Salih Berisha hat ohne Zweifel Recht, vor allem gingen die Familien Mitglieder der Albaner Mafia ziemlich plumb vor, denn das viele NGO’s und Organisationen, wie auch Botschaften unterwandert sind, ist ja Nichs Neues.

In vielen ausl. Organisationen konnte sich in den letzten 10 Jahren auf dem Balkan, Familien Mitglieder der Albaner Mafia, Rumänischen und Bulgarischen Mafia gute Posten ergattern. Dies betrifft bekanntlich genauso die Bundeswehr, Polizei Organisationen der EU und auch die Weltbank. So kommen dann total verfälschte Berichte zustande, welche oft ziemlich peinlich werden, wenn es wie in diesem Falle ziemlich plumb abläuft.

Diese Strände, Küsten Abschnitte, Zone Touristik wollte die Land Mafia stehlen und erneut nur gegen Bezahlung zugänglich machen und richtig abzocken, durch den Bau illegaler Hotels und hoch kriminellen Grundstücks Verkauf in der Bucht von Jale!

Typisches Albanisches Grundstücks Mafia System, das man überall illegale Hotels baut, die Strände dicht macht, alles zu betoiniert und Öffentliche Grundstücke als Privat ausgibt und versucht den Öffentlichen Strand zu vermieten. Hier die zerstörten Mafia Hotels, aber leider nur teilweise und illegal sind immer noch Grundstücke besetzt und privatisiert worden. Gutes Geld wird gemacht, wenn man Teile von Grundstücke auch noch illegal verkauft.

Aktion gegen die Mafia in Jale

Deshalb haben die Georg Soros Gangster der Albaner Mafia, diesen Weltbank Bericht gefälscht, denn Open Society, ist Sponsor von Balkaninsight, wie auch vom ICG, HR” Human Right Watch und etlichen betrügerischen Organisationen wie “BESA” auch in Albanien. Jedes Foto und die TV Aufnahmen zeigen einwandfrei, das dort kein Dorf zerstört wurde, sondern illegale Hotels, welche noch im Rohbau waren und alle den Strand versperrten, mit dem gut bekannten Super Mafia System der Top Albanischen Mafia, welche auch Tausende von Hektars inzwischen mit gefälschten Dokumenten verkauft hat. Mangels vorhandenen Gebäuden (wir waren persönlich dort 1995, sogar schon mit der Segelyacht vorbei gesegelt) in 1995 und davor gab es 1.000 Jahre dort auch kein Dorf und deshalb konnte kontrovers zum dem Weltbank Inspektions Bericht, auch niemand vertrieben werden.

Der Mafia wurden einfach ein paar (leider zu wenige) Hotel und andere illegale Bauten in der “Zone Touristik” zerstört.

Die Grundstücks Mafia ist ziemlich über ihre Politischen Mentoren sehr stark in Albanien und auch der Anschlag gegen den hohen Richter Ardian Nuni heute dürfte mit hoher Wahrscheinlichkeit mit der Land Mafia zu tun haben, wo vor kurzem Tausende von Immobilien Verkäufte und Grundstücks Verkäufe als plumbe Fälschungen heraus stellten, trotz aller Gerichts Bestätigen im Laufe der Jahre, die man sich früher zu 100% erkaufen konnte.

Albania PM: World Bank Panel “Linked To Mafia”

Albanian Prime Minister Sali Berisha accused a World Bank investigative panel of being influenced by the Albanian mafia for their report on a controversial coastal management project that was used to demolish parts of a village and leave many families homeless.

The internal report shows that a World Bank project on coastal zones management in southern Albania aided the demolishment of informal settlements in the village of Jale, in disregard to the Bank’s policies of forced displacement. The report, obtained last week by Balkan Insight, also noted allegations of corruption and efforts at a cover up. The Bank has already announced the suspension of a loan for the project.

“I express my contempt for the unscrupulous slander of the investigative panel in what they call an independent report, but which has been dictated by the Albanian land mafia,” said Berisha in a press conference on Sunday, adding that he had asked World Bank officials to probe the panel’s ties to organized crime.

The investigation by an inspection panel found that World Bank management failed to comply with its policies with respect to the design, appraisal and implementation of the project, harming the local people affected by it. The probe also found that WB assisted the demolition by pressuring local construction police to take action and by supplying them with equipment and aerial photos.

In addition to the project’s failure to comply with World Bank policies, the investigators noted allegations of corruption and complaints that the demolition of the Jale settlements was part of a bigger scheme to develop the area as a tourist resort. While the panel does not evaluate these allegations, it concludes that the selective demolition carried out by construction police supports the intention to clear the area.

The investigative panel also accused World Bank management of misrepresenting facts during the probe and hampering the investigation by withholding access to data, while it notes the unusual lack of recollection of facts and crucial events by staff. Investigators say that several WB staff members both in headquarters and on the field were “coached” to provide unusually consistent but factually incorrect or misleading information.

In a statement for Balkan Insight the World Bank conceded “that mistakes were made in the project, and that ways to address the alleged grievances of those affected are under active consideration.”

“The World Bank is concerned about the errors that were made by management and staff in the context of the project. In accordance with our internal processes, the Bank is reviewing actions of its staff, and, if warranted, will take appropriate action,” the statement said.

Hierzu nimmt nochmal der Transport Minister Olldashi Stellung, der die falschen Berichte klar stellt, das Herr Malltezi, kein Projekt in der “Zone Touristik” Jale beanttragt hat, noch so ein Projekt existiert.!!!!

Ebenso nimmt man auf die vielen ständig immer neuen illegalen Bauten-Hotels Stellung, welche keine Dokumente haben und auch diverste Küsten Bau Gesetze missachten u.a. das innerhalb von 100 Meter zum Strand, niemand eine Bau Genehmigung erhält usw.. (Ausnahme offiziell genehmigte Yachthäfen und Häfen, durch Beschluß des Councels der Regierung)

Ministri i Transporteve, Sokol Olldashi nuk pranoi asgjë nga faktet e publikuara nga “FOX News", lidhur me implikimin e Malltezit në një aferë korruptive me projektin e Jalës. Sipas Olldashit, për të gjitha këto fakte, por edhe për zhurmën e bërë, të cilën ai e quan politike, do të merret një përgjigje më 17 shkurt, kur është mbledhja e bordit të BB-së. A është e vërtetë që është pezulluar projekti?
Kemi bërë një bllokim financimi, që është vetëm një komponent i projektit. Projekti vazhdon. Projekti mbahet pezull deri në mbledhjen e Bordit. Paneli i inspektimit i vetë Bankës që mbikëqyr procedurat e projekteve të saj është diku në vende të ndryshme të botës. Malltezi punon si ekspert, dhe jo si dhëndër i zotit Berisha.
Projekti, kishit ndonjë sugjerim nga BB-ja?
Projekti ka filluar që nga 2004, është kontraktuar para se të vinim te plani i zonës bregdetare. Është dorëzuar në 2006, por s’ishte produkt i kërkuar, por klientelist.
Kush ua tha këtë, se ishte klientelist?
Plani ishte i tillë, sepse plani përcaktonte njolla ndërtimore. Po ne nuk donim këtë, por zhvillimin e gjithë zonës së bregdetit. Për ne ishte e papranueshme, se ne nuk kishim kërkuar këtë gjë. Kërkonim një plan tjetër. Ai përcakton kriterin, që 100 metra nga bregu nuk ndërtohet; aty ku ka kanione nuk ndërtohet; aty ku ka ullishte nuk ndërtohet; ku ka parqe arkeologjike nuk ndërtohet. Ky territor i lirë i vihet në dispozicion pushtetit vendor, i cili përcakton ndërtimin. Se si do të zhvillohen këto zona, i përcaktojnë njësitë vendore. Janë dy koncepte të ndryshme.
Modeli i planit të tyre ishte i ngjashëm me planin e Tiranës. Ky është sistem planifikimi klientelist. Për këtë plan kemi takuar komunitetin, u është shpjeguar disa herë plani në fjalë.
Raporti nxjerr disa pasaktësi?
Raporti ka pasaktësi, sepse e dimë që Jala ishte zone ushtarake. Thuhet që janë prishur ndërtesa qindravjeçare, që nuk është e vërtetë. Në momentin kur këto konsiderohen shtëpi qindravjeçare të njerëzve të varfër, nuk është e vërtetë. Nga 12 ndërtimet në Jalë, asnjë nga 12 pronarët nuk kanë dokument pronësie dhe s’kanë pasur leje ndërtimi. Vetëm njëri prej tyre e ka dërguar çështjen në gjykatë.
Malltezi detyrohej nga projekti i BB-së për fotografimin ajror të zonës dhe t’ia dërgonte këtyre institucioneve. Mbi bazën e këtyre dokumenteve, në 2004 ka pasur 24 ndërtime të paligjshme, ka pasur edhe në 2006. Ka një dokument mes qeverisë dhe BB-së që përcaktonte se në 2004 prishja e ndërtimeve pa leje në zonën bregdetare duhet të vazhdojë. Ku qëndron krimi? Se Malltezi është dhëndri i Kryeministrit dhe duhet të rrijë pa punë. Jala është prishur në prill të 2007. Ne po supozojmë se Malltezi do ndërtonte atje. Dini ndonjë ndërtim në Jalë, apo e ka lënë pas zgjedhjeve?
Ju lutem zoti Olldashi, mbivendosni hartat me njëra-tjetrën, hartën e 2004 me hartën tuaj?
S’kam se si t’i mbivendos, pasi duhet të jenë të printuara në një format të ngjashëm. Por, harta aktuale kurrë nuk mund të jetë e ngjashme me hartën e Tiranës. E shihni këtu se si janë këto njollat, tani mund t’ju them se të kujt janë ato. Ndërsa, harta dhe projekti i jonë i shmang tërësisht njollat, përcakton kriteret dhe ia lë në dorë vendorëve realizimin e projektit.
Kryetari i bashkisë së Himarës ka të drejtë të hartojë projektet e zhvillimit, ne pastaj vendosim kriteret, duke u bazuar te projekti i Bankës Botërore.
