The U.S. failed to criticize, and at times encouraged, the new president as he purged critics of his policies within the judicial system, police, and the DP—often through illegal means. By 1993 DP loyalists and family members held most of the prominent positions in Albania’s ministries, institutes, universities, and state media. Citing the threat of communism’s return, Berisha successfully instilled fear in the population and discredited his rivals. The U.S. embassy in Albania contributed to the polarization of Albanian politics by refusing to meet most of the opposition parties (former communists as well as others) for the first two years of DP rule. This one-sided view of democratization helped Berisha dismantle most political alternatives, some of which were moderate and truly democratic.

The former US Ambassador, John Withers, addressed to the Albanians through a letter sent to Top Channel, by commenting the Wikileaks issue, the cables and his reports about Albania, the Prime Minister Sali Berisha, Gerdec, Durres-Kukes road, Luzim Basha, Ilir Meta, the Albanian problematic, Edi Rama and the elections.
Through an open letter, one year after leaving Tirana, Withers brings back the events that attracted the attention of the Albanian public, not only in the time when they actually took place, but also a few weeks ago, when the US Embassy cables were made public by the Wikileaks, mentioning the main characters of the Albanian policy.
But was Mr. Withers conducting his personal agenda, as accused by the Prime Ministers and high rank officials of the Albanian government? How true and credible are the cables coming from Tirana? What does the US State Department think about these reports? What do Washington and Withers think about about the Albanian government, political leadership, democracy and everything else?

Congressman Eliot Engel is a part owner a Bronx home with an illegal basement apartment.
Rep. Eliot Engel and a business partner have repeatedly ignored city efforts to shut down an illegal apartment at a Bronx building they own, the Daily News has learned.
One city agency cited the owners of 1142 Metcalf Ave. in early 2009, and since then inspectors repeatedly tried to investigate complaints that the illegal unit never went away.
Again and again, Engel and his business partner ignored them, and the initial violation remains open, records show.
Six times since 2009, Buildings Department inspectors door-knocked the six-unit building owned by Engel, (D-Bronx/Westchester), and his partner, local businessman Harry Bajraktari.
Each time they couldn’t get in, so each time they left notices instructing the owners to contact the agency to arrange an appointment - six notices in all since 2009. The latest visit took place last month.
Each time, city officials say, the owners ignored the request.

¶2. © Some of the more noteworthy MPs with ties to organized
crime are:
– Tom Doshi: An SP MP from Shkoder, Doshi, singled out in
the Human Rights Report for physically assaulting a
journalist in the Sheraton Hotel, was a key figure in
financing SP electoral efforts. He is known as the richest
MP, with a declared fortune of more than $15 million and is
also suspected of trafficking narcotics. Doshi served in the
previous parliament as a DP MP, before switching sides to the
SP shortly before the election.
– Lefter Koka: Representing LSI from Durres, Koka is a
member of perhaps the most notorious organized crime family
in Albania, with ties to narcotics and human trafficking and
other illicit activities.
– Sokol Oldashi: Olldashi, the current Minister of Public
Works, Transport, and Telecommunication and DP MP from Fier,
is suspected of smuggling goods and narcotics.
Circumstantial evidence links Olldashi and Fatmir Kajolli in
Fier to Minister of Justice Enkelejd Alibeaj in a scheme to
release prisoners from jails to act as electoral bullies.
– Lulzim Basha: According to one SP source, FM Basha, who
represents the DP in Elbasan, was involved in facilitating
the release from prison of a notorious criminal in Elbasan in
return for support from the criminal’s family. Relatives of
the criminal promised to “organize” people in Elbasan to
support Basha. The criminal was released on June 29, the day
after the elections.
– Paulin Sterkaj: The 48 year old DP MP from Shkoder is a
former professional wrestler with little to no formal
education. Sterkaj was previously in the SP and has been
accused by a former friend of murdering a politician in
Shkoder a few years ago. Sterkaj claims to have business
interests in oil, restaurants, and construction, but little
is known about his activities.
– Gramoz Ruci: SP MP and party General Secretary, Ruci has
long-standing ties to narcotics traffickers and organized
crime. Ruci has also been banned from entering the U.S.
since 2005 due to a permanent visa ineligibility.
¶3. © Comment: Post is not sure which tack the ODIHR report
on the Albanian elections will take once released, but it is
widely accepted locally that many MPs posing as “businessmen”
are in fact strongly suspected of having ties to organized
crime. These individuals are now MPs, have immunity under
the law, and are responsible for making the laws that will
propel Albania toward further Euro-Atlantic integration. The
seedy, possibly criminal, behavior of many of Albania’s MPs
is disturbing and does not bode well for democratic
development. It is a widely held view throughout Albania
that all parties have MPs with links to organized crime and
accept money from organized crime. This is a very troubling
phenomenon that we and the international community will have
to address at some point in the future. One bright spot,
however, is that there are a few MPs who have begun to
recognize that Albania should not have such
characters represented in its parliament. How long it will
take though to remove these ruffians from power though is
another question. After all, money is the lifeblood of
politics, and in a poor country with no campaign finance

transparency or tradition of small donors supporting their
favorite candidates, criminals are an easy source of campaign
funds.

Valentina Leskaj, ist aktiv in die Geldwäsche des Bin Laden Vertrauten Abdul Latif Saleh in Albanien verwickelt, der auf der US Verbots Liste des US Schatz Amtes steht. Kurz gesagt, führte die sogar Konten von Bin Laden in Tirana, vor allem bei American Bank of Albania, welche nun Anders heisst. 35 Bankkonten wurden dort von der Familie Yassin Kadi beschlagnahmt, welche als Bin Laden Finanziers gelten. Ebenso das Vermögen des Abdul Latif Saleh.
Das die Berisha Mafia, alle Mörder und Drogen Bosse, freilässt, weiss man bestens seit über 2 Jahren. Nicht nur bei den Amerikaner, weil die Italiener da viel mehr Beweise haben. Jüngst wurde sogar das Urteil gegen Aldo Bare aufgehoben, natürlich von der Salih Berisha Richterin Fatmir Hajdari (Ehefrau des Azem Hajdari, der duch die Leibwächter des Salih Berisha im September 1998, ermordet wurde) und diese mehr wie dubiose Richterin, genauso wie Becaj, hat schon die Beendigung des Verfahren gegen Lulzim Basha organisiert, nachdem sie ein Gespräch am Amtsitz des Salih Berisha Tropoje Imperiums hatte.
Kommt auch gegen Bargeld in der korrupten Justiz, nun der Super Verbrecher Aldo Bare frei? Das korrupte Verfassungs Gericht, hob das Urteil auf, und es muss neu verhandelt werden.
Aldo Bare, i cilësuar si kreu i bandës famë keqe të Lushnjes, fitoi betejën e parë më drejtësinë shqiptare, e ndoshta atë më të rëndësishmen. Vendimi i firmosur dje nga pesëshja gjykuese e shkallës së dytë të gjyqësorit, i ndez dritën jeshile Aldo Bares për një liri të mundshme nga qelia. Madje, këtë la të nënkuptojë dhe avokati i tij, Vladimir Meçi, i cili theksoi se ‘do të shohim mundësinë për të bërë kërkesën për lirim për shkak të përfundimit të afateve". Mbrojtësi ligjor, u shpreh se tashmë do të tentojnë pafajësinë e Aldo Bares. Vetë i akuzuari nuk ishte i pranishëm në kafazin e hekurt kur gjykata shqiptoi vendimin në favorin e tij.
Verdikti i Apelit
Nis mbarë java për Aldo Baren. Paraditen e djeshme, Gjykata e Apelit do t’i jepte njeriut të Bandës së Lushnjes, haberin e mirë, për rrëzimin e dënimit me burgim të përjetshëm. Shkeljet e shumta proceduriale të shkaktuara gjatë gjykimit në Shkallën e Parë për Krime të Rënda, i kanë ardhur në ndihmë të akuzuarit për krime mjaft të rënda. Apeli e rrëzoi dënimin me burgim të përjetshëm dhe dosjen penal ndaj tij, e dërgoi për rigjykim sërish në gjykatën për Krime të Rënda. Konkretisht nuk dihen se cilat janë shkeljet e rënda proceduriale që nuk u “kapërdinë” nga Apeli, por do të mësohen pasi pesëshja gjykuese të arsyetojë vendimin. Duket se shkelja më e rëndë kishte të bënte me faktin se prokuroria ia ka komunikuar të pandehurit, Aldo Bare akuzat jashtë afateve ligjore. Kjo pasi një pikë e tillë, u diskutua dhe gjatë seancës së djeshme, pak momente përpara sesa trupa gjyqësore të tërhiqej për vendim.

Rinisja e gjykimit për Aldo Baren në Gjykatën për Krime të Rënda nuk do të jetë aq e lehtë. Madje ka shumë gjasa që të kalojë sërish në ngërç, ashtu sikurse ndodhi gjatë gjykimit të parë, për shkak se të gjithë anëtarët e trupës gjyqësore janë konsumuar pasi kanë shqyrtuar dosjet penale ndaj të akuzuarve si anëtarë të “Bandës së Lushnjes". Edhe në procesin e parë, Gjykata e Krimeve të Rënda hyri në kolaps për dosjen “Bare", për shkak të mungesës së trupës gjyqësore. Atëkohë këshilli i Lartë i drejtësisë mbi bazën e kërkesës së Gjykatës së Krimeve të Rënda vendosi të delegojë për çështjen Bare, pesë gjykatës së dhomës penale të Tiranës, në krye të të cilëve ndodhej Fatmira Hajdari, që më pas firmosi dhe dënimin maksimal për të cilësuarin si kapobandë. Edhe këtë herë, sapo dosja ndaj Aldo Bares t’i rikthehet sërish Gjykatës së Krimeve të Rënda, sërish kreu i kësaj gjykate do të kërkojë ndihmën e Këshillit të Lartë të Drejtësisë.

Three ambassadors: Pact, a beginning for dialogue

The US, OSCE and EU Ambassadors in Tirana supported the pact offered by the opposition, as a start for constructive dialogue with the government.
After a meeting at the Socialist headquarters with the SP leader, Edi Rama, the three ambassadors shared the same position on the pact. According to them, this is an important step that could solve the political crisis.
“This process needs to progress. There have been important propositions, and Mr. Rama gave us additional information about them. It is an open list, which starts with the way the Parliament functions, the electoral code and other matters. One of most important points is that we have here an open list, with propositions for an open dialogue with the government. The proposition for having a dialogue with the majority is very important and should be taken in consideration by all interested parties. If this will be taken in consideration on the right time, until next spring, it will bring results. We are here to support all parties and help them to progress. OSCE remains open to identify the common points in the road that will be made for progress, especially for Albania’s EU integration”, Wollfarth declared.
