Parliament allows US Special Forces in Albania during Bush’s visit

TIRANA, Albania – Parliament’s Law and National Security commissions passed a resolution Wednesday (May 30th) that allows US military troops in Albania for security purposes during US President George W. Bush’s visit to Tirana next month. The resolution allows more than 500 US troops to move about the country, working closely with Albanian colleagues to boost security measures. Albanian law otherwise prevent foreign troops from entering its territory. Bush will be the first US president to visit the country.

In other news Wednesday, police announced they had found explosives in downtown Tirana. One bag, containing a few grams of explosives, was found in a courtyard at the Economics Faculty of Tirana, near the US embassy. A second package, with some 30 grams of explosives, was found at Mother Teresa Square, near President Alfred Moisiu’s office. (Kohajone, Top-Channel - 31/05/07; 24-ore, Xinhua, AP - 30/05/07)

Ministrinë e Turizmit, së bashku me Ministrinë e Brendshme organizuan dje një Pallatin e Kongreseve, “Tryezën e Turizmit” në konsultë me grupet e interesit. Në takim ishin të ftuar përfaqësues nga Ministria e Jashtme, MPPTT, operatorë të shërbimeve turistike shqiptare dhe përfaqësues nga organizatat e huaja, si OSBE, GTZ, USAID.

Në qendër të punimeve ishte prezantimi i ligjit për turizmin, miratuar pak kohë më parë nga qeveria dhe impaktet që sjell zbatimi i tij në zhvillimin e turizmit shqiptar. Në axhendë ishin dhe çështje të tjera që lidhen me sezonin veror turistik 2007, si sinjalistika turistike, investimet e biznesit privat në këtë sektor, marrëdhëniet e MTKRS me operatorët turistike dhe problemet që lidhen me kompetencat e pushtetit vendor për zhvillimin e turizmit.

Ministri Pango, duke rikonfirmuar prioritetin e punës së tij “zhvillimin cilësor të turizmit natyror dhe atij kulturor” tha se mbi të gjitha, turizmi duhet të konsiderohet një çështje e imazhit të Shqipërisë. Në këtë pikë, tha ministri Pango, ne po punojmë që ligji i ri për turizmin të kthehet në një garanci efikase ligjore, për thithjen sa më shumë të turistëve të huaj dhe atyre nga rajoni në veçanti.

Duke u ndalur tek lehtësitë procedurale, të kryera së fundi nga Ministria e Brendshme në bashkëpunim me MPJ, ministri Pango theksoi se “masat e marra për lehtësimin e procedurave për grupet e turistëve të huaj dhe heqjen e takës së hyrjes për shtetasit e huaj, të mos jetë për një periudhë të shkurtër kohore, por gjatë gjithë vitit”.

Albanian Parliament passes bill on digital broadcasting

TIRANA, Albania – Parliament approved a bill Monday (May 28th) on digital broadcasting, following a walkout by opposition lawmakers that left only 74 people casting votes. The opposition parties had asked for voting to be delayed by five days in order to incorporate suggestions by all parties and by Brussels. Albania to Beef Up Its Contingent in Afghanistan

Europe also told Albanian politicians to speed up efforts for electoral reform. That was made clear after Berisha met with EC Enlargement Commissioner Olli Rehn, who said at a joint news conference that the Albanian political parties should sit down in a roundtable and reach consensus for a new president. Berisha said he was for a consensual president and that he also was ready to sit down with the opposition to reach agreement on a candidate.

Albanien: Roma und Aschkali besonders gefährdet
US-Länderbericht mit alarmierenden Zahlen - Fehlende Dokumente und vielfältige Ressentiments erschweren Integration
Wien - Albanien ist 2006 ein Herkunftsland gehandelter Frauen und Kinder geblieben. Das sagt ein heuer im März veröffentlichter Bericht des US-Außenministeriums. Transitland war es demnach in nur mehr geringem Ausmaß und da vor allem für Opfer aus dem Kosovo. Zielländer des albanischen Menschenhandels seien Italien, Griechenland und andere Länder Europas, aber auch die USA. “Weiter ein Problem” sei der Handel mit Kindern für organisierte Bettelei und sexuelle Ausbeutung nach Griechenland, aber auch in den Kosovo.

Integration erschwert

Der Anteil an Roma und Aschkali (albanischsprachige Roma) unter den gehandelten Kindern und Frauen ist laut der Schweizer NGO “Terre des Hommes” besonders hoch. Grund sind “Armut und Analphabetismus", so der US-Länderbericht. Laut Weltbank und UNO lebten 2006 acht von zehn Roma und Aschkali in “extremer Armut", fast drei Viertel waren arbeitslos. Fehlende Dokumente und vielfältige Ressentiments erschweren eine Integration in die albanische Gesellschaft und staatliche Institutionen - so war ein Schulbesuch ohne Papiere lange Zeit unmöglich. Bildungsminister Genc Pollo hat versprochen, dies zu ändern.

Koordination im Kampf gegen Menschenhandel

Seit November 2005 gibt es in Albanien eine bei der stellvertretenden Innenministerin Iva Zajmi angesiedelte Stelle der “Nationalen Koordination im Kampf gegen Menschenhandel". Einerseits will man die illegale Migration sowie den zunehmenden internen Menschenhandel besser kontrollieren, andererseits sollen Identifizierung, Überweisung und Schutz der Opfer verbessert sowie präventive Maßnahmen gesetzt werden. Mit Griechenland, wohin albanische Kinder mehrheitlich verschleppt werden, wurde bereits ein Abkommen über den Schutz und die Hilfe für minderjährige Opfer unterzeichnet. Außerdem habe man die Zwangsarbeit von Kindern strafrechtlich verboten, so Zajmi im Mai zu österreichischen Journalistinnen und Journalisten in Tirana.

In Albanien würden die verantwortlichen Stellen im Innen-, Außen- und Sozialministerium, die Opferschutzzentren und die Nichtregierungsorganisationen “beispielhaft koordiniert", urteilt Holta Koterja von der NGO “Legal Clinic for Minor", die seit 2000 mit Unterstützung des UNO-Kinderhilfswerks (UNICEF) in Tirana, Korca und Shkodra Rechtshilfebüros für “gehandelte” Opfer und gefährdete Kinder betreibt. Im Schwerpunktland Albanien werden von der österreichischen Entwicklungszusammenarbeit Makro- und Mikroprojekte von UNICEF, Caritas, Terres des Hommes sowie von der Organisation für Sicherheit und Zusammenarbeit in Europa (OSZE) gegen Menschenhandel finanziert.

Dreiviertel der Prostituierten Opfer

Heinz Patzelt, Generaldirektor von amnesty international Österreich über die Anstrengungen in Albanien: “Der Wissensstand ist in den Herkunftsländern sicher höher.” Die Zielländer hätten das Problem aber noch nicht begriffen. Dort betrachte man Menschenhandel vorwiegend als Kriminalitäts- und Illegalitätsproblem; mit Kooperation der Opfer könne so freilich nicht gerechnet werden. In Österreich sind laut OSZE bis zu Dreiviertel der Prostituierten Opfer von Menschenhandel. (APA)

International investment, loans secured to rebuild Albanian port

With a total of 40m euros in investments and loans, Albanian plans to modernise its biggest port. Durres is responsible for almost 65% of the country’s import and export trade.

To make Albania’s main port of Durres one of the major points of trade, as well as a gateway to the region and beyond, the international community has approved almost 40m euros for the port’s reconstruction.

Last week, Minister of Finance Ridvan Bode and EBRD representative in Tirana Murat Yildiran signed an agreement for a 14m-euro loan. The 15-year-long loan, with a three-year grace period and low interest, is just part of the 40m euros invested by the EU, the European Investment Bank (EIB) and the Albanian government.

The plan for the port includes building a new passenger terminal and improving other infrastructure. The project has three main components – new investments, rehabilitation and general construction supervision. Expected completion is in October 2010.

“This project brings the total EBRD portfolio to 90m euros for this sector in Albania,” Yildiran said. He added that the EBRD hopes to increase its credit portfolio in the country to 120m euros by the end of the year.

Transport Minister Sokol Olldashi said the new project aims to increase the volume of goods and passengers passing through Durres. It now processes 3m tonnes of goods and 700,000 passengers annually. From January to April, the trade volume at the port increased 14% year-on-year.

Durres is also important to the tourism sector. It is considered Albania’s gate – not only for the arrival and departure of ships carrying goods, but also for passengers – as it is connected daily with ferries to the Italian ports of Bari and Brindisi.

There are five such ports open to international traffic: Durres, Vlora, Saranda, Shengjin and Himara – with an average of about 5m tonnes of cargo a year. Durres is the biggest – handling roughly 90% of the country’s international maritime trade tonnage, and 65% of the country’s total export and import trade.

As the western end of the Pan-European Transport Corridor VIII, Durres has an essential role to play in the economic development of the country and the Western Balkan region, the EIB says.

TIRANA, May 22 – The High Council of Justice, or KLD, voted Tuesday against firing Artan Gjermeni, one of its members, following accusation from the government and its justice Minister, Ilir Rusmajli, that Gjermeni has alleged links to organized crime. The KLD debated, during a long session, with questions and answers from Rusmajli and Gjermeni about the alleged links to Aldo Bare’s criminal gang. Gjermeni has previously been chief judge in the southern town of Lushnja. Following the discussion, the KLD voted 6-5 against firing Gjermeni. Gjermeni has also resigned from participation in KLD meetings for six months giving a free hand to investigate his career.

Albania’s top judicial panel refuses to dismiss member

TIRANA, Albania – The High Council of Justice (HCJ) rejected a demand by Justice Minister Ilir Rusmajli on Tuesday (May 22nd) to dismiss HCJ member Artan Gjermeni. Following hours of heated debate, Rusmajli’s request was turned down by a vote of 6-5. Neither Rusmajli nor Gjermeni were allowed to vote. Rusmajli says Gjermeni has links to the Lushnja clan, one of the biggest criminal groups in Albania. Gjermeni dismisses the allegations as politically motivated. E kanë akuzuar si “mbrojtës të krimit”, “shkelës të ligjit e Kushtetutës”, e si për të mos i lënë gjë pa i thënë, demokratët e kanë cilësuar së fundmi publikisht Presidentin e Republikës, si “një plak matuf, të cilit i ka humbur kujtesa dhe që nuk është në gjendje të kryejë as nevojat e tij fiziologjike”. Fyerja banale në adresë të kreut të shtetit, Alfred Moisiu është bërë dje nga foltorja e Parlamentit nga ministri i Turizmit, Ylli Pango duke u nisur nga profesioni i tij i hershëm i psikologut. Kjo deklaratë është bërë në formë komenti, për faktin se prej një jave Presidenti nuk ka paraqitur në Kuvend emrin për kreun e ri të Gjykatës Kushtetuese, në një kohë që mandati i kryetarit Gjergj Saulit ka përfunduar që në 13 maj. Larg debatit, nëse kjo vonesë është ose jo e qëllimshme dhe një shkelje e ligjit themeltar të shtetit, Pango në cilësinë e psikologut e ka parë këtë çështje nga pikëpamja psikologjike. “Në këtë rast kemi të bëjmë me një harresë që shkaktohet për arsye të moshës dhe që njihet si sëmundja e Demenca seniles, problemi i së cilës nuk është thjesht për faktin se harron dhe faktet recente, por problemi i madh është që nganjëherë njeriu harron dhe ngulet aq shumë tek karrigia, sa që edhe nevojat e tij fiziologjike ka shumë zor t’i kryejë. Ky i fundit, në fjalën e tij u shpreh, se “në rast se veprimin e Presidentit të Republikës për të mos i çuar Kuvendit emrin e ri për postin e mbetur vakant të kryetarit të Gjykatës Kushtetuese do ta cilësojmë të paqëllimshëm, atëherë mund të themi se Moisiut i ka humbur logjika dhe e ka lënë kujtesa”, - u shpreh Mediu.
Mosha e Presidentit
Ministri i Turizmit, Ylli Pango propozoi dje vendosjen në Kushtetutë të një kufiri tavan të moshës së Presidentit të Republikës si dhe të drejtuesve të tjerë të institucioneve kushtetuese, e konkretisht atë 75 vjeç. Sipas Pangos, një nismë e tillë është e domosdoshme, pasi sikundër u shpreh, “mbi këtë moshë shfaqet sëmundja e Demencës senile”, duke iu referuar kështu sëmundjes që sipas tij ka kapur kreun aktual të shtetit, Alfred Moisiu. Për Pangon vendosja e këtij kriteri është e domosdoshme, duke e mbrojtur idenë e tij me argumentin se deputetët nuk mund t’i gjykojnë njerëz më të mëdhenj në moshë sesa ata. “Vërtet në SHBA ka Presidentë që shkojnë mbi 75 vjeç, por mos harroni se kemi kaluar një periudhë shumë të vështirë, kemi pasur kushte shumë të rënda dhe për këtë arsye, le ta vëmë më mirë 75 vjeç, se me sinqeritet në këtë Parlament moshat nuk e kalojnë 65-70 dhe ata që do na gjykojnë ne në Gjykatë Kushtetuese janë shumë më të mëdhenj se ne në moshë dhe mendoni se mund të bëjnë shumë gabime”, - përfundoi Pango. Referuar pikës 2 të nenit 86 të Kushtetutës, thuhet shprehimisht se: “President mund të zgjidhet vetëm shtetasi shqiptar që nga lindja, me qëndrim jo më pak se 10 vjetët e fundit në Shqipëri dhe që ka mbushur moshën 40 vjeç”. Ndërsa referuar pikës 1, shkronja c e nenit 127 të saj citojmë, se “mandati i gjyqtarit të Gjykatës Kushtetuese mbaron kur mbush moshën 70 vjeç”.

Cigarette smuggling and contraband brought about the arrest of a successful businessman in Durres
Tirana, September 10 2005 – One of Durres’ most successful businessmen, (the main port of the country) was arrested this last Friday under charges of being part of an international organized crime for tobacco’s smuggling in the country.

“Leonard Koka was arrested based on testimonies which proved he was head of an organized tobacco contraband smuggling from Montenegro to Albania”, chief prosecutor of Tirana Penal Court said. This arrest has been consideredThis was one of the most famous arrest even in Albania.

Koka, age 39, is also the brother of the mayor of Durrës, Mr. Lefter Koka, and considered by many a close friend of the ex-Prime Minister Fatos Nano.

After being arrested Mr. Koka smiled in front of the cameras from the police van then raised his fingers doing the victory sign which all in Albania understand as the Democratic Party symbol.

“This is a politically motivated arrest,” the mayor of Durres and brother of the arrested, Mr. Lefter Koka, declared on Saturday. According to the Durres mayor, Mr. Koka, “the arrest of his brother was made by prosecutors who were ordered by Berisha, who is now the new elected Prime Minister of Albania. Mr. Agron Duka, ex-Minister of Agriculture for two year, was accused together with the businessman, Mr. Koka, as being of this clan.

Mr. Duka’s family owns multiple businesses in the food and agriculture industry.

Mr. Leonard Koka was arrested after months of close surveillance. In mars of this year, the police sequestered 3.5 million packs of contrabanded cigarettes after which stared a man hunt in search of the owner of the ship transporting the sequestered cigarettes from Montenegro to Durrës.

A week earlier the owner of the sequestered ship, named “Eni”, Mr. Fatmir Zotaj, was arrested and it was due to his testimony that Mr. Koka was recently arrested by the police.

Kjo kerkese ka qene vetem nje prej pese pikave te nje peticioni qe shoqata e ndertuesve i drejtoi dje qeverise shqiptare. Ndertuesit kerkuan konstituimin e Keshillit te Rregullimit te Territorit brenda ketij muaji, ne te gjitha qytetet kryesore te vendit. Sipas kesaj shoqate, vetem K.Rr.T ne Tirane, nuk ka dhene asnje leje ndertimi gjate 6 muajve te fundit, periudhe e cila perkon me mosfunksionimin e saj. Problematike shihet nga ndertuesit, edhe mosperfshirja e tyre ne nismat qe qeveria kalon ne Parlament e qe influencojne ne sektorin e ndertimit.

“Kohet e fundit po dalin me dhjetera projektligje, qe kane te bejne me punen tone, si projektligji per gjobat, per K.Rr.T. e Tiranes, Policine Ndertimore etj., te cilat i kemi marre vesh nepermjet shtypit, duke cenuar rende partneritetin dhe interesat tona. Meqe ligji per gjobat u kthye, ne kerkojme qe te merret parasysh propozimi jone", vazhdon me tej peticioni i ndertuesve.

Nje tjeter kerkese e ndertuesve, lidhet me ligjin e ri te urbanistikes. Shoqata e ndertuesve, i kerkoi qeverise qe brenda ketij viti, te miratoje kete ligj, si edhe te krijoje kushte qe te gjitha bashkite e qyteteve te medha, te hartojne dhe miratojne ne te gjitha hallkat planet rregulluese, qe bejne te mundur funksionimin normal te ligji. “Kemi kerkuar gjithashtu dhe kerkojme permiresimin e akteve nenligjore per ligjin e prokurimeve, ku te merren parasysh kerkesat tona, per vleren e fitimit te tenderit, kategorizimin e firmave te ndertimit dhe licencimet, per te eliminuar abuzimet dhe rruget korruptive ne tendera", thuhet ne peticion. Nachdem die Zeit vorbei ist, das man den Mafiösen Umtrieben von Politikern (vor allem aus dem Hause von Ilir Meta und Fatos Nano) tatenlos zusieht, sind beide Politiker in Brüssel und man wird Klartext mit Ihnen reden. Erst Mal sind lt. Wirtschafts Minister 50% aller Firmen bankrott!

Viele haben noch nie eine Steuer gezahlt und kriminelle Gangs aus dem Kosovo, haben mit erfundenen Firmen Namen und durch den Diebstahl von Grundstücken, ihren illegalen Bauten und den Diebstahl von Strom und Wasser das Land ruiniert.

Stark sind daran auch die Politische Mafia um Ilir Meta, Fatos Nano, Malaj, Koca, Fino beteiligt.

Besonders die Aktivitäten auch der Deutschen Botschaft in der Korrumpierung der Vorgänger Regierung und durch den Aufbau deren Mafiösen Monopol Strukturen, wurden nicht nur die Monopolisierung durch Ermordung von Konkurrenten forciert, sondern vor allem die gesamte Administration in Tirana bis September 2005, vollkommen korrumpiert und von der Organisierten Kriminalität übernommen.

Ein Abgeordneter der SPD, der den “Erzieher” Beruf gelernt hat, trifft sich also mit bekannten Kriminellen, weil die Deutsche Botschaft und der Botschafter Annen schon so einen schlechten Ruf in Tirana haben, das man wichtige Termine nicht mehr vermitteln kann. Rama re-elected as leader of Albania’s main opposition party

TIRANA, Albania – Edi Rama was re-elected as leader of the main opposition Socialist Party (SP) in an internal referendum on Saturday (May 12th). A total of 80,000 SP members in Albania and around 2,800 in Greece and Italy had the right to participate in the voting. Rama won 97.5% of the votes. SP members also elected chairmen of the municipal SP organisations and delegates to the general SP congress, which takes place later this month. Der Präfekt von Durres, hat die direkte Kontrolle mittels der Spezial und Bau Polizei in Durres, übernommen, wie das Gesetz es vorsieht. Damit werden illegale Bauten schneller abgerissen, wenn z.B. wie in diesem Falle, Abwasser Rohre verlegt werden müssen. Die Infrastruktur Massnahmen werden direkt von der Weltbank finanziert und kooridiniert, wie im Artikel geschrieben wird.

Bllokohen punimet e projektit të Bankës Botërore në Shën Vlash, pasi dy familje pretendojnë pronësinë mbi tokën.
Banorë të fshatit Shën Vlash, në rrethin e Durrësit, kanë bllokuar punimet fillestare për ndërtimin e impianti të ujërave të zeza te ish-vaskat e peshkimit.
Pronari i një firme ndërtimi në Durrës, fitues i tenderit për sistemimin e infrastrukturës në shërbim të ndërtimit të kësaj vepre, ka bërë të ditur për “Gazetën Shqiptare”, se ai është bllokuar me forcë nga disa banorë të fshatit për të mos vazhduar më tej punimet. Ai është fitues i këtij tenderi me vlerë 10 milionë lekë, i cili do të krijonte mundësinë e ndërtimit të kantierit të punës, si dhe të rrugëve, të cilat lidhen me atë kryesore. Shkak për këtë është bërë pretendimi i këtyre familjeve se janë pronarë të një pjese të këtij trualli.
Sipërfaqja e tokës në të cilën do të ndërtohet impianti me vlerë 10 milionë lekë ka qenë pronë e ish-Ndërmarrjeve Bujqësore të Durrësit. Pas prishjes së tyre, ky territor kaloi në pronësi të DBU-së. Kjo e fundit dha OK për këtë sipërfaqe toke, në të cilën do të ndërtohej depuratori i ujërave të zeza të Durrësit.
Projekti ka 3 vjet që është hartuar nga ana e BB-së, e cila është edhe financuesi i kësaj vepre.
Problemi i bllokimit të punimeve të këtij projekti ka shkuar edhe në Prefekturën e Durrësit. Nga ana e tij, prefekti i Durrësit, Klodian Pajuni, ka informuar për këtë problem policinë ndërtimore dhe atë të rendit publik. Kreu i policisë ndërtimore, Pëllumb Berisha sqaron se, “jemi njohur me këtë shqetësimin. Fillimisht është ngritur një grup pune, i cili ka për detyrë që të njihet me këtë problem dhe më pas do të ndërhyhet sipas ligjit”.
Hetimi i këtij problemi do të nisë me verifikimin e dokumentacionit të këtyre familjeve, të cilat pretendojnë pronësinë mbi tokën. Për këtë do të shihen edhe letrat që disponon sektori, i cili menaxhon tokat e ish-NB-ve që nga vitit 1993.
Në të gjithë këtë histori, ajo që është më shqetësuese është rreziku që Banka Botërore të tërheqë fondet dhe t’i transferojë në ndonjë vend tjetër, ku ka projekte të mbrojtura me ligj.
Përpunimi i ujërave të zeza në Durrës është njëri nga problemet më të mëdha për qytetin e Durrësit e që kërkon zgjidhje të shpejtë, sidomos në prag të sezonit turistik.

Dialogu i nxehtë Minarolli-Kristidhi në Athinë, më 20 prill 2007. Ministria e Jashtme e Shqipërisë, asnjë hap në mbrojtje të 800 mijë emigrantëve

Për një vulë nga Greqia për në ambasadën greke në Tiranë. Kështu kanë vendosur autoritetet në Ministrinë e Jashtme të Greqisë dhe me gjithë reagimin e vakët të autoriteteve shqiptare, në fuqi është ky vendim, që ka kosto të rëndë për emigrantët shqiptarë që punojnë dhe jetojnë në shtetin Helen. Por edhe një kosto të rëndë për buxhetin e shtetit shqiptar, sepse tashmë paratë e legalizimeve do të kalojnë për llogari të Greqisë.

Lajmin aspak të mirë për rreth 800 mijë emigrantët tanë në Greqi dhe familjet e tyre në Shqipëri, e kanë bërë të ditur burime zyrtare në Ministrinë e Jashtme të Shqipërisë, të cilat kanë përshkruar edhe dialogun e nxehtë mes ambasadorit shqiptar në Greqi, Minarolli dhe drejtorit të Drejtorisë Rajonale në Ministrinë e Jashtme të Greqisë, Kristidhi. Takimi i kryer në Athinë në 20 prill 2007, ka rrokur një sërë tematikash, si anulimin e vizitës së ministres së Jashtme, Bakojani, shtyrjen për një datë të pacaktuar të ratifikimit të MSA-së nga Parlamenti grek, deri te legalizimi i dokumenteve të emigrantëve shqiptarë në Greqi.

Burime zyrtare nga Ministria e Jashtme thanë se ambasadori shqiptar në Greqi, Vili Minarolli i ka kërkuar drejtorit Kristidhi, shpjegime për një qarkore që u ishte dërguar autoriteteve lokale për legalizimin e dokumenteve të emigrantëve shqiptarë. Qarkorja shprehte qartë, se dokumentet e shqiptarëve që paraqiten për legalizimin e tyre te autoritetet lokale, të jenë të vulosura nga autoritetet greke në Shqipëri. Minarolli i kërkoi shpjegime z.Kristidhi, pse kjo çështje nuk ishte zgjidhur, edhe pse për këtë kishin vendosur që në takimin e nëntorit 2006. Në atë takim, autoritetet greke kishin premtuar bërjen e një marrëveshjeje të re konsullore, për të ndryshuar atë që ishte bërë mes Shqipërisë dhe Greqisë, 14 vite më parë, më 1993. Por në mënyrë të paqartë, Drejtoria Konsullore në Ministrinë e Jashtme Greke nuk bëri asnjë përçapje.

später war er kurz in “Arkans” Schlächter Brigaden tätig, aber ebenso in der Leibgarde des kriminellen kroatischen Präsidenten Tuschjman. 1997 tauchte “Lul” Berisha in Durres auf, wo er sich vor allem durch Morde hertat und 1998 sogar mit dem Polizei Auto mit der Nr. Police TR 002 herum fuhr. Er war zu diesem Zeitpunkt Chef Leibwächter des PM Fatos Nano. Der Innenminister Neritan Ceka, verweigerte trotz Intervention der Deutschen Botschaft, damals die Entlassung des Polizei Präsidetnen “Arben” Hasani (Hasanbeliu), dessen Bruder einen Polzisten in Shkozet bei Durres erschoss, als er in eine Kontrolle wegen geklauten Fahrzeugen geriet. 2007 sitzt wieder einer der Hasanis (Hasanbeliu) im Parlament in Tirana. Diese Leute gehören alle eng zusammen, bei der Kontrolle des Hafens von Durres, genauso wie der Ex-Bürgermeister und Mörder Lefter Koca , Ex-Minister Agron Duka und Spartak Braho. Diese Leute sind direkt auch in die Ermordung des Polizei Präsidenten von Kruje Herrn Malushi verwickelt, weil die Söhne dieser Politiker, den Mörder Agim Pepa, vom Tatort wegfuhren. Der General Staatsanwalt verweigert Festnahmen in diesem Falle.

“Lul” Berisha, wurde 2006 in Mazedonien verhaftet, auf Grund mehrfach Mordes und 2001 in Rimini, auf Grund einer NATO Ermittlung und dann zu Deutschen Behörden überstellt. Merkwürdigerweise, wurde er von den Deutschen dann Ende 2003 wieder auf freien Fuss gesetzt, obwohl ebenso zahlreiche Morde in Italien und Drogen Schmuggel vor allem in der Mailänder Gegend auf seine Kappe gingen. Dies zu dem angeblichen Kampf gegen die Organisierte Kriminalität Deutscher Polizei Behörden und Deutscher Bla, Bla, Bla, Innenminister!

So wie es aussieht, wurde er freigelassen, weil er Kosovare ist, weil Deutsche Politiker den Aufbau krimineller Strukturen im Kosovo und in Europa aktiv vor allem bei den Kosovaren unterstützen.

Ky i fundit duket sikur kryhet nepermjet operacioneve te realizuara me ane te dy tipeve bankash. Bankat greke jane ato me te perdorurat, por ato kane nevoje per te siguruar bashkepunimin e drejtuesve te tyre. Dy banka shqiptare private jane hapur keto vitet e fundit: “Credins“ dhe Banka Popullore. Roli i klaneve ne krijimin e tyre dhe volumi i aktiviteteve qe kane, nuk ka pike dyshimi.

Konglomeratet

Menyra me e sofistikuar e pastimit te parave mbeshtetet te konglomeratet e verteta qe bashkojne shume aktivitete me potencialin e fuqishem te pastrimit te parave: Ndertimi i puneve publike dhe kryesisht restaurimi. Konglomeratet me te medha kane gjetur mundesine te eksplorojne forma te reja te pastrimit te parave, kryesisht ne media. Konglometari me i madh eshte ai i te ndjerit, Vajdin Lame. Ai ka ne fakt nje ndermarrje te ndertimit te puneve publike, 2 restorante, 3 radio, sikurse dhe aksione ne dy kanale televizive. Teresia e ketyre aktiviteteve kane per qellim te vetem pastrimin e nje pjese te parave te trafikut te heroines, qe kryhet nga nje klan i Tiranes. Zhvillimi i nje tjeter konglomerati eshte shume instruktiv mbi opsionet strategjike te pastrimit te parave te mafias. Edil Alit ka gjithashtu nje shoqeri ndertimi dhe nje kanal televiziv (Mediavizion). Ky konglomerat ka tentuar te bleje banken “Dardania” qe te kete mundesine te kryeje pastrimin e parave ne nje entitet te vetem. Tentativa konstante per t’i bashkuar riinvestimeve kriminale me grupet mediatike, sigurisht qe nuk mbeshtetet te rentabiliteti i ketij sektori, por te mundesia qe ato ofrojne per te zoteruar informacionin dhe per te mbrojtur aktivitetet e klaneve qe kane.

• Monopolet e importit

Shqiperia importon 75 per qind te asaj qe konsumon. Mafia shqiptare ka ne dore pjesen me te madhe te importeve qe realizohen nga vendi, duke monopolizuar shumicen e licencave te nevojshme per keto operacione. Eshte e vertetuar se klanet kryesore te Tiranes dhe Durresit zoterojne, vec te tjerash, licencat e importimit te celikut, grurit, sheqerit, kafes, birres dhe markave me te medha te automjeteve evropiane, si edhe te nje prodhuesi elektroshtepiak italian.

Varesia kriminale e ekonomise shqiptare

Keto dy depertime kriminale te vecanta, e vendosin ekonomine shqiptare nen varesine e krimit.

Treguesit ekonomike

Nje nga problemet kryesore te ekonomise se vendit eshte madhesia e deficitit aktual, qe prek shifren 299 milione euro mes semestrit te pare te vitit 2005 dhe atij 2006, ose 7.5% i Prodhimit te Brendshem Bruto. Ky deficit eshte rritur me shume per shkak te deficitit tregtar te Shqiperise, i cili prek shifren 785 milione euro per te njejten periudhe, ose 22% te Prodhimit te Brendshem Bruto.

Zbulimet kriminale

Ky deficit tregtar krijohet logjikisht nga nje eksport i dobet, krahasuar me importet qe kryhen, te cilat jane rritur me 18% ne kete periudhe. Mirepo, ne vume re me lart dominimin e mafias shqiptare mbi importet. Varesia e ekonomise shqiptare te pastrimi i parave duket qarte po te marrim ne konsiderate qe 60% i ketij deficiti tregtar eshte mbuluar nga transferimet e fondeve te diaspores, qe prekin shifren 886 milione euro ne vitin 2005, ose 13.3% te Prodhimit te Brendshem Bruto.

Diaspora shqiptare, duke mos u shquar, per fat te keq, per pasurine e saj, mund te pohojme pa rrezikuar, se nje pjese te rendesishme te transfertave te saj i kryen ne kuadrin e operacioneve te pastrimit te parave, te pershkruara me lart. Kesaj varesie kriminale direkte i shtohet pesha e madhe e ekonomise informale, qe tradicionalisht dominohet nga krimi i organizuar, qe perben 60 deri ne 70% te Prodhimit te Brendshem Bruto te Shqiperise.

Pra, duket qarte qe ekonomia shqiptare eshte e droguar nga krimi i organizuar, pasi penetrimi mafioz, tek i cili ajo eshte perqendruar, eshte ne te njejten kohe shkaktari dhe ilaci i problemit te saj madhor.

Edhe pse mund te duket klasike, shtenia ne dore e forcave te rendit gjen ne Shqiperi nje motivacion te vecante. Diktatura ka formuar ne fakt police dhe sherbime speciale qe perdorin metodat e shtypjes (represionit) dhe udhezimeve kryesisht te dhunshme, shume me shqetesuese se ato qe perdoren nga mafiozet e Italise dhe ata te Amerikes. Shqiptaret mbeten te dallueshem nga ky brutalitet, si dhe ngaqe ruajne nje nivel frike te larte kundrejt forcave te rendit. Klanet kriminale jane te ndergjegjshem per efikasitetin e tyre (forcave te rendit), para se ata te korruptohen.

Nje tjeter shpjegim i kesaj ndergjegjje per rrezikun qe paraqesin forcat e rendit ka te beje padyshim me faktin se nje numer i madh i mafiozeve kane qene ne radhet e tyre. Ky penetrim eshte verifikuar nga sherbimet sekrete. Nje numer i madh i agjenteve te SHIK–ut eshte pushuar nga puna pas zgjedhjes se Sali Berishes, President, ne vitin 1992. Disa prej atyre qe kishin eksperience, jashte shtetit u rekrutuan nga klane te ndryshme per shkak te cilesise se lidhjeve (burimeve) te tyre te jashtme.

Metodat

Metoda e pare e detyrimit bazohet te pervetesimi i autoritetit hierarkik. Nje urdher i dhene nga nje funksionar i larte mafioz qe te mos kontrollohen kamionet qe hyjne ne piken kufitare te Struges, as ngarkesat e Portit te Durresit, kufizon dukshem demtimin e trafikut te heroines ne dogana dhe polici.

Metoda e dyte e detyrimit bazohet kryesisht te nje aleance e korrupsionit dhe presionit. Pike se pari, ka te beje me vendosjen nen varesine financiare te maksimumit te zyrtareve qe mund te sjellin deme, ne zonat kyce. Si dhurata te konsiderushme financiare, disa poste jane shume te kerkuar dhe jane objekt turn over –i (largimi, permbysje) per me pak intriguesit: ne distriktin e Sarandes (ne kufirin me Greqine) jane nderruar 18 shefa policie, qe nga viti 1998 e deri me sot.

Ana e dyte e kesaj metode mbeshtetet te bashkepunimi i fshehte ne krim (te rregulli i heshtjes). Ne kete kuader eshte interesante te nenvizojme friken qe provojne policet dhe nepunesit, ose drejtuesit e larte te sherbimit policor per njoftimet qe kane per te dhene. Disa prej tyre pohojne me veshtiresi se druhen te dorezojne elementet qe disponojne, nga frika e raprezaljes ndaj tyre apo familjes. Dihet qe nje presion i tille ushtrohet edhe ne drejtesi. Brenda 11 vjeteve, dy Prokurore te Pergjithshem te Tiranes preferuan t’ia mbathin jashte shtetit, ne vend qe te ndiqnin anetaret e klanit “Hakmarrja per Drejtesi”.

Hierbei wird wie bekannt ist, der General Staatsanwalt direkt vom Staats Präsidenten gedeckt, der die Entlassung von Sollaku verweigert, obwohl Sollaku selbst zu gegeben hat, das er von diversen Familien Mitgliedern bekannter Politiker wie Arta Dade, Ilir Meta, Spartak Braho usw.. Haft Befehle nicht vollstreckt.

Man kassiert dafür lieber enorme Summen Bestechungs Gelder, oder lässt sich illegale Grundstücke und Appartments schencken, wie im Kosovo genauso! Antritts Geschenck ist bekanntilch ein Luxus Auto, wenn Mafiöse Kreise, Geschäfte mit Politikern machen. Peinlicherweise, wird man dann Geschäfts Partner auch noch Deutscher Politiker, wenn man bedenkt, das u.B. im Januar 1999, der damalige Albanische Innenminister Spartak Poci, in Griechenland gestoppt wurde, als er zu einer Sicherheits Konferenz nach Athen unterwegs war und die Griechen, dem Albanischen Innenminister den geklauten Mercedes weg nahmen. Danach wurde er Verkehrs Minister und so geadelt mit diesem kriminellen Hintergrund, liessen sich POlitiker wie Rezzo Schlauch gerne ablichten mit Spartak Poci und der Dritt Klassige Deutsche Botschafter Annen vor Ort sowieso. Es geht ja schliesslich ums Geschäft, und im Gegenzug, wurden diese Leute und Freunde, mit Langzeit Visas von den Deutschen ausgestattet.

Italy Requests Extradition of Albanian Wanted Persons

Rerun of partial local elections in Albania posts low turnout, no major incidents

TIRANA, Albania – Local elections were repeated in 20 districts on Sunday (May 6th), due to irregularities in the February 18th municipal vote. TIRANA, Albania – European Commission (EC) Ambassador to Tirana Helmuth Lohan suggested on Wednesday (May 2nd) that the EU disapproves of the possibility of early parliamentary elections, viewing it as a step back for the country. “Albania needs a period of political stability to move forward in accomplishing reforms under the Stabilisation and Association Agreement,” Lohan said after a meeting with Minister of Integration Majlinda Bregu. Tirana/Wien - Der neue Außenminister Albaniens, Lulzim Basha, hat am Mittwoch vor Staatspräsident Alfred Moisiu seinen Amtseid abgelegt, wie die Tageszeitung “Shekulli” in ihrer Online-Ausgabe berichtete. Er folgt Besnik Mustafaj nach, der vorige Woche zurückgetreten war. Mit Basha wurde Sokol Olldashi als neuer Minister für Transport und Telekommunikation angelobt, der wiederum Basha ersetzt.

Ministerpräsident Sali Berisha war bei der Zeremonie am Sitz des Präsidenten nicht zugegen. Transportminister

Basha (32) ist Jurist für Internationales und Europäische Recht. Er war seit 2005 Parlamentsabgeordneter und Transportminister. Der PD-Politiker studierte im niederländischen Utrecht.

Olldashi (35) war Innenminister. Er legte sein Amt zurück, als er für die Demokraten heuer im Februar als Bürgermeister-Kandidat für Tirana antrat. Er scheiterte allerdings an Amtsinhaber Edi Rama, dem Führer der Mitte-Links-Opposition und Chef der Sozialisten.

Mustafaj, früher Schriftsteller, trat mit der lapidaren Erklärung zurück er sei amtsmüde. Die genauen Hintergründe seines Schritts sind unklar. Er war allerdings nur rund eineinhalb Jahre Außenminister. (APA)

Albania’s Berisha ready to hold talks with opposition on new president

TIRANA, Albania – Prime Minister Sali Berisha, leader of the ruling Democratic Party (DP), voiced his readiness Tuesday (May 1st) to hold talks with the opposition on the country’s next president. Incumbent Alfred Moisiu’s five-year term expires next month. Speaking at a news conference, Berisha acknowledged for the first time publicly that the DP-led coalition lacks the required two-thirds majority – 84 votes in the 140-member Parliament – to choose a nominee alone. The EU has signalled that it expects Moisiu’s successor to be the result of broad political consensus. TIRANA, Albania – Parliament on Monday (April 30th) approved new ministerial appointments prompted by the sudden resignation of Besnik Mustafaj as foreign minister. Lulzim Basha is taking his post, while Sokol Olldashi takes over Basha’s old job as transport and telecommunications minister.

In other news Monday, the Central Electoral Commission announced that local elections must be repeated in 20 local districts on Sunday, due to irregularities in elections on February 18th. Jordanezi i lindur ne Bagdad te Irakut eshte i njohur dhe me te pakten gjashte pseudonime te tjera, nderkohe qe diten e djeshme OKB-ja ka rifreskuar te dhenat per njeriun e afert te Yasin Kadi, i akuzuar po per terrorizem dhe nje prej aksionereve te “Dy Kullave” ne Tirane. Komiteti i Keshillit te Sigurimit aprovoi diten e djeshme materialet e pergatitura per informacionet dhe te dhenat individuale per te dyshuarin si terrorist. Ne komunikaten e shperndare thuhet se Saleh disponon dy pasaporta shqiptare, me numrat perkates, te nxjerra ne mars dhe dhjetor 1993 dhe 1995.

Mbeshtetur ne sanksionet e ndermarra nga ky Komitet, prane Kombeve te Bashkuara, me qellimin goditjen e Al Kaedes dhe filialeve te saj, ne daten 24 prill eshte pergatitur dokumentacioni me materiale te rifreskuara per Abdyl Latif Saleh. Ne te thuhet per ndryshimet e bera gjate verifikimeve me te fundit, pasi Saleh eshte i shpallur ne kerkim nderkombetar. Emrat qe ai perdor jane: Abdul Latif, Latif Saleh, Saleh, i lindur ne Bagdad me 1957. Mban edhe pseudonimet Abdul Latif A.A. Saleh, Abdyl Latif Saleh, Dr. Abd al-Latif Saleh, Abdul Latif A.A. Saleh Abu Hussein, Abd al-Latif Salih, Abu Amir, kombesi jordaneze dhe shqiptare, qe prej vitit 1992. Numrat e pasaportave jane: jordaneze D366 871, shqiptare 314772, e leshuar ne 8 mars 1993 dhe nje pasaporte e dyte me numer 0334695, e leshuar ne 1 dhjetor 1995. Sipas materialit te shperndare Saleh nuk ka nje vendndodhje te fundit, nderkohe qe eshte hasur si rezident ne Emiratet e Bashkuara Arabe, qe prej 16 shtatorit te vitit 2005 dhe ku mendohet se gjendet ende. Sipas zyres prane Kombeve te Bashkuara, Abdyl Latif Saleh eshte arratisur nga Shqiperia qe prej vitit 1999. Nderkohe qe kerkimi eshte bere dhe per anetare te tjere te organizatave te dyshuara si terroriste dhe anetareve te nje rryme te identifikuar si “Salafist”, per te cilen u eshte derguar informacion te gjitha vendeve, pasi dyshohet se ka lidhje me Al Kaeden.

Ministri i Financave, Ridvan Bode, firmosi nje vit me pare sekuestrimin e 33 llogarive bankare ne 3 banka, pronave te luajtshme e te paluajtshme dhe investimeve te kryera nga Abdul Latif Saleh ne Shqiperi. U zbuluan 650 meter katror ndertime ne qender te Tiranes dhe shume investime te tjera, qe u sekuestruan dhjetorin e shkuar nga Ministria e Financave. Saleh ka pasur llogari bankare ne Banken Arabe Shqiptare Islamike (sot Banka e Bashkuar e Shqiperise- UBA), Banken Tregtare Nderkombetare dhe Banken Amerikane te Shqiperise. Me urdher te Departamentit Amerikan te Thesarit me 19 shtator 2006 pasurite e Abdul Latif Saleh u bllokuan dhe ne vijim qeveria shqiptare e perfshiu emrin e tij ne listen e personave te lidhur me terrorizmin. Ai cilesohet si themeluesi i fondacionit te perfshire ne listen e zeze te terrorizmit, “Al Haramain”, e bllokuar ne 2003, ndersa figuronte aksioner edhe tek “Dy Kullat”.
