The implementation of the integration criteria

For the implementation of the 12 key conditions for the further integration of our country in the EU, Brussels asked for a quick agreement between the Ministry of Integration and the respective Parliamentary Commission that is being led by the opposition.

The Head of this Parliamentary Commission, Ditmir Bushati, says that in the meetings held this week at the European Commission, the opposition was engaged for its part of the responsibilities.

“First of all, we will work hard for making a clear working plan for all state structures, and secondly, we will ring the alarm bells at any moment that the government will not implement the duties that it has undertaken or that it should fulfill. We are simply in the first steps and have started the Parliamentary Reform, the Electoral Reform and the laws that require qualified voting, such as the Ombudsman. As for the eight other priorities, we expressed to the Commissioner for Enlargement our will to be involved by supporting the reforms and by monitoring the steps that the government needs to take in this process. We guaranteed Mr. Lajcak that our Parliamentary structure at the Commission of Integration will have a proactive. We also agreed that it is up to the government for undertaking concrete reforms in these areas, and these are their responsibilities”, declared Bushati, head of the Parliamentary Commission for Integration.

Considering as “bitter” the practices of the past, the chairman of the Integration Commission underlines the importance of the political will for implementing the legislation.

Ditmir Bushati: we know pretty well that the key problem is not the legislation itself, but the way how the laws are implemented, how the institutions are built. And we will keep in consideration this experience, in order to have a clear process. We must not forget that the next year will be very important for Albania, and many strong political changes are expected, which will be monitored by Brussels and the other important partners that support Albania.

We have some reforms: the Justice Reform, which has been left in oblivion. We have issues related to the public administration, issues that are related with the designation of the most important constitutional institutions of our country, issues that are related with corruption, where it is clearly seen that there is no political will for fighting them as it should. We have many important reforms, where the opposition has only a decisive role for bringing them to the citizens’ attention and other international factors.

On October 12th, the European Commission was unable to recommend the candidate status for Albania to the EU Council, since the country, as argued in the recent progress report, did not fulfill any of the 12 key priorities.

Pano: Albania needs to clean justice system

Nikolla Pano, Professor at the Western Illinoi University, says that the legal system in Albania needs de-politicization and removal of unqualified people.

In an interview for VOA, the history professor declared that without this reform, Albania’s EU integration will be delayed.

“The legal system is one of Albania’s biggest legal problems. I think that the roots of this problem start before the elections of 2009. ……

Fighting Corruption in Albania

In the battle to combat corruption among Europe’s less developed countries, Albania is known to be facing one of the toughest struggles. The country’s politicians, however, are coming together in a rare show of unity to tackle the problem.

Many international organisations have identified corruption as one of the main problems of Albania’s post-communist history. The country, rated Europe’s second-poorest following Moldova, has been urged to intensify its efforts against corruption and the threat it poses to development. Apart from the economic consequences, corruption could also mar Albania’s prospects for EU and NATO integration.

Recognising the significance of the problem, Albanian politicians have signalled a rare willingness to unite in the name of national interest. The government has consented to an anti-corruption programme proposed by the opposition and to contract a foreign auditing company to inspect the bank accounts of senior politicians and officials, according to a recent report by the Institute for War and Peace Reporting (IWPR).

On the basis of local media reports, IWPR concluded that corruption in Albania was highly evolved and ranged from gifts to politicians such as cars and apartments to smaller cash bribes for lower-level officials. “Millions of dollars disappear through this way of governing, money which could be better used on education, hospitals or energy resources,” the IWPR quoted independent analyst Fatos Lubonja as saying.

Pandeli Majko, the new prime minister, has identified the fight against corruption as a top priority of his government. In Lezha on 4 March, he said increasing transparency in the activities of state structures was an obligation of the administration, which, he stressed, was “just a manager but not an owner of the money of the Albanian taxpayers”.

The Citizen’s Advocacy Office is an NGO established about three months ago to fight corruption at the state level. Kreshnik Spahiu, an attorney who heads the organisation, told Radio Free Europe that his office is recording an average of ten new corruption cases a day and that the scope of submitted complaints and accusations was surprisingly wide. He himself was solicited for a bribe by the state telephone company when he wanted to get new phone lines for his office.

Zef Preci, a former minister of economy and privatisation, said there was corruption in almost all branches of the state and that it stood behind public fund transfers. For him, corruption was worst in the justice system, and followed by the government and state-controlled structures.

In Lezha, Prime Minister Majko expressed support for a collaborative effort between politics, “whatever its colours are”, and Albanian citizens. He added, “This is a struggle between the law and anti-law, between progress and regression. Whatever the cost and time it takes, it doesn’t have a chance to fail.”

The Socialist leader, Edi Rama, attended a meeting in Brussel with the European Commissioner for Enlargement, Stefan Fule. According to the European Commission, these are part of the regular meetings with the Albanian political forces. 

Peter Stano, Spokesperson for the European Commission for Enlargement, declared that Mr. Fule and Mr. Rama exchanged their opinions about the current political situation in Albania. Mr. Fule emphasized to the Albanian partner that is important for all political parties in Albania, the majority and opposition, to embrace the European agenda, same as the entire Albanian society, and turn it into a national agenda, because this is very significant for Albania’s EU membership.

Commissioner Fule expressed his hopes that the Ministry of the European Integration, together with the Parliamentary Commission of Integration, will be able to reach an agreement on the action plan for implementing the 12 key priorities, the implementation of which approaches the country to the EU.

“Commissioner Fule underlined that the Albanian political parties will base their relations in respect of their mutual role in society, in respect of a dialogue with the goal to develop a more constructive and a better political life in Albania”, Stano declared.

The SP delegation will participate in the European Socialist Convention in Brussels.

MP’s son murder case to be inspected

A few days after the Court of Tirana found guilty for murder Kostandin Xhuvani, the son of the Albanian well-known actress and Socialist MP, Luiza Xhuvani, the Minister of Justice, Eduart Halimi, ordered an urgent inspection in Court and Prosecution. 

The Ministry of Justice inspectors arrived at these institutions, and the Minister declared that the inspection is being made for inspecting the policies of the Albanian justice for equality.

Top Channel has secured the court sentence for Konstandin Xhuvani, who is sentenced to two years in prison.

The Prosecutor accused Xhuvani of murder without crossing the self defense limits, and asked three years to prison. The Prosecutor also asked one year to prison for illegal firearm possession.

The Prosecution has also asked the implementation of Article 55 of the Penal Code, which states that when the defendant’s multiple charges do not indicate signs of further dangers, the court can chose the gravest sentence of these charges.

The defendant’s lawyer asked the court to release his client from the murder charges, claiming self defense under heavy psychological conditions, and claimed that he should be sentenced only for illegal firearm possession.

Konstantin Xhuvani was found guilty for murder without crossing the self defense limits, and was sentenced to three years in prison.

But due to code 406 of the Penal Procedure, he will serve only 23rd of the sentence, only two years.

His friend, Albi Zela, is sentenced with 14 months to prison for obstructing justice. The Prosecution has not appealed the sentence.

On 12 February 2011, Konstantin Xhuvani killed with firearm Alfred Musabelliu, after a conflict that Albi Zela had with the victim, in which Konstandini was involved by shooting the victim in the head.

Pak ditë pasi gjykata penale e Tiranës shpalli fajtor Kostandin Xhuvanin, djalin e deputetes Luiza Xhuvani, për akuzën e vrasjes së kryer në kapërcim të kufijve të mbrojtjes së nevojshme, ministri i Drejtësisë Eduart Halimi ka urdhëruar një inspektim urgjent në gjykatë dhe në prokurori.

Sipas zyrës së shtypit, inspektorët e Ministrisë së Drejtësisë kanë mbërritur në këto dy institucione për kontrollin e kësaj dosjeje, ndërsa është informuar për kontrollin, sipas Ministrisë së Drejtësisë, edhe prokurorja e përgjithshme.

Sipas ministrit të Drejtësisë, kontrolli i bëhet prokurorisë për politikën penale të dënimit të ndjekur dhe për parimin e drejtësisë dhe barazisë në subjektet e procedimit penal.

Pano: Albania needs to clean justice system

Nikolla Pano, Professor at the Western Illinoi University, says that the legal system in Albania needs de-politicization and removal of unqualified people.

In an interview for VOA, the history professor declared that without this reform, Albania’s EU integration will be delayed.

“The legal system is one of Albania’s biggest legal problems. I think that the roots of this problem start before the elections of 2009. This is one of the radical problems of post communist transition”, Pano declared, listing the problems of this system.

“But what are these difficulties? First of all, there is the need to de-politicize the legal system. It is necessary to appoint qualified legal experts in leading positions. For example, it is regrettable that there are so many difficulties in choosing the Supreme and Constitutional Court members”, Pano underlined.

According to him, the problem derives from unqualified and corrupted judges, and the constant job transfer of others.

“When you see that some judges or legal experts approach to important matters in a periodical way, or when some judges are involved in corruption, it undermines the credibility of the legal system. In Albania there are judges that do not seem qualified for the posts that they hold”, Pano emphasized.

The professor then greeted the positive cooperation signals were given by the biggest parties after two years of political stalemate.

“I am encouraged by the recent developments in Albania. There seems to be an interest for ending the political stalemate that has created so many difficulties in the country. I am happy that the Socialist Party now seems committed to participate in the Parliament and many commissions. Second, prosecutors must work cooperatively with the police, must avoid political entanglements and must bring strong, professional cases against the bosses as well as the foot soldiers. Third, as judges you have a responsibility to convict the guilty and to pass sentences that are commensurate with the crimes committed. We know this is not easy. We know bribes are offered, and we know judges are also threatened. When judges and prosecutors are threatened, the forces of public order bear a responsibility to provide them with whatever protection is needed.

Police, prosecutors and the courts. All three have to be involved. Each branch must carry out its professional responsibilities. All three must cooperate to ensure the rule of law.

We know this is a very tough fight. Like the terrorists of al-Qaeda, the traffickers and organized criminals have money and guns and take advantage of the freedom our open societies offer. But, remember, the fight against terrorism is not being undertaken by one nation alone. There is an international anti-terrorist coalition of all who respect freedom and order – and Albania is playing an important role in this coalition. Increasingly, we can say the same thing about the fight against crime. That is why the United States has established offices at the embassy to work with the police (ICITAP) and the prosecutors (OPDAT). It is why we also have an FBI liaison officer to work with his Albanian counterparts on regional issues involving trafficking in women and children. In addition, the European Union is building up its new police cooperation unit, and other countries such as Italy and Greece have strong bilateral cooperation programs.

The international community is sometimes subject to criticism from Albanian commentators. This is good, because nobody is perfect. But the criticism should be constructive – aimed to help us focus and do better – not just destructive polemic.

The same goes for the internal political debate among and within the parties. Let the debate be sharp and tough, but let it be focused on how to get the job done better – not on name calling and not on destabilizing the country. This only creates yet more opportunities for criminals and corrupt officials to exploit Albania, its institutions and even its future. After the recent debates within the Socialist Party, new ministers will deserve the support of the party and the people as they seek to deal with complex issues which are crucial to Albania’s continued development. Now is the time for the government to get down to work, and space must be given to allow the government to accomplish its work.

As judges, you have worked hard to be independent and to demonstrate your competence. We appreciate and understand the difficulties that confront you and your work. Your continued efforts are essential for progress toward the rule of law and regional stability. At this year’s conference, you will tackle an equally hard task: building relations with the public and strengthening the confidence and trust of citizens. I am pleased that the prominent American jurists Paul Magnuson and Robert Utter are here to share their expertise and experience on this important subject.

On November 15th, the Press Office of the Interior Ministry notified the public for the new procedures of equipping people with biometric passports.

The Interior Ministry has issued an order on November 11th, after being advised by the General State Police. This decision gives to the police the previous role in the distribution of passports.

“According to this procedure, the Albanian citizens who apply for biometric passports must be equipped with an identification form from the police department of their living area”.

The identification form is approved by order of the General Chief of Police. A copy of this form must be presented to the Civil Registrar employee. The truth why this role has returned to the police, is that dozens of people stole others’ identities, especially by Kosovo citizens who have applied for Albanian citizens, to gain free movement in the EU.

A bigger concern is created by Albanian citizens who have been banned to enter EU countries after the visa liberalization, and for this reason they have used fake identification.

Safe sources from Top Channel say that foreign polices agencies have notified our country in two occasions, when these citizens have been arrested and have resulted with biometric passport of other people. Police has started investigation for dozens of cases, since the Albanian penal code doesn’t have identity theft as a crime.

The European Union criticized the Albanian government for the slow progress in protecting the intellectual property, a key obligation of the Stabilization Association Agreement.

“We have noted a slow progress in the approximation with the EU legislation about the copyright issue and protection of industrial property. Albania needs to fulfill the SAA obligations”, declared the EU Ambassador in Tirana, Ettore Sequi.

Mr. Sequi was invited in a conference organized by the American Chamber of Commerce, which noted a series of problems on why Albania has stalled in this area.

“There’s a low number of cases that have been brought to justice; lack of experience and qualification of the judicial system and low awareness for the significance of the protection of these rights. There is also the need for a better coordination between the agencies that observe the current copyrights”, the Ambassador declared.

“The law fully approximates our legislation with that of the EU”, declared the Minister of Culture, Aldo Bumci.

The vice US Ambassador, from the pioneering country for the protection of intellectual property explains why this is an absolute priority.

“Many diplomats, my colleagues in different countries of the world, always ask why USA gives so much importance to the protection of intellectual property. The answer is simple. It is the protection of these rights what has encouraged technology and innovation, by improving the life of millions of people all over the wold”, declared the vice US ambassador, Deborah Jones.

Representatives of many international companies say that piracy keeps foreign investments away.

“When I visited Albania, someone asked me if Microsoft would open any production center in Albania. And my answer was that it couldn’t happen with this piracy. The labor cost here is low, and it is a wise decision to invest here, because one could save money with that cost, but as long that the intellectual property is not protected, it is difficult for someone to take the decision and invest here”, declared Evgemi Danilov, representative of the Microsoft Company.

Piracy in Albania can be found everywhere, and it is not limited only in the internet area, but in all media industry.

“Some of the concerning problems are the broadcasts of licensed and unlicenced cable TV operators. These operators have openly abused with the programs of ‘Digitalb’”, declared Sokol Nako, legal representative of Digitalb.

The protection of intellectual property is a key obligation for Albania to join EU.

Durres, prison guard arrested for drugs

Durres Police arrested a prison guard over drug dealing charges.

The arrested is the 41-year-old Arben Voci, from Xhafzotaj, who is accused of distributing narcotic substances to the Durres inmates.

The Interior Control Service had received information for the activity of the prison guard, after finding a considerable amount of drugs in one of the cells.

Arben Voci was accused of trading narcotic substances, while the materials were sent to the Durres Prosecution. ¶1. (SBU) SUMMARY. Two unrelated, but widely reported arrests
were made in recent days, both of which highlight the fight
of Albanian police and prosecutors against corruption and
organized crime. In the first case, seven members of a drug
trafficking network who were laundering proceeds through
construction projects were arrested simultaneously in four
cities across the country. According to media reports,
prosecutors obtained warrants authorizing the seizure of
apartment buildings, beach-front property, cash, and luxury
vehicles. In the second case, the chief of police and three
of his staff in the central Albanian city of Tepelena were
arrested for producing false passports. END SUMMARY.

CONSTRUCTION GANG ARRESTED

¶2. (SBU) Following a year-long investigation carried out by
the Serious Crimes Prosecutor’s Office and the Albanian State
Police (ASP), the Special Operations Force of the ASP
arrested on May 23, 2006 seven members of a drug trafficking
and money laundering network. The operation was carried out
in simultaneous pre-dawn raids in four cities across Albania:
Tirana, Elbasan, Durres, and Vlora. The arrested include the
purported boss of the network, Ilir Kociaj, as well as
Geront Tola (AKA Geront Dedja), Zamir Vadardha, Bledar
Balliu, Aleksandre Kolici (AKA Aleksandre Gremi), Leonard
Cobaj, and Ervin Tavanxhi. The latter is the son of a former
Democratic Party (DP) member of parliament, Kozma Tavanxhi,
who served between 1992 and 1996. The seven have been charged
with international drug trafficking and participation in
organized crime. These names have been provided to the
Consular Section for inclusion in Consular Lookout and
Accountability System.

¶3. (SBU) The investigation was begun last June by the
Prosecutor of Serious Crimes, following information obtained
from the prosecutor of Florence, Italy, which indicated that
the defendants were involved in drug trafficking in the
regions of Tuscany and Lombardy in 2003-2004. According to
media reports, some of those arrested were wanted by Italian
authorities and had fled that country in 2004 following the
arrest of 13 other Albanians involved in drug trafficking and
organized crime. In addition to trafficking drugs into Italy,
the group also reportedly operated in The Netherlands,
Germany, and France. During the raids, police seized
USD29,000, Euro3,000, LEK1 million, and four new luxury
Mercedes-Benz vehicles.

¶4. (SBU) In addition to vehicles, the individuals reportedly
invested in construction projects and other fixed assets,
including luxury apartments and beach-side villas. Such
lucrative investments have become the instrument of choice
for money laundering. Prosecutors have established a direct
connection between a 12-story apartment building currently
under construction in Elbasan and Ilir Kociaj, the purported
crime boss and owner of a construction firm in that city. The

Prosecutor’s office reportedly has made such solid links to
two other apartment-building construction projects in Elbasan
and Tirana, as well as the purchase of several luxury
apartments in Tirana and beach-front properties in Durres and
Vlora. Authorities have frozen the assets and banking
accounts of all of the suspected individuals as well as the
associated construction companies.

CORRUPT POLICE OFFICIAL ARRESTED FOR PASSPORT FRAUD

¶5. (SBU) On May 23, 2006, Afrim Zeqiri, Chief of police in
Tepelena, was arrested along with his driver, Xhevhir
Myrtajn, Passport clerk, Ali Hajdini, and Police Inspector,
Behar Pasha. These arrests followed the arrest of a wanted
individual from Kukes who was found in possession of a
passport issued in Tepelena. Zeqiri and the others are
accused of having knowingly produced a passport with a false
name for a known criminal wanted by the police. Based on an
investigation carried out by the Internal Control Service of
the Ministry of the Interior, 60 other cases have been
uncovered at the Tepelena office in which passports have been
issued in names which do not appear in the Civil Registry of
that locale. (NOTE: In the Albanian system, there is no
central passport issuance agency and passports are issued by
regional offices based on birth and civil registration
records in that locale. Typically, passports can only be
issued for individuals who are registered in that district.
END NOTE.) It is believed that applicants paid up to 1000
Euros for a false passport.

¶6. © COMMENT: These high profile raids and arrests are
examples that Albanian prosecutors and police can point to
they work to demonstrate that they are serious about cleaning
things up. The next step will be getting these criminals
convicted. It will be interesting to see how the process
plays out between the police, the prosecutors, and the
judges, particularly in the current overheated political
climate. These high profile cases underscore the importance
of cooperation between prosecutors and police in attacking
organized crime and corruption (see reftel C). End Comment.

Tirana-Elbasan tunnel

6 months after the construction works started for the new highway that connects Tirana with Elbasan, the tunnel has advanced without delays. 

After the construction of the first kilometer, Prime Minister Berisha inspected the works in the 2.5 km long tunnel, the most delicate part of the project and the biggest undergoing infrastructure construction in our country. Berisha declared that the good works progress means that the tunnel will be functional after one year.

“This tunnel, together with the Kalimashi and Qafe Murrizi tunnels, will change Albania definitively. After the construction of these major works, the Albanians will be able to travel with the highest European standards and will reach all Albanian cities faster”, Berisha declared.

During the inspection of the Tirana-Elbasan tunnel, Berisha accused the opposition of having tried to stop the budget that included the construction of this tunnel, same as they did with Albanian EU candidate status.

Berisha added that the construction of 9000 kilometers of roads in five years, the wage and pension increase and the construction of other major public works, are the undeniable evidence of the country’s progress.

“This is the result of your hard work, our reforms and transparent management of your money. The constructions continue each day, regardless the slanders and nihilisms thrown against them. Let us respond to slanders with work and only work”, Berisha underlined.

Albania heading towards energy crisis

Albania is heading towards a serious energetic crisis, due to the prolonged drought that has consumed the water reserves in hydropower plants.

The water level in Fierza has fallen to 260 meters, and continues to fall, due to the lowest historical water levels. The water level in November was only 34 cube meters per second, from 204 that was the average of this month in the last 50 years. All hydropower plants produce only 6 million KW hours per day, while consumption is almost four times higher.

In this situation, the Electro-Energetic Corporation has been obliged to import big quantities of energy. The energy import has reached the historical record, almost 17 million KW hours per day, making the financially week corporation spend almost 30 million EUR per month, to buy energy. This situation has started from the beginning of the year. In total, during the entire year, KESH has produced 3.7 billion KW hours in the country, and has been obliged to import 2.6 billion others. Due to this situation, KESH is in urgent financial needs.

The corporation has been obliged to take bank loans for buying energy, but now has reached a point when it cannot secure funds without the state’s intervention. Due to the crisis that has hit the Albanian economy, the government is financially unable to secure funds for the corporation, with the debt that fluctuates around the maximal level and with government finances in the worst position of the last decade, the energetic crisis could bring big consequences for the economy in general.

Privatization that did not solve the crisis

In 2009, when the energy distribution was privatized with the company today known as CEZ, the government built a model that did not resolve the long energetic stalemate. On one hand, the government charged KESH with the legal obligation to secure energy for the country, but on the other, it did not resolve the financing issue, because the scheme does not guarantee revenues for the corporation.

Today, the Albanian Energetic Corporation sells to CEZ only 1.4 ALL per KW hours, but for handling consumption they have to buy with a 7 to 8 times higher price. The annual budget reviews not only have not favored KESH, but have discriminated it financially. Last year, the Regulation Entity reduced the price of the energy that KESH sells to CEZ with 30%, for compensating the growth required by the Czech Company.

During the first two years, the crisis was temporarily hidden due to the heavy rainfalls that increased domestic production by decreasing the cost. But now that the drought has returned, KESH is financially unable to secure energy for the entire country. As long as the government will not give a final solution to KESH finances, the energy market in the country will be in chaos and a source of crisis. And this is also due to the fact that the energy consumption is increasing with a fast pace, to the point that the experts say that KESH will not be able to fulfill the legal obligation to secure energy for the entire country.

 Das niemand Geld hat, mit Ausnahme krimineller Zirkel und Clans, welche oft nur Geldwäsche betreiben rund um den Beton Tourismus, welche das Land zerstört hat, ist jedem vor Ort seit Jahren bekannt. Noch deutlicher wurde es, wenn man die vielen geschlossenen Geschäfte sah, und man auf vielen Kilometer die Läden, Bau Geschäfte, Zubehör Geschäfte sah im Raum Durres - Tirana, ohne Kunden. Deutlich wird das auch, das so wenig Treibstoff importiert wurde, wie seit Jahren nicht mehr. Als reine Betrugs Tankstellen konzeptiert, werden trotzdem als Geldwäsche Anlage, immer noch fast alle 300 Meter eine Tankstelle errichtet - ohne Kunden natürlich.
Die komplette Wirtschaft Albaniens, basiert auf Geldwäsche aus Drogen- Waffen- Menschenhandel. Wichtiges Produktions Mittel, sind neben Cannabis Sativa, die anderen Produkte der Drogen Küchen.  Ansonsten lebt man vom Diebstahl, der Ausländischen Aufbaugelder und Unterschlagung der Gelder für Infrastruktur Projekte, was zum System gehört. siehe EU Bericht aus 2002, Ilir Meta Regierung das 50% des BIP, reine Geldwäsche ist. Inzwischen ist es im Afghanischen Niveau von 75%!

Was es seit Jahren nicht mehr gab, geschieht nun immer öfters. Fake Polizisten mit Uniform und Ausweisen, stoppen Autos und plündern die Fahrer aus. In einem Staat mit korrupten Richtern und Staatsanwälten kann man sich ja bei Politikern und Richtern für Geld freikaufen, inklusive verurteilter Mörder, wie die Fakten und wikileaks cables beweisen. Also ist man so kriminell, wie man will.

Schon 2010, gab es gezielten Raub, an Autofahrern, was nicht verwundert. Die “Tropoje” Polizei Chefs, wissen Nichts und sind mit Landraub und dem Bau ihrer illegalen Lokale beschäftigt, oder fahren gegen Geld Begleitschutz in alter Tradition, für die Drogen Mafia vor allem. Gesetze kennen diese Gestalten nicht, und wenn der Kopf faul ist, was bei den letzten Innenministern wie Lulzim Basha und Sokol Olldashi schon zu erkennen war, wird es immer schlimmer. Inklusive Bujar Nishani, der einen Bruder hat, mit dubiosen Verbindungen und eine teure goldene Uhr vor Jahren trug, waren alle Genannten direkt mit der Mafia verbunden und von ihre wie auch die wikileaks cables beweisen. Top Kriminelle in Top Positionen im Innenministerium: da hatte man nie ein Problem in Albanien, weil man das Ministerium in einer alten Tradition, an die Mafia direkt verkaufte, wie Innenminister wie Petro Koci, Spartak Braho, Sokol Olldashi, Spartak Poci, Luan Rama, usw. aufzeigt. Die Super Mafia Familie Selmanllari, bekannt auch als Drogen Diplomate und Urkunden Fälschungen für Grundstücke und Baugenehmigungen in Orikum, hat das Direktorin für Personalwesen im Innenministerium. Agron Kulicaj, 2. höchster Polizei Direktor aus Tropoje und seine Bande aus Tropoje und rund um Salih Berisha, trägt Verantwortung, warum nur Deppen noch aus Tropoje und Kukes, wieder Direktoren werden und jedes Gesetz gerade beim Landraub und illegaler Bebauung ausser Kraft ist und man sich erneut nur um den Schutz Mafiöser Transporte kümmert. Three people in plain-clothes stopped civilian cars by presenting them the identity card as a police document, with the loud orders usually given by the Albanian Police agents in their operations, such as: “Stop, police!” and “Stop, Narcotics”!

After stopping them, the suspects robbed the citizens’ money, cell-phones and even documents. After a two-week investigation, police arrested two of them and is looking for the third.

The Tirana Police Director Assistant, Arben Nasufi, declared that the arrested are Erland Markola, aged 23, and Enea Kajaci, aged 22. Police is looking for the third gang member, Fatmir Gjoci, who has changed his name to Alban Ila.

The three criminals had made several robberies with the same method. Tirana Police also declared that they had arrested for police resistance and threats the citizens Elvir Maloku and Alfons Maloku, both of them with previous criminal records.

Original Geldwäsche und Betrugs Systeme, der Albaner Politischen Mafia, leicht immer an den vielen Firmen auch zuerkennen.

Man vergibt illegal Lizenzen an solche Firmen von Verwandten, welche dann wie auch bei den Wasserkraft Lizenzen des Baskim Ulaj, nur dazu dienen, dann Investoren zufinden und dann wird eine neue Firma gegründet, wo man massgeblichen Einfluss hat, ohne je etwas zu investieren. Nennen wir es Erpressungs- und Betrugs Modell der Albaner Mafia, und diversen Regierungen, wo auch Strabag, Hochtief (über den AAEF), aber auch in Griechenland die Telekom Deutschland, der Ehefrau des Finanzministers, bei der Privatisierung der Griechischen OTE, den Posten der Liegenschafts Verwalterin erhielt. 2010, schrieb dann die Telekom das Investment mit hohen Abschreibungen teilweise ab, was also der Steuerzahler dann bezahlt.

Das Innenministerium, wünscht natürlich auch eine Lizenz für die ATU Firma des Bashkim Ulaj. ATU, erhielt von dem Gjoka Mafia Vertreter Transport Minister Sokol Olldashi, eine 40 jährige Monopol Lizenz, für die Breitkabel in Albanien, welche gerade das Parlament beschäftigt. Nach Protest des Ministers Genc Pollo, der sich übergangen fühlte, war das gestern eine Parlaments Debatte, aber ohne die Firma des Herrn Ulaj zuerwähnen. siehe unten noch mehr Details in dieser Woche.

In der Parlaments Debatte, gestern tauchte ein Türkische Firma auf, welches das Geschäft mit den Breitband Kabeln machen will und dann wird erstmal lange verhandelt, welche Anteile, Posten, Jobs die Familie Berisha, über die Firma ds Bashkim Ulaj : ATU ! Identisch wie bei der Chrom Lizenz mit Bashkim Ulaj und einer neuen Firmen Gründung, wo man die Deutschen wohl massiv erneut über den Tisch zog, so hohe Anteile dieser Albaner Mafia Gruppe zugeben und wie immer Personal Vollmacht sowieso, wer eingestellt wird. Und schon geht die Firma mit der dummen Verwandtschaft in den Bankrott.

Salih Berisha ist ein arachischer Dumm Clan Chef, auf dem Niveau von Taliban und terrorisiert das Albanische Volk, vor allem auch rund um Blutrache Morde, Grundstücks Raub und Raub des Staatsvermögens.

The Ministry of Economy, Trade and Energy announced yesterday that will ask the termination of 12 concessionary agreements given in 2008-2009 for the construction of private hydropower plants that promised millions of EUR of investments, which has resulted as a failure.

The ministry is unable to cancel the agreements immediately, but they must address to the court for canceling them as a contractual party. The 12 companies had promised to invest 56 million EUR for the plants that would produce 74 MW of electrical power, but three years after the concessions, they have not respected the agreements by placing the 10% of the investment total sum, as the agreement provides.

This is a new direction for the history of energetic concessions that were given by the government to many small and unknown companies, presenting it as a major reform but that gave empty results.

The concessionary agreements were given by the government through suspicious tenders, with private companies promising to build small hydropower plants and the government promising to buy their energy with a high price.

There are 400 hydropower plants that were supposed to be built with this scheme. After the concession, it resulted that these companies were unknown and the government had never asked any of them if they possessed the necessary qualifications and financial sources for building the hydropower plants….

Bëhet fjalë për një tender të majmë, me vlerë 40 milion euro për ngritjen e rrjetit të fibrave optike. Skandali shpërtheu kur e përditshmja Panorama shkroi se Ministri i Transportit, Sokol Olldashi, kishte dhënë monopolin e rrjetit të fibrave optike tek një firmë për 40 vite. Gazeta nuk e përmendi që pas kësaj firme fshihej Bashkim Ulaj, biznesmen i familjes Berisha. Çështja u komplikua edhe më shumë për shkak se edhe Ministri i Komunikacioneve, Genc Pollo, hapi procedurat për tenderin me të njëjtin qëllim. Madje ky tender ishte thuajse gjithçka bën Ministria e Pollos. Për shkak të përplasjes, Pollo shtyu procedurat e tenderit.

Ndërkohë, siç bën të ditur e përditshmja Shqip, për të zgjidhur këtë konflikt është ngritur një komision nga Ministria e Ekonomisë, që i ka dhënë të drejtë Olldashit. Komisioni përbëhej nga: Nasip Naço, kryetar; Zef Preçi, nënkryetar dhe me anëtarë Mimoza Dhëmbi, Besjan Pesha dhe Arben Ndoci.

Gazeta Shqip shkruan se kjo është një ‘shuplakë’ për Pollon, që do detyrohet të anulojë vendimin për hapjen e tenderit.

Elbasan, 500 small businesses closing

500 small business subjects in the city of Elbasan have filed for bankruptcy for having less buying power and not being able to pay taxes and waterpower bills.

The Vice Mayor of Elbasan, Serafin Papa, declared that 500 businesses have filed for bankruptcy in the last months, and the number is expected to increase by the end of the year.

The Elbasan Municipality registered 230 new business subjects during 2011, while 500 others are closing. The big difference has created concerns among the businessmen.

The owners of these businesses say that taxes and other bills, such as electricity and water, are constantly growing and this makes their activity impossible to survive.

Most of the closing businesses are those of daily consume, such as minimarkets, clothing and dry-goods shops.

Other businessmen are closing their activities without paying the Tax Office, creating damages to the latter, who have asked the Municipality’s help for collecting the remaining obligations.

The city of Elbasan has 3200 small business, and the entire district counts around 10.000.

Bell: Government predictions, too optimistic

While the Albanian government and the Opposition continue the controversies about the next annual budget, the IMF says that the government’s predictions are too optimistic.

The former director of the IMF Mission for Albania, Gerwin Bell, declared for Voice of America that in the conditions of an European economic instability, Albania’s economic growth is expected to be even lower.

“IMF calculates that there is a great technical recession danger in more than one big European economy. This will have big consequences for Albania, regardless the economic achievements.

“For giving an example, three months ago we predicted a 2.5% economic growth for this year, and 3.5% for 2012. But based on the current developments, we predict that there will be a growth not lest than 2% in 2011 and 1.5% in 2012. These are real effects that are being transmitted by the main European economies to the new economies and their partners”, Bell declared.

Bell also expressed his concern for the mandate of the Governor of Bank of Albania.

“The Bank of Albania must be an institution independent from politics and politicians. They should be able to take difficult decisions, maybe not popular, such as increasing interest rates or other bank requests for more capital. More than one week has passed, but the Bank Governor is without a mandate. It is not good having an independent institution that is led by people who have no mandate. I don’t want to comment the merits of the chosen candidate, but it is important to select someone who is qualified and that has a clear mandate. Governor Fullani is a qualified person, and he has proved this. But I want to underline that the mandate of the Governor and Board should be respected, so that they can take politically difficult decisions”, Bell underlined.

Tenderi 40 mln euro, Pollo përplaset me Olldashin te Naço

Tenderi prej 40 milionë eurosh për kompaninë ‘ATU’, për dhënien në përdorim të pasurisë së paluajtshme publike për ngritjen e rrjetit të fibrave optike, i lëshuar nga ministri i Transportit, Sokol Olldashi shkon në “gjyq” te Ministria e Ekonomisë që drejtohet nga Nasip Naço. Konflikti i nisur ndërmjet dy ministrave të kabinetit ‘Berisha’, Olldashi dhe Pollo ka mbërritur te Komisioni i Ndihmës Shtetërore, i cili drejtohet nga ministri i METE-s, Nasip Naço. Shkak i shqyrtimit të kësaj çështjeje mësohet se është bërë Avokati i Përgjithshëm i Shtetit lidhur me problematikën e urdhrit nr. 120, datë 23.8.2010 të ministrit të Punëve Publike dhe Transportit. Avokati i Përgjithshëm i Shtetit kërkoi në këtë shkresë, “vlerësimin e të drejtës ekskluzive të përdorimit të pronës publike, si dhe vlerësimin e këtij urdhri nga Komisioni i Ndihmës Shtetërore”. Nëse tenderi prej 40 milionë eurosh konsiderohej si ndihmë shtetërore nga Ministria e Transportit nisur nga fakti se i lihet në dispozicion pasuria shtetërore, e paluajtshme si rrugët nacionale. Komisioni i Ndihmës Shtetërore i përbërë nga: Nasip Naço, kryetar; Zef Preçi, nënkryetar dhe me anëtarë Mimoza Dhëmbi, Besjan Pesha, Arben Ndoci, në vendimin e 28 shtatorit të këtij viti ka vendosur që të mos ta cilësojë si ndihmë shtetërore dhënien e të drejtë së firmës ‘ATU’. “Komiteti vendosi: 1. Urdhri nr.120, datë 23.8.2010 i ministrit të Punëve Publike dhe Transportit ‘Për dhënien e lejes për përdorimin e pasurisë së paluajtshme publike aksit rrugor kombëtar me kundërshpërblim’, nuk përbën ndihmë shtetërore, sipas përcaktimit të nenit 4 të ligjit nr.9374, datë 21.4.2005 ‘Për ndihmën shtetërore’, të ndryshuar. 2. Në zbatim të nenit 44 të ligjit nr.9121, datë 28.7.2003 ‘Për mbrojtjen e Konkurrencës’, të ndryshuar, njoftohet Autoriteti i Konkurrencës për shqyrtimin e urdhrit të ministrit të Punëve Publike dhe Transportit, me nr.120, datë 23.8.2010 ‘Për dhënien e lejes për përdorimin e pasurisë së paluajtshme publike, aksit rrugor kombëtar, të përcaktuar sipas pikës 2 të lejes, shoqërisë ‘ATU’, për vendosjen e rrjetit privat të fibrave optike me kundërshpërblim dhe me destinacion përdorimi ekskluziv, mënyrë menaxhimi dhe mirëmbajtjeje’ dhe marrjen e vendimit përkatës”, - thuhet në vendimin e 29 shtatorit. Më tej bëhet e ditur se, “me këtë vendim, të njoftohet Avokati i Përgjithshëm i Shtetit, Ministria e Punëve Publike dhe Transportit dhe Ministria e Inovacionit, Teknologjisë”. Komisioni bën të ditur se kundër vendimit të mësipërm mund të bëhet ankimim në Gjykatën e Rrethit Gjyqësor Tiranë, brenda 30 ditëve nga marrja dijeni. Ankimimi ndaj vendimit të mësipërm nuk pezullon ekzekutimin e këtij vendimi. Komisioni ka rrëzuar dhe Autoritetin e Konkurrencës njëherësh me vendimin e dhënë. “Në përfundim të shqyrtimit të kësaj çështjeje, Komisioni i Ndihmës Shtetërore vlerëson se:

Nuk ekzistojnë indiciet për të vlerësuar/matur, shtrembëron apo kërcënon të shtrembërojë konkurrencën e parashikuar në nenin 4, pika 1 të ligjit për ndihmën shtetërore; - dhënia e të drejtës së përdorimit nuk mund të përcaktohet në asnjë nga format e ofrimit të ndihmës të parashikuara në nenin 4, pika 2, të ligjit për ndihmën shtetërore”, - thuhet në vendim.

‘Shuplaka’ ndaj Pollos

Komisioni në vendimin e tij kërkon që ministri i Inovacionit dhe Teknologjisë, Genc Pollo të anulojë vendimin për hapjen e tenderit, pasi një gjë e tillë i takon ministrit të Transportit, Olldashi. Kjo “shuplakë” vjen ndaj Pollos kur ky komision i kërkon ministrit të Inovacionit të tërheqë tenderimin. “Shfuqizimin e aktit administrativ: i) urdhri i ministrit për Inovacionin dhe Teknologjinë për fillimin e procedurave për dhënie koncesioni ‘Për të vendosur, instaluar, zhvilluar dhe menaxhuar infrastrukturën e rrjetit kombëtar me brez të gjerë (REKAB) në Republikën e Shqipërisë’, si dhe ii) ftesa për pjesëmarrje në procedurën konkurruese për dhënie koncesioni të REKAB, të publikuar në Buletinin e datës 23 maj 2011, faqe 283, të Agjencisë së Prokurimit Publik; - Anulimin e procedurës konkurruese të hapur nga MITIK për dhënie koncesioni ‘Për të vendosur, instaluar, zhvilluar dhe menaxhuar infrastrukturën e rrjetit kombëtar me brez të gjerë në Republikën e Shqipërisë’, të caktuar për t’u zhvilluar në datë 14 korrik 2011, ora 12.00, të publikuar në Buletinin e datës 23 maj 2011, faqe 283 të Agjencisë së Prokurimit Publik”, - thuhet në vendim e ministrit Naço.

Basha, jo vetëm e ndihmoi këtë kompani për të hyrë në tregun e fluturimeve, por edhe nxori jashtë loje disa kompani të tjera, me qëllim për të favorizuar kompanitë pranë qeverisë. The Ministry of Economy, Trade and Energy announced yesterday that will ask the termination of 12 concessionary agreements given in 2008-2009 for the construction of private hydropower plants that promised millions of EUR of investments, which has resulted as a failure. 

The ministry is unable to cancel the agreements immediately, but they must address to the court for canceling them as a contractual party. The 12 companies had promised to invest 56 million EUR for the plants that would produce 74 MW of electrical power, but three years after the concessions, they have not respected the agreements by placing the 10% of the investment total sum, as the agreement provides.

This is a new direction for the history of energetic concessions that were given by the government to many small and unknown companies, presenting it as a major reform but that gave empty results.

The concessionary agreements were given by the government through suspicious tenders, with private companies promising to build small hydropower plants and the government promising to buy their energy with a high price.

There are 400 hydropower plants that were supposed to be built with this scheme. After the concession, it resulted that these companies were unknown and the government had never asked any of them if they possessed the necessary qualifications and financial sources for building the hydropower plants….

Elbasan, 500 small businesses closing

500 small business subjects in the city of Elbasan have filed for bankruptcy for having less buying power and not being able to pay taxes and waterpower bills. 

The Vice Mayor of Elbasan, Serafin Papa, declared that 500 businesses have filed for bankruptcy in the last months, and the number is expected to increase by the end of the year.

The Elbasan Municipality registered 230 new business subjects during 2011, while 500 others are closing. The big difference has created concerns among the businessmen.

The owners of these businesses say that taxes and other bills, such as electricity and water, are constantly growing and this makes their activity impossible to survive.

Most of the closing businesses are those of daily consume, such as minimarkets, clothing and dry-goods shops.

Other businessmen are closing their activities without paying the Tax Office, creating damages to the latter, who have asked the Municipality’s help for collecting the remaining obligations.

The city of Elbasan has 3200 small business, and the entire district counts around 10.000.

Bell: Government predictions, too optimistic

While the Albanian government and the Opposition continue the controversies about the next annual budget, the IMF says that the government’s predictions are too optimistic. 

The former director of the IMF Mission for Albania, Gerwin Bell, declared for Voice of America that in the conditions of an European economic instability, Albania’s economic growth is expected to be even lower.

“IMF calculates that there is a great technical recession danger in more than one big European economy. This will have big consequences for Albania, regardless the economic achievements.

“For giving an example, three months ago we predicted a 2.5% economic growth for this year, and 3.5% for 2012. But based on the current developments, we predict that there will be a growth not lest than 2% in 2011 and 1.5% in 2012. These are real effects that are being transmitted by the main European economies to the new economies and their partners”, Bell declared.

Bell also expressed his concern for the mandate of the Governor of Bank of Albania.

“The Bank of Albania must be an institution independent from politics and politicians. They should be able to take difficult decisions, maybe not popular, such as increasing interest rates or other bank requests for more capital. More than one week has passed, but the Bank Governor is without a mandate. It is not good having an independent institution that is led by people who have no mandate. I don’t want to comment the merits of the chosen candidate, but it is important to select someone who is qualified and that has a clear mandate. Governor Fullani is a qualified person, and he has proved this. But I want to underline that the mandate of the Governor and Board should be respected, so that they can take politically difficult decisions”, Bell underlined.

The opposition leader, Edi Rama held a meeting at the Socialist Headquarters with Gary Peters, the US Democratic Party Congressman of Michigan, who was accompanied by the US Ambassador to Albania, Alexander Arvizu; Jason Steinbaum, Coordinator for the Albanian Council; Chief of Staff for Congressmen Elliot Engel and the Chairman of the Albanian-American Council. 

Rama updated Congressman Peters with the Socialist Congress, the new inspirations, the progressive tax proposition, universal health system and professional education.

Congressman Peters compared these challenges with those of President Obama, for encouraging social equality.

“In America there are open discussions for the 99%, while the Socialist Party speaks for 95% of the Albanians who have less money than the 5% that make the law in the government’s court”, Rama underlined.

Ambassador Arvizu thanked the Socialist leader, Edi Rama, for highlighting the relations with the USA in his Congress speech.

Rama confirmed that a Socialist government not only would support the US, like the entire Albanian population, but it would be a dignified government that would implement the American values in our home and in any other mission, together with the Americans.

Rama konfirmon lajmin e agjencisë AMA: Ja si donin të më vrisnin pas 21 Janarit!

 

Kryetari i Partisë Socialiste, Edi Rama, ka shkruar në librin e tij “Kurban” edhe pjesë nga prapaskenat e 21 janarit. Në veçanti po fokusohemi te pjesa më e rëndësishme, përveç asaj që u pa publikisht, vrasjet, rrahjet, dhuna, presioni e batërdia në rrugë. Bëhet fjalë për skenarin e eliminimit fizik të kryesocialistit pas 21 janarit.

Njerëz të kryeministrit ishin vendosur në plan për eliminimin fizik, me përfaqësues nga ish ushtarë Komando, dy prej të cilëve u arrestuan dhe liruan nga policia e drejtësia më pas. Ambasadori amerikan Alexander Arvizu e zbuloi këtë fakt pas zgjedhjeve të 8 Majit siç e thotë dhe Rama në libër, por agjencia jonë e lajmeve AMA e ka shkruar vetëm pak javë pas asaj masakre në bulevard. Ishte bërë llogari që më 28 janar, në ditën funebre të përcjelljes në nder të viktimave në demonstratë, të eliminohej me snajper Edi Rama. Grupi ka pasur të paktën 5 vetë, i koordinuar mirë nga autoritete të larta, por plani dështoi fal ndërhyrjes edhe të SHBA-ve. Ende ka prapaskena të tjera që do të zbulohen me kalimin e muajve, por e vërteta pritet të jetë më shumë se e frikshme për të gjithë qytetarët. Më poshtë pjesë nga libri “Kurban”, që vërtetojnë lajmin e botuar nga AMA pas 21 janarit.

 

“Duke kujtuar ato momente gjatë një interviste pas majit të zgjedhjeve të grabitura të Tiranës, ambasadori amerikan tregoi se kishte qenë asokohe i shqetësuar për garantimin e jetës sime të vënë nën një kërcënim serioz, gjë që unë e mësova ato ditë pak më vonë sesa ai dhe pak përpara demonstratës së paharrueshme të 28 janarit nga burime shumë serioze, që më informuan në detaje se një grup kriminal kishte përgatitur skenarin e eliminimit tim fizik. Ia tha këtë truprojës sime, një ditë përpara demonstratës funebër, edhe vetë komandanti i Gardës Republikane, i cili, pas 21 janarit ishte shfaqur në publik me gjyzlykë të zeza që s’e fshihnin dot megjithatë një dëmtim të çuditshëm boksierësh në sy, mendja të thoshte se e kishte nga demonstrata, por duke qenë se ai s’ishte ndodhur gjëkundi në ndonjë ndeshje trup më trup me protestuesit para kryeministrisë, s’është e pamundur të mendohet se ka thënë të vërtetën zëri i dalë nga brenda gardës, sipas të cilit atë mavijosje të syrit komandanti e kishte prej një grushti të marrë në surrat nga truproja e Saliut, kur kishte bërë naze për zbatimin e urdhrit gojor që të hapej zjarr mbi turmën. Ky i fundit u pa nga të gjithë kamerat me automatik në dorë në oborrin e kryeministrisë, krejt jashtë funksionit të tij ligjor, teksa yshtte ushtarët e hutuar të qëllonin drejt e në mish”.

Dann schütze keine Polizei mehr den PM Sitz und die National Guard nur mit scharfen Waffen bewaffnet (keine Schilder und Knüppel, kein Tränengas) geriet in Panik.

Eliot Engel vergleicht Berisha mit Eisenhower

Der ehemalige amerikanische Kongressabgeordnete Eliot Engel besichtigte die Straße Durrës-Kukës in Albanien und sagte anschliessend, dass von dieser Straße nicht nur Albanien, sondern die ganze Region profitieren werde.

Bei seiner Besichtigung zeigte sich Eliot Engel sehr beeindruckt. Er bezeichnete das Projekt als “außergewöhnlich".

Sali Berisha, der Ministerpräsident Albaniens, werfe Albanien in ein neues Licht, als ein entwickeltes und integriertes Land. “Wir flogen mit dem Helikopter über das ganze Projekt, das sich über die Wälder erstreckt. Wir sahen Orte und Dinge, die wir uns nicht vorstellen können. Wir sahen alles, die Arbeit, die in diesen Wäldern vollbracht wird und es ist unglaublich. Ich denke, dass das Projekt wunderbar ist und es erzählt von einer außergewöhnlichen Vision. Als mir gestern der Ministerpräsident davon erzählte, konnte ich mir nicht vorstellen, wie schön es wirklich ist. Ich möchte das albanische Volk, den Ministerpräsidenten und den Beamten der Regierung beglückwünschen, denn ich denke, dass dieses Projekt sehr gut ist und Albanien eine noch klarere Zukunft bringen wird. Von dieser Straße wird nicht nur Albanien, sondern die ganze Region profitieren. Es wird Albanien zu einem Zentrum des Fortschritts in der Region machen", sagte Engel und fügte hinzu, dass Albanien eine sehr positive Veränderung durchlebe.

“Ich erinnere mich an meine Kindheit in New York während der Amtszeit des Präsidenten Eisenhower, er beschloss ein nationales System von Autobahnen zu erbauen, mit Straßen, die alle Teile der USA miteinander verbinden. Dieses Projekt!

Edhe pse është e qartë prania e grupeve - shpesh herë të strukturuar mbi baza familjare - që kanë përvetësuar metodat mafioze të organizimit si: rreptësinë e rregullave të sjelljes, metodat e nënshtrimit dhe ndëshkimit të anëtarëve, fshehtësinë “e brendshme” dhe “të jashtme", vetëm në pak raste gjatë procedurave gjyqësore, është bërë e mundur të ngrihet akuza e krimit për pjesëmarrje në organizata mafioze ndaj të pandehurve, gjë që vërehet rëndom edhe me mafiet e tjera të reja. Një nga fenomenet kriminale që përbën shqetësimin më të madh social është ai i grabitjeve të shumta nga persona me kombësi shqiptare në banesat private, sidomos në vilat e veçuara të Italisë së Veriut. Ndodh shpesh që autorët e këtyre grabitjeve, gjatë kryerjes së akteve kriminale, nën efektin e dozave të mëdha të kokainës, përdorin dhunë fizike dhe seksuale mbi viktimat. Në shumë hetime është vërtetuar bashkëpunimi midis personave me kombësi shqiptare dhe subjekteve me kombësi rumune apo sllave. Nga hetimet e fundit është vërejtur se grupet shqiptare furnizojnë klanet pulieze dhe kalabreze me marijuanë, shpesh në këmbim të lejes për të shfrytëzuar seksualisht viktimat femra të tregtisë së paligjshme gjatë rrugës së transportimit nga vendi i origjinës për në Itali, dhe janë në të njëjtën kohë në gjendje të manovrojnë në mënyrë të efektshme në tregun europian të politrafikut (kokainës kolumbiane, heroinës turko-afgane dhe estazis very europiane), duke u marrë drejtpërdrejt me tregtimin e narkotikëve ose duke ngarkuar me detyrën e shpërndarjes së tyre me pakicë grupet vendore, ato maqedonase apo ato të vendeve të Afrikës Veriore. Përveç rrjeteve nigeriane të përmendur më parë, modelet kriminale më të rrezikshme që kanë një aftësi të jashtëzakonshme për të menaxhuar drogat e ndryshme duke shfrytëzuar lidhjet me anëtarë të tjerë të organizatës së tyre jashtë vendit ose duke shfrytëzuar pozicionin gjeografik tepër të favorshëm të vendeve të tyre të origjinës, janë padyshim klanet kosovaro-shqiptare. Kosova është shndërruar në një udhëkryq trafiqesh të paligjshme të çfarëdolloj tipi edhe për shkak të paqëndrueshmërisë së vazhdueshme institucionale, e thelluar nga përhapja e korrupsionit që prej kohësh ushqen pasigurinë në këtë zonë. Një nga boshtet kryesore nëpër të cilën qarkullojnë trafiqet e paligjshme të klaneve shqiptare mbetet rruga ballkanike e sipërpërmendur, e cila kalon përmes Turqisë dhe Bullgarisë dhe përdor bazat logjistike nga Shqipëria deri në Mal të Zi, pjesërisht në Maqedoni dhe në krahinën e Kosovës: vendosja e vendit të origjinës në rrugën e opiumit dhe të lëndëve të tjera të prejardhura prej tij, vazhdon t’i japë dorë shqiptarëve që të menaxhojnë veprimtaritë e shumta kriminale. Kriminaliteti i organizuar i vendeve të ish-Bashkimit Sovietik përbëhet nga një mori grupesh kriminale me origjina të ndryshme dhe jo detyrimisht të lidhura mes tyre. Eshtë më e saktë të flitet për mafiet ruse e jo për mafien ruse, sepse grupet kriminale janë të organizuara sipas kritereve etnike, territoriale, korporative dhe sipas kritereve ekonomiko-financiare. Kështu duhet folur për mafien gjeorgjiane, mafien uzbekiane, mafien ukrahinase, mafien e ish-agjentëve të Kgb-së, mafien e naftës, mafien e gazit etj. Ajo karakterizohet edhe nga “synime imperialiste", sidomos lidhur me vendet e Europës Lindore (Bullgarinë, Hungarinë, Republikën Çeke dhe Poloninë). Organizatat kriminale të ish-Bashkimit Sovientik zotërojnë burime të jashtëzakonshme financiare të fituara, sidomos, nga “privatizimet” e kryera pas ndryshimit të skenarëve të politikës së brendshme. Në të vërtetë, grupet kriminale ruse kanë përfituar sasira të mëdha letrash me vlerë të pasurisë kombëtare si dhe të burimeve imobiliare dhe kanë marrë nën kontroll ndërmarrjet dhe bankat. Sipas burimeve të brendshme të Federatës Ruse, që nga 1991 ka filluar transferimi gjithnjë e në rritje i kapitaleve (të vlerësuara në treqind miliardë dollar), i shoqëruar me një shtim jashtëzakonisht të madh të pranisë së qytetarëve të ish-Bashkimit Sovjetik në vendet perëndimore, sidomos në disa vende evropiane të vogla, si Austria, Svicra, Belgjika dhe me vendosjen, në po këto vende, të shoqërive që kanë si objekt aktivitete tregtare dhe sipërmarrëse nga më të ndryshmet. Sipas po të njëjtave burime, kapitale të jashtëzakonshme të prejardhura nga aktivitete kriminale të kryera në Rusi, janë depozituar në bankat e vendeve të sipërpërmendura. Grupet kriminale të ish-Bashkimit Sovjetik janë konsoliduar edhe më tej në këto vende, nëpërmjet zgjedhjes së përfaqësuesve të tyre në administratat vendore dhe në Parlament. Këto grupe janë dhënë pas trafikimit ndërkombëtar të armëve dhe lëndëve strategjike, të përftuara nga procesi i çmilitarizimit të strukturave shtetërore si dhe, kohëve të fundit, me kontrabandën e duhanit dhe të krahut të jashtëligjshëm të punës. Jo të gjithë e dinë ekzistencën e Republikës Moldave të Transnistrisë, një rrip i hollë toke i Moldavisë, e cila është vetëshpallur e pavarur më 1990, kur Bashkimi Sovjetik u shpërbë, dhe nuk është njohur kurrë nga bashkësia ndërkombëtare. Jo të gjithë e dinë se kjo krahinë është tërësisht në duart e mafies ruse, e cila organizon prodhimin dhe tregun e zi të të gjitha llojeve të armëve, të zakonshme ose jo, pa marrë në konsideratë pastaj arsenalin e vjetër të Ushtrisë së Kuqe, nga e cila mund të dalin raketa me mbushje kimike apo radioaktive. Presidenti i kësaj krahine, Igor Smirnovi, ish-punonjës i rëndësishëm i Kgb-së, kontrollon të gjitha zhvillimet tregtare dhe fitimet marramendëse që vijnë nga një faturim prej katër miliardë dollarësh, falë një tregu ku furnizohen grupet luftarake, terroriste dhe kriminaliteti i organizuar i të gjithë botës. Të ardhurat nga ky shtet-mafie maskohen dhe investohen sërish në parajsa fiskale ku bashkëpronësia e bandave është e padiskutueshme. Kjo zonë është kthyer në një parajsë off-shore e mafies ndërkombëtare. Ngarkesa të jashtëzakonshme heroine mbërrijnë nga Afganistani dhe menaxhohen nga Brigada e Solncevos, një nga organizatat më të mëdha të mafies ruse. Përse bashkësia ndërkombëtare nuk bën asgjë për ta zgjidhur këtë situatë? Përse burimet e mëdha të informacionit nuk merren me një problem kaq të nxehtë dhe aktual? Mos ndoshta sepse interesat që fshihen pas tregtisë së armëve dhe të drogës janë kaq të mëdha sa për t’i mbajtur gjithnjë të ndezura vatrat e luftrave dhe të terrorizmit? Në vendet e ish-Bashkimit Sovjetik ekziston ende një korrupsion tepër i përhapur i funksionarëve (apo ish-funksionarëve) publikë, gjë që çon në praninë e profesioneve të ndryshme në brendësi të kriminalitetit të organizuar (të ushtarakëve, administratorëve, politikanëve dhe specialistëve). Sidomos në qytezat bregdetare të Adriatikut janë regjistruar disa forma embrionale organizatash që kanë lidhje me shfrytëzimin e emigracionit klandestin dhe të prostitucionit (në lokalet e natës dhe në rrugë). Një shfrytëzim i tillë i vajzave të reja ku mbizotërojnë ato ukrahinase, moldave dhe ruse, të shitura shpesh dhe grupeve kriminale të kombësive të tjera (sidomos atyre shqiptare), bëhet me akte dhune dhe me një kontroll të gjerë të territorit. Vitin e fundit është vërejtur një rritje e numrit të shtetasve ukrahinas që vendosen në Kampania. Gratë, zakonisht i drejtohen prostitucionit ose punësimit si kujdestare apo punëtore shtëpie, ndërsa burrat nuk kanë zgjidhje tjetër përveçse fabrikave të tekstilit apo sektorit bujqësor. Krimet më tipike që kryhen në Itali nga përfaqësues të grupeve kriminale të ish-Bashkimit Sovjetik, janë ato të trafikimit të lëndëve narkotike sintetike si estazi, eva, apo hashashi (vendet e ish-Bashkimit Sovjetik zënë vendin e parë në prodhimin botëror të kësaj lënde) dhe heroina që nxirret nga kultivimi i lulëkuqes së opiumit në territoret e Republikës së Azisë Qendrore (Tazakistanit, Uzbekistanit, Kazakistanit, Kirgizistanit) dhe të atyre transkaukaziane (sidomos Azerbajxhanit). Këto republika të Azisë Qendrore janë gjithashtu dhe vendkalimet kryesore e më pas vendshpërndarjet e heroinës, e cila nga juglindja aziatike shkon në qendrat kryesore të konsumit si në vendet e ish-Bashkimit Sovjetik, të Evropës dhe të SHBA-së.

Reine Geldwäsche Firmen, welche bis jetzt zum Zuge kamen im Albanische Öl Geschäft. OMV, Winterhall, Top Slowenische Öl Firmen bohrten schon vor 15 Jahren nach Öl und verabschiedeten sich, wegen dem schwierigen Umfeld und der schlechten Qualität des Öles (viel Schwefel u.a.)

Bankern Petrol, eine Kanadische Firma, wird durch eine Geschäftsführerin geleitet, welche nur eine geringe Bildung und Umgangsformen hat. In Canada, hat die Firma nur Börsen Aktivitäten und sonst Nichts.

Natürlich war er u.a. im Vorstand der Berufs Betrüger Firma ENRON, aber auch wie Richard Holbrook im Vorstand der Banken Betrugs Versicherung AIG usw.. Als letzter und uralt CIA Direktor, wollte er sogar noch Mubarak retten vor wenigen Monaten.

100% of Albpetrol shares on sale

The government has sent in Parliament the special law for the privatization of Albpetrol. The draft that is expected to be reviewed next week, different to the other strategic privatizations, predicts a 100% sale of the shares of the only public company for oil production in the country. 

Currently, Albpetrol owns 1264 active wells that produce 135.000 tons of oil per year. The draft presented by the government explains how will be used the money that will be taken from the sale of Albpetrol.

The privatization process for Albpetrol has started since the time of the Socialist government, but these efforts have failed many times. This time, the government has been consulted with Paton Bogs and has decided to sell 100% of the shares.

Albpetrol is not the only company that exploits the oil wells in Albania. Besides them there are other private companies, such as Bankers Petroleum and the Stream Oil. Some of the concessionary agreements for exploiting the oil reserves have been targeted by the opposition for raising accusations of corruptive affairs.

Reward for sale consulates

The draft presented by the government for the sale of Albpetrol predicts in details how the money of this sale will be spent.

The government has also assigned a financial reward for the Paton Bogs Company that leads the legal advises for the sale of Albpetrol, but this is not the first payment that this company has taken from the Albanian Government for the privatization of this enterprise.

Initially, when the Agreement was signed on July 2010, Patos Bogs received 25 million ALL, or 250.000 USD. To this payment was added an additional fund. One week earlier, the government approved another decision that added other 20 million ALL for Paton Bogs, or 200.000 USD, which are being handled by the government’s reserve fund.

A do ia japë qeveria “Albpetrolin” një lobisti në SHBA ?!

 

Qeveria ka dërguar në kuvend një ligj të posacëm për privatizimin e Albpetrol-it. Drafti, që pritet të diskutohet javën tjetër, ndryshe nga privatizimet e tjera strategjike, parashikon shitjen e 100 për qind të aksioneve të kompanisë së vetme publike të prodhimit të naftës. 
Aktualisht Albpetrol zotëron 1264 puse aktive, që prodhojnë një sasi nafte prej rreth 135 mijë tonë në vit. Drafti i paraqitur nga qeveria në kuvend përcakton me hollësi edhe mënyrën se si do të shpenzohen paratë që do të arkëtohen nga shitja e Albpetrol-it. Albpetrol ka qenë në proces privatizimi që nga koha e qeverisë së socialistëve. Por tentativat për shitjen e tij kanë dështuar në më shumë se një herë. Këtë radhë qeveria e konsultuar edhe me Paton Bogs, ka vendosur që ndryshe nga privatizimet e tjera strategjike, për Albpetrol-in të privatizojë 100 për qind të paketës së aksioneve.
Albpetrol nuk eshtë kompania e vetme që shfrytëzon puset e naftës në Shqipëri. Vec saj në vend prodhojnë naftë edhe disa kompani të tjera private, mes të cilave kanadezja “Bankers Petroleum” dhe kompania “Stream Oil”. Disa nga kontratat koncesionare për shfrytëzimin e rezervave të naftës, kohët e fundit kanë qenë objekt akuzash nga opozita, e cila pretendon për afera korruptive dhe favorizime.

Shpërblim për konsulentët në shitje

Drafti i parqaqitur nga qeveria për shitjen e kompanisë Albpetrol parashikon me hollësi edhe se si do të përdoren paratë, që do të arkëtohen nga shitja.
Në ligj qeveria ka përcaktuar edhe një tjetër shpërblim financiar për kompaninë Paton Bogs, që udhëheq konsulencën ligjore për privatizimin e Albpetrol-it. Top Channel ka mësuar se kjo tarifë që do i jepet si shpërblim “Paton Bogs” do të jetë sa 2 për qind e vlerës totale, me të cilën do shitet Albpetrol. Por kjo nuk është pagesa e parë që kompania Paton Bogs merr nga qeveria shqiptare për konsulencën në privatizimin e Albpetrol.
Fillimisht kur u nënshkrua kontrata në korrik të vitit 2010 “Paton Bogs” mori 25 milionë lekë ose 250 mijë dollarë. Kësaj pagese ju shtua edhe një fond shtesë. Një javë më parë qeveria miratoi një tjetër vendim, ku e shtoi pagesën për “Paton Bogs” edhe me 20 milionë lekë të tjera ose 200 mijë dollarë. Para të cilat përballohen nga fondi rezerve i buxhetit të shtetit.

Gazeta greke, “Katopsi’, shkruan se kohët e fundit në Igumenicë dhe Korfuz, është shfaqur fenomeni i ngritjes së flamurit shqiptar nga skafe me pronarë grekë. Kjo, sipas tyre, ndodh për t’iu shmangur detyrimeve fiskale që lindin nga mbajtja e flamurit grek.

Fakti që zbuloi atë që për grekët përbën “Skandal”, është mbytja pak ditë më parë, në Sivota të Igumenicës e skafit “Athina”, me flamur shqiptar e pronar grek. Skafi ishte ankoruar në Igumenicë, pasi ishte nisur nga Elevsinanë Greqi për në Shqipëri, për plotësim dokumentacioni.

Pronari i saj pranoi për policinë se skafit ia kishte transferuar dokumentacionin në Shqipëri, me qëllim që të paguante më pak. Kosovo Quietly Signs Up Top US Lobbyist 

Kosovo’s government has discretely engaged the lobbying services of one of Washington’s top firms for $50,000 a month, after having been forced to cancel an identical agreement with the firm last year for breaking public procurement laws.

Balkan Insight has obtained a copy of an official US document, which shows that Kosovo signed up the services of the lobbying firm Patton Boggs on August 31.

The document, logged at the Department of Justice, says Patton Boggs will offer Kosovo “advisory services on legal and advocacy issues to be used for expansion of bilateral and multilateral relations”.

The company will also be “fostering investments and trade opportunities for Kosovo, as well as gathering funds from foreign aid programs”.

Although the deal with the company was apparently signed on August 31, it has not been announced by the government, which last year was forced to cancel a similar contract.

Frank Wisner, Patton Bogg’s foreign affairs advisor, met Thaci in the United States last July. According to a press release issed by the PM’s office they discussed “current political developments in Kosovo and the achievements up to now of Kosovo’s institutions”.

Wisner is an old Kosovo hand. The former US Secretary of State under George Bush, Condoleezza Rice, appointed him the US’s special representative to the Kosovo Status Talks in 2005. Wisner played a crucial role in negotiating Kosovo’s independence.

In September 2010 the government then voted to employ Patton Boggs at a rate of 50,000 dollars a month [38,000 euro].

WASHINGTON, DC - On January 19th, the Board of Directors of the Albanian-American Enterprise Fund (AAEF) presented a ceremonial check for $15 million to the U.S. Agency for International Development (USAID) to be returned to the U.S. Treasury on behalf of the American people.

The original grant of $30 million was made by USAID to AAEF in 1995 to assist the economic transition process in Albania after the fall of the Soviet Union. The AAEF has promoted private sector development in Albania by investing in a wide array of private enterprises and providing management advice, training, and best practices to portfolio companies. The Fund has completed approximately 62 investment transactions with over 32 Albanian companies, contributing an estimated $725 million to the GDP and creating over 3,500 jobs.

In addition to achieving exceptional development impact in Albania, the Fund also achieved an extraordinary financial return, the remainder of which will be transferred to the Albanian American Development Foundation (AADF), a newly created legacy organization. As a major U.S. Government legacy institution, AADF will continue to promote private sector development by providing grants in areas such as education for sustainable development, entrepreneurship, leadership development, and cultural tourism in Albania.

At the ceremony to return the check, Assistant Administrator for Europe and Eurasia Paige Alexander remarked: “The Albanian-American Enterprise Fund has had tremendous success in Albania’s economic transition over the last twenty years. I commend AAEF Chairman Michael Granoff for his leadership and am deeply appreciative of AAEF’s efforts, which have enabled the entrenchment of economic progress through the establishment of the AADF and resulted in the return of $15 million to the American people.”

Over the last twenty years, the USAID Bureau for Europe and Eurasia has established ten Enterprise Funds covering 18 countries to sustain engagement beyond presence and strengthen development achievements. In all, the Funds have leveraged almost $9 billion - nearly nine times the initial U.S. investment. These innovative funds, like the AAEF, are able to achieve major development outcomes with a sustainable impact, while also giving American taxpayers a direct return on their investment.

Yeap, Rezart Taci is the owner of ARMO and Manas doesn’t have drilling rights in Albania. As far as I remember (I refer to 2001-2004) Manas was studying the Albanian soil, most of the time based on the Albanian studies, according to which Dumre valley is the richest one in Europe (after Russia). The company is called Manas Petroleum Corporation who owns Petromanas Energy Inc who again owns (Blocks A, B, D, E, 2 & 3) or more than 1.7 million acres across Albania’s Berati thrust belt including the Kruj area which has huge potentials. They say that after Russia Albania has the second largest gas reserves in Europe. 

Well it would take a while to explain the whole thing but as far as I know they sold their drilling rights to a Canadian company which in turn offered them lots of cash and a piece of the company itself. 


Manas is not a big company at all and they have no drilling equipment or anything. This Jewish guy Alexander Becker who was born in the Kyrgyz Republic in the former Soviet Union somehow (as far as I know with the help of a Croatian geologist) got a (Production Sharing Agreement) or as it is also known as the exclusive license to drill in the most promising area in Albania and maybe Europe. He in turn hired a Canadian company to get it out of the ground.

Schultz: This government failed

Martin Schultz, the historical leader of the left wing of the European Parliament, declared for Top Channel that the EU candidate status is a responsibility of the government, which he considers as failed and that doesn’t have the support of most of the Albanians. 

Mr. Schultz, who will soon be the President of the European Parliament, declared that only a government that can come out of the new elections can bring the country in the integration path.

TCH: What were the reasons that made Albania fail with the candidate status, and how do you see the government stance when it blames the opposition’s boycott for this failure?

Martin Schultz, President of Socialist Group in the European Parliament: I think that the country needs democracy and a strong international affiliation, based on the EU values. We have criteria and with the government in office, Albania failed. But it is always easy for a government to say that it is the opposition which is responsible, but normally, in democracy, the opposition is not governing. The government is governing and the government has to take the responsibilities. Therefore, I hope that in the future, perhaps with a better government, Albania will fulfill the criteria.

TCH: Before the elections of 2009, you and Ilir Meta asked the left wing parties in Albania to come together for moving Berisha from power. Today, Ilir Meta’s party is keeping Berisha’s coalition on its feet. What relations do you have with Ilir Meta’s party now?

Schultz: I think that for open cases, all parties, but especially the government parties, must give the answers. There are many unclear things and I have no deeper knowledge for their background. I can see only the facts and what is reported to me by the news, which raises more questions rather than giving answers. I am not a judge. I cannot judge if someone is guilty or innocent. But from a Deputy Prime Minister, a party leader and especially a colleague with whom I cooperate for a long time, I expect everything to be clear. When everything is clear, there is democracy. If there are open questions, they must be answered. In my eyes, it is difficult to make an evaluation. But it is more than clear to me, and based on my experience: the government in office doesn’t have the majority of the people, and for this reason, the next elections will bring the country to a change.

TCH: What’s your opinion for the initiatives of the Socialist in justice and the 10 point plan about the EU integration?

Schultz: It has been impossible for me to evaluate the justice system and the judicial reforms. It is impossible. The only thing that I know is that the dialogue is the most important part. My impression is that the Socialist Party is prepared for this dialogue, but it is up to the governing parties to give an answer. I did what I could, personally, for making the parties talk together. But I am not Albanian, I am a foreign friend and the impression for the Socialist Party, although I haven’t always agreed with its leadership, is that after their returned in Parliament, the platform is there, ready for discussion, and it is up to the ruling parties to respond.

Albanian Experts Query Video in Meta Corruption Case

Three expert witnesses called by Albania’s Supreme Court on Monday said the video recording in the corruption trial against former deputy prime minister Ilir Meta was probably manipulated.

The three  experts, Ardian Pollo, Ermal Beqiri and Artur Rrahmani, told the court that they thought the probability of intervention in the video was “high”.

Meta was charged with corruption in May after a video was broadcast appearing to show him discussing corrupt deals with another former minister, Dritan Prifti.

The three experts suggested that the video had been modified with use of the animation software, Crazy Talk Animator, which had been previously installed on Prifti’s laptop computer.

An earlier review of the video was conducted by British and American experts called by the prosecution. This review stated that the tape was authentic but the court has since  dismissed their review as inadmissible.

Prosecutors contested the qualifications of the local experts and they are expected to be cross examined next week. 

General Prosecutor Ina Rama filed charges against Meta in early May after a four-month investigation, following the broadcast of the secretly filmed video in January .

Transcripts appeared to show Meta asking Prifti, the former economy minister, to intervene in a hydropower plant concession tender. Meta also appeared to mention a bribe by a businessman of €700,000.

Meta also appeared to ask Prifti to hire activists of his own party, the Socialist Movement for Integration, LSI. The LSI is the junior partner in the government of Prime Minister Sali Berisha. It controls the ministries of economy, foreign affairs and health.

Although it only holds four parliamentary seats, the LSI came out as a kingmaker in the 2009 parliamentary elections, which were narrowly won by Berisha’s right-wing Democratic Party.

Meta is head of the LSI, and at the time of the recording was both deputy prime minister and foreign minister. The tape also appeared to show him boasting about having influenced a Supreme Court trial involving the same hydropower plant.

Meta has repeatedly denied any wrong-doing and has called the trial against him politically motivated.

Vizita e kryeministrit Berisha pak kohë më parë në Asamblenë e Përgjithshme të Kombeve të Bashkuara në Nju Jork është propaganduar si një sukses i madh në fushën e politikës së jashtme dhe biznesit. Kulmi i kësaj vizite, sipas zyrës së shtypit të kryeministrit, ishte mbledhja e Forumit të Investimeve SHBA-Shqipëri, në Nju Jork.

Por dokumentet e këtij takimi, të publikuara vetëm tani, tregojnë se takimi ishte midis qeverisë shqiptare dhe shtatë firmave të akuzuara nga opozita dhe mediat për afera korruptive në vendin tonë. Kompanitë organizuese të këtij takimi, të cilat njihen dhe për publikun shqiptar janë: “TAP”; “Sky Petroleum”; “TIREX”; “Bankers Petroleum”; “Bechtel”; “Stream Oil & Gas” dhe “Lalzit Resort Bay”. Kryeministri Berisha është akuzuar se i ka dhënë këtyre kompanive kontrata ose koncesione të dyshimta.

Por, në njoftimin zyrtar të kryeministrisë, këto kompani nuk janë përmendur, pasi do të zbehte rëndësinë e saj. Të pranishëm në Forum ishin edhe Guvernatori i Bankës së Shqipërisë Ardian Fullani, ministri i Punëve të Jashtme Edmond Haxhinasto, ministri i Turizmit, Kulturës, Rinisë dhe Sporteve Aldo Bumçi, ambasadorë etj,.

Për të risjellë në vëmendje se kush janë këto kompani mjafton të të kujtohet se “TAP” (Gazsjellësi Trans Adriatik) është një projekt që financohet nga tre kompani evropiane dhe kërkohet nga “biznesmeni” italian Gianpaolo Tarantini përmes presionit që do të ushtronte kryeministri Berluskoni. Tarantini është njeriu që i gjente Berluskonit vajzat për festat e tij të shfrenuara. Në një prej përgjimeve të prokurorisë italiane, Tarantini shfaqej duke i kërkuar Berluskonit që të ndërhynte tek qeveria e Tiranës për të siguruar lehtësia për projektin e gazsjellësit.

Ndërsa kompanitë “Sky Petroleum”, “Bankers Petroleum” dhe “Stream Oil & Gas”, njihen për shfrytëzimin e pasurive kombëtare në Shqipëri. Opozita ka ngritur dyshime të mëdha mbi marrëveshjet që janë firmosur nga shteti ynë, duke akuzuar qeverinë për afera korruptive në shfrytëzimin që i bëhet burime tona pasurore. Në lidhje me shfrytëzimin e tyre, një hije dyshimi është ngritur dhe mbi kompaninë “TIREX”, e cila ka marrë koncesionin e minierave të Mirditës, që shquhen për nxjerrjen e arit.

Për sa i përket kompanisë BECHTEL, çështja është e njohur për të gjithë shqiptarët. Ministri i Punëve Publike të asaj kohe, Lulzim Basha u mor edhe si i pandehur nga prokuroria për abuzime me këtë kontratë, por në fund shpëtoi pa u paraqitur në gjyq për disa kleçka procedurale. Prokuroria akuzonte Bashën dhe disa zyrtarë të lartë të rrugëve për koston e lartë me të cilën është punuar në ndërtimin e Durrës-Kukës si dhe për faktin që duke vendosur në mes një sekser, vlera e rrugës ishte rritur të paktën me 10 për qind.

Një tjetër kompani, “Lalzit Resort Bay” ka sponsorizuar këtë takim, madje ka bërë dhe njoftimin në faqen e saj zyrtare. Ajo është përfolur shumë nga opozita pas marrjes së një projekti për ndërtimin e një resorti në Gjirin e Lalzit dhe më pas shpallte Argita Malltezin si konsulente ekskluzive të kësaj kompanie në shitblerjen e pasurive të paluajtshme. Emri i vajzës së kryeministrit është lidhur disa herë me rastin e Gjirit të Lalzit, ku ajo ka ngritur edhe kompleksin e parë të vilave.

Në Forumin e Investimeve SHBA-Shqipëri, në Nju Jork, krahas kryeministrit Berisha, kanë mbajtur fjalën edhe përfaqësues të kompanive. Personi që ka mbajtur fjalën hapëse është Toni Podesta, president i “Podesta Grup”, kompania e të cilit merret me këshillimin dhe lobimin në favor të qeverisë shqiptare. Detajet e financimit dhe të gjithë përfaqësuesve të kompanive që kanë folur në forum nuk janë dhënë nga zyra e shtypit e kryeministri. Kjo e fundit është mjaftuar duke thënë se “Sesioni i parë i Forumit u përshëndet edhe nga kongresmeni Eliot Engel, Presidenti i Fondit Amerikan të Zhvillimit Michael Granoff, Ambasadori Frank Uisner dhe nga Tony Podesta, President i Podesta Group”.

 

 

Paratë nga fondi rezervë për “Patton Boggs LTD”

Ditën e mërkurë qeveria tërhoqi 20 milionë lekë të reja nga fondi rezervë i shtetit shqiptar dhe ia kaloi firmës amerikane “Patton Boggs LTD” si këst i një kontrate të lidhur një vit më parë. Kjo është një kompani konsulence juridike dhe lobimi se seli në SHBA. Sipas dokumenteve zyrtare, kjo kompani është kontraktuar nga shteti shqiptar për të negociuar për shitjen e Albpetrolit. Ajo do të paguhet zyrtarisht vetëm 25.000.000 lekë dhe më pas do të marrë një “bonus suksesi” në vlerën 2.5 për qind të kontratës. Ajo që vihet re nga kjo kontratë është se tarifa zyrtare e shërbimit është vetëm maja e ajsbergut dhe vlera e saj mjafton vetëm për të mbuluar kostot e shkresave zyrtare, ndërsa pjesa kryesore është bonusi. Në vitin 2008 firma “Patton Boggs LTD” është krenuar për shitjen e kompanisë shqiptare “Armo sh.a” për 160 milionë dollarë, nga të cilat katër milionë dollarë i ka marrë në formë bonusi. Tarifa zyrtare e paguar në këtë rast nga qeveria shqiptare ka qenë shumë modeste.

“Patton Boggs LTD” ishte një nga sponsorët dhe organizatorët e vizitës së Berishës në Asamblenë e përgjithshme të Kombeve të Bashkuara në Nju Jork në shtator të këtij viti. Madje ata organizuan edhe një seminar me firma shqiptare dhe amerikane ku mbajti fjalën këshilltari i “Patton Boggs LTD”, Frank Uisner si dhe disa përfaqësues të tjerë të firmës. Në njoftimin zyrtar të kryeministrisë, Uisner prezantohet si ambasador dhe jo si këshilltari juridik i firmës “Patton Boggs LTD”.
