, dhe jo kushdo mund të futet brenda për të bërë pazar. Nevoja për një port të ri është imediate. Porti i sotëm nuk i plotëson nevojat për akomodimin e anijeve në kushte normale. Sipas peshkatarëve, gjendja atje është emergjente, pasi aksidentet me tragetet mund të ndodhin në çdo kohë për shkak të afërsisë së ankorimit të tyre. Gjatë dy vjetëve të fundit kanë ndodhur 3 aksidente, në të cilat janë dëmtuar rëndë 5 peshkarexha. Verhaftung in Wien. US-Regierung will Auslieferung an Montenegro verhindern

»Top-Terrorist in Schwechat verhaftet« war am gestrigen Mittwoch der Aufmacher im österreichischen Boulevardblatt Kronen-Zeitung. Demnach wurde der 55jährige Albaner Dodu L. bereits am 8. Dezember 2006 auf dem Wiener Flughafen festgenommen, bevor er eine Maschine in seine Wahlheimat USA besteigen konnte. Gegen den »Kopf einer exjugoslawischen Terrorgruppe« (Krone) lag ein internationaler Haftbefehl vor, den Montenegro im September vergangenen Jahres beantragt hatte. Bis dato wartet der Verdächtige im niederösterreichischen Gefängnis Korneuburg auf seine Auslieferung an die kleine Balkanrepublik, was die US-Regierung jedoch »unbedingt verhindern will«. Grund: Die CIA soll »den Terroristen auf ihre Seite geholt und gegen Bezahlung als ›Maulwurf‹ benutzt haben«, so die Krone.

Der Haftbefehl gegen Dodu L. resultiert aus einer Razzia der montenegrinischen Polizei vom 9. September 2006. Eine schwerbewaffnete Sondereinheit nahm in deren Verlauf 14 Albaner fest und beschlagnahmten auch Maschinengewehre und Dynamit. Vier weitere Personen waren bereits abgetaucht, darunter Dodu L. Neben ihm besitzen noch vier weitere der insgesamt 18 Verdächtigen die US-amerikanische Staatsbürgerschaft.

Die montenegrinische Staatsanwaltschaft wirft den Angeklagten vor, zusammen mit eingeschleusten Terroristen der Kosovo-Untergrundarmee UCK Anschläge geplant zu haben. Offensichtlich waren die Behörden in Sorge, daß diese bereits am Tag der Parlamentswahl am 10. September 2006 stattfinden könnten – deswegen die Razzia am Vorabend. Einige der Verhafteten kandidierten für Kommunalparlamente in der Region Tuzi, der Hochburg albanischer Parteien. Deren Stimmen hatten bei einem Referendum zur Abspaltung Montenegros von Serbien im Mai 2006 den Ausschlag gegeben. Seither drängen die Albaner, knapp zehn Prozent der Bevölkerung der Balkanrepublik, aber ihrerseits auf Separation. Der Verdacht, die aggressivsten Unruhestifter stünden auf der Gehaltsliste der CIA, war der Polizei offensichtlich schnell gekommen. Bereits beim Verhör hatten sie einen der Albaner als »amerikanischen Terroristen, … der unsere Kinder töten will« bezeichnet, klagte dieser später.

Die Ursache liegt in Bulgarien. Das Land war bis Ende 2006 größter Stromlieferant der Region und deckte rund 80 Prozent der Elektrizitätsdefizite seiner Nachbarn ab. Produziert wurde der Strom im Atomkraftwerk Kozloduy an der Donau. Das mit Sowjet-Technologie gebaute Kraftwerk hatte ursprünglich sechs Blöcke. Die beiden ältesten aus dem Jahr 1970 wurden auf Druck der EU wegen befürchteter Störfälle bereits 2003 stillgelegt. Block 3 und 4 mussten Ende 2006 abgeschaltet werden – eine Bedingung für die Aufnahme in die Europäische Union. Damit verlor Bulgarien zum Jahreswechsel eine Kapazität von 880 Megawatt (MW).

Das wirkt sich vor allem auf die Exporte aus. Bulgariens Wirtschafts- und Energieminister Roumen Ovcharov veranschlagt, dass sein Land, das im vergangenen Jahr noch 7,6 Mrd. kWh in die Nachbarländer exportierte, 2007 nur 1,5 Mrd. liefern kann – schlechte Nachrichten für die Balkanländer, die nicht annähernd genug Strom für den eigenen Bedarf produzieren und sich jahrelang auf die Lieferungen aus Bulgarien verließen. „Durch die Schließung in Kozloduy verlieren Albanien, Mazedonien, Montenegro und Kosovo rund 40 Prozent ihrer Stromversorgung“, schätzt der Branchendienst „Platts“.

Eine rasche Entspannung der Versorgungslage ist nicht in Sicht. Zwar plant Bulgarien den Bau eines 1 000-MW-Atomkraftwerks; an dem Projekt unter Führung der russischen Atomstroyexport ist auch Siemens beteiligt. Doch die beiden geplanten Reaktorblöcke werden frühestens 2013 ans Netz gehen. Energieminister Ovcharov, selbst ein Nuklearingenieur, will deshalb die EU beim Treffen der Energieminister kommenden Monat drängen, die Abschaltung der beiden Kozloduy-Blöcke und die „tragischen Konsequenzen für die Region“ noch einmal zu überdenken. „Die Blöcke 3 und 4 sind in den vergangenen Jahren modernisiert worden“, sagt Ovcharov. „Sie können deshalb nach meiner Meinung sicher betrieben werden.“

Mehrere Länder Südosteuropas kämpfen mit ernsten Engpässen bei der Elektrizitätsversorgung. Grund ist die Abschaltung zweier Reaktorblöcke im bulgarischen Kozloduy. Die Krise gefährdet das soeben angesprungene Wirtschaftswachstum der Region.

ATHEN. Am schlimmsten trifft es Albanien, das ärmste Land Südosteuropas. Sechs Prozent Zuwachs des Bruttoinlandsprodukts (BIP) prognostiziert die Regierung in Tirana für dieses Jahr. Doch ob dieses Ziel erreicht werden kann, ist fraglich. Denn das Land befindet sich in der schwersten Energiekrise seit dem Ende der stalinistischen Diktatur vor 16 Jahren. Die Hauptstadt Tirana ist seit Anfang Januar täglich rund fünf Stunden ohne Strom, die anderen albanischen Städte sieben Stunden, ländliche Gebiete sogar 15 Stunden pro Tag. Rund 90 Prozent der albanischen Elektrizitätsproduktion entfallen auf Wasserkraftwerke. Doch nach einem regenarmen Herbst sind die meisten Stauseen leer. „Wir erleben die schlimmste Dürre seit 1953“, sagt Andi Beli, Generaldirektor der staatlichen Elektrizitätswerke Kesh. Die Stromnachfrage liegt bei rund 20 Mill. Kilowattstunden (kWh) pro Tag, aber die Kesh kann zurzeit nur etwa halb so viel produzieren.

Hilfe suchend eilten vergangene Woche der albanische Wirtschafts- und Energieminister Genc Ruli und Kesh-Chef Beli ins benachbarte Athen. Griechenlands Entwicklungsminister Dimitris Sioufas versprach, kurzfristig mit Stromlieferungen auszuhelfen. „Wir hoffen, neun Mill. kWh täglich importieren zu können“, sagt Beli. Wie die albanischen Elektrizitätswerke dafür bezahlen wollen, ist allerdings unklar. Nach jüngsten Schätzungen wird die Kesh für Stromimporte dieses Jahr rund 170 Mill. Euro aufwenden müssen. Das entsprächen 80 Prozent der Einnahmen der Elektrizitätsgesellschaft oder 2,4 Prozent des BIP. „Ohne staatliche Hilfe wird das nicht gehen“, sagt Kesh-Chef Beli. „Im Vergleich zu 2005 haben sich die Strompreise von 38 Euro pro Megawattstunde auf 80 Euro mehr als verdoppelt“, rechnet er vor.

Der Grund für die Tarifexplosion ist nicht nur in den höheren Öl- und Gaspreisen zu suchen, sondern auch in dem seit Anfang 2007 drastisch verknappten Angebot. Das hat inzwischen auch in Mazedonien, Montenegro, Serbien, Rumänien und im Kosovo zu Engpässen und Stromabschaltungen geführt.

Being a modern woman in Albania has its challenges. Navigating the career ladder is tough. On some days, just getting from home to work can be even tougher.

“I woke up at 8 am,” recounts Teatime. “I had one hour to be prepared and reach the office. There, I was going to have the most important meeting of my career, which finally was improving since the time that I decided to return to Albania after living abroad.”

“But due to electrical energy cuts, no water in the house, 11 floors to reach the ground by feet without elevator and light, a car accident, police direction and a traffic jam I arrived one hour late.”

Her Greek boss, meanwhile, was beside himself with irritation, deeming the situation “intolerable". Naturally it seemed abnormal to him, writes Teatime. After all, he’d only been in Albania for three months and wasn’t used to this lifestyle.

Writing at Shekulli, Flamur wants to know if it’s becoming any easier for Albanians to go abroad.

“By signing the Stabilisation and Association Agreement, we all thought that it would be easier to apply and receive a visa at an embassy here in Tirana. But is the liberalisation of the visa regime real or not?”

“Beside the stress and long rows at the embassy doors, they ask for some worthless document – like the case of a well-known lawyer who was requested to provide the bank account of his foreign receiver, even though he had presented evidence of his wealth,” he writes.

However, as Reli points out, determining someone’s wealth in Albania is not always a simple matter. According to a report by one of the country’s NGOs, wealth declarations frequently contain errors – unintentional or otherwise.

High-ranking officials and parliamentary deputies are the most prone to these “mistakes", he notes. Judges and ministers tend to be more careful.

“The average wealth of an Albanian politician is $500,000,” Reli writes. “The most usual ‘mistake’ is that the politicians have received apartments from the Housing Agency and after that have applied to receive credits from the state for buying a house at low rates … Almost all the high officials have bought real estate with a price lower than that of the market.”

Finally this week, Tabakhone writes about an ongoing controversy in neighbouring Kosovo, where not everyone is welcoming plans to build a Catholic cathedral.

“To impugn the cathedral building means damaging the future of Kosovo,” Tabakhone writes, adding that it would be a mistake to emulate countries that don’t tolerate religious diversity. “None of these countries are a model to be followed for any small part of Europe, including Kosovo … If we object to the building we only lose, if we let it be built, we only win as a nation.”

Tirana - Der monatelange Streit in Albanien zwischen Regierungsmehrheit und Opposition über eine Wahlgesetzreform und die bevorstehenden Kommunalwahl ist offenbar beigelegt. Am Samstag unterzeichneten Vertreter aller Parlamentsparteien eine Vereinbarung über Änderungen des Wahlrechts und der Verfassung. Zehn Jahre nach Bürgerkriegs-ähnlichen Unruhen, die das Land in seiner Entwicklung nach dem Ende der kommunistischen Ära zurückwarfen, drohte der Konflikt das Bild der politischen und staatlichen Institutionen Albaniens international erneut nachhaltig zu beschädigen.

In den vergangenen Tagen hatte es wieder Verhandlungen zwischen beiden Lagern unter Vermittlung von Präsident Alfred Moisiu gegeben, berichtete die Nachrichtenagentur ATA. Die oppositionellen Sozialisten hatten sich von “Wahlen ohne Standards” und einem “illegalen Prozess” distanziert. Sie beschlossen, sich nicht als Partei für die Wahlen zu registrieren und boykottierten Plenarsitzungen des Parlaments, nachdem Mitte-Rechts-Regierung und Mitte-Links-Opposition erfolglos um einen Kompromiss bezüglich der umstrittenen Wahlrechtsreform gerungen hatten.

“Zertifikate”

Die dringendsten Probleme des albanischen Wahlsystems betreffen die Wählerlisten, die politische Zusammensetzung der Zentralen Wahlkommission (KQZ) sowie die Identifizierung von Personen, die keinen Pass oder Personalausweis besitzen. Der letzte, heftig umstrittene Punkt, scheint jetzt gelöst: Wähler müssen nun zusätzlich zu “Zertifikaten", die ihnen die Gemeindebehörden vor dem 1. November unter kontroversiellen Umständen ausgestellt haben, zwei andere Dokumente vorweisen. Bis zuletzt hatte die Opposition auf der notariellen Beglaubigung all dieser “Zertifikate” bestanden.

Edi Rama, der amtierende Chef der oppositionellen Sozialisten (PSSh) und Bürgermeister von Tirana, gab umgehend seine Wiederkandidatur für eine dritte Amtsperiode als Leiter der Hauptstadt-Verwaltung bekannt. Gegenkandidat der die Regierungskoalition anführenden Demokratischen Partei (PD) ist Innenminister Sokol Olldashi.

Keine Entwarnung

Der gemäß Verfassung von Präsident Moisiu festgelegte Wahltermin 20. Jänner kann trotz Einigung jedoch nicht mehr eingehalten werden. Sie soll nun nach einem lager-übergreifenden Konsens um einen Monat später am 18. Februar abgehalten werden. Der Leiter der Zentralen Wahlkommission, Clirim Gjata, dessen Behörde sich laut Beobachtern der Organisation für Sicherheit und Zusammenarbeit in Europa (OSZE) redlich bemühte, ihre Arbeit unter den widrigen Umständen des politischen Konflikts und des Boykotts zu erfüllen, gab jedoch zunächst keine Entwarnung. Die Zeitung “Shekulli” (Online-Ausgabe) zitierte ihn mit den ernüchternden Worten: “Wir haben 40 (Gesetzes)änderungen vor uns (…) Das schafft Probleme.”

Erst ein Treffen der politischen Erz-Rivalen, des rechtsgerichtete Ministerpräsident Sali Berisha von der Demokratischen Partei (PD) und seines sozialistischer Vorgängers Fatos Nano, der derzeit gar keine politische Führungsposition innehat, am Donnerstag scheint den Durchbruch gebracht zu haben. Sie kamen angesichts der Staatskrise persönlich zusammen und absolvierten sogar ein Hand-Shake. Der Europarat begrüßte jedenfalls die Einigung als “gute Nachricht für das albanische Volk".

Als er Präsident war, hatte Berisha Nano wegen angeblicher noch in kommunistischer Zeit begangener Korruption inhaftieren lassen. Bei den schweren Unruhen nach dem Zusammenbruch dubioser Finanzgesellschaften, die viele Albaner um ihre Ersparnisse brachten und Berisha 1997 zu Fall brachten, gelang Nano die Flucht aus dem Gefängnis. Er war Regierungschef, ehe ihn Berisha 2005 bei Parlamentswahlen besiegte. Nun will Nano ganz offensichtlich Nachfolger Moisius an der Staatsspitze werden. Für die Wahl des Präsidenten im Parlament, die Mitte des Jahres bevorsteht, braucht er als Kandidat der oppositionellen Linken Stimmen aus Berishas regierendem Mitte-Rechts-Block.

Berisha musste einräumen, dass das Vertrauen in Albanien Zweifeln ausgesetzt war, um gleichzeitig einen “Sieg (…) der demokratischen Reife” zu verkünden. Internationale Akteure, angefangen von der EU über die OSZE und den Europarat bis hin zu den USA, hatten Albanien nachdrücklich ermahnt, faire und freie Wahlen zu gewährleisten. Sie könnten sich zunächst mit dem Erreichten zufrieden zeigen. Für sie, aber vor allem auch für die albanische Bevölkerung dürfte der Beigeschmack bleiben, dass der Kompromiss womöglich nicht der Besorgnis der Polit-Elite des lange Zeit isolierten Landes um die Demokratie und die Annäherung an Europa und NATO zu verdanken ist, sondern parteipolitischer Taktiererei und einer anstehenden Personalentscheidung (APA)

TIRANA, Albania – Prime Minister Sali Berisha and his Socialist predecessor, Fatos Nano, met on Thursday (January 11th) and reportedly reached agreement regarding the upcoming local elections. At a press conference afterwards, Nano said all parties were constitutionally obligated to participate in the vote, now slated for February 18th. Local reports said Nano was seeking support from the ruling coalition for a possible presidential bid, in exchange for backing them with regard to the local elections. Ky angazhim politik atdhetar, theksojnë ata, duhet të jetë përcaktimi i atyre që besojnë e punojnë për një Shqipëri evropiane, si e ardhmja më e mirë e shqiptarëve. BRUSSELS, Belgium – Albania must hold free and democratic elections if it wants to join the Alliance next year, a NATO spokesman said on Thursday (January 11th). “NATO certainly sees the electoral process in the larger sense as a critical test for membership in the Alliance,” James Appathurai said. NATO is expected to invite Albania, Croatia and Macedonia to become members in 2008, but the spokesman warned that these countries have to meet the relevant conditions and said there are “no guarantees". Albania’s opposition Socialists and the ruling Democrats are currently locked in a dispute over a new election law. Ky eshte qendrimi i perbashket i kryeministrit Sali Berisha dhe ish-kryeministrit Fatos Nano, bere publik per mediat pas takimit te perbashket te zhvilluar koke me koke ne pallatin e Brigadave ne lidhje me krizen zgjedhore qe ka perfshire vendin. Berisha e Nano u kane bere thirrje perfaqesuesve te partive politike, pjesmarrese ne tryezen e bisedimeve te mbledhura nga presidenti, te respektojne marreveshjen politike te 30 dhjetorit dhe te arrijne konsensus per qendrimet e tyre, pasi, sipas kreut aktual te qeverise dhe atij te meparshem, pjesmarrja ne zgjedhje eshte detyrim kushtetues. Ne kete kuader ish-kreu i ekzekutivit, Nano ka mbeshtetur propozimin e Berishes qe ne zgjedhjet vendore te veprohet ashtu si ne zgjedhjet e pergjithshme te 3 korrikut te 2005, ku u votua me certifikate dhe nje tjeter dokument identifikimi. Te dy, Berisha dhe Nano, nenvizuan me tej qendrimin e tyre per nxjerrjen e vendit nga kriza ne te cilen gjendet. Nga ana e tij, kreu aktual i qeverise, zoti Berisha tha se do te angazhohet per jetesimin e kesaj deklarate. “Jam i vendosur qe me perkushtim te punoj per jetesimin e kesaj deklarate, te bej cdo perpjekje se bashku me zotin Nano dhe faktore te tjeter per te dale nga kjo krize e cila ne mendimin tim ka ne baze absurdin“ tha Berisha.
Nga ana tjeter zoti Nano theksoi se behet fjale per nje fryme te re politike e cila ka ne baze te saj vullnetin, dialogun dhe bashkepunimin per nxjerrjen e vendit nga situata ne te cilen, dhe qe nuk duhet mbetur vetem ne korzinat e nje iniciative por te mbeshtetet me te dhe te vihet ne jete dhe nga faktore te tjere politike ose jo.

Gjate gjithe kesaj situate, qeveria dhe kryeministri kane qene ne kontakt te vazhdueshem me te gjithe aktoret politike, jane zhvilluar takime te vazhdueshme, dhe takimi me Nanon eshte na vazhden e ketyre takimeve. Takimi eshte thjesht nje nga hapat per te gjetur rrugen e dialogut per te mbeshtetur zhvillimin e zgjedhjeve, ku edhe te gjithe faktoret politike te japin kontributin e tyre”, tha Sejamini, duke shtuar se shpresohet qe edhe ky takim te sherbeje per gjetjen e nje emeruesi te perbashket per te mundesuar zhvillimin e ardhshme lokale, brenda afateve kushtetuese gje e cila do te ishte me e mira per te gjithe shqiptaret.

Kryeministri Berisha dhe ish-kryeministri socialsit Fatos Nano per nxjerrjen ne pension te te cilit berisha u krenua duke e quajtur padrino, do te takohen ne pallatin e brigadave dhe me pas ne oren 15 e 30 do te shfaqen se bashku ne nje konference per shtyp. Takimi mes tyre do te zhvillohet per te ndare nje qendrim te perbashket lidhur me krizen zgjedhore dhe menyren si mund te dilet prej saj, nderkohe qe bisedimet e tejzgjatura mes partive politike nuk kane dhene ndonje rezsultat. ATHINË- Zbardhen emrat e tre rrëmbyesve të biznesmenit shqiptar Arben Goxhaj në Athinë, të cilët tashmë ndodhen të prangosur nga policia greke, ku njëri prej tyre ka punuar shofer i ish-kryeministrit Nano. Ai është Vasil Pata, i njohur ndryshe me emrin Land Pata, i cili së bashku me Spartak Matin dhe Sonila Lulon kanë organizuar planin për pengmarrjen e Goxhës më 27 dhjetor të vitit të kaluar, dhe kundrejt shumës së 160 mijë eurove, e kanë liruar katër ditë më vonë. Ndonëse pengmarrja e sipërmarrësit shqiptar, ka kaluar në heshtje të plotë nga media e shtetit fqinjë, informacionet e para janë dhënë nga kanali shtetëror NET, sipas të cilit, personat që rrëmbyen dhe më pas liruan Goxhajn kundrejt 160 mijë eurove janë bashkëpatriotët e tij Vasil Pata, Spartak Mati dhe Sonila Lulo, të cilët dyshohet se janë me origjinë nga qyteti i Fierit. Ky stacion televiziv nuk ka dhënë hollësi të tjera për aksionin policor të realizuar dy ditë më parë.

Një nga autorët kryesor të dyshuar për pengmarrjen e Arben Goxhajt është Vasil Pata, i njohur ndryshe me emrin Land Pata, i cili sipas burimeve të siguruara nga gazeta “Shekulli", ka punuar një periudhë disavjeçare shofer pranë ish-kryeministrit dhe ish-kryetarit të PS-së, Fatos Nano. Pas largimit nga kjo punë, Pata është marrë me biznes privat, ku një nga bashkëpunëtorët e tij ka qenë edhe Arben Goxhaj, i cili duket se ka pasur konflikte me partnerin e tij. Një borxh i vjetër që pretendon Vasil Pata se i ka dhënë Goxhajt, duket se është bërë shkas që ky i fundit të merret peng natën e 27 dhjetorit, i cili është mbajtur i mbyllur në një shtëpi në lagjen “Neo Kozmos” për 4 ditë me radhë. Kohë më parë ata merreshin me tregtinë ushqimore, përfshirë edhe kafenë. Vasil Pata ka pasur pretendimin se Arben Goxha pas mbyllej së bashkëpunimit, i kishte një borxh që kapte shifrën e 60 mijë eurove. Goxhaj kohët e fundit merrej me tregtinë e artikujve ushqimorë të ngrira dhe me sa dukej, për rrëmbyesit, ai e dispononte shumën e lekëve që ata pretendonin se iu kishte borxh. Si bashkëpunëtore në rrëmbim është në pranga edhe një femër. Sonila Lula, 25 vjeçe, është arrestuar gjatë operacionit të policisë greke. Pas komunikimit me të afërmit e tij në Shqipëri, rrëmbyesit me sa duket kanë rënë dakord për 160 mijë euro. Pas marrjes së kësaj shume, biznesmeni lihet i lirë.

Operacioni

Pas informacioneve të marra, policia greke ka ndërhyrë dhe ka arrestuar tre persona, dy burra dhe një grua ndërkohë që janë në kërkim edhe 5 të tjerë. Misteri i gjithë kësaj historie është fakti se autoritetet policore greke, në ndryshim nga rastet e tjera, kanë dhënë informacion me pikatore. Nuk është bërë e ditur se si erdhi denoncimi dhe si u realizua operacioni për arrestimin e tre personave të dyshuar si autorët kryesorë të pengmarrjes së biznesmenit fierak. Policia gjithashtu ka bërë të ditur se gjatë kontrollit në banesën e rrëmbyesve është gjetur një pjesë e lekëve të dhëna nga familja, të cilat kishin hyrë në Greqi nga pikakufitare e Kakavijës. Prokuroria e shtetit helen ka ngritur akuzën e “pengmarrjes” dhe armëmbajtjes pa leje për personat e arrestuar, të cilët dyshohen si autorët kryesor të rrëmbimit për katër ditë me radhë në Arben Goxhës, dhe lirimit të tij pasi të afërmit kishin paguar 160 mijë euro.

TIRANA, Albania – The country’s Central Election Commission has announced that it will not be able to organise local elections by January 20th as originally planned because the ruling coalition and the opposition have failed to resolve differences over a new electoral law. President Alfred Moisiu said he would schedule a new date if the political parties reach an agreement. He has resumed attempts to mediate a compromise on the main issues, holding separate meetings with top representatives of the largest parties in parliament. The constitution requires the election be held by February 18th. The EU warned last week that failure to hold a democratic election would derail membership efforts. Political infighting has halted polls in Albania, officials say

TIRANA(AP) - The head of Albania’s election commission said Saturday that political infighting had prevented preparations for local elections on January 20. The governing coalition and opposition have agreed to postpone the vote until February, but that decision has yet to be made official. Their legislators must vote to do so in parliament, and then the president must make it formal in a decree. It was unclear, however, when legislators would hold the vote. «I am ringing the alarm bell,» commission head Clirim Gjata told Albanian public television station TVSH, saying no candidates had been registered and no lower-level electoral authorities were in place. «We cannot hold elections on January 20 under these conditions,» he said. «Everything remains in the hands of politics, parliament and the president to reach a solution.»

Gemeinsame Erklärung von EU, USA, OSZE sowie Europarat
Tirana - Europa und die USA haben sich am Donnerstag besorgt über den Stand der Vorbereitungen für die Kommunalwahl in Albanien geäußert. Das Balkanland brauche Gemeindevertretungen, deren Wahl den internationale Standards gerecht werde, hieß es in einer gemeinsamen Erklärung der EU, der USA, der Organisation für Sicherheit und Zusammenarbeit in Europa (OSZE) sowie des Europarats.

Gefälschte Geburtsurkunden

Die Kommunalwahl war ursprünglich für den 20. Jänner geplant, muss nun aber wahrscheinlich auf Februar verschoben werden. Der Grund ist ein Streit zwischen den beiden großen Parteien über Wählerlisten und das Wahlrecht. Die Sozialistische Partei hat mit einem Boykott der Wahl gedroht, falls die regierende Demokratische Partei nicht das Wahlrecht ändert. Die Opposition warf der Regierungspartei außerdem vor, gefälschte Geburtsurkunden verteilt zu haben.

Wahlrecht

Die Sozialisten fordern daher, nur solche Geburtsnachweise als Beleg für das Wahlrecht zu akzeptieren, die vor dem November 2006 ausgestellt wurden. Die Demokratische Partei hat die Vorwürfe zurückgewiesen, stimmte aber einer Verschiebung der Wahl bis zum 18. Februar zu. Dieser Beschluss ist aber noch nicht offiziell.

Sollten demokratische Wahlen in dem Land nicht sichergestellt sein, könnte dies dem Land bei seiner Annäherung an die EU schaden und ein schlechtes Licht auf die politischen Kräfte im Land werfen, erklärte der EU-Außenbeauftragte Javier Solana am Donnerstag. Albanien hatte mit der Unterzeichnung eines Stabilisierungs- und Assoziationsabkommens im Juni einen ersten Schritt hin zu einer Mitgliedschaft gemacht. (APA/AP/Reuters)

Inklusive der Amerikaner wird Albanien massiv kritisiert. Grund ist das Albanische Parteien und oft die Bürgermeister, nicht bereit sind Wählerlisten zu erstellen.

Die gesamte Adminstration in Albanien ist der erneute Witz, weil sich erneut, nur jeder die Jobs dort erkauft und es viel zu viele Leute in der Justiz, Polizei, Administration gibt und die meisten sind ganz einfach nur Idioten.

Albania’s ruling and opposition parties were criticised by the international community on Thursday (January 4th) for their continuing dispute over the local elections, scheduled for January 20th.

“We are deeply concerned by the lack of progress in preparations” for the vote, the heads of the OSCE, Council of Europe, European Commission and US mission in Tirana said in a joint statement. The document also was signed by the German charge d’affaires, whose country currently holds the rotating EU presidency.

The politicians’ failure to implement agreements on voter lists and other technical issues makes it increasingly likely that the vote will be postponed. Last week, Prime Minister Sali Berisha, leader of the ruling Democratic Party (DP), suggested that the poll could be rescheduled for February 20th, to allow time for resolving disagreements with the opposition.

EU security chief Javier Solana also voiced concern. “Failure to ensure democratic elections would risk doing harm to Albania’s progress towards Europe and would reflect negatively on the political forces in the country,” he said in a statement.

Election observers arrive in Albania

The first batch of 22 observers for Albania’s Jan. 20 local elections have
arrived in Albania, the OSCE office in Tirana said on Thursday.
These observers are from the Organization for Security and Cooperation in
Europe’s Warsaw-based Office for Democratic Institutions and Human Rights, the
office said.
The 22 observers would be divided into 11 teams of two, it said, adding that
a total of 430 observers would be sent to Albania to monitor the local
elections.
Albania is still in a deadlock over local elections planned for Jan. 20 next
year, with the opposition threatening to boycott and the ruling party
refusing to budge.
Albania’s largest opposition party, the Socialists, has threatened to
boycott the elections unless the Democratic party- led coalition government changes
the way voters are registered.
The opposition party accused the ruling government led by Prime Minister
Sali Berisha of issuing fake birth certificates which can be used as
identification to vote, saying that it could allow people to vote more than once.
The government denied the accusation and President Afred Moisiu called the
country’s political parties to “cooperate with responsibility and trust each
other so that they can achieve consensus to fulfill their constitutional
obligations towards the country and the people.”
The Jan. 20 local elections, will be the country’s fifth one since 1990. The
international community has stressed that fair and free elections are
essential if the country hopes to join the EU and NATO.

Even though increased tourism revenues and foreign investment depend on it, not much is being done to promote Albania as a brand, laments Gjergji. The authorities, he suggests, would do well to consider the successful examples of other countries – such as Armenia – which recently embarked on a cultural exchange programme with France.

An Armenian Year in France and a French Year in Armenia have given citizens in both countries a chance to learn more about each other’s culture, he explains.

“We should create and benefit from these kinds of programmes in order to promote those things that make us proud, such as history, culture and traditions,” Gjergji writes. “I invite the Ministry of Foreign Affairs, Culture and Tourism to learn more about these initiatives in order to research how they can be implemented for Albania.”

Meanwhile, many Albanian bloggers have been commenting on the bitter political quarreling that has all but paralysed civic life and now threatens to derail local elections in the country. With political forces unable to agree on a host of issues, including the date, opposition parties have warned they may stay away from the polls.

“In recent weeks the word ‘boycott’ has become one of the most used by politicians and Albanian media,” notes Blendi. While withholding one’s vote may be a form of silent protest, is it really fruitful?

“Voting is an obligation, it is also the execution of a right all of us have,” argues Al. “A boycott can be interpreted as apathy. The protest should take place by voting, not by staying home – even if only five people vote, someone is going to win.”

The lack of co-operation between Albania’s political parties is understandable, according to Bytycci – they are simply doing “what they believe is the best political way for them, according to their short-term political interest". The problem, he notes, is that what’s best for a party engaged in a political squabble may not be what’s best for democracy and the long-term future of Albania.

“I think that the election doesn’t create democracy; rather, democracy is above the elections,” he writes. “I hope that this fact will be appreciated by Albanian politicians and that they will move forward not only for their parties but also for their citizens.”

Finally this week, Orjeta is concerned about apparent price gouging during the holiday season.

“At the end of every year, Albanians face a crazy increase of prices in the market. The prices of food, gifts, and clothes – even the prices of products unrelated to the holiday period – skyrocket,” she complains.

This is not only unfair but unwise from a business point of view, Orjeta suggests. “In Albania, like in other countries, there are rich, medium and poor families. The rich ones are not influenced by the prices, regardless of how high these are; the poor ones can’t buy more than one present a year for their children no matter how low the prices may be. For mid-level families, however, the amount of presents they buy depends on the price. If prices are low during the holiday period, the sales will be bigger, because the medium stratum of population is always the majority and the main power that buys.”
