Anleihen aus osteuropäischen Ländern erfreuten sich in den vergangenen Jahren großer Beliebtheit. Ungarische Anleihen notieren derzeit großteils auf ihren Allzeittiefs, polnische haben sich davon in den vergangenen Wochen etwas erholt. Bulgarische oder baltische Anleihen stellen sich nur wenig interessant dar. Zwar sind die Renditen gegenüber früheren Zeiten gestiegen, doch haben sie zum Teil nur spekulative Bewertungsaufschläge abgegeben, die aus zu optimistischen Vorstellungen über einen EU- oder Euro-Beitritt resultierten.

Demnächst könnte ein weiteres osteuropäisches Land die Chance haben, seine Staatskassen über den Euro-Kapitalmarkt zu füllen. Vor einigen Jahren hätte man dies sicher noch für ausgesprochen unwahrscheinlich gehalten, handelt es sich doch um Albanien, das ehemalige Armenhaus Europas, dessen ohnehin historisch niedriger Entwicklungsstandard durch einen unbarmherzigen Stalinismus noch tiefer gedrückt wurde.

Moody’s vergibt „B1“-Rating

Danach hielten ethnische und traditionelle Blutfehden das Land in Atem, dessen staatliche Ordnung praktisch nicht mehr existierte und das drohte in Anarchie zu versinken.

Vor wenigen Tagen aber haben die Analysten von Moody’s dem Land mit der Bonitätsnote „B1“ ein Rating verliehen, entscheidende Voraussetzung für die Begebung einer Anleihe. Dabei sehen die Analysten in dem einstigen Zerfall der staatlichen Ordnung sogar eine Chance. Das Land sei nicht mit funktionsunfähigen Institutionen und Mechanismen überladen hinter denen mächtige Interessengruppen stünden, die eine verzerrte Wirtschaftspolitik zu beeinflussen suchten, schreibt Analyst Jonathan Schiffer.

Andererseits sie das Eigentumsrecht praktisch und theoretisch schwach ausgeprägt. Es gibt keine umfassenden Grundbücher, das Gerichtswesen sei suboptimal und das Geschäftsklima träge.

Die Sache wird immer interessanter, vor allem weil etliche Beteiligte seit Jahren auf der Watch List des US State Department steht, wegen Internationalem Waffenschmuggel und wie die Kongress Untersuchung beweist, wurde massiv versucht zu vertuschen, das es sich um ein Betrugs Geschaeft handelt, wo nur uralte Chinesiche Munition umgepackt wurde.

American Envoy Is Linked to Arms Deal Cover-Up

WASHINGTON — An American ambassador helped cover up the illegal Chinese origins of ammunition that a Pentagon contractor bought to supply Afghan security forces, according to testimony gathered by Congressional investigators.

A military attaché has told the investigators that the United States ambassador to Albania endorsed a plan by the Albanian defense minister to hide several boxes of Chinese ammunition from a visiting reporter. The ammunition was being repackaged to disguise its origins and shipped from Albania to Afghanistan by a Miami Beach arms-dealing company.

The ambassador, John L. Withers II, met with the defense minister, Fatmir Mediu, hours before a reporter for The New York Times was to visit the American contractor’s operations in Tirana, the Albanian capital, according to the testimony. The company, under an Army contract, bought the ammunition to supply Afghan security forces although American law prohibits trading in Chinese arms.

The attaché, Maj. Larry D. Harrison II of the Army, was one of the aides attending the late-night meeting, on Nov. 19, 2007. He told House investigators that Mr. Mediu asked Ambassador Withers for help, saying he was concerned that the reporter would reveal that he had been accused of profiting from selling arms. The minister said that because he had gone out of his way to help the United States, a close ally, “the U.S. owed him something,” according to Major Harrison.

Mr. Mediu ordered the commanding general of Albania’s armed forces to remove all boxes of Chinese ammunition from a site the reporter was to visit, and “the ambassador agreed that this would alleviate the suspicion of wrongdoing,” Major Harrison said, according to his testimony.

Investigators interviewed Major Harrison by telephone on June 9, and the House Oversight and Government Reform Committee made excerpts of the transcript public on Monday.

At the time of the meeting, the company, AEY Inc., was under investigation for illegal arms trafficking involving Chinese ammunition.

On Friday, the president of the company, Efraim E. Diveroli, 22, and three others were charged with selling prohibited Chinese ammunition to the Pentagon that they said was made in Albania.

On March 27, The New York Times published an article that said Albanian documents showed that the Miami company had bought more than 100 million Chinese cartridges that were stored for decades in former cold war stockpiles.

Mr. Diveroli arranged to have them repacked in cardboard boxes, many of which split or decomposed after shipment to the war zones, according to the article. Different lots or types of ammunition were mixed. In some cases the ammunition was dirty, corroded or covered with a film.

The repackaging operation, carried out by an AEY subcontractor at the Rinas Airport in Tirana, has become the focus of the Congressional investigation.

According to the transcript excerpts released by the committee, Major Harrison told investigators that he did not agree with the decision to hide the boxes from the reporter, and said that he felt “very uncomfortable” during the meeting.

Major Harrison, who as the chief of the embassy’s office of defense cooperation was responsible for helping American efforts to train, equip and modernize Albania’s military, said that his suggestion to bar the reporter from visiting the Albania base was rejected.

In a letter to Secretary of State Condoleezza Rice, the committee’s chairman, Representative Henry A. Waxman, Democrat of California, said Monday that there were signs that embassy officials in Tirana tried to cover up the November meeting once Mr. Waxman’s staff began an investigation into the arms company. The letter said the committee would seek to interview Mr. Withers and other embassy personnel.

Attempts to reach Mr. Withers through the United States Embassy in Tirana were met with a request to refer all questions to Washington.

But a senior State Department official, speaking on condition of anonymity because of the ongoing criminal inquiry into AEY, said he had spoken Monday to Mr. Withers, who adamantly denied Major Harrison’s statement.

The senior official said the committee had never interviewed Mr. Withers or other top embassy personnel, and released the information on Monday to fan interest in a committee hearing on the company’s business dealings scheduled for Tuesday.

A State Department spokesman, Tom Casey, told reporters on Monday that the department was reviewing Mr. Waxman’s letter, which included Major Harrison’s statements.

“We have no information that would support the idea that U.S. officials were involved in some kind of illicit activity,” Mr. Casey said. “But obviously, again, any allegations made, certainly any questions raised, by the chairman of a major committee in Congress, is something that we will be happy to look into.”

Mr. Withers, a Foreign Service officer for 24 years, has been ambassador to Albania since July 2007. He has also served in Latvia, Nigeria, Russia and The Hague. His father, John L. Withers Sr., is a former director of the Agency for International Development.

Withers expressed his open criticism against the governing Democratic Party which earlier this week turned down in a voting the five presidential decrees with names of the new judges of the Supreme Court. In an interview to Panorama newspaper, the ambassador also appealed to residents of Gerdec, the March 15 blast area, to still stay away from the dangerous area and also appealed to politics to keep hands away from the prosecutor office’s investigation on the case. The ambassador said he was deeply concerned from the parliament’s voting last Monday saying that lawmakers exploited technical details to bypass and turn down the spirit of democratic principles. The actions of the Parliament on Monday night, frankly speaking, were unworthy of a democratic institution,” said Withers, adding that now all politicians should resolve their differences and do not try to gain political advantage. “The Supreme Court is simply too important to become a political football.”

Bei solchen Geschaeften duerfte es wohl eher normal sein, das ein US Botschafter den zustaendigen Verteidigungs Minister informiert, das Journalisten der New York Times anreisen und sich ueber die AEY Waffen Geschaefte in Albanien informieren wollen. Der Skandal wird natuerlich in Albanien von den Medien heute ueberall als Schlagzeile genutzt! Damals war John L. Withers II noch relativ neu im Amte und hat sich nur konform verhalten, wie es eben auch ueblich ist.
Deutsche Dienststellen waren ja auch seit Jahren ueber die Waffen Geschaefte informiert, weil Deutsche Frachter, die Chinesichen Waffen in die USA brachten, wo man dann Kriminelle mit diesen Waffen ausstattete wie im Sudan und in Ruanda, denn dann konnte man es den Chinesen in die Schuhe schieben.

US, EU criticise Albanian parliament for delaying High Court appointments

TIRANA, Albania – The US embassy in Tirana on Thursday (June 19th) criticised the Albanian parliament’s decision to reject presidential decrees that would name five new members to Albania’s High Court. “The assembly’s actions on Monday were not decent for a democratic institution,” US Ambassador to Tirana John Withers said. EU representative in Tirana Helmut Lohan also urged authorities to solve their problems legally. Lohan said each institution must act based on its mandate, without interfering with the authority of others.

Albania sacks chief of general staff

TIRANA, Albania – The chief of the general staff, Lieutenant General Luan Hoxha, was fired on Monday (June 16th) over the series of deadly ammunition blasts in Gerdec in mid-March. He refused to talk to the media about the Gerdec case Monday, but thanked the armed forces for their work, highlighted by Albania’s invitation to join NATO in April.

Also Monday, parliament voted overwhelmingly to lift former Defence Minister Fatmir Mediu’s immunity. He left his cabinet post soon after the Gerdec explosions, which killed 26 and injured more than 300. Mediu is accused of abuse of power. “As defence minister, I respected the law [and] considered disposing of excess ammunition a national priority,” he said during the parliamentary session.

In other news Monday, parliament rejected four of five nominees to the High Court of Justice. President Bamir Topi had nominated all five. The President of the Republic, Bamir Topi received today and held a meeting with the Chief Justice of the Supreme Court, whose mandate in this court ended recently.

President Topi praised the years’ long work of Mr. Kondi at the head of the Supreme Court and also his experience as a professional in field.

Keeping in mind this long professional experience, the President of the Republic expressed the conviction that the cooperation with Mr. Kondi will continue also in the future.

On his part, Mr. Kondi thanked President Topi for being received and for the support and assured him about his readiness to continue the cooperation with the Head of state.

Der Deutsche Botschafter Bernd Borchardt plabbert mal wieder viel ueber die Korruption in Albanien, obwohl jeder weiss, das Statistiken manipuliert sind und obwohl auch Dumme wissen, das Probleme fast immer nur erfunden werden von den lokalen Vertretern und Bevollmaechtigten um das “angebliche” Bestechungs Geld selber zu kassieren. In einem Artikel vom 15.6.2008 in Panorama kann man das muntere Geplabber des Botschafters nachlesen!

Bei den Millionen schweren Unterschlagungen der GTZ ueber Fake Berater und Consults, beim Flugplatz Geschaeft und den Bestechungs Orgien inklusive des Visa Skandeles, sollte der Botschafter das Wort Korruption besser nicht in den Mund nehmen, wenn man nur an die KfW und Siemens denkt.

Der Deutsche Botschafter Bernd Borchardt, rief vor 2 Tagen die Polizei als Ismir Kulla in der Botschaft randalierte, weil er kein Visum zum zweiten Male erhalten hatte. Ismir Kulla, hat in Deutschland Frau und Kind und wurde abgeschoben.

Der Botschafter hat Psychologie in Muenster studiert und da hat er die notwendige ruboste Art des Verhaltens nicht gelernt. Ein klarer Schlag auf den Hinterkopf haette genuegt, aber schon sein Vorgaenger der erbaermliche Botschafter Peter Annen und der besoffene Botschafter Peter Kiewit, haben im negativen Sinne Zeichen in Albanien gesetzt! Geisteswissenschaftler sollen die Aussenpolitik leiten und verstehen, was wohl eher ein Witz ist.

Das ist wohl das Markenzeichen der sogenannten Aussenpolitik unter dem Amts Versager Joschka Fischer und Steinmeier. Geisteswissenschaftler an die Front und in den Krisen Gebieten eingesetzt!

Die sogenannten Deutschen Diplomaten und Fake Berater und Experten sind seit 1999 nur die Kasperles Figuren der Albanischen Mafia, welche mit diesen Geisteswissenschaftler machen was sie wollen.

TIRANË - Historia e kërcënimit të ambasadorit gjerman, Bernd Borcfardt, afro një vit më parë, u përsërit nga i njëjti protagonist ditën e djeshme. E nëse herën e parë diplomati i lartë e fali, këtë herë duket se gjërat do të jenë ndryshe për 36-vjeçarin Ismir Kulla, lindur e banues në Fushë-Krujë. Sipas një njoftimi për shtyp, policia e Tiranës tha se “gjatë orëve të vona të para dy netëve, Seksioni Kundër Akteve Terroriste identifikoi dhe më pas arrestoi Ismir Kullën, pasi rreth orës 09:30 ka fyer nëpërmjet telefonit ambasadorin e Republikës Gjermane të atashuar në Tiranë”.

Bashkim Kopliku war der 1. Innenminister von Albanien bis 2004 und wurde vom Mafiosi Agron Musaraj abgeloest, der den Schmuggel nach Jugoslawien ausbaute ! Bashkim Kopliku war viele Jahre Partei Vorsitzender in Durres der PD und Leiter des Nationalen Sicherheits Rates von Albanien (eine Top geheime Organisation mit nur ca. 20 Personen), der den Befehl gab und LKW zu den Militaer Depots schickte um Waffen dort ab zu holen, als die “Revolution” mit den kriminellen Horden des Kosovo, im Maerz 1997 begann und auch Durres ueberrollte. Ka 18 vjet që flitet për “strategjinë për turizmin”, duke anashkaluar problemet më urgjente dhe më kryesore.

Pasi kjo qeveri të ketë demonstruar se është në gjendje të kryejë këto dy më urgjentet, atëherë ia vlen ta dëgjosh për të tjerat, që nga llojet e turizmit, e deri tek urbanistika e zonave turistike etj.
UJËRAT E PËRDORUR
Kemi një gjendje skandaloze: ka shumë vende në plazhet tona, ku ujërat e përdorur infektojnë dhe qelbin, qoftë ambientin, qoftë ujin e detit e liqeneve. Kjo është pritja më e keqe që mund t’u bëhet, qoftë turistëve të huaj , qoftë dhe ne vetë.
Në plazhet tona (ky është sot mbi “90%” e turizmit tonë) duhet të mos derdhen ujërat e përdorur, as në det dhe as në liqene, as dhe në tokë, në sipërfaqe, në sytë e pushuesve. Me ujë të përdorur, këtu e kemi fjalën si për ujërat e zeza nga banjat e nevojtoret, si dhe për ujërat e larjeve në kuzhina e ndërtesa të plazheve. Të gjitha këto derdhje, po i quajmë derdhje të paligjshme të ujërave.
E bllokimi i derdhjeve të paligjshme të ujërave, duhet bërë pa kompromis, pa pritur të bëhet “nesër, kur të kryhet ky apo ai investim”. Çdo derdhje duhet të bllokohet sot, dhe biznesi shkaktar duhet të mbyllet sot, nëse derdhja vazhdon.
Natyrisht që do të ketë restorante, hotele, e banesa, që do të detyrohen t’i grumbullojnë ujërat e përdorura në depo të ndërtuara sipas kërkesave teknike, dhe pastaj t’i thithin me autobot, duke ju kushtuar kjo sa qimet e kokës. Por kjo duhet të mbetet alternativa e vetme, në ato vende ku nuk funksionon sistemi i kanalizimit. E nëse kosto e evadimit të ujërave të përdorura, bëhet shumë e lartë, atëherë e vetmja alternativë (mundësi tjetër) është që aktiviteti të mbyllet, derisa të arrihet zgjidhja ekonomike e heqjes së ujërave të përdorura. Dëmi që i sjellin turizmit, derdhja paligjshme e ujërave, qoftë e një “currili të vogël”, është e pamatshme.
Pasi të jetë arritur bllokimi i derdhjeve joligjore, pastaj ia vlen të mëtohet që “të kryhen investimet për të prurë ujë të bollshëm për kuzhinat, dushet etj.”, apo “që uji që furnizohet në plazhe, pas përdorimit të thithet nga sistemi i kanalizimeve, duke u kaluar në purifikatorë (pastruesit e ujit të pisët) etj.”, siç kanë qejf të bëjnë retorika pushtetarët e radhës.
MBETURINAT
Nuk ka turizëm në një vend ku shishet plastike, ambalazhe të ndryshme të përdorura, por dhe mbeturina ushqimesh që qelben, duken e nuhaten në çdo cep: në plazhe, në lëndina, në anë të rrugëve etj.
Mbeturinat (apo plehrat) duhet të hiqen nga hapësirat publike dhe private (plazhet, parqet, rrugë, sheshe, etj.). Mbeturinat duhet të grumbullohen kudo ku janë, dhe të dërgohen larg zonave të plazheve dhe rrugëve për në ato zona—pavarësisht se ku dërgohen!
Edhe këtu duhet filluar menjëherë puna, duke dënuar, gjobitur, pronarët e ambienteve që i lënë mbeturinat pa i hequr (punë e madhe se “qenka pronë e tyre”—e keqja që sheh syri e ndjen hunda, është pronë publike). Duhen gjobitur edhe drejtuesit e pronave shtetërore, të cilët nuk interesohen që të hiqen mbeturinat. Në të kundërt duhet të bllokohen aktivitetet ndotëse, private apo shtetërore qofshin.
Pasi të jenë zhdukur nga plazhet mbeturinat, atëherë mund të durohet të dëgjohen ato bisedat për “impiantet e përpunimit të plehrave” etj..
QEVERIA QENDRORE DHE LOKALE
Qeveria qendrore dhe lokale, duhet të vihet urgjentisht në krye të një pune intensive, në mbarë vendin, për bllokimin e derdhjeve të paligjshme të ujërave, si dhe për zhdukjen e mbeturinave. Mbase dhe Kuvendi, para se të iki me leje, duhet të bëjë amendamentet përkatëse të ligjeve, që do të duhen për të realizuar këtë punë. Puna duhet të ndahet dhe të kryhet në dy nivele.
Në nivelin e parë, do të kryhet nga qeveritë lokale, bashkitë dhe komunat. Ato duhet të krijojnë inspektoratet lokale të “pastërtisë së plazheve”. Ato duhet të merren me detyrimin e ndalimit të derdhjeve të paligjshme të ujërave si dhe të mbeturinave.
Format e shtrëngimit duhet të fillojnë që nga gjobat, e deri tek dënimi me burg. Por ndërkohë ujërat dhe mbeturinat e paligjshme duhet të bllokohen me paratë e shtetit, derisa të mbarojnë gjyqet me ankuesit e shkaktarët e dëmit.
Pra, kur shkaktari i dëmit, nuk e ndalon shkeljen, apo vonon ta bëjë, atëherë inspektoratet e bashkive apo komunave, duhet edhe t’i heqin me fondet e veta, ujërat e mbeturinat, duke paguar dhe angazhuar firma private për të bërë këtë proces. Natyrisht që paratë e pagesës së firmës private (ku janë përfshirë edhe shpenzimet e inspektoratit) do t’i paguajë pastaj shkaktari i ndotjes. E kur ai nuk i paguan, qoftë dhe sepse “nuk ka për të paguar”, atëherë inspektorati duhet t’i sekuestrojë pronën, ta shesë atë në ankand, dhe të mbajë paratë e shpenzuara, qoftë për firmën pastruese e bllokuese, qoftë për punën e inspektorëve.
Kështu bëhet edhe në vende më demokratike se ne. Po nuk e bëmë dhe ne kështu, kurrë nuk do të kemi vërtetë turizëm, por vetëm premtime të gënjeshtra të qeveritarëve të radhës.
Niveli i dytë i punës për pastrimin, do të kryhet nga qeveria qendrore. Pranë ministrisë që mbulon turizmin, duhet të ngrihet një “inspektorat qendror i derdhjes së paligjshme të ujërave dhe mbeturinave”. Ky inspektorat duhet të kontrollojë punën e pushtetit lokal për ndalimin e derdhjeve të paligjshme të ujërave dhe mbeturinave. Ai nuk do të ketë kontakte direkt me shkaktarët konkretë të derdhjes së paligjshme të ujërave dhe mbeturinave. Ai do të ketë kontakt vetëm me pushtetin lokal që nuk kryen detyrën. Pra inspektorati qendror nuk do të dublojë fare punën e inspektorateve lokale, por do ta kontrollojë dhe mbikëqyrë atë.
Nëse konstatohet për shembull, se në plazhin e Shkëmbit të Kavajës, një hotel derdh ujërat e përdorura në det, inspektorati qendror nuk ka fare punë me hotelin në fjalë. Inspektorati qendror ka punë direkt me kryetarin e komunës. Është direkt kryetari i komunës që mbulon atë plazh ndaj të cilit do të merren masat. Pra inspektorati qendror, do të jetë si të thuash, inspektorati i inspektorateve lokale.
Me këtë organizim pune me dy nivele, secili bën punën e vet, pa u dubluar. Kur të shihen ujëra dhe mbeturina të paligjshme, do të dihet se kush e ka fajin për to: pushteti lokal—të merresh tani me fajin e ndotësi, do të thotë të lesh qeverinë t’i bishtnojë përgjegjësisë. E pastaj, nëse nuk ka pasur dënime për kryetarin përkatës të pushtetit lokal, fajin e ka me radhë edhe inspektorati qendror, edhe ministri përkatës, edhe kryeministri që mban atë ministër.
Puna nuk është aspak e lehtë, bile është shumë e vështirë, e kundër natyrës sonë (shqiptare) moskokëçarëse për ambientet publike, por ama rezultati do të jetë që ia vlen barra qiranë.
Ky përqendrim i vëmendjes së shtetit, tek derdhjet e paligjshme e tek pastrimi i mbeturinave, do të jetë dhe një shtytje e fuqishme për zgjidhjen me themel të sistemit të ujë-kanalizimeve, të pastrimit të plehrave etj. Kjo sepse do t’u jepet vlerë reale aktivitetit të pastrimit, vlerë që sot nuk e ka, sepse kushdo hedh kudo, çdo gjë. Vlera do të thithë automatikisht investimet private edhe në këto fusha, mjafton që administrata shtetërore të mos bëhet pengesë.

Allein in Albanien sind 91% der Grundstuecks Dokumente gefaelscht und 150 Klagen vor dem EU Gerichts Hof anhaengig, weil kriminelle Politiker Banden viele Jahre Grundstuecke Dritter privat verkauften. Nicht legalisiert werden Kuesten Grundstuecke, besetzte ehemalige Industrie Zonen, Schul Gelaende etc. etc. Davon sind allein uber 30.000 illegale Bauten der Politischen Albaner Mafia betroffen.

Albanian parliament passes property legalisation amendments

TIRANA, Albania – Parliament on Monday (June 9th) passed amendments to the law on the legalisation, urbanisation and integration of illegal property. The topic initially did not belong on the agenda, which prompted a walkout by opposition lawmakers who complained they had not received the document. Albania’s Berisha invites foreign companies to invest in energy sector

TIRANA, Albania – Albania is ready and open to investments in the energy sector, including in nuclear energy, Prime Minister Sali Berisha said on Sunday (June 8th) at the opening of the two-day Vienna Economic Forum in Tirana. “My feeling is that we should not exclude Albanians but include them to benefit from this excellent source, which is the nuclear source of electrical energy,” said Berisha in his opening speech to company representatives from Austria, the Black Sea countries and Albania. Berisha also invited European companies to build about 400 hydro plants on rivers around the country. He noted that Albania favours the full liberalisation of its energy sector. Albanian opposition party launches regional conferences on agriculture

TIRANA, Albania – The opposition Socialist Party (SP) launched a series of regional conferences on agriculture in the northern town of Shkodra on Sunday (June 8th). “This is the largest and most serious process ever taken up by a political force in Albania, which is seriously preparing to govern starting from next year,” SP leader Edi Rama said. Der Strassen Polizei Chef von Albanien in Tirana, wird angeklagt wegen Korruption.

Die Amerikaner forcieren erneut Ermittlungen in der Politischen Kriminalität um dubiose Waffen Geschäfte und in die Albanische Korruption der Politiker. Mit allen Mitteln sollen Ermittlungen verhindert werden und der US Botschafter Withers bildet ein gutes Team bei diesen Ermittlungen.

Das ist der Punkt in Albanien, das man ohne Debatte ermittelnden Staatsanwälten den Rücken stärkt, denn immer noch werden die meisten Gelder, über Mafia Banken und Politiker gewaschen.

US ambassador to Albania calls for independent investigation into depot blasts

TIRANA, Albania – US Ambassador to Albania John Withers said on Tuesday (June 3rd) that Washington remains committed to an independent investigation of the March 15th explosions at the ammunitions depot in Gerdec. During a meeting with Chief Prosecutor Ina Rama, Withers stressed that any attempt to influence the investigation from outside would disappoint Washington. “It is a constitutional right of the prosecution to carry out this investigation and not of any government organ,” Withers said, adding that to resolve the issue parliament must settle the issue of immunity for members as soon as possible.

Separately Tuesday, Parliament Speaker Jozefina Topalli urged Rama to provide the assembly with additional documents regarding the lifting of former Defence Minister Fatmir Mediu’s immunity. Albanian chief prosecutor submits report on criminal activity in 2007

TIRANA, Albania – Chief Prosecutor Ina Rama submitted a report to parliament Tuesday (June 3rd) about criminal activity in 2007. The document covers crimes linked to corruption, as well as crimes and violations committed by state and other public employees. It concludes that, compared with 2006, the level of criminal activity increased by 11%. The number of criminal proceedings against state employees climbed by 21%, and the number of corruption cases also increased significantly. Und ebenso geht es erneut um eine Transparenz, woher die Parteien und Politiker ihre Wahlkampf Gelder haben, denn unverändert finanziert die Albaner Mafia etlichen Politiker ihren Wahlkampf. Aber in der Bananen Republik Deutschland ist es ja auch nicht Anders, denn die SPD kassiert dreist über ihre Auslands Consults und die GTZ in Milliarden Höhe ab, über Fake Berater Verträge im Siemens System.

I have spoken here in Albania on a number of issues. Most of them have been topics that make me very happy. Albania’s NATO invitation, the independence of Kosovo, even a little bit on Albanian culture and history. Today’s subject unfortunately is not one of those happy subjects; today’s subject is corruption.
Today we are releasing the findings of a USAID-funded survey, conducted by Director Pasha’s institution, on corruption in Albania. The survey tracks both the perception and experience of corruption by ordinary citizens. The news unfortunately is not good. According to the survey, 92% of Albanians says corruption is widespread among public officials and that is a decline of 8 points form a year ago. The report shows no progress in bribery indicators. Nearly 70% of people surveyed report paying a bribe for medical treatment. Nearly 60% have little or no trust in the judicial system. By a 3 to 1 margin, Albanians do not think the judges are impartial when conducting trials.
Director Pasha will give you more details and a full analysis of the report a bit later, so I will not go any further along those lines but these figures show that Albania has a serious corruption problem. Corruption affects all parts of Albanian society – the economy, the potential for investment, Albania’s image abroad.
But I do not want to continue reciting numbers; I want to speak a little bit about how corruption affects ordinary people. In my many many conversations with Albanians, not only here in Tirana but throughout the country, I have discovered that almost everyone has corruption stories to tell me. Let me give you just a few examples.

Besonders angenehm zeichnet sich auch die USAID Administrator Henrietta H. aus, deren Projekte leicht nach vollziehbar direkt dem Albanischen Volke, der Bildung etc.. zu gute kommt und nicht irgendwelchen dumm dreisten Politikern aus Deutschland, welche Beratungs Aufträge der GTZ und des BMZ ständig erhalten bzw. noch lächerliche Consults, welche von Nichts eine Ahnung haben. Die Dreistigkeit der kriminellen Politischen Banden aus der Deutschen Botschaft, der GTZ und dem BMZ findet man selbst in den üblesten Balkan Verbrecher Banden nicht, wie diese Banden im Süd Balkan inzwischen über 1 Milliarde € unterschlagen haben. Alles ist inzwischen bei der Albanischen Regierung in Arbeit und mit der Ausstellung von biometrischen Pässen wird in Kürze begonnen werden, nachdem die Firma SAGEM die Ausschreibunge vor einem Monat gewonnen hat. Viele Albaner besitzen etliche Pässe und bei Festnahmen von Kosovaren, werden ebenso Mehrfach Pässe geschlagnahmt. Viele Politische Albaner arbeiten sogar im Geschäft und in der Regierung unter Mehrfach Namen.

EC determines Albania’s conditions for visa liberalisation

TIRANA, Albania – The European Commission has determined conditions Albania must meet for an agreement on visa liberalisation with the EU. Foreign Minister Lulzim Basha will receive the document guiding the process on Tuesday (June 3rd) in Brussels. Albania must work on biometric passports for all citizens, legislation regulating the movements of citizens outside the country, and the equipping and training of border police and all other border officials. Albania must also establish mechanisms to control and analyse legal and illegal migration as well as organised trafficking. Other standards the government must meet involve the fight against organised crime, corruption and money laundering. Furthermore, Albania must co-operate fully with international organisations and respect international conventions, which would determine the speed of the visa liberalisation process. TIRANA, Albania – Police and interior ministry officials visited three southern coastal cities on Saturday (May 31st) to ensure a high level of security for holiday-makers this summer. Deputy Interior Minister Gent Strazimiri and Director-General of the State Police Ahmet Prenci visited Saranda, Vlora and Divjaka. ein UN Report 2008 stellt fest, das der Balkan sicherer ist als West Europa. Der ganz einfach Grund: Kriminelle können im Balkan keine Arbeit finden und erhalten ja über Projekte usw.. Visas und Aufenthalts Genehmigungen mit Hilfe der kriminellen West Politiker geradezu nach geworfen.

Dangerous links between business, politics and crime

Man braucht ja keinen UN Bericht zu lesen, um die Verbindung von Business, Politik und Organisierter Kriminalität zu sehen! Deutschland und sein AA und das BMZ, sind da bekanntlich seit 1999 Feder führend im Aufbau von Verbrecher Organisationen auf dem Balkan.

Rot- Grüne Politiker haben nun mal Tausende Visas an Kriminelle ausgestellt, so diese Banden unter dem Deckmantel der Politik nun u.a. in Deutschland leben und Albanien von der Pest befreit ist.

In der Schulbildung geht es ebenso rasch aufwärts mit Albanien, was im übrigen erneut ein Weltbank bzw. Amerikanisches Projekt ist.

Auch hier haben die Deutschen Unterschlagungs Team der GTZ kein Interesse, denn man investiert nur in sinnlose Studie und Consults, dessen Ergebnisse allgemein bekannt sind, bzw. niemand braucht. Alternativ investiert vor allem die Deutschen Unterschlagungs Künstler der Botschaft und GTZ, noch in Lust Reisen für Politiker, welche dann als Berater und Experten vor Ort mit bemerkenswerter krimineller Energie: Phantasie Spesen abrechnen können.
Science and Technology: Computers coming to Albanian primary schools

All Albanian primary schools will receive computers and IT centres by the end of the year. Also in the news: Serbia signed a co-operation agreement with India, and Solar Integrated Technologies won its first contract in Greece.

By the end of the year, all primary schools in Albania will have computers and IT centres, the education ministry announced on Sunday (May 25th). About 44% of Albania’s 600,000 primary school pupils have so far benefited from the project, titled “Schools with IT and Communication".
