The implementation of the integration criteria

For the implementation of the 12 key conditions for the further integration of our country in the EU, Brussels asked for a quick agreement between the Ministry of Integration and the respective Parliamentary Commission that is being led by the opposition.
The Head of this Parliamentary Commission, Ditmir Bushati, says that in the meetings held this week at the European Commission, the opposition was engaged for its part of the responsibilities.
“First of all, we will work hard for making a clear working plan for all state structures, and secondly, we will ring the alarm bells at any moment that the government will not implement the duties that it has undertaken or that it should fulfill. We are simply in the first steps and have started the Parliamentary Reform, the Electoral Reform and the laws that require qualified voting, such as the Ombudsman. As for the eight other priorities, we expressed to the Commissioner for Enlargement our will to be involved by supporting the reforms and by monitoring the steps that the government needs to take in this process. We guaranteed Mr. Lajcak that our Parliamentary structure at the Commission of Integration will have a proactive. We also agreed that it is up to the government for undertaking concrete reforms in these areas, and these are their responsibilities”, declared Bushati, head of the Parliamentary Commission for Integration.
Considering as “bitter” the practices of the past, the chairman of the Integration Commission underlines the importance of the political will for implementing the legislation.
Ditmir Bushati: we know pretty well that the key problem is not the legislation itself, but the way how the laws are implemented, how the institutions are built. And we will keep in consideration this experience, in order to have a clear process. We must not forget that the next year will be very important for Albania, and many strong political changes are expected, which will be monitored by Brussels and the other important partners that support Albania.

We have some reforms: the Justice Reform, which has been left in oblivion. We have issues related to the public administration, issues that are related with the designation of the most important constitutional institutions of our country, issues that are related with corruption, where it is clearly seen that there is no political will for fighting them as it should. We have many important reforms, where the opposition has only a decisive role for bringing them to the citizens’ attention and other international factors.
On October 12th, the European Commission was unable to recommend the candidate status for Albania to the EU Council, since the country, as argued in the recent progress report, did not fulfill any of the 12 key priorities.
Pano: Albania needs to clean justice system

Nikolla Pano, Professor at the Western Illinoi University, says that the legal system in Albania needs de-politicization and removal of unqualified people.
In an interview for VOA, the history professor declared that without this reform, Albania’s EU integration will be delayed.
“The legal system is one of Albania’s biggest legal problems. I think that the roots of this problem start before the elections of 2009. ……

So wie die Lage in Albanien ist, wollen die West Experten ihre teuren und Null Resultat Jobs behalten, was gesichert ist, wenn Albanien ein Deppen Banditen Land ist, wo man die echten Einheimischen, wie wenigen ausl. “Albania … offered NATO and the U.S. an important military outpost in the turbulent southern Balkans (in the 1990-96 period Albania opened its ports and airstrips for U.S. military use and housed CIA spy planes for flights over Bosnia)…. The U.S. played a major role in the DP’s 1992 electoral victory, and it then provided the new government with military, economic, and political support. In the 1991-96 period Washington directly provided Albania $236 million in economic aid, making the U.S. the second largest bilateral economic donor (following Italy)…..Following Berisha’s visit to the U.S. in March 1991, Washington began supplying direct assistance to the DP, including donations of computers and cars for the 1992 electoral campaign. William Ryerson, the first U.S. ambassador, stood next to Berisha on the podium at election rallies. The U.S. failed to criticize, and at times encouraged, the new president as he purged critics of his policies within the judicial system, police, and the DP—often through illegal means. By 1993 DP loyalists and family members held most of the prominent positions in Albania’s ministries, institutes, universities, and state media. Citing the threat of communism’s return, Berisha successfully instilled fear in the population and discredited his rivals. Fighting Corruption in Albania

In the battle to combat corruption among Europe’s less developed countries, Albania is known to be facing one of the toughest struggles. The country’s politicians, however, are coming together in a rare show of unity to tackle the problem.

Many international organisations have identified corruption as one of the main problems of Albania’s post-communist history. The country, rated Europe’s second-poorest following Moldova, has been urged to intensify its efforts against corruption and the threat it poses to development. Apart from the economic consequences, corruption could also mar Albania’s prospects for EU and NATO integration.
Recognising the significance of the problem, Albanian politicians have signalled a rare willingness to unite in the name of national interest. The government has consented to an anti-corruption programme proposed by the opposition and to contract a foreign auditing company to inspect the bank accounts of senior politicians and officials, according to a recent report by the Institute for War and Peace Reporting (IWPR).
On the basis of local media reports, IWPR concluded that corruption in Albania was highly evolved and ranged from gifts to politicians such as cars and apartments to smaller cash bribes for lower-level officials. “Millions of dollars disappear through this way of governing, money which could be better used on education, hospitals or energy resources,” the IWPR quoted independent analyst Fatos Lubonja as saying.
Pandeli Majko, the new prime minister, has identified the fight against corruption as a top priority of his government. In Lezha on 4 March, he said increasing transparency in the activities of state structures was an obligation of the administration, which, he stressed, was “just a manager but not an owner of the money of the Albanian taxpayers”.
The Citizen’s Advocacy Office is an NGO established about three months ago to fight corruption at the state level. Kreshnik Spahiu, an attorney who heads the organisation, told Radio Free Europe that his office is recording an average of ten new corruption cases a day and that the scope of submitted complaints and accusations was surprisingly wide. He himself was solicited for a bribe by the state telephone company when he wanted to get new phone lines for his office.
Zef Preci, a former minister of economy and privatisation, said there was corruption in almost all branches of the state and that it stood behind public fund transfers. For him, corruption was worst in the justice system, and followed by the government and state-controlled structures.
In Lezha, Prime Minister Majko expressed support for a collaborative effort between politics, “whatever its colours are”, and Albanian citizens. He added, “This is a struggle between the law and anti-law, between progress and regression. Whatever the cost and time it takes, it doesn’t have a chance to fail.”
