TIRANA, Albania, Jun 25 (IPS) - It was not so long ago that Albania, a tiny nation of 3.1 million in the western Balkans remained off route for hundreds of thousands of tourists who rushed to the Adriatic coast for their summer vacations.

But things have changed in this part of the world, and thousands of visitors now undertake what seems to be a very logical journey: they continue south from the beautiful Croatian and Montenegrin coasts to explore Albania.

Albania, they discover, is a land of unexpected beauty, breathtaking mountains and a stunning 362 km coast……………..
But Xhemail Mato, who heads the Association for Environmental Protection, is concerned about the environment, which began to suffer after 1991. The country lacked proper regulation in the 1990s, but was not short of entrepreneurs seeking quick profit. They abused the legal vacuum, and created chaos through unregulated construction.

“Tourism is the only chance for Albania, in the economic and development sense, as we barely produce anything,” Mato said. “However, development is quicker than regulation; destruction of the environment is faster than the rise of awareness among the people.” Mato rides a bicycle around Tirana, a city of 750,000 with more than 200,000 cars.

Albania has seen an explosion of construction, particularly in the coastal area closest to Tirana, where a new highway was built to Durres, some 40 km to the west.

This is one of the rare new roads in a country which needs dozens more along major interest points in order to attract more tourists.

Vividly painted high rises, mostly built without permission in the past decade, have crowded Durres. No one thought about the environment; laws came later.******

Sewage was channelled into the sea, close to beaches. No one was familiar with waste management, landfills or dumpsites. Garbage is still sometimes simply burned.

“What was done was done, but we have to improve it,” Mato said. “Durres is, unfortunately, a good lesson for a bad example in Albania.” (END/2007)

Regierungslager und Opposition suchen nach Konsenskandidaten
Tirana - Die für Mittwochabend vorgesehene Wahl des albanischen Staatsoberhaupt durch das Parlament in Tirana ist verschoben worden. Die Abgeordneten der regierenden Mitte-rechts-Parteien und der Mitte-links-Opposition vereinbarten, sich in Verhandlungen auf einen gemeinsamen Kandidaten für das höchste Amt im Staat zu einigen. Weder das Regierungslager noch die Opposition verfügen allein über die für die Wahl des Staatschefs erforderliche Drei-Fünftel-Mehrheit von 84 der 140 Abgeordneten.

Wiederholung

Wird diese Mehrheit im ersten Durchgang nicht erreicht, muss die Wahl laut Verfassung in einer Woche wiederholt werden. Insgesamt sind fünf Wahldurchgänge möglich. Kommt auch dann die erforderliche Mehrheit nicht zustande, muss das Parlament aufgelöst werden. Anschließend sind vorgezogene Neuwahlen fällig.

Die Demokratische Partei von Regierungschef Sali Berisha hatte ihren stellvertretenden Vorsitzenden Bamir Topi für den Posten des Staatspräsidenten vorgeschlagen. Die oppositionelle Sozialistische Partei hatte dessen Kandidatur jedoch zurückgewiesen. Sie ist der Auffassung, dass das künftige Staatsoberhaupt der Linken entstammen sollte. Doch der frühere Vorsitzende der Sozialisten und ehemalige Regierungschef Fatos Nano ist auch in den eigenen Reihen umstritten. Die fünfjährige Amtszeit des scheidenden Präsidenten Alfred Moisiu endet am kommenden Sonntag. (APA)

EU’s Solana urges Albania to elect consensus president

LUXEMBOURG – EU security chief Javier Solana met with Albanian Foreign Minister Lulzim Basha on Tuesday (June 19th) and urged the various Albanian political parties to reach consensus on a candidate to succeed outgoing President Alfred Moisiu. Solana added that both the ruling coalition and the opposition should work constructively, to ensure reforms necessary for NATO and EU integration are implemented.

Parliament had hoped to vote on Moisiu’s successor Wednesday. But without a single candidate to consider, the vote was put off. Talks continue among the various parties.

In other news, ruling Democratic Party candidate Iris Hoxha won Sunday’s special election to fill a parliamentary seat left vacant by the sudden death of lawmaker Bujar Jacell. ImageKomisioni Qendror i Zgjedhjeve ka konfirmuar në orët e vona të mbrëmjes të ditës së djeshme fitoren e kandidatit demokrat Eris Hoxha. Gjatë rezultatit përfundimtar konstatohet se Hoxha ka fituar me një diferencë prej 123 votash kundrejt kandidatit socialist Sajmir Kodra. Ndërkohë në përfundim të procesit të numërimit kreu i KQZ-së Çlirim Gjata ka konfirmuar dhe ka shpallur fitues të zgjedhjeve të 17 qershorit kandidati i partisë demokratike, Eris Hoxha. Në fakt kjo zonë ka qenë një sfidë si për qeverinë ashtu dhe për opozitën e sotme.Ndërkohë që fitorja e Hoxhës ka konfirmuar dhe një herë mbështetjen që gëzon mazhoranca aktuale në popull. Gjithashtu qe të dy koalicionet e kanë konsideruar si sfidë të tyren pasi të majtët do të konfirmonin mbështetje më të madhe nga populli pas zgjedhjeve të 18 shkurtit, ku ata i cilësojnë si fitoren më të madhe të koalicionit të majtë. Ndërsa të djathtët kanë konfirmuar dhe një herë se kanë mbështetjen e popullit, të cilët e kanë siguruar dhe në zgjedhjet lokale të 18 shkurtit.
Procesi i numërimit
Pas vendimit të ditës së hënë për numërimin e votave të zonës nr. 86 në Pogradec, pranë KQZ-së ka nisur dje në orën 10:00 të mëngjesit procesi i numërimit në zyrat e saj. Ndërkohë gjatë gjithë ditës ka vazhduar procesi i numërimit nga grupet e ngritura nga KQZ-ja, si dhe pas çdo numërimi të kutive dhe qendrave të votimit kanë dhënë dhe rezultatin. Në këtë kuadër është caktuar dhe fituesi i çdo njësie, ku gjatë gjithë kohën kandidati i mazhorancës ka qenë me numër më të madh votash. Natyrisht ka pasur zona të cilët janë fituar nga të majtët por këto nuk kanë ndikuar në rezultatin përfundimtar. Ndërkohë, është konstatuar se procesi i numërimit ka vazhduar me qetësi dhe sipas ligjit. Gjithashtu është vënë re se nuk ka pasur për asnjë moment bllokim procesit të numërimit, duke veçuar rastet kur komisionerët kanë pasur nevojë për pushim. Procesi i numërimit po bëhet në prani të mediave dhe gjithçka është transmetuar publikut në mënyrë të drejtpërdrejtë. Ndërkohe procesi i numërimit ka marrë vlerësime pozitive nga të dyja palët, pasi ky procesi është bërë i hapur dhe në praninë e mediave, të cilat gjatë gjithë kohës janë qenë në transmetime të drejtpërdrejta kur KQZ bënte njoftime zyrtare. Ndërkohë dihet që kjo zonë është një bastion demokrat dhe që në të vërtetë ishte një sfidë përpara të majtëve, të cilët kanë zgjedhur si kandidat një individ të medias.
Vendimi i KQZ
Vendimi që procesi i numërimit të bëhej pranë zyrave të KQZ-së ka ardhur si rezultat i bllokimit të procesit nga komisionerët e ngritur në Pogradec. Ndërkohë dy ditë më parë KQZ ka vendosur që procesi i numërimit të kutive të votimit të mos bëhet në KZZ-në nr. 86 në Pogradec por të bëhet pranë KQZ-së. Në një vendim të marrë dy ditë më parë kryetari Gjata ka komentuar këtë akt si një proces i moszbatimit të Ligjit nga anëtarët i KZZ-së në këtë zonë. Me 6 vota pro dhe 2 kundër ka vendosur që kutitë e votimit të vijnë nga zona nr. 86 në Pogradec në Tiranë dhe të numërohen në sallën e KQZ-së. Ndërkohë, KQZ ka njoftuar se transportimi i kutive të numërimit do të bëhet nga mjetet e ushtrisë nën shoqërimin e forcave të rendit, çka do të sigurojë dhe transportin e kutive drejt Tiranës. Ndërkohë një tjetër vendim që është marrë ditën e djeshme në KQZ, ka qenë dhe shkarkimi i të gjithë anëtarëve të komisionit të numërimit të KZZ nr. 86. Por, gjithashtu, Gjata është shprehur se nuk ka pasur kohë për përcaktimin e fajtorëve që kanë krijuar dhe bllokimin e procesit të numërimit në këtë zonë. Ndërkohë që ka njoftuar se pas përfundimit të procesit të numërimit dhe shpalljes së fituesit do të caktohen fajtorët dhe do të marren masat për ta. Ndërkohë që masa e ndëshkimit mund të shkojë deri në ndjekje penale ka theksuar kreu i KQZ-së Çlirim Gjata.
Kandidatët
Në këtë zonë kanë kandiduar Eris Hoxha nga koalicionin mazhoritar si dhe Sajmir Kodra, i shoqërisë civile, por që është mbështetur nga koalicioni opozitar. Ky proces zgjedhor në këtë zonë ka ardhur si rezultat i vdekjes të deputetit të zonës, në një aksident tragjik, ku dhe ka humbur jetën. Pas kësaj KQZ ka bërë të ditur që zgjedhjet në këtë zonë do të zhvillohen pikërisht të djelën më datë 17 qershor 2007. Por, në fakt fushata elektorale nuk është zhvilluar në një klimë të qetë, pasi gjatë kësaj kohe kanë ndodhur disa incidente të cilat kanë sjellë reagimet e palëve përkatëse.

Pas këtij shqetësimi të qytetarit Orhan, ne u drejtuam në Ministrinë e Mjedisit, Pyjeve dhe Administrimit të Ujërave. Atje na bënë të ditur se prej shtatorit të kaluar ka nisur një projekt 5-vjeçar, me kontribut të gjithanshëm, që shkon në mbi 12 milionë dollarë, për të mbrojtur Liqenin e Prespës.

Sipas projektit, që mbaron në shtator 2011, qeveria shqiptare, Fondi Global për Mjedisin (GEF) dhe Programi i Kombeve të Bashkuara për Zhvillimin janë angazhuar për të mbështetur përdorimin e burimeve të energjisë së rinovueshme, për të mbrojtur bio-diversitetin dhe për të bërë më eficiente angazhimet në konventat ndërkombëtare mjedisore. GEF financon shumicën e projekteve mjedisore, me kontribute financiare edhe nga qeveria shqiptare. Por në këtë nismë janë bashkuar edhe Ministria e Mjedisit, Pyjeve dhe Administrimit të Ujërave, Agjencia Rajonale e Mjedisit (ARM) në Korçë, disa drejtori, disa komuna dhe biznese private në zonë, si dhe qeveritë e ish-Republikës Jugosllave të Maqedonisë dhe Greqisë, dhe disa banka dhe agjenci të huaja.

Die vorhersehbare große Entlassung, von unfähigen und unnötigen Staats Beamten geschah in dieser Woche in Albanien.

Kurz gesagt: Wer sich profilieren kann, durch die Zusammen Arbeit mit einem der wenigen anerkannten Ausländer, oder wer praktikable Gesetzes Vorschläge machte, oder wer richtige Vorlagen und Eckdaten brachte, für einen EU- oder NATO Beitritt blieb im Amte und gewann dadurch an Einfluß! Anders gesagt: Wer sich auskannte, und wichtige Dinge vor dem Bush Besuch auch mit der Weltbank anschob, der konnte sich profilieren und gilt die nächsten Jahre, als Mitglied der einflußt reichsten Elite in Tirana.

Als Beispiel: Alle möglichen Leute, auch in der Finanz- Zoll- Militär Behörde etc.. wurden entlassen. Die Tourismus Speziliasten konnten rechtzeitig vor dem Bush Besuch, 36 Millionen bei der Welbank locker machen, für die Infrastruktur, es wurden neue Prioritäten mit einem anerkannten Fachmann vor Ort vereinbart. Die Leute haben es in kurzer Zeit erreicht, das die GTZ, USAID usw.. eng zusammenarbeiten, damit nun die wichtigen Dinge im Tourismus vorwärts gehen. Un dwiel die Amerikaner sich auch wegen dem Bush Besuch profilieren wollten, und über die wichtige und notwendige Task-Force gegen Wirtschafts Kriminelle informiert wurden, setzte die US Botschafterin M.Ries (welche nun in den Irak abkommandiert wurde) umgehend und sofort diese Art von Task Force unter dem Befehl des Vize-General Staatsanwaltes in Kraft und informierte hierüber den neuen Bürgermeister von Durres: V.Daku! Denn Durres, ist die Zentrale, für illegale Bauten und jede Art von Kriminalität.

Administrata shteterore, qe kete muaj eshte tkurrur me 4413 persona, si rezultat i nje reforme te shpallur dhe te miratuar me vendim te Keshillit te Ministrave qe muajin e kaluar. Vendimi i qeverise qe eshte botuar dje ne fletoren zyrtare cileson se, numri i punonjesve ne administrate gjate periudhes qershor-dhjetor te ketij viti do te jete 102067 persona nga 106480 punonjes qe ishin para 1 qershorit. Prej kesaj reforme nuk perfitojne nga pagesa e ketij muaji rreth 4500 punonjes te administrates. Buxhetit te shtetit ne te njejten kohe i lirohet nje fond i konsiderueshem pagash, qe pritet te perdoret per te rritur rrogen e pjeses tjeter te administrates.

Burimet nga Keshilli i Ministrave pohojne se, reforma ne administrate eshte parashikuar dhe po behet ne menyre graduale per te sjelle numrin e punonjesve, ne perputhje me volumin e punes te cdo dikasteri. Per te gjithe kete proces jane duke u ndjekur disa standarde. Punonjesit qe nuk kane kualifikim dhe nuk kane patur eficense ne pune do te largohen te paret. Nderkohe, nje tregues qe do te merret ne konsiderate per shkarkimet nga puna, eshte edhe niveli i zbatueshmerise se ligjit. Mirepo ne te gjithe kete reforme, per disa dikastere do te kete shkurtim drastik te punonjesve dhe per disa te tjera shtim te stafit. Keshtu aparatit te Keshillit te Ministrave i shtohen edhe 4 punonjes, duke e cuar numrin e tyre ne 195 punonjes, nga 191 qe ishin para 1 qershorit. Shkurtimet me te medha po aplikohen ne Ministrine e Transportit, ku shkarkohen me shume se 250 punonjes, ne Ministrine e Brendshme ikin 300 punonjes, ne Ministrine e Energjetikes me shume se 120 persona, ne Ministrine e Arsimit dhe ne ate te Kultures ikin me shume se 100 veta per secilen. Po keshtu Sherbimit informativ i shkurtohen mbi 100 punonjes. Administrata tatimore gjithashtu, ka pesuar nje reduktim prej me shume se 3000 personash. Por nga kjo reforme disa Ministri kane pesuar zgjerim te stafit. Ministria e Drejtesise perfiton plot 400 vende te reja pune dhe Ministria e Bujqesise me shume se 100 vende te reja. Ministria e Financave shtohet edhe me rreth 40 punonjes. Sakaq reforma nuk ka prekur, Ministrine e Jashtme, ate te Mbrojtjes dhe administraten e Doganave. Reforma ne administrate nuk ka perfshire institucionet e pavarura. Te larguarit nga puna kane te drejten e ankimit ne Departamentin e Administrates Civile dhe me pas ne te gjitha shkallet e gjyqesorit.

Albania recently joined the ranks of countries – 122 in all – that have implemented laws restricting smoking in public places. Lawmakers approved the limits last year, but they did not go into effect until May 26th. Selling cigarettes to minors and advertising tobacco products are also now illegal. Producers of tobacco products must now print messages on the packaging, warning consumers of potentially harmful effects on their health.

Hotels, bars, restaurants and nightclubs are all subject to the new rules. They are allowed to use only 35% of their business area to accommodate smokers, who must be placed outside. Owners that do not comply face fines of up to 360 euros and penalties that include loss of their business license.

The State Sanitary Inspectorate, in collaboration with the custom and tax administrations, will be responsible for enforcing the law. During the first week of implementation, authorities conducted widespread checks, especially in the capital.

“I don’t think this is unenforceable, and we’re working hard,” Ministry of Health Primary Services Director Agim Shehu said.

Many Albanians, however, are sceptical. “I don’t think it will work in Albania … everywhere people smoke,” said one user of an internet chat board where the issue was discussed.

The poster, using the name Sweet Vaize, spoke of having seen police officers smoking on duty, suggesting they would be reluctant to enforce the measure.

“I’d ban smoking all together,” said another chatter, going by the name Xhevrija. “The risk of second-hand smoke is enough for me to call it illegal. If you want to fill your lungs up and die of cancer, why should I, an innocent bystander, be exposed to that very same high risk as well? It clearly violates other people’s rights.”

According to the Albanian Institute of Public Health, smoking is a massive phenomenon in the country, especially among young people. Within a population of 3.1million, there are more than 850,000 smokers – about one in every four people. The institute says 20% of young people smoke before the age of 15. Albania has one the heaviest rates of smokers in Europe, and the public spends about 300m euros annually on tobacco products.

Pas ardhjes në pushtet të qeverisë Berisha shumë kontrata gjigande u vlerësuan të dyshimta, duke krijuar kështu konflikte me shoqëri të ndryshme. Ashtu si rastet e mësipërme, qeveria shqiptare pas 2005 vuri në dyshim dhe kontratën për ndërtimin e fshatit turistik në Kakome nga agjencia franceze “Club Medtiterrane”. Kjo shoqëri lidhi marrëveshje me qeverinë e atëhershme për ndërtimin e fshatit luksoz por ndërprerja e punimeve erdhi pas deklaratës së kryeministrit se projekti nuk është ambicioz. Tjetër projekt i shtyrë për shenja xhelozie nga qeveria Berisha ishte dhe ndërtimi i rrugës Levan-Tepelenë, projekt me financimin e Bankës Evropiane për Rindërtim dhe Zhvillim-BERZH. Të gjitha procedurat ishin bërë gati, mjaftonte vetëm firma e fundit për të liruar kredinë prej 50 milionë dollarë, por që në fakt nuk ndodhi për arsye “teknike”. Berisha kërkoi ndryshim të projektit (të përfshinte në aksin rrugor dhe Beratin) por nuk ndodhi për arsye të kostos. Kjo bëri që pas dy vjetësh pezullim të hapte dritën jeshile për nisjen e punimeve duke iu referuar projektit të qeverisë Nano.

Noch peinlicher ist dann die zweite Sache, mit dem Club Med. Das Projekt ist gestorben und hatte nie eine Council Bau Genehmigung der Regierung. für die Besorgung der Unterlagen, wie auch Geologische Gutachten, war der Club Med, die EBRD (mit einem 50 Millionen Kredit) und der Korruptions Mafia Firma, als Vertreter des Club Med, einfach zu unfähig. Man hatte nur eine Projekt Genehmigung in der Hand, von Council der Regierung, welche realtiv leicht zu erhalten war, damals noch in 2005.

Vor allem wurden per Gesetz, die Grundeigentümer der Bucht von Kakome, enteignet, welche schon in alten Türkischen Büchern, erwähnt waren. Und das Mafiöse Projekt führte dazu, das Fatos Nano, plötzlich sämtliche Grundstücke, mittels gefälschter Urkunden um das Club Med Projekt in Besitz hatte. Es gab dort sogar 2005 Schiessereien und mehrere grosse Polizei Einsätze. Die Club Med, Firma in Albanien, wollte jedem beweisen, man hätte sich mit den Eigentümer geeinigt, was sich dann als reine Urkunden Fälschungen heraus stellte, weil eben Fatos Nano und seine Bande vor absolut Nichts zu rück schreckte.

Bye, Bye: Projekt der EBRD im Mafiösen Sumpf, des Club Med und seiner Pseudo Experten. Die Firma “Cub Mediterane & Riviera” sh.p.k, ist bankrott, weil niemand diese undurchsichtigen Geschäfte des Club Meds, und seiner Partner finanzieren will.

Offiziell heißt es, man hätte kein Interesse mehr. Richtig ist, das der Club Med, sich im Korruptions Sumpf verirrt hat (durch seine merkwürdigen Partner in der Bau- und Projekt Entwickler Firma) und nicht in der Lage, für die Baugenehmigung die erforderlichen Unterlagen, wie auch die Vermessung und das Geologische Gutachten einzureichen. Ebenso fehlte die Zustimmung der GEmeinde und eine Einigung mit den Grund Besitzern.

Establishment of the Joint Investigative Unit to Fight Economic Crime and Corruption (May 22, 2007)

The U.S. Embassy and the Delegation of the European Commission in Tirana congratulate the Prosecutor General, the Minister of Interior, the Minister of Finance, and the Director of National Intelligence Service for their cooperative effort in forming the Joint Investigative Unit to fight Economic Crime and Corruption.

The Joint Investigative Unit will bring together prosecutors, police officers, tax and customs officials in order to investigate and prosecute financial crime and corruption in the district of Tirana.

The U.S. Embassy, through its U.S. Department of Justice OPDAT (Overseas Prosecutorial Development Assistance and Training) and ICITAP (International Criminal Investigative Assistance Training Program), will provide technical assistance to the Joint Investigative Unit by offering training, support, and mentoring.

The European Commission will provide technical assistance to the Unit through a €1.3 million twinning project. In addition it will finance equipment for the Financial Intelligence Unit of the Albanian Ministry of Finance in the amount of €365,000.

On this occasion the American Chamber of Commerce organized on May 29th 2007, a farewell breakfast, on her honor, with the participation of the Ambassador Marcie Ries and the Board of the American Chamber of Commerce, at the Sheraton Tirana Hotel & Towers.
Marcie B. Ries war eine würdige Nachfolgerin des Vorgängers George Jeffrey, dem sie nun in den Irak nachfolgt. Die Besten verlassen leider Albanien.

The working breakfast served as forum for discussing economic issues, which affect directly the businesses operating in Albania. The law “on Tax procedures” and the law on Chamber of Commerce, were some of among issues discussed in the meeting

In the meeting, it was also emphasized the role of the Chamber in keeping dialogues open with the GOA for such issues and was paid attention to close cooperation with the government while it draws up the fiscal package, in this way the private enterprise issues can be positively amended.

Before ending, Mr. Jeffrey Griffin, the AmCham President, reminded the real reason this breakfast was put together. He thanked the Ambassador Ries for her continued support of the Chamber’s undertakings and wished her a good luck and a long lasting career.

Tirana, October 28, 2003 - The U.S. ambassador warned Albanian crime lords on Monday that the international community was hunting them down and urged Albania to continue to pursue them because crime would harm its bid to join the West.

Albania became a key smuggling route for drugs, people and guns into Western Europe after the fall of communism and its weak and corrupt judiciary is often accused of letting criminals go free.

‘’Crime is still destroying your country and challenging its ability to enter Western bodies,'’ Ambassador James Jeffrey said in a speech to trainee judges in a seminar on people trafficking, NBC reported.

‘’We also have a message for the crime lords: We know or will soon learn who you are. My government, our European partners and the Albanians, are after you,'’ Jeffrey said.

Albania has been rocked recently by several murders of top businessmen, which have not been solved, and the gunning down of the chief prosecutor’s driver, in what is believed to be a warning by crime organisations to their investigators.

Historische Erinneung, als die Mafia den Albanischen Staat übernahm Ende 1999!
Damals flog noch Bundeskanzler Schröder im Oktober 1999, kurz nach Tirana, weil direkt die Wahlen um den Partei Vorsitz in der damaligen Regierungs Partei bevorstanden und lt. Statuen ist der Partei Vorsitzende der Bestimmende für einen Ministerpräsidenten Posten. Fatos Nano versprach diesen Posten dem Boss der Skrapar Bande: Ilir Meta.

Ein damaliger Bericht, wie knapp die Wahl um nur 7 Stimmen, zu Gunsten der Gangster in der Partei entschieden wurde.

Im Oktober 1999 hatte Albanien eine einmalige Chance, die korrupten Politiker los zu werden.

Sogar Bundeskanzler Schröder kam deshalb einen Tag vor der Wahl zum Partei Vorsitzenden der Sozialistischen Partei nach Albanien, für wenige Stunden um sich mit Panteli Maiko zu treffen.

Fatos Nano versprach Ilir Meta, dem damaligen Vize Minister Präsidenten, das er Ministerpräsident wird, wenn er ihm hilft Partei Vorsitzender zu werden.

Durch den Verrat von Ilir Meta und seiner Mafia Ehefrau Monika Myramadhe, verlor Panteli Maiko die Wahl zum Partei Vorsitz und damit trat er als Ministerpräsidentn zurück!

Es fehlten nur 7 Stimmen, dann hätte Panteli Maiko gewonnen.

TIRANA, Albania – Four months after the February 18th local elections, the Central Elections Commission (CEC) issued a report Friday (June 8th) announcing the final results of the vote. The main opposition Socialist Party (SP) was first with 23.17% of votes, followed by the ruling Democratic Party (DP) with 20.60%. Trailing in third place was the Socialist Movement for Integration, with 9.19%. Other parties that will be represented at mayoral and municipal council levels are the Republic Party, the New Democratic Party, the Demo-Christian Party, the Social-Democratic Party, and the Unity for Human Rights Party.

On a broader scale, the CEC found that DP and its rightist allies won 51.05% of the vote, while the SP and its leftist allies won 42.93%. (Shekulli - 09/06/07; CEC website - 08/06/07)

Solchen Jubel erfährt George Bush sonst nur, wenn er vor Republikanern auftritt: Tausende Albaner haben dem US-Präsident bei seinem Besuch ein selten gewordenes Gefühl beschert: In dem Örtchen Fushe Kruje jubelten ihm die Menschen am Sonntag begeistert zu und skandierten „Bushi, Bushi, Bushi“. Hunderte von Händen streckten sich dem bis über beide Ohren strahlenden und lachenden US-Präsidenten am Straßenrand entgegen. Bush ließ sich herzen und umarmen, ein Mann küsste ihm sogar die Hand. Eine ältere Frau nahm Bush heftig in die kräftigen Arme und wollte ihn kaum noch loslassen.

Den zahlreichen US-Sicherheitsbeamten, die Bush zuweilen kaum folgen konnten, war die Anspannung angesichts des Trubels deutlich anzusehen. Das präsidiale Bad in der Menge dauerte rund fünf Minuten.

“Botschafter Gottes”
In seiner Heimat verfolgte man “Bushis” Schwelgen im Glück mit Skepsis: “So ein lange Reise für etwas Liebe", lästerte eine Reporterin der New York Times. Aber in Albanien liefen am Sonntag Tausende mit Uncle-Sam-Hüten und Stars-and-Stripes-Bannern durch die Straßen. Transparente wurde gezeigt, auf einem stand: “Willkommen, Botschafter Gottes auf der blutbespritzden Erde von Albanien.” Bush sollte sich seine Urlaubspläne definitiv noch einmal überlegen…

Die achttägige Europareise Bushs war bisher vor allem von heftigen Protesten gegen den US-Präsidenten - so beim G-8-Gipfel im deutschen Heiligendamm und in Rom, wo 10.000 Polizisten ausrückten - begleitet. Den Bildern nach zu Urteilen dürfte Albanien eines der letzten Länder sein, in denen der US-Präsident bei den Leuten noch ein Leiberl hat, denn nicht einmal in seiner Heimat wird er so bejubelt. Von anderen Regionen, wie dem Irak oder Afghanistan ganz zu schweigen…

Bush hat aber auch Politik gemacht: Kosovo-Frage war Thema
In Albanien schöpfte Bush gleich aus den Vollen und scheute dabei auch kontroverse Themen nicht: Die Unabhängigkeit der südserbischen Provinz Kosovo müsse vorankommen, sagte er bei einer Pressekonferenz. Wenn es keinen diplomatischen Fortschritt in der Frage des künftigen völkerrechtlichen Status des Gebiets gebe, “werden wir uns bewegen müssen” - und “das Ergebnis ist die Unabhängigkeit", so Bush am Sonntag in Albanien bei einer Pressekonferenz mit Ministerpräsident Berisha.

Zugleich warnte Bush vor den Folgen, wenn die Erwartungen der kosovo-albanischen Bevölkerungsmehrheit in der seit 1999 UNO-verwalteten Provinz nicht erfüllt würden. Die USA und die europäischen Staaten unterstützen den Vorschlag von UNO-Vermittler Ahtisaari, der eine überwachte Souveränität der Provinz vorsieht. Russland droht aber, gegen eine solche Lösung als Verbündeter Serbiens im UN-Sicherheitsrat sein Veto einzulegen. Serbien lehnt jede Form von Unabhängigkeit ab und bietet eine “weitgehende Autonomie” an.

Während seines nur sieben Stunden dauernden Aufenthalts in der Hauptstadt Tirana traf Bush Präsident Moisiu und Ministerpräsident Berisha sowie die Regierungschefs Kroatiens und Mazedoniens. Anschließend reiste Bush weiter nach Bulgarien.

An advertisement shown on Albanian television depicts America as having always been a great partner, a strong supporter of Albania’s existence, and that Bush’s visit is considered historic by all people in the country ranging from President Alfred Moisiu and Prime Minister Sali Berisha to the Albanian Nobel-prize nominated writer, Ismail Kadare, as well as people on the street. It is a commonly heard opinion that the United States is Albania’s greatest strategic partner, though polls show they are at the same level with the European Union, which are considered Albania’s two main allies.

Bush’s visit is a clear sign that this country of more than three million people is a moderating factor that has played, and may continue to play, a significant role in the formerly troubled Balkan region.

The extra money would allow for a substantial hike in the wages of those working in the education and health sectors, as well as for police and army personnel. Die Strände in Albanien sind verdreckt

Nach 10 Jahren der vollständigen Anarchie, durch kriminelle Poltiiker wie Artan Lame, Fatos Nano, Bashkim Fino und der Unterwanderung der Albanischen Mafia, der nahezu kompletten Regierung, versucht nun Albanien wieder Ordnung zu machen.

Der Schaden durch diesen Staats Terrorismus, geht in die Milliarden und die Küsten ist überwiegend, regelrecht vernichtet worden. Der neue Minister, wird eine neue Kompetenz erhalten und mit einer Task Force Polizei, welche dem Vize-General Staatsanwalt unterstellt ist, für Ordnung schaffen.

Eine vor kurzem veröffentlichte Studie zeigt, dass die Wasserqualität an der albanischen Küste oft besorgniserregend ist. An beliebten Touristen-Ziele wie an den Strände von Durrës, Kavaja (Golem) und Vlora müsste das Schwimmen verboten sein, weil das Wasser derartig schmutzig ist. Die Verschmutzung übersteigt europäische Grenzwerte um das Zweifache. Die Abwässer aus den grossen Städten und den Touristenanlagen werden meist ungereinigt ins Meer geleitet. Insbesondere der Anteil an Fäkalien ist in den Buchten von Durrës und Vlora sehr hoch.

Auch viele andere Strände Albaniens sind stark verschmutzt, auch wenn die Messungen dort weniger alarmierende Resultate zeigten. So ist die Wasserqualität auch in Velipoja, Shëngjin und Saranda teilweise grenzwertig. Nur an der albanischen Riviera ergaben die Messungen beste Wasserqualität.

Albania: Pollution Keeps Tourists Away

Shipping accident off Albanian coast does further damage to country’s tourism industry.

Pollution caused by a shipping accident in the Ionian Sea at the height of this year’s tourist season has caused further problems for Albania’s already struggling tourism industry.

With its Mediterranean climate, secluded beaches, forested mountains and Roman ruins, Albania has much to offer foreign visitors, domestic tourists and ex-pat citizens returning home.

But observers say the sinking of a Greek ship on August 21 combined with long-term problems caused by bad infrastructure, weak advertising, negative publicity abroad and unchecked development to cause a disastrous tourist season.

The accident near the southern Albanian port of Saranda released huge quantities of diesel fuel and hydro carburant waste into surrounding waters. Arben Luzati, from the Institute of Hygiene, told IWPR that pollution has risen to ten times accepted levels.

Youth organisations have protested in front of the Greek embassy in Tirana at what they say is the deliberate release of diesel into the Ionian Sea by Greek ships.

But Greek environment minister Vasso Papandreou denied the allegations, arguing that Greek shipping operates according to strict European and international regulations.

Although a criminal investigation has been launched into the incident, so far nobody has been found responsible.

Hotel owners, taxi drivers and tourist officials partly blame the accident for a major slump during this year’s tourist season. Tourism minister Bashkim Fino told journalists at a press conference at the end of the summer that the decline was so marked that August actually failed to beat other months as the peak period.

But all agree that the incident has only added to serious problems already faced by Albania’s tourism industry, including longer-term pollution concerns.

Xhemal Mato, president of the Association for Environmental Protection, told IWPR that the lack of any measures to clean Albanian beaches and the surrounding waters is a serious concern.

“Pollution from sewage that comes straight into the sea from nearby houses and hotels is alarming for the future of tourism here,” he said.

During August of this year, over 50 cases of skin infections were reported in just a few days in the Golem resort and at the Shkëmbi i Kavajës beach in Durrës, the most popular holiday destination for those living in Tirana who can’t afford to travel abroad.

Albania’s weak infrastructure also causes problems for tourism.

“When a foreigner faces a lack of water or power… it immediately erases the image of the enigmatic unexplored Albanian seaside,” tourism expert Gjergj Buxhuku told IWPR.

And transport links can be poor. There are few buses connecting Tirana with the south of the country and the poor state of the roads means that just travelling the 80 km along the coast between Saranda and the summer resort of Himara in a private car takes almost three hours.

Vasil Bollano, the mayor of Himara, told IWPR that a lack of funds means there is little that can be done to fix the roads. “The central government simply does not care to develop strategies for tourism in this area,” he said.

Residents of Himara and other tourist destinations such as Dermia and Borsh are also frustrated by the indifference that the Albanian government apparently shows to promoting the country’s tourism industry.

The practice of constructing new hotels in brick rather than traditional stone will discourage tourists who are interested in Albania’s cultural and historical heritage, he said.

Local leaders say US President George W. Bush’s visit – the first to Albania by a US president – is a milestone in relations.

Albania is preparing for the upcoming visit by US President George W. Bush, scheduled for Sunday (June 10th). Lawmakers have approved legislation to boost cooperation and security, leading up to the visit.

Prime Minister Sali Berisha’s administration is spending approximately 1m euros to refurbish government buildings, including the Foreign Ministry and other institutions that Bush will visit. Tirana is being decorated with Albanian and US flags to mark the occasion.

Bush will be the first US president to visit Albania, a trip hailed by local leaders as a historic milestone.

“Since Albania’s independence, at the most critical moments of national liberty for Albanians, the United States has played the role of helping to save rights and freedom,” Berisha said.

According to President Alfred Moisiu, the visit carries great symbolism. A superpower, he said, is building reciprocal respect and collaboration with a small country.

“This is the peak of Albanian-US relations,” said Lajlja Pernaska, a member of Parliament’s Foreign Affairs Committee. “I think this visit will have a good impact on the development of Albania and on EU and NATO integration.”

Her colleague in Parliament, former Foreign Minister Kastriot Islami, said Bush would be bringing “messages regarding Albania’s membership in NATO".

“The United States, through the Adriatic Charter – a model in which Washington has played a major role – has shown that it supports Albania’s membership in NATO. The visit also carries a message for the Albanian nation, demonstrating that the country is moving towards democracy,” Islami added.

Ahead of the trip, Bush had a message for Albania.

“I want to make sure the Albanian people understand that America knows that you exist and that you’re making difficult choices to cement your free society,” Bush said. “I’m coming as a lover of liberty to a land where people are realising the benefits of liberty.”

In addition to Albania, Bush will be visiting Poland, Italy and Bulgaria after attending the G8 summit in Germany.

In 1999, President Bill Clinton scheduled a visit to Tirana, but it was cancelled. Two US secretaries of state have visited Albania – James Baker in 1991 and Colin Powell in 2003.

In a move aimed at creating a friendlier investment climate and making the economy more competitive, the Albanian government approved a fiscal package last week that includes implementing a 10% flat tax – the lowest level in Southeast Europe. Corporate taxes will also be slashed to 10%.

“The fiscal revolution, including the regulatory reform, will be faster then forecasted – increasing GDP and exports,” Prime Minister Sali Berisha said after the laws were approved on Wednesday (May 30th).

Advocates of the move say it will bring many benefits. In addition to attracting Foreign Direct Investment, they say, it will encourage the legalisation of the shadow economy and simplify tax collection. Economic activity increases, and so does honest reporting of income, while tax evasion drops.

In countries that have implemented a flat tax, the results show steady or increased tax revenue within the first year, according to Adriatic Institute for Public Policy President Natasha Srdoc-Samy.

Critics, however, say the changes will mainly benefit businesses and the affluent, have little impact on most Albanians, and punish the poor. With the abolition of a progressive tax system, they say, low-income earners will see their taxes go up, while a tiny number of high-income earners will enjoy a windfall.

Meanwhile, cutting the corporate tax in half will drain the state’s budget, as the income from this tax currently makes up about 8% of total revenue, critics argue.

As part of the fiscal package, the government also approved a law that bans cash transactions of more than 2,228 euros for businesses. Approved cash transactions will be limited to 10% of each transaction.

The laws are a “fundamental condition in the fight against informality and for the further consolidation of the banking system", Berisha said, adding that the initiative “will contribute to the fight against money laundering".

The government hopes to implement the legislation by January 2008. However, Parliament must approve it first.

The Democratic Party-led government has already instituted various tax reductions during the past two years. The most important of these was the reduction of social security contributions from businesses, from 29% to 20%, and a lowering of taxes on small businesses.

NATO Integration Commission Established
